TO THE EAST CENTRAl ST. CATHERiNE CONSTiTuENCY CONFERENCE MARkiNG THE 75TH ANNiVERSARY OF THE PEOPlES NATiONAl PARTY

t is with a deep sense of history and considerable pride that i send greetings to this years conference of the East Central St Catherine Constituency in celebration of the 75th Anniversary of our great Party. in doing so, i salute the vision and foresight of our Founder, Patriot, Statesman and National Hero the Rt. Excellent Norman Manley and all who have been part of this glorious legacy and proud record of accomplishment over these seventy-five years.

The observation that change is the only constant is particularly true of todays world. All of us are impacted by it change in our personal lives; changes and advances in science and technology; change in the world economy; climate change; changes in internal governance structures and national policies. Our Party has been an agent of change. Steadfast in our commitment to change and improving the lives of Jamaicans, it is no secret that the PNP has been instrumental in leading the national movement in the struggle for adult suffrage in 1944 and independence in 1962. We initiated positive changes in our electoral system, in the telecommunications sector, in education, in our social security provisions and a range of areas directed at improving the quality of life of all Jamaicans. Much has been accomplished over these 75 years and yet much remains to be done. As we mark this significant 75th anniversary, let us reaffirm our guiding principles, reawaken the national spirit and take the steps which lead us to a brighter future. The strength of the nation lies in the vibrancy of our communities and the willingness of our people to take responsibility for our development and the well-being of their families. Now more than ever, we must work together, with discipline and creativity to bring about the changes and improvements which are needed. in seeking to do these things, we will remain always guided by the selflessness, conviction and principles instilled by our founders and diligently passed on over the years, and which has made us the political organisation of choice marching with the destiny of the nation. i wish for the Constituency of East Central St. Catherine, under the dynamic leadership of your young, committed and enterprising leader, Comrade Arnaldo Brown, a successful Conference and Gods blessing as you continue to enrich the lives of all the constituents and strengthen the foundations for a safer, more prosperous future. May God bless us all and Jamaica, land we love.

t is with a sense of pride that i greet the members of East Central St. Catherine constituency for the political year 2012-2013. i am deeply honoured to be associated with this constituency, because despite the challenges, a number of achievements are being realized. The Member of Parliament, the Hon. Arnaldo Brown, continues to do extremely well in executing the commitments he made to the constituency in the 2011 election. Sports, housing, education, economic empowerment and training, continue to receive tremendous attention in the constituency. This is being manifested through the construction of sporting facilities in the Portmore Pines Division; the building of the Cedar Grove High School; the removal of zinc fences in the Southborough Division; the construction of side-walks in the Gregory Park Division and the granting of hundreds of empowerment and education grants to members of the constituency. These initiatives from the Member of Parliament have seen over 2,500 individuals receiving employment on the various projects.

s Vice President of this great Party, i salute Member of Parliament Comrade Arnaldo Brown, and his team in the constituency of East Central St. Catherine for choosing to mark the Peoples National Party (PNP) 75th anniversary by hosting your annual Constituency Conference under the theme, Honouring our past A powerful Foundation for Today and Tomorrow. Too many times we forget, or choose to ignore, the sacrifices made by comrades in the struggle which have made it possible for us to enjoy a better quality of life. indeed they have laid a powerful foundation that we proudly stand on today.

We celebrate this milestone at a time when the Jamaican people are looking to our noble Party for guidance as we all navigate the social and economic turbulence we face as a people. it is a time when we must acknowledge the challenges, and show empathy to our neighbours, our brothers, and our sisters in the struggle. Simply put, it is a time for solidarity. Jamaica looks to the PNP for the leadership because they know that even in making difficult decisions, we do so with transparency, with integrity, and with the interest of the country as our compass. They know that our policies do not represent privileged interest groups. They know that we are committed to a society based on nationhood, equality and justice. This is what our past represents. This is the legacy of O.T. Fairclough, N.W. Manley, Vernon Arnett, William Seivewright, Noel Nethersole, Howard Cooke, Joshua Manley, P.J. Patterson and the many other stalwarts of our movement. it is the path being pursued under the leadership of our Comrade leader Portia Simpson Miller. We, the warriors and foot soldiers, cannot shy away from this call to action. We cannot betray this legacy. Comrades, now is a time to renew our commitment. Yes, i know you feel overwhelmed at times because as is, sometimes said water more than flour. But, if not us, then who will see to the interests of the middleclass, of the dispossessed, of the emerging aspiring business persons, of our farmers, teachers and other professionals, of the vulnerable, or our youth? Who will create policies so that the average Jamaican can maximize their potential and be the best that they can be? This 75th anniversary is the sounding of the trumpet. lets awake, arise and answer the call. let us reach out and make ourselves more inclusive. let us recruit and rejuvenate. let us re-organize our groups. let us meet, discuss issues and formulate solutions. let us make Divisional, Constituency and Regional meetings be about robust debate because that brings about the best ideas. let us take time to be leaders in our schools, work and communities. Our destiny is inextricably linked to Jamaicas future. Our fortunes are tied together, and failure is not an option. So, Comrades, as the last paragraph of our Partys anthem says, in steadfast assurance that God will look down; And give us his blessings our efforts to crown; let us all be united to build by His grace; A nobler Jamaica, a loftier race. let us write our chapter of the history of the PNP, while we stand on the shoulders of those giants who have gone on before us. little by little, bit by bit, the development efforts of the constituency are being achieved. We have to unite to utilize the limited resources to the best of our abilities. We have to ensure that we use the little that we receive and transform it into much. The Government is operating under tight financial constraints due to an agreement with the international Monetary Fund (iMF) and the efforts to contain the high debt burden. Consequently, there are limited funds flowing in the direction of MPs and so the meager resources must be utilized to the best of our abilities. Constituents are therefore being urged to use the little that they receive to turn into much. They must ensure that assistance received through either employment or grants, be used to generate further wealth for permanent economic empowerment. This is the type of transformation that is needed and what Michael Manley spoke about in the 1970s when he said: "When one considers the magnitude of the economic and attitudinal restructuring that our conditions demand, it becomes clear that the politics of conservatism and tinkering are not only irrelevant to our situation but represent an intolerable default of responsibility. Man can adjust by tinkering, but he cannot transform. Nothing less than transformation can provide answers to the dilemmas within which we are currently trapped. For Jamaica to become a developed society, all of us must adopt a transformational approach. The members of East Central St. Catherine are being called upon to adopt this transformational approach. We have to use the little that we have and transform it into much. i wish you all the best for the rest of the year.

