A 100 kilograms big-eye tuna was recaptured 1000 kilometers East of Fiji, nearly 13 years after it was originally caught, tagged and released as part of a scientific experiment. This was part of the monitoring program organised by the Fisheries Division of Secretariat of the Pacific Community (SPC) as part of a research effort to maintain the health and sustainability of the tuna fishery in the Pacific. Scientists have said that 13 years on the run is close to a record period of freedom, in a tuna-tagging program SPC began in the 1970s. SPC fisheries scientist Bruno Leroy said trained teams catch and release thousands of tuna after fitting them with a numbered plastic tag and recording its species, size, condition, tagging date and location.

Recovering the tags is crucial to the success of our programme because they provide information on the growth, movements, natural mortality and fishing mortality of tuna, and help us estimate the status of tuna stocks and the impact of fishing. The fish was an old fellow, at least 15 years old, and its recapture is of great value for us as an indication of the longevity of bigeye tuna. The tag, a conventional yellow plastic dart tag, was fitted to the back of the fish in October 2000 and was found by Samuela Ratini, a crew member of Taiwanese vessel San Sai FA No 12. The Bainimarama Government is seeking a partnership with the countrys workers to improve productivity and efficiency and use the resulting benefits to improve their terms and conditions of employment. The Attorney General and Minister for Public Enterprises, Aiyaz SayedKhaiyum raised the spectre of Fiji being a new Singapore if workers join employers and Government in a collaborative effort to improve Fijis overall economic position. He was speaking at the launch in Suva of the new public-private partnership agreement between the Fiji Ports Corporation and the Aitken Spence Company of Sri Lanka. Under the agreement, Aitken Spence is taking over the management of the FPC subsidiary, Ports Terminal Limited, to introduce global best practice at the nations main ports in Suva and Lautoka. The Minister urged workers at the ports to see the partnership as the dawn of a new era in which they could personally contribute to making Fijis ports more efficient and improve their own conditions and skills sets. Aitken Spence has said that it is aiming to create more jobs by making the ports more efficient and increasing the volume of trade through Fiji with larger ships and quicker turnaround times. At present, international shipping companies are either bypassing Fiji because of slow turnaround times or charging heavy levies and surcharges that are passed on to every Fijian consumer. The AG said a better performance on the wharves would lead to the removal of these extra costs and every Fijian would benefit through lower prices for imported goods. We have a wonderful opportunity to position Fiji in a practical sense as a truly geographical hub in the South Pacific.

Fijian citizens living abroad with dual or multiple citizenship can vote in next years elections. But they cannot stand as candidates. The Attorney-General and Minister Responsible for the Elections, Aiyaz Sayed-Khaiyum, explained. Mr Sayed-Khaiyum was speaking to a delegation of former Fijian citizens who now reside in New Zealand and are looking for opportunities to invest in companies and projects here. Mr Sayed-Khaiyum also encouraged members of the team who are former Fijian citizens to regain this now it is allowed under the Bainimarama Government reforms. At the time they obtained their New Zealand citizenship they had lost their Fijian citizenship. While New Zealand (and many other countries) allowed dual citizenship, Fiji at the time did not.. The Governments two main purposes for allowing Dual Citizenship are to encourage Fijian Diaspora to return and invest in Fiji and to return and retire gracefully at home.

Like any other soldier bound for peacekeeping duties, Lance-Corporal Repeka Tagica is ready to face the challenges that are ahead of her for the sake of her country. Lance-Corporal Tagica is one of the seven women who are part of the 161-strong contingent of Fijian soldiers who left the country. Like any other tour that Ive had, this is going to be very challenging, Lance-Corporal Tagica said. For us females who are serving in the Republic of the Fiji Military Forces, we are only given six months in peacekeeping duties but for this deployment we are given one year, she said. Its going to be very challenging as it is a new environment altogether, she said. She said other than that they have been training very hard for peacekeeping duties. Fiji will soon introduce a telephone Child Helpline as it pursues various mechanisms to strengthen child care and protection in the country. The new initiative which will be spearheaded through the Ministry of Social Welfare, Women and Poverty Alleviation will become a focal access point for all children in Fiji to seek counseling, advice, services and report cases on abuses. Establishing a child helpline is a key deliverable for the Ministry and the timeline for the completion of this helpline is by June 2014. Apart from addressing the challenges reported by the children, the Child Helpline will also provide an access point for concerned adults, parents, guardians and citizens to access the helpline to report abuse and request for information on child related matters, said the Ministrys permanent secretary Dr Josefa Koroivueta. Fijis Independent Legal Services Commission (ILSC) has reprimanded three lawyers on allegations of professional misconduct. The three lawyers namely Azeem Ud-Dean Sahu Khan, Sushil Chand Sharma and John Rabuku were handed their verdict by ILSC commissioner Paul Madigan. Sahu Khan has been fined $20,000 and suspended from legal practice for 18 months and charged with professional misconduct. He will be eligible for a practicing certificate from the 1st of March, 2015. It was alleged that since 2009 to date, Sahu Khan had misrepresented on his letterhead that he was Bar-at-Law (Lincolns Inn). He was neither a United Kingdom barrister, nor was he admitted at Lincolns Inn. Commissioner Madigan said such representation was false, misleading or deceptive or likely to mislead or deceive the public. Sahu Khan admitted to the allegation and was remorseful. He said he had no intention to deceive and submitted that the offending claim on his letterhead was added by his father. He confirmed that he is no longer entitled to claim that he is a barrister of Lincoln's

Commissioner Madigan reiterated that legal practitioners cannot make excuse for failure to respond to the Registrar's request for information no matter what circumstances the respective practitioner finds himself/herself in.

