Jumbo Update Summer 2013
I learned the following by phone July 17, 2013 from my
government contact person, Manager of Major Projects in
the Mountain Resort Branch of the Ministry of Forests,
Lands, Mines and Resource Operations. (M of FLMRO)
When industrial vehicles need to use Forest Service
roads, Road Use Permits are required. Recently Glacier
Resorts Ltd. (GRL), the parent development corporation
for the Jumbo Glacier Mountain Resort Municipality (JG-
MRM) was issued a Road Use Permit for Jumbo Valley
Forest Service Road leading to the development site. As of
this interview, two slides and a bridge out make the road
impassable.
RE: Judicial Reviews (JR):
Te Ktunaxa First Nation challenges BC Governments
issuing the Master Development Plan Agreement allowing
the Jumbo Glacier Resort development to proceed. Since
the beginning, the Ktunaxa have been opposed to the re-
sort. Teir QuatMuk Declaration emphasizes the cultural,
environmental and spiritual values the Jumbo Valley has
for them. Teir JR falls within the jurisdiction of the M of
FLMRO. All Ktunaxa af davits have been received. Now
the province prepares their response. Many people are in-
volved and many papers are being scrutinized.
Te West Kootenay Eco-Societys JR challenges the
BC governments creating a special document to create a
municipality without residents, the JGMRM.

that lawns require only 3 cm of water,
equal to about an hour of sprinkling
per week?
The City of Nelson would like to remind residents to
conserve water and is asking residents to:
Water every other day only.
Premises with even numbered civic addresses may sprinkle
on even numbered days (ie: 2nd, 4th, 6th etc) and premises
with odd numbered civic addresses may sprinkle on odd
numbered days (ie: 1st, 3rd, 5th etc).
Water in the early morning before 10 am, or early
evening after 6 pm.
Premises with underground sprinklers should have the sys-
tem checked for leaks and the timer set to only give the lawn
about one hour worth of water each week. Ensure that water
does not over-spray onto sidewalks, driveways or roads.
**City employees may speak with you, or leave a note
concerning water over use.
Water conservation tips and videos are available to view on the City
of Nelsons website (under Public Notices) at www.nelson.ca. Dur-
ing the summer season, daily residential water use is 50% more
than winter season consumption primarily because of lawn and
garden watering, and car washing. Excessive water use during
summer months draws down the reservoir level reducing stor-
age capacity. Storage is required for reghting purposes and
for backup supply. The City of Nelson thanks
Water Smart residents for their cooperation.

Columbia Basin Culture Tour
Te Columbia Basin Tour is back! Get on board Satur-
day, August 10 to Sunday, August 11, from 10 am to 5 pm.
Explore artists studios, museums, art galleries and
heritage sites during this free, self-guided event. Trav-
el to studios and archives that arent normally open, see
demonstrations, new exhibitions and collections or meet
people behind the scenes. To participate in the tour, sim-

Tere is a wealth of culture tour activities in Nakusp
this year. Meet Suzanne Schneider at her studio. Her black
and white images are hallowed while her colour images
are impressionistic and abstract. Suzannes favourite sub-
ject matters are landscape, street photography and photo-
graphing people especially the very young and very old.
Te Studio Connexion is a fne art gallery located in
downtown Nakusp, operated by Anne Elizabeth Beliveau,
that showcases Canadian Visual Artists. Tis year for the
culture tour the Studio Connexion Gallery is proud to
exhibit the paintings of Madeleine Wood and Don Cun-
ningham. Visit Debra Rushfeldt in her gallery/studio to
view her varied exhibition of artworks and cards. During
the tour she will be open Sunday as well. Original moody
paintings inspired by the Kootenay landscape and its in-
habitants are exhibited at Betty L. Fahlmans studio-gal-
lery. Works of acrylic on plastered board and watercolour
on paper capture images of domestic and wild animals
which Betty sees from her studio windows. Fujibayahi
Studio/Gallery is a destination that must not be missed.
Stone sculptures are on display in a wide variety of stone
from around the world and mixed media drawings in-
clude Chinese ink, coloured rice paper, acrylics, and
watercolour pencils.
From her studio in Hills, Donna J. Shaw will be featur-
ing her folk stitchie line. Using scrap fabric, needle and
thread Donna suggests themes of Kootenay winters in
front of the freplace in a cozy house.
In the quaint lakeside town of New Denver you will fnd
the work of Nadine Stefan, a contemporary artist whose
artwork includes installations, mixed media paintings,
drawings and sculpture. Te art on exhibit is a new series
that addresses the notion of home. Using fabric, pencil,
paint, grass, brush and branches, Nadine Stefan weaves
and tethers the mercurial dance of life into narrative tap-
estries that provide a home for vulnerability, self-reliance
and interconnectedness.
From New Denver you can take the scenic route to Kaslo
and visit Te Live Art Shop which is located in beautiful
downtown. Te store is part studio, part gallery, and part
boutique shop. Composed of many members, the store
has a wide variety of art available, including photos, pot-
tery, mixed media, watercolour paintings, felt, and much,
much more. What makes it fun is that (most of the time)
you will be able to watch an artist creating right before
your eyes! Located at the west end of Front Street, its an
easily accessible shop where you can browse around and
take home a perfect piece of Kaslo as a souvenir .