he occasion of our second Constituency Conference in the year when our great party observes its silver anniversary, is cause for celebration and reflection. The PNP is the oldest political party in the English Speaking Caribbean and has led the political evolution of Jamaica and the Region. As the party in the forefront of every progressive change locally over the past 75 years, we can feel justifiably proud of our legacy, even as we recommit to the challenge of our founders to achieve the social and economic development and liberation of our people.

t gives me great pleasure to join with the constituents of East Central St. Catherine in commemorating the 75th Anniversary of our great Party on the occasion of your Annual Conference. Your constituency is a very young one, having been created just two years ago. However, your birth was most auspicious as it began with a resounding victory, and for this you must be congratulated.

Your Member of Parliament, Comrade Arnaldo Brown, is an outstanding representative who has made his mark both in his capacity as Member of Parliament and Minister of Government. in his ministerial role he has contributed significantly to forging new diplomatic relationships and improving existing ones, thereby adding impetus to Jamaicas overseas trade. As MP, you can all attest to the apt leadership he continues to provide, particularly as it relates to initiatives in employment generation, the development of social infrastructure, and efforts to uplift and unite constituents. As we reflect on our conference theme Honouring our past A powerful foundation for today and tomorrow let us re-commit to the task of nation building. i urge you to hold firm to the tenets of our founders as we strive to build a better nation. The PNP continues to be the party of progress and i have every confidence that we will continue in this vein. However, to stay on this progressive path, we must begin to work even closer to ensure that the Party, while remaining true to its core principles, evolves to meet the demands of a modern society. i wish your conference every success and trust that you will find a renewed energy to carry on the good fight.

Although young, East Central St. Catherine is fully within the fold and committed to the advancement of the PNP and the nation. Prime Minister Portia Simpson Miller for the confidence she reposed in me by appointing me State Minister in the Ministry of Foreign Affairs and Foreign Trade and for the guidance and mentorship provided by Senator, the Hon. A J Nicholson, Minister of Foreign Affairs. Over the past two years our focus in East Central has been on initiatives in employment generation, the development of social infrastructure and efforts to unify and uplift the citizens of the constituency.

et me take this opportunity to congratulate you and your constituents for the tremendous work you all have been doing for the development of your constituency in the last eighteen months.

As the party celebrates its 75th year under the theme Honouring our Past- a Powerful Foundation for Today and Tomorrow, i think it is quite fitting to say that East Central St. Catherine is doing just that and more. You have made great strides in the constituency. Through your dedication, strong will power and quality leadership you have derived many benefits for the constituency. You have kept the torch burning very bright for the Peoples National Party and in so doing have brought us to be more recognized as a Party. As we continue to celebrate our 75th year of existence, we must reflect on our past achievements, our rich heritage and the role we must play in the advancement of our party. We must build relationships through services in order to fulfill our mission.

t is with enormous pleasure and pride that i express congratulations to my neighbouring constituency of East Central St. Catherine on its anniversary in 2013. As our Party celebrates its 75th Anniversary. East Central St. Catherine being first represented by Cde. Arnaldo Brown and the Peoples National Party in our Parliament is of particular note and significance in this the 75th anniversary year of the PNP.

s Member of Parliament for South East St. Catherine, it is my pleasure to congratulate East Central St. Catherine on this their 2nd anniversary. i am witness to the hard work and dedication that Comrade Arnaldo Brown (State Minister in the Ministry of Foreign Affairs and Foreign Trade) has put in as Member of Parliament over the past two years. i do trust that he and his team will continue to work diligently and closely with the constituents to bring about even more major developments as seen through the establishment of the new Cedar Grove High School among others.

East Central St. Catherine consumed a part of my constituency when it was formed and i must say i am elated to know that the progress is being continued. The young Member of Parliament was met with skepticism and doubt but after just two years as leader he has brought projects through JEEP and the Constituency Development Fund coupled with support from government and non-government organizations that has silenced his detractors. The year was not without its fair share of challenges but solutions were reached through the collaborative efforts of citizens and various community/civic organizations. i therefore beseech the aforementioned groups to continue in extending their support to the process of development in East Central St. Catherine and in the same breath i want to implore others to throw their full support behind their leader. As a colleague Minister of State, i can speak to Comrade Browns contribution to our Parliament on national issues of which he is well known, especially as it relates to foreign affairs and trade matters. in conclusion, i also want to use this forum to congratulate the Peoples National Party on the ocasion of our 75th anniversary celebration; they afforded me and Minister Arnaldo Brown the honor of serving the people of St. Catherine and by extension the people of Jamaica. it is a privilege to be a part of such a great organization. The comrades of East Central St. Catherine went into the General Elections of December 2011 against the background of a lack of belief by many, that victory was possible. This was similar in many respects to the same way that the band of comrades led by Norman Manley took on the task of forming the PNP in 1938 in their quest to build a new Jamaica. it is therefore imperative that the leadership across the constituency remains continually mindful of the fundamental goals of our Party in seeking to build unified and cohesive communities towards a building a better nation for all. The demographics of the constituency do provide tremendous challenges to its leadership particularly during the current economic difficulties. However, i am confident that the steely will and grit of the all the well thinking members of the constituency within and outside of the PNP will triumph in the building of a model constituency that will enhance the total development of Portmore. East Central St. Catherine can remain continually assured of my support and the entire constituency of South St. Catherine PNP family, as we all seek to build a better Jamaica for all our people.