The launch of a tele-medicine centre this week will boost the expertise and skills of health professionals and those aspiring to become medical professionals. Tele-medicine allows medical personnel to use telecommunications and other forms of information technologies to provide medical assistance or clinical advice. While officially launching the telemedicine centre at the Fiji National University, which is a joint partnership between the university and the Apollo Group of Hospitals of India, the Health Minister Dr Neil Sharma said that this development will boost the skills of Fijis medical professionals.

Filariasis Survey Begins


Fijis Ministry of Health will conduct blood assessments surveys this month to establish the number of lymphatic filariasis infections in the country. The assessment will be a follow-up to the ministrys campaign in 2007 against the disease. Health Ministrys Dr Mike Kama said the check is also to find out how successful the campaign went and to identify the number of Fijians affected. Dr Kama said the survey will begin in August 8 and those in the Central and Eastern division should start to look forward to this. He said there had been a decrease in the infection and in 2002 there were 16 per cent and 9.5 per cent cases recorded in 2007. The assessment will also determine whether infections had increased or decreased.

More inmates of the Fiji Corrections Service had been deployed to help cut sugarcane during this crushing season. Corrections Service spokesperson Ana Tamani said 20 inmates from Suva were moved to the West to help in the harvest. The 20 are from the Nasinu Corrections Centre and will be accommodated at the Ba Corrections Centre, Mrs Tamani said. Next week, another 20 from the Suva Corrections Centre are expected to move to Lautoka to assist with cane cutting there.

She said those enlisted for cane cutting were those with good behavior and did not have any pending cases. Prime Minister Commodore Voreqe Bainimarama received his joint Fiji National Provident Fund (FNPF) and Fiji Revenue and Customs Authority (FRCA) card. FRCA chief executive officer, Jitoko Tikolevu, while responding to PMs queries about the process and the rationale behind the need for such a card, reassured Commodore Bainimarama that tax information would not be divulged and would remain confidential. The tax information of individuals and companies will not be released to FNPF, thats not a data we will be sharing as that information is confidential to FRCA but for other information, members can use just one card to access that and use it for identity purpose as well, he said. FRCA treats tax information of individuals and businesses as confidential. Mr Tikolevu told Prime Minister Bainimarama that there were some individuals who had abused the Tax Identification Number letter which was one of the issues the card would address. He said this card would also bring Fiji in line with other countries of the world, such as the United States, where they had social security number. However, the card holders will have to go to the respective institutions to get their information, that is, tax information can only be obtained at FRCA and likewise for FNPF. Application forms are now available with FRCA having started the registration process and FNPF will follow soon. Mr Tikolevu said this project did not require the two institutions to fork out extra funding because all resources and manpower were already in place.

An Australian national was presented before Magistrate Thushara Rajasinghe at the Nadi Magistrates Court. Kamlesh Kumar of Sydney, Australia, is charged with two counts of forgery and two counts of using forged documents. No plea was taken. It is alleged that Kamlesh forged immigration documents to obtain a Fiji passport using his dead brothers name, Rajesh Kumar. Kamlesh, who is an Australian citizen since 2003, is also alleged to have applied for a Fiji drivers licence under his brothers name. It is alleged that Kumars wife had found the forged passport at their home in Sydney while cleaning and had

Its been announced in Brisbane, Australia, that Fiji will unveil its new constitution soon. The announcement has been made by Foreign Affairs Minister Ratu Inoke Kubuabola at the 20th Australia-Fiji Business Forum. Ratu Inoke told delegates at the forum that the new constitution would guarantee for the time, political, economic and social rights for all Fijians, including access to basic services. At the same time Ratu Inoke has taken a swipe at Canberra and Wellington. We imagined perhaps naively that our bigger neighbours Australia and New Zealand might at least try to understand what we were trying to achieve. But they turned their backs on us and set about trying to damage the country in the hope that they would destroy our reformist government, he said. It is not easy to forget Australias efforts at the United Nations to bring an end to our three-decade long commitment to UN peacekeeping. It is not easy to forget the Australian Governments action in severing our access to loans from the World Bank and the Asian Development Bank. It is not easy to forget the travel bans that are still in place and have led to inconvenience and heartbreak and deprived us of the ability to attract the best people to run our government departments and even serve on the boards of our public enterprises and utilities. He says Australia-Fiji relations have taken a new turn. When Australia stops trying to damage Fiji which it is still doing

