The Department of Justice Office of the Inspector General (OIG) has


completed an investigation into certain allegations raised by Sibel Edmonds, a
former contract linguist for the Federal Bureau of Investigation. We
understand that 9-11 Commission staff has interviewed Ms. Edmonds about a
number of issues related to the terrorist attacks.
Enclosed are two copies of the OIG's report entitled, "A Review of the
FBI's Actions in Connection With Allegations Raised by Contract Linguist Sibel
Edmonds." Based on the FBI's classification review, the report is classified at
the secret level. We also understand that these classification issues are subject
to litigation brought by Ms. Edmonds.

We hope that this report and a forthcoming OIG audit that examines the
FBI's Foreign Translation Program will be useful to the Commission in its work.

Dear Mr. Chairman and Mr. Vice Chairman:
The Department of Justice Office of the Inspector General has completed
its report entitled "A Review of the FBI's Handling of Intelligence Information
Related to the September 11 Attacks." Enclosed are seven copies of the full
report, which contains national security information and is classified at the top
secret/SCI level. In addition, we have been informed by the United States
Attorney's Office for the Eastern District of Virginia that some of the
information contained in the chapter of the report on Zacarias Moussaoui may
not be publicly disclosed pursuant to a court order and local court rules in his
case.
We have previously discussed our report with staff from the Commission,
and we hope this report will be useful to the Commission. We also appreciate
the cooperation we received from Commission staff in conducting our review.