if we are looking forward to the transformation of politics in the 21st Century, it is important to include citizen participation at all levels. The citizenry need to understand that their involvement in community development cannot rest on the shoulders of politicians or government alone. As politicians, if we focus on organizing and engaging the people in making self fulfilling decisions about their future, it would build stronger and more resilient communities. As your elected representative, i will continue to create ways and means to balance your life and make your community a safe and enjoyable place where you will love to live, raise your children and do your business.

he political year 2012 - 2013 brought about many challenges for the comrades of East Central St. Catherine, the reality is that the Jamaican economy is under fiscal restraint.

But with steadfast assurance that almighty God will look down upon us, give us his blessings and strengthen our leaders, i am confident that the Peoples National Party has put the country on the right track. The sacrifices we make will soon bear fruit and we will reap our just rewards. We in East Central St. Catherine can bear witness to the fact that serious development is taking place in Jamaica with the building of the Cedar Grove High School a six hundred (600) million dollar investment and the just completed Port Henderson Road improvement project another forty (40) million dollars in the Portmore Pines Division alone. i say to our comrades and party workers remain steadfast continue to do the political work that will strengthen our organization and continue to inform ourselves about the work that our government is doing to rescue the country so that we can mash down the lies that are about. As chairman and councillor for the Portmore Pines Division i thank my executive members who stood by me and lifted me up when times we tough, to the foot soldiers and loyal party members i shall continue to work hard to bring you all good representation.

The Peoples National Party Youth Organization of East Central St. Catherine
he PNPYO continues to campaign for the PNP on the tenets set by our forerunners, the ideologies and philosophies that have given us reason to believe. We strive to build on our support through advocacy on behalf of our youth and the promulgation of the PNPs strides to engender not just hope but emblems of actions for a better Jamaica.

The PNPYO of East Central St. Catherine continues to place the most emphasis on the engagement of our youth with education and training, making them more marketable, and thus employable; amid the hardships of todays globalized world. We realize that there is a deficiency right across Jamaica with the employability prospects of our youth, as such in this constituency structures have been set up to aid that change. For example the Tent City SDA Educational Centre, that offers free CSEC, basic literacy and numeracy classes. The committee has successfully managed to secure job opportunities for over 50 youth constituents. We continue to dialogue with numerous companies and educational institution to enhance the prospects of education, training and employment of our youths. There are numerous programs implemented and sustained by the PNPYO units of this great constituency to engage the youth populace; fostering growth, edifying and uniting the youth through music, education and training while playing our part, to rid the communities and society at large, of crime and violence and to produce better men and women, for the future. Community based youth structures have been set up across the constituency, this has been productive in maintaining our presence on the ground among the youths, and creates an avenue to not only draw the attention of persons to the YO but moreso encourage the will of the youth to vote, and sway those votes to the PNP. This is one of the main platforms on which we the PNP won the 2011 General Election, as we capitalized on the mobilization and motivation of the youth populous. in the same breath, i appeal to the Member of Parliament, councillors and other comrade leaders of the constituency not to sideline the young people of the constituency. Open the doors of opportunity, so when we go back to the polls the work would have already been done to show our young people that there is no greater party, to lead this country other than the Peoples National Party. if we fail our youth, we fail our future. Our main goal is to help create self-managing local communities/groups which are able to identify their needs and recognize their common interests, in addition to representing their interests of their division and constituency. We will continue to work through community mobilization and grassroots organizing by strengthening community groups and by encouraging everyone to be involved and committed to the notion that we all benefit by high quality service that these organizations/groups provide. We know that community mobilization and group building brings together all the key players concerned with the well-being of persons living within these communities. it also impacts the quality of the services they receive at various levels. WHY ORGANiZE & MOBilZE it creates awareness of how services for persons living within these communities work. Empowers individuals to participate in systems for change and to become a part of the political machinery. Enhances the knowledge and personal responsibility of individuals and communities demonstrated by local, state and individual action. Creates a community norm that the welfare of persons is the mutual responsibility of everyone in the community; and advances advocacy for public policy and legislation that supports and protects the rights of disadvantaged citizens (including women and children) and the organizations that provide for them. How to Start Attracting Supporters: Build support through community-based rehabilitation of womens groups and plan activities, public relations events and other local efforts. Work closely with these organizations, and groups in the divisions to ensure continuity, and singleness of purpose on behalf of these persons within their communities and the services they receive from the constituency by: 1. Planning and promoting various forms of entertainment for the women and children to build unity amongst the residents by these activities. 2. To set up and establish legitimate companies to write projects and seek funding to implement the various activities.