With the current warm weather this is the perfect oppor-

2012: 58.7% of drowning deaths occur between May and

hol and/or drugs were contributing factors in 40.2% of
drowning deaths and people between the ages of 20-29
were most likely to be victims of drowning.
Of the 397 deaths just over 50% (200) were involved
in recreational activities such as swimming and boating,
44.1% (175) involved falls into water, motor vehicle inci-
dents where vehicles landed in water or deaths in bath-
tubs; and 5.5% (220 were occupational.
Here are a few simple safety tips to remember:
If you cannot swim, stay out of the water and seek the
shade instead. Wear a personal fotation device. Tragedy
can strike in an instant. Dont assume that you will have
time to put on a lifejacket.
Watch your speed. Dont race to the lake and dont race
on the lake. Speed is a major contributor to incidents on
the roadways and on the water. Do not put your feet in
fast moving water that is deeper than the length of your
arm. If a foot becomes entrapped by rocky bottom in deep
water, the current will eventually push the swimmer over
face frst into the water. If you are going to a less-traveled
area, let someone know where you are going and when
you expect to return. Always remember that alcohol and
water dont mix. Impaired driving laws are the same for
operating a boat as they are for a vehicle.

It originated in the ministry of Bill Bennett, East Koo-
tenay Liberal MLA, which no longer exists since the May
2013 election. Te Eco-Societys JR was forwarded to
Minister Shirley Bonds Jobs, Tourism and Skills Training.

In spring 2013 GRL received a Licence of Occupation
for Farnham Glacier, one of the four glaciers in the Con-
trolled Recreation Area of the JGMRM. It allows a ski
lif and lodge to be built on the glacier. According to the
College-of-the-Rockies Summer 2013 catalogue, guid-
ed wildlife, wild fower, lake and moraine walks, glacier
viewing and cat rides to the peak and ski team training
are being ofered. Te earliest starting date listed is as June
29, 2013.
Te Farnham Glacier is accessed via Horsethief Creek
valley. Te three other CRA glaciers Jumbo, Command-
er and Glacier Dome are accessed via Jumbo Creek valley.
As of July 17, 2013 the road to the Farnham Glacier is
closed due to a huge washout.
Te conservation community currently reports that the
fuel contaminated soil is still not removed, the excavated
glacier toe has not been re-contoured and motorized ac-
cess control is still not adequate on Farnham Glacier. For
access management we fnd RK Heli-Ski and GRL look-
ing together at options for safety, liability and impact by
recreationalists. RK Heli-Ski holds a Use Tenure on Farn-
ham and keeps an emergency hut there.

Taghum Beach Park Expands
Popular Taghum Beach Park is about to expand with the
recent purchase of 8.3 acres adjacent to the day-use area,
announced the Regional District of Central Kootenay.
We are thrilled about this acquisition of land which
will improve the park for the many residents and visitors
who enjoy it, said Ramona Faust, RDCK Area E Direc-
tor and Chair of the Nelson, E, F, G Parks Commission.
Te RDCK purchased the property for $331,916.23 from
parks commission funds and grant contributions from
Electoral Areas E and F.
Te next step is to upgrade the washroom facilities,
parking area and waterfront and picnic sites, said Cary
Caynor, parks operations supervisor for the RDCK. We
have something very special at Taghum Beach and have
just made it that much better.