i am proud to be able to represent the people of East Central St. Catherine since early 2012. i feel their love and i am firm in my resolve to represent their best interests always in a spirit of dialogue and equanimity, and to serve all the people regardless of affiliation. As a developing country we continue to face challenges, many of them exacerbated by the ongoing global dilemma. There are issues of poverty, aging infrastructure, and high levels of unemployment, particularly among the youth, crime and violence. Collectively as a government we boldly continue to work to overcome these barriers to development and the fulfillment of human potential and i commit to facilitate development in my constituency so that every individual, every family and each community can be empowered to realize their best possibility. let me provide some accounting of developments in East Central St. Catherine and plans for the constituency going forward: EDuCATiON 1. Consistent with the commitment made to education, your Member of Parliament and his team in consultation with the residents have spent Seven Million Five Hundred Thousand ($7,500,000.00) Dollars on the Back-to-School Programme. This programme saw the purchasing of text books from reputable bookstores. The payment of tuition fees at all levels The payment of examination fees and so on Over Four Hundred (400) students were assisted 5a. Consistent with the commitments made in the manifesto, former Ambassador of Chile His Excellency Mr. Alfredo Garcia Castelblanco donated computer equipment worth Fifteen Thousand united States (uS$15,000.00) Dollars to the independence City Primary School. 5b. Consistent with the Manifesto your Member of Parliament and his team presided over the handing over of repaired classrooms and a renovated perimeter wall which was implemented by the Jamaica Social investment Fund (JSiF) in partnership with the Government of Jamaica (GOJ) and the European union at the Gregory Park Primary School. The repairs were to the tune of Twenty Nine Million ($29,000,000.00) Dollars. 5c. The flagship investment consistent with the Manifesto commitment is the ongoing construction of the Cedar Grove High School to the tune of Six Hundred and Sixty Million ($660,000,000.00) Dollars. This High School is intended to be a school of excellence; it is environmentally friendly and most importantly friendly to persons with disabilities.

SPORTS 2. lime Tree Grove Sports Facility nearing completion. 3. launch of the East Central Saint Catherine Marching Band with funding from the Constituency Development Fund (CDF) to support approximately 300 members. The band meets every Tuesday and Thursday at the independence City Primary School under the leadership of Andre Brown and Mr. Clive Ward as the Band Manager. 4. East Central Saint Catherine has partnered with the Jamaica Netball Association (JNA) to offer a scholarship tenable at the university of Technology in collaboration with the JNA to train netball coaches. 3a. The Constituency now has three (3) new and freshly minted coaches with a high level of training. 3b. East Central Saint Catherine has also partnered with the JNA to institute the Saint Catherine Netball Federation. 3c. Partnered with the JNA to run a netball competition which saw the participation pf several teams from East Central Saint Catherine. A few of these teams are now participating in the National league. 3d. Provided sponsorship in the form of gears to the Southboro Netball team. 3e. The sum of One Million ($1,000,000.00) Dollars was committed to the development of Netball. To date over Five Hundred Thousand ($500,000.00) Dollars have been expended in this direction. 3f. Support was given to the Christian Pen Football Team to the tune of One Hundred and Fourteen Thousand ($114,000.00) Dollars. 3g. Support was also given to the Gregory Park Cricket Team in the form of Sixty Eight Thousand ($68,000.00) Dollars. 3h. Assistance was given to the Royal lakes Football Team via a travel subsidiary. 3i. Encouragement was provided to the Watson Grove Football team in the sum of Twenty Thousand ($20,000.00) Dollars to purchase socks. HOuSiNG 5. in keeping with the Manifesto commitment, your Member of Parliament has submitted twenty (20) names to the Housing Agency of Jamaica for the Jamaica Emergency Housing Programme in association with Food for the Poor. 4a. A programme of Social housing assistance has been introduced and to date over One Million ($1,000,000.00) Dollars in support has been disbursed. in this regard, the programmes involve the payment to the hardware upon the submission of invoices for building material. 4b. Consistent with commitment made, your MP and his team through the Jamaica Emergency Employment Programme have submitted five (5) projects, four (4) of which have been approved for the removal of zinc fences primarily in the Portmore Gardens area. 4c. in keeping with commitments made in the Manifesto, the Member of Parliament has entered into discussion with 21 Riverhead Advisors, an international company in the business of housing construction, the Housing Agency of Jamaica and the National Housing Trust to address the state of housing in the Constituency.

EMPlOYMENT 6. in tune with the commitment to tackle unemployment, your Member of Parliament and his team created some 2,000 jobs across the constituency under the Jamaica Emergency Employment Programme (JEEP) Phase i and ii and expenditure of $40 million. initial work focused on the cleaning of the community of Southboro with over 120 truck loads of debris being removed. 6a. Several drains were also cleaned in the Gregory Park and Portmore Pines Divisions. 6b. Consistent with Manifesto commitments to tackle unemployment, over two hundred (200) jobs have been created on the Cedar Grove High School. To date sixty (60) persons of varying skill competencies have been employed. 6c. in keeping with Manifesto commitments to tackle unemployment over Two Hundred (200) persons will be employed on the project to restore the Port Henderson Main Road in the vicinity of lakes Pen and lilliput. 6d. Over thirty (30) persons will be employed on the One Billion Two Hundred Million ($1,200,000,000.00) Dollars pipe laying project being routed through the constituency. 6e. Consistent with Manifesto Commitment to tackle unemployment an Ornamental Fish pilot project representing an investment of Three Hundred Thousand ($300,000.00) Dollars has been deployed in lakes Pen. 6f. in keeping with Manifesto Commitments, a Bee Hive Project has been launched in conjunction with the Ministry of Agriculture. 6g. As promised in the Manifesto, small business loans have been made available to micro entrepreneurial ventures in conjunction with Torpedo loan limited. 6h. Your Member of Parliament has identified three (3) established block makers and has supported their enterprises through the Jamaica Emergency Employment Programme. TRAiNiNG 7. Consistent with the Manifesto commitment to train individuals within the Constituency who are interested in developing a skill, your Member of Parliament and his team in conjunction with the Tent City SDA Church launched the Tent City Skills Training Centre in January 2012. Your Member of Parliament committed Six Hundred Thousand ($6000,000.00) Dollars to the establishment of a Computer Training Centre at the Tent City location which was launched on the 20th December, 2012. Of note is that the H.E.A.R.T Trust NTA Portmore Campus has partnered with the Tent City SDA Skills Training Facility. 7a. Similarly, the Member if Parliament in keeping with his commitment to skills training has partnered with the Gregory Park Baptist Church lifelong learning Programme with the contribution of Two Hundred and Fifty Thousand ($250,000.00) Dollars. This programme has forty (40 volunteer teachers and over six hundred (600) students 7b. The Member of Parliament has partnered with Camara limited to establish three (3) Computer Training labs across the Constituency. The first will be located at the Tent City Skills Training Centre. These are the steps which have been taken thus far to give effect to the commitments made and the mandate obtained as a result of People Power. We are fully underway, the challenges are many but we are confident in our ability that united there is no barrier we cannot hurdle let us continue to move forward.

Gregory Park Divisional Report for the Political Period 2012-2013


The divisional conference was held on June 30 2013under the theme Better days are Coming. A new executive was selected to lead the division for the year 2013-2014. J.E.E.P. J.E.E.P. 2 came and approximately 260 people were employed for 2-3 weeks under the program which saw the erection of side walks in Gregory Park and Christian Penn communities. We continue to enjoy the privilege of having three people rotating every six weeks on the Mandela Highway and one person is employed full time by N.S.W.M.A To do security work at their nursery at the Caymanas Estate. Seven people were employed by Ashtron to work on the pipe laying project in Portmore with two of the workers securing temporary contracts with the company.

Future projects Clearing of the Dover Avenue drain and the Banga Gully will soon begin. Plans are now in place to relocate the vendors at Caymanas Crossing to their new location. The division may soon see the construction of a new fast food restaurant, and the Ocho Rios leg of the highway 2000. This construction will commence in October. A paper factory is slated to be built on land adjacent to the Soapberry Sewage Plant. This factory will employ about 400 people when completed.

After one year our achievements have surpassed those of the former councilor but this is not a surprise as we all know that a P.N.P. government will always put policies in place to ensure the communities and the country by extension must move forward.

Our Divisional conference was held on July 22nd 2012 at the independence City Primary School. Cedric Crooks Cde. ian Brown Cde. leslene McCollin The Political Year For the political year 2012-1013 the division of Portmore Pines held regular monthly executive meetings with good attendance from the executive members. A wide range of issues were discussed and dealt with, as the needs of the constituents were many. The executive did their best to make sure that transparency and a fair method was employed to distribute scarce benefits and there was not a lot. The political year presented itself with many challenges, with the state of the economy under a financial crisis, the iMF negotiations being finalized after many months, many comrades complained of not being able to cope and wanted a bailout for themselves as the new tax packages announced were not suitable for them. This situation made it difficult for political work to be carried out, as many complaints followed, also cries of being neglected and overlooked. Nevertheless we remained resolute to hold meetings with the comrades and reassure them that the government is on the right track and better will soon come. Back to school assistance The Chairman received Thirty Thousand Dollars ($30,000.00) for back to school assistance from the St. Catherine Parish Council. This was used to purchase book vouchers from Sangsters Book Store in denominations of One Thousand and Five Hundred Dollars. An executive meeting was held to work out the best method of distribution.

Since being elected on March 26, 2012, the first scope of work done was under the JEEP Programme, where i undertook the cleaning up of the Southboro community. The removal of 158 loads of dirt and rubble amounted to 1.5 million dollar including tractor, trucks, and manual labour. Newland, Portmore Avenue, and Washington Mews drains were cleaned and areas with dirt and rubble were removed using a tractor and truck. Over 250 persons were employed. The total cost was 3.5 million under JEEP one. One year later, the effect of the cleaning up programme still stood up especially in the Southboro community. Through the length man Programme out of the Portmore Municipal Council saw the maintenance of all the open spaces including the Naggo head primary playing field and earth drains in the division, which brought a fresh look to the community. Also the cleaning of the cross drains is being maintained. Over the past year, twenty six street signs have been planted; and over one hundred and fifty street lights have been repaired in the division. The request was made for 19 new street lights through the Ministry of local Government, for Washington Mews, Ebanks Close, and Beverly Flat. The citizens are very much concern about their safety. So far i am satisfied that the residents will get light soon.

Water and removal of old galvanized pipes in the month of June 2013, over 13 lengths of two inch old galvanized pipes were taken out and replaced by PVC pipes at lime Tree Crescent and Newlands. Peace Avenue is currently experiencing simular problems with over 400 feet of old galvanized pipes to be replaced. There is also some parts of Hardware Avenue and Rosemary Close that are without water. The residents need assistant to get proper water flowing in their homes. The residents of Beverly Flat are still without water three years after the pipeline was laid. i am currently seeking to have a meeting with Mr. Valentine from the NWC and the residents of Beverly Flat to come up with a solution Road Patching Through the Portmore Municipal Council, major road patching was carried out. Weetom Drive was finally fixed after six years of being dug up by the National Water Commission to connect the Joong Supermarket to their sewer system. Repairs were done after i brought it to the attention of the President of the NWC. Throughout the division, a significant amount of road patching was done. The Southboro community is to benefit from a major road resurfacing on Cameta Road estimated to cost four million dollars. The money is at the Portmore Municipal Council and i am satisfied that work will start soon. Cross drain Repair For the past seven months, the cross drains in the Southboro community have featured in the minutes book at council. i have made representation for them to be fixed over and over. These drains have been causing a lot of damage to the residents and motoring public. The estimated cost in damage is over one million dollars. Garbage Collection The collection of garbage in the division is of concern based on the fact that the NSWMA is not operating at full strength, but the major success is the removal of the huge dumpsite that was visible on the Newland main road. A NO DuMPiNG sign was placed in the area. There is also the birth of a Public Health Committee in the Newland Community. A joint venture between the Newland community and the Greater

Portmore Health Centre saw over 60 drums being place throughout the Newland community which will see the residents being able to properly dispose of their garbage making a big difference in the community. Zinc Fence Removal i have always felt that the zinc fences are a hindrance to the Newland community, and must go. i was asked by Member of Parliament, Arnaldo Brown to submit a project under JEEP two, and i choose the zinc fence removal project. it is the first time in the history of these communities that a political representative has looked to undertake the removal of zinc fences. This project has already seen four avenues zinc fences partially removed. These include, Daniel Close, Portmore Terrace, Fearon Crescent, and Power Avenue. On completion of this project, the outlook of these communities will only bring value to the property of the residents. Emergency Drain Cleaning Each councillor through the Portmore Municipal Council received 600,000 dollars for emergency drain cleaning. There is a drain located on Washington Mews that has not been clean for over four years. On Monday July 1, 2013, work commenced using an excavator. The work last for over seven days at an estimated cost of 615,000 dollars including two trucks for cart away the silt, 25 persons were used for manual labour. Sports One hundred thousand dollars was spent on sports, of which the Southboro Netball Team received 60,000 dollars for footwear and the Newland Football Team received 40,000 dollars towards buying footballs and socks. On March 30, 2013 the division hosted its first football fiesta. This fiesta saw teams from the community of Newland competing for cash prize amounting to 50,000 dollars. The winner took home the Mayors cup, second place took home the M.P. trophy and third place took home the Councillors trophy. The trophies were presented to the teams by Mayor George lee along with twenty five thousand dollars. The trophy for the most disciplined team was donated by JPS. We also had in our midst on the day, the third vice President of the JFF, Mr. Raymond Anderson. The days activities were a huge success.

Crime Over the same period up to July 9, 2012 the division has registered five murders. Christmas Work Programme Over three hundred persons were employed. Easter Season Through the Portmore Municipal Council, twenty five thousand dollars worth of easter buns were given to the workers, along with other buns donated to the division by the South St. Catherine Constituency Office. Back to school Assistance Through the Portmore Municipal Council, the chairman received one hundred thousand dollars. in addition the division benefited from the Member of Parliament with back -to- school assistance.

Political Year 2012-2013 The political year was a challenging one for the Southboro Division. The expectations of the residents were in high demand with the global crises also on a high. The division was also rattled by internal problems but overall came out on a high with a lot of work done to the satisfaction of the residents. The purpose of the Expo was to identify constituents and the varying skills, education and training levels in order to create a database that would assist the Member of Parliament in designing programmes to upgrade same. EAST CENTRAl SAiNT CATHERiNE BACk TO SCHOOl PROGRAMME 2012 The Education & Training Committee and in consultation with the residents of East Central Saint Catherine created a programme that revamped the traditional Back to School Programme. This new programme effectively did away with the voucher system and made for a more accountable and transparent process. Some Features of this programme is: Application start date and End date: in order to control the process a start date of July 1st, 2013 was set for the programme to commence taking applications and an end date of August 16th, 2013 to close the application process.

Recognizing the commitments to Education & Training made by the Hon. Arnaldo Brown, in the Manifesto for the constituency of East Central St. Catherine and recognizing the decision taken at the special retreat which took place on January 29, 2012 an Education & Training Committee was established. The Education & Training Committee under the guidance of the Member of Parliament has organized and executed the following Programmes during the period 2012/2013: Career Fair & Expo 2012 Back to School Programme 2012/2013 iCT Programme - Gregory Baptist Church - Tent City SDA Church

This is done in order to avoid any abuse of the process such as the reselling of vouchers. Book Assistance:

Electoral Committee
Since the local Government we have moved through four electoral cycles call phases. Each Phase lasts for six months;- April to September and October to March. We were in Phase 25 in March 2012 and we started phase 28 in April 2013. Continuous registration At the end of phase 25 at March 31, 2012, a total of 496 new electors were added to the December 2011 voters list used in the general elections. Phase 26 proved very busy as a total of 567 new electors were added. Phase 27, which ran from October 2012 to March 2013, had a total of 434 new voters registered. Phase 28 to date has produced a total of 234 new voters. This is a total of 1,729 new additions to a voters list that now stands at 22,423 for the constituency. Transfers Total transfers in have been almost the same in total as transfers out and has caused no noticeable change to the totals. However, because of the time it takes for transfers, those made in the last three months of a phase will not make the next voters list and may have to wait for up to a year to get onto the voters list. During this time the voter finds themselves in no mans land and cannot vote. Removals it was reported to the ECJ that approximately 800 votes were padded unto our list but our canvas was only able to suggest approximately 200 suspects. To date the electoral office has removed 183 voters that they were unable to confirm as living in the constituency. Sittings For phase 27 a total of 22 people were summoned for sittings. Twelve(12) were retained and ten(10) were cancelled.

Tuition Assistance: The Member of Parliament has extended the Back to School Programme to encompass tertiary level students. All cheques will be made payable to the institutions.

Top performing Students: - The top GSAT Boy & Girl from the four Primary Schools in the Constituency namely independence City Primary, Port Henderson Primary, Naggo Head Primary and Gregory Park Primary will be awarded a Ten Thousand ($10,000.00) Dollar Bursary which can go either towards the purchasing of books or the payment of school fees. Students sitting GSAT, CAPE, CXCs in 2014 will be given priority

Ceremony - A ceremony for successful applicants will be held on Thursday August 22nd, 2013 at the independence City Primary School.

iCT PROGRAMME: Consistent with Manifesto Commitment to train individuals within the Constituency who are interested in developing a skill, the Member of Parliament has partnered with Camara limited to establish three (3) Computer Training labs across the Constituency. The first will located at the Tent City Skills Training Centre. TENT CiTY SDA COMPuTER TRAiNiNG CENTRE: The Member of Parliament committed Six Hundred Thousand ($600,000.00) Dollars to the establishment of a Training Centre at the Tent City SDA Church. This commitment was fulfilled as the twenty (20) Computer centre was launched on the 20th December, 2012 at a cost of Seven Hundred & Fifty Thousand ($750,000.00) Dollars. GREGORY PARk COMPuTER TRAiNiNG CENTRE The Member if Parliament has partnered with the Gregory Park Baptist Church lifelong learning Programme with a contribution of Two Hundred and Fifty Thousand ($250,000.00) Dollars. This programme has Forty (40) volunteer teachers and over Six Hundred (600) students. The Member of Parliament has partnered with universal Access Fund (uAF) to retrofit the Gregory Baptist church with a fifteen computer lab in order to extend their training programmes. These are the steps which have been taken thus far to give effect to the Terms of Reference made and the mandate of the East Central Saint Catherine Education & Training Committee.

Proposals are expected to be completed by the ending of November and a 6 months implementation timeline thereafter. lime Tree Oval: (Cricket Field) Both Field & Building need work. Out of town. laison with kirk. Being done under Sugar Divestment Fund). Minister Agriculture and Sports Development Foundation will be the funding agency. The project already tendered. Royal lakes Football Club: Field upgrade. Fencing and Court upgrade. Contact person: Michael Pantion. Contact Pearson-SDF & Herskin SDC. The club needs a field upgrade. it is a part of the prior project. Hamilton Garden Cricket Oval: uSD 25, 000.00 is assigned to fund this project. The funding agency is the High Commissioner of New Zealand. Work involve are the costing of the stands, pitch, marking out of the field, lighting, electronic score board, etc. Christian Penn, Cedar Grove, Watson Grove, Caymanas Site D, Southboro CRT: All these project proposals are being developed. Once approved a 6 months implementation timeline thereafter. iCT Project Southboro Computer Training Centre:

Proposal being developed for the construction of a new state-of-the-art community training centre. iCT, skills training for constituency Gregory Park Baptist Church: The church is to be retrofitted. The proposal already developed to be submitted to Digicel foundation and uSF by the end of the week. Valued at JMD$3,000,000.00 Tent City SDA Church Computer Centre: Project written, funded (SDC, Member of Parliament) implemented. 20 computer laboratory Actual value ate market rate: 1.8 million Cost Spareheaded Actual cost: 750,000.00 (inclusive of cost to plan launch) iCT: Mobile lab Proposal being developed for mobile lab. Approach has already being made to JuTC for Bus Camara Jamaica is on Board to supply and also retrofit the bus. Training Programme will also be developed by Camara Jamaica Foundation. Agricultural Projects Ornamental Fish: located in the Portmore Pines division. The necessary finances are already in place as this project will be used as a pilot project through RADA. implementation is projected for the end of November. it is assigned JMD $300,000.00. Follow-up can be done with Claude, board member of RADA. Bee Hive Project: This is basically a training project that is already in progress. An identification of 5 participants is needed; two persons have already been identified. The amount of JMD$600,000.00

Cost associated is JMD$660, 000,000.00 Road Patching: This is a JMD$12,000,000.00 project. implemented by NWA. To be done under the JEEP project. Zinc Fence Removal: There will be an initial injection of JMD$7,000,000.00. This projected is implemented along with HAJ. Submit proposal to JEEP. Fearon Crescent, Adventist Close, Portmore Terrace, Power Avenue: All these project proposals are to be submitted to JEEP, Jeep 2 Projects (Pre- Christmas ) Daniel Circle, Passage Fort Drive Clarkes , Meadowvale, Hatfield, Clarkes lane, Christian Pen, Gregory Park Meadowvale Drain: This is a Gregory Park sidewalk project. May Construction ltd. is the construction agent. Submit proposal to JEEP. Already started long term Projects Housing Projects: This is in collaboration with HAJ and the Ministry of Housing. A 18 months timeline is projected starting with meeting the investors on Tuesday, October 16, 2012

university/High School Project: These are slated to be implemented 12 months post planning phase. 10acres of property are needed to build school and university. Arrangements are been made with NCu. Meetings will be held first week in November. Picture Frame Manufacture: 6 months timeframe is assigned. infrastructure and Disaster Management Committee (iDM)


The iDM Committee meets monthly at the Constituency Office Shop # 9 Jet Plaza . Meeting dates and times have been fixed to every first and third Monday from 8 - 9:30 pm. The committee chair is Mr. Verdane Wright with Deputy Chairs Mr. Harold Buchanan and Miss Clover Roberts. The committee now consists of eight active members drawn from across Portmore. Representatives from each division is currently being sought to improve communications between the committee and the communities within the constituency. The committee was organized into two sub-committees to allow greater ease in management of its operations. The two sub-committees created are infrastructure and Disaster Management with the Deputy Chairs Mr Buchanan and Miss Roberts responsible for each respectively. DiSASTER MANAGEMENT Disaster relief was expeditiously given to residents of Washington Mews, Portmore lane, Compound, Gulf, Train line and Portmore Villa after the passsing of hurricane Sandy in 2012. All the gullies and trains were cleaned properly and timely, reducing the impact of hurricane Sandy in 2012. Disaster Management Exposition was successfully staged on Sunday June 30th at Portmore Pines Sports Field. The event was stage in partnership with the Portmore Municipal Council as it was recognised as a part of the Municipalitys 10th Anniversary Celebration. iNFRASTRuCTuRE Port Henderson Rd repairs were completed successfully and arrangements are being made to formally open the road to the public. Royal lakes Sports Park football field was resurface and a multi-purpose court was developed. Zinc fence removal was complete in the areas of Power Ave, Fearon Crescent, Daniel Cirlce, Portmore lane and Newland. Side walk repairs were satisfactorily completed in Gregory. Several major projects are being completed and many are in the planning phase. Consequently, the development of infrastructure and enhancement of disaster management capacity in the constituency has been greatly improved. The year 2013-2014 looks to better this years achievement as the MP Arnaldo Brown continues to serve his people with a never before seen dedication to improving their welfare. Sports Youth Culture & Entertainment Committee


The Sport Youth Culture and Entertainment Committee have been very active in a number of areas; we continue to drive this great constituency of East Central St. Catherine forward with the mandate given to us by our member of parliament, the Hon. Minister of State in the ministry of foreign affairs and foreign trade, through partnership with a number of donor, youth advocacy and GOJ agencies. kudos must be given to MP Arnaldo Brown as he continues to steer the ship of development around the constituency that all constituents therein may benefit. Sport We had many successes this year as a committee in the area of sports. The St. Catherine Netball Association, having been set up, has managed to successfully host the St. Catherine Netball Competition, sanctioned by the JNA; this led to four (4) young ladies being called up trials, to represent the country at the highest level, two of which are from the constituency. in terms of football we have a number of teams that represents us well locally and we will be giving them all the support to raise the bar and set foot in the national premiere league, teams such as Royal lakes and Christian Pen FC. We continue to do well as a constituency in cricket. the recently concluded SDC 20-20 cricket competition saw the Portmore Pines CC and Hamilton Garden CC both advancing to the Super 8 round of the competition establishing themselves as part of the Portmore cricketing pedigree. We have facilitated the development in those areas as well, and will continue to engage interested constituents in training and education for the greater good of sports in the constituency. Our aim is to make sport a source of earning and not simply a product of recreational services, as sport continues to be one of the worlds leading industries. The Refurbishing of already existing sports facilities have commenced, all at an international standard, with the capabilities of hosting matches and events of the highest standing. Two such facilities have already been made out into a pending reality, the upgrade of the Royal lakes Club House and football field as well as the lime Tree Cricket Oval is set for renovation, both developments are now at an advanced stage as a result of the assiduous steps taken by MP Brown. Teams right across the constituency are in dyer need of assistance with gears and equipments; we have taken steps in this regard to assist, through partnerships with Food for the Poor and other donor agencies as well as CDF funding from the Office of the Member of Parliament. Stemming from the reemergence of boxing in Jamaica, we are finalizing plans to implement a boxing and marshal arts program in the constituency, from which talents can begin to foster at an early stage. Youth in relation to our youth populous this is the area we have continued to place the most emphasis, as it is engendered in most if not all aspects of our constituencys growth agenda. Our main goal is to engage our youth with education and training, making them more marketable, and thus employable. We realized that there is a deficiency right across Jamaica with the employability prospects of our youth, as such in this constituency structures have been set up to aid that change, for example the Tent City SDA Educational Center, that offers free CSEC, basic literacy and numeracy classes. The committee has successfully managed to secure job opportunities for over 50 youth constituents. We continue to dialogue with numerous companies and educational institution to enhance the prospects of education, training and employment of our youths. let it be clear that our future, is our youths and we must ensure that we give them the focus needed. Culture and Entertainment We find that the effects of culture and entertainment on people once organized and properly packaged, will have a resoundingly positive impact in East Central St. Catherine, evident from the constituency Street Dance; of which the SYCE committee was integral in the organization and execution. An event we are hoping to host annually. We continue to look at areas outside of leisure in cultural and entertainment features, but with the aim to create an atmosphere with the necessary education and training that will see our constituency produce some of our countriys greats in music, dance, and drama. Discussions with the Sistren Theatre Collective have commenced to table a project that will produce such an atmosphere. The constituency is home to many musical talents, and it is on this basis that plans are afoot to set up a music studio to help in the development of these talents. Recently, Jah Bouks, a resident of the Gregory Park Division successfully competed as 2nd runner up in the Magnum kings and Queens of Dancehall competition and continues to do well locally. Talents like those need to be strengthened and given the opportunity to grow, which can help to generate income for the constituency. The East Central St. Catherine Marching Band, now boasts over 250 members, and have not only become a household name throughout the constituency, but also a well lauded program geared towards, ridding the constituency of many social ills, by way of channeling the energies of our young people to a positive process. Primarily sport, Culture and entertainment continues to be the number one crime and social defects fighter in the constituency, as they serve the purpose of bonding people together while relaxing certain emotions. On this basis we aim to continue our work as a committee with the drive of making East Central St. Catherine the place to live, raise families and do business. As we continue to engage the youth populace; fostering growth, edifying and uniting the youth of Portmore through music and education and also to provide an avenue through which all youth can learn, exercise and enhance their musical skills, while playing our part, to rid the communities and society at large, of crime and violence and to produce better men and women, for the future. Welfare & Outreach Committee


The Outreach and Welfare Committee comprises Chairperson Beverley Swaby and members Harold Buchanan, Beverly Easy, Beverley lazarus, Andrea Smith, lenworth Reckford, Audrey Baxter, Andrea Tingling, Verna Stewart, Donna Bartley, Felicia Coley, Glen Andrews, Suzanna Sloley. in addition, the Gregory Park Division has an excellent local program for the feeding of the senior citizens at the local level in Christian Pen and its environs, run by the very resourceful Deloris Johnson. These committee members are the first responders to any urgent need for assistance and assistance for the most vulnerable in the constituency and act as a social safety net for the old, disabled an indigent. They have responded to tragedies such as accidental deaths and fires and brought grief counseling and assistance, attended funerals and provided general support. Working with various organizations for the disabled, the committee has managed to arrange the provision of wheelchairs and walkers and crutches and have been providing food and groceries to several in desperate need. The passing of Hurricane Sandy stressed the resources of the committee to the limit. We were the earliest responders, taking people to shelters, distributing tarpaulins and giving out emergency rations. We got assistance from Mrs. Anieta lee but, didnt manage to obtain any resources from Food for the Poor. Through our members we have been able to give assistance to several families and provide prescription assistance to individuals when the need arises and will continue to do so for the foreseeable future.