only then can we can begin to rebuild the political relationship, including the restoration of full diplomatic ties. But it will be a different relationship. Fiji no longer looks to just Australia and New Zealand as our natural allies and protectors, we look to the World. Jolted from our complacency by the doors that were slammed in our faces, we looked North to the great powers of Asia, especially China, India and Indonesia and more recently to Russia. We looked South, to the vast array of nations, big and small, that make up the developing world and we currently chair the G77, the biggest voting bloc at the United Nations. And we looked to our Melanesian neighbours, to forge closer ties with them and use our collective strength to make our voices heard in global forums and secure better trading deals for us all. So while whoever wins the Fijian election next year will doubtless find a more accommodating attitude in Canberra, on the Fijian side our attitudes have changed irrevocably. We are keen to rebuild the relationship but not on the same basis. We want mutual understanding and respect and to be regarded as equals, just as we pursue all of our international relationships under our overarching policy to be friends to all.

PM Opens Womens Resource Centre

A Supervisor of Elections could soon be appointed to oversee next years general elections. Prime Minister Commodore Voreqe Bainimarama confirmed this while speaking to Radio Tarana in Auckland. These include the wrong spelling of names, wrong constituency allocations and the failure to register a greater number of voters, the report said. The complete final Register of Voters for all constituencies was finalised on Wednesday May 3, 2006, well after the scheduled 4th April for the closure of the electoral roll, the report said. Those 2006 general elections cost close to $20 million. Next years election is expected to cost more. THE Fiji-Australia Business Council contributed $10,000 towards the Prime Minister's Flood Relief Fund. In a statement, the council said the funds would be used for the rehabilitation of people and businesses affected by recent floods. Council president Kalpesh Solanki said the funds would also be directed towards supporting preventative measures. "The Fiji-Australia Business Council is pleased to make this contribution since we have seen the good work done by the government with flood relief in recent years," he said. "This is the third donation that the council has made towards the PM's Flood Relief Fund in the past four years in recognition of those that need assistance some of whom are our members in the West and affected areas." Minister for Industries and Trade Attorney-General Aiyaz SayedKhaiyum received the contribution and acknowledged the support of the council towards flood relief and assistance efforts. The $10,000 cheque was presented to Mr Sayed-Khaiyum, who was chief guest at government's update breakfast meeting organised by the council. "The Fiji Government update breakfast meeting was a resounding success with over 90 members and guests attending to hear presentations from the Attorney-General, governor of RBF, and the CEO of Fiji Revenue and Customs Authority," the council said.

"The card will be rolled out in phases and by locations as the process will affect over 700,000 taxpayers. The card will be issued first to 250,000 FNPF members, who also have a Tax Identification Number (TIN)," the statement said. Both organisations have identified Suva as the first location for the card rollout as it has a majority of the country's workers. The rollout to other parts of the country would be announced in due course, the statement said. In recent weeks, FNPF and FRCA have been testing the new system with the pilot phases conducted for internal and external parties. "Both organisations share a common database, which contains only the necessary details for the issuance of the card. "The issuance of the joint ID card is also an opportunity for the two organisations to cleanse their data for consistency in records," the statement said. FRCA CEO Jitoko Tikolevu said there had been identity thefts as well as people holding numerous Tax Identification Numbers. The Fijian Government has criticised Australia's asylum deal with Papua New Guinea during a business forum in Brisbane. Australia's Prime Minister Kevin Rudd announced on July 19 his plan to send asylum seekers to PNG for assessment. The arrangement sees asylum seekers who are assessed to be genuine refugees resettled in the Pacific nation. Fiji's Foreign Minister Ratu Inoke Kubuabola has accused Australia of using its economic muscle to persuade PNG to accept thousands of people who are not Pacific Islanders into its country. "For an Australian problem you have proposed a Melanesian solution that threatens to destabilise the already delicate social and economic balances in our societies," he said. "This deal reveals a pattern of behaviour that is inconsiderate, prescriptive, high handed and arrogant. He says the deal has been made to solve a domestic political problem for short-term political gain, and without any consultation. Papua New Guinea's Prime Minister

Peter O'Neill says it is his understanding that the Australian Government will pay for the processing and resettlement of asylum seekers in PNG. Australia has already committed to fund the processing centre that will be built for asylum seekers who arrive by boat and are sent to PNG. Earlier on Monday Australian Attorney-General Mark Dreyfus said he thought negotiations were ongoing about which country would pay the resettlement costs. But Mr O'Neill has told the media that he is confident Australia will pay both. "Those who are originating out of Australia will be borne by the Australian Government and that is the understanding clearly stipulated in the agreements we have signed," he said. Asylum seekers settled in PNG will have to wait eight years before becoming eligible for citizenship. "Those of the refugees who have been with us for over eight years are entitled to apply for citizenship like any other can take up citizenship in our country and they will be processed accordingly," Mr O'Neill said. Refugees become eligible for citizenship in Australia after being on a permanent residency visa for four years.

THE price of assorted goods fluctuated over the past year and no changes were recorded for communications and education. According to government statistician Epeli Waqavono, the average annual rate of inflation for the past 12 months was 2.7 per cent while the month-oncomparable-month inflation rate was 1.7 per cent. "Alcoholic beverages, tobacco and yaqona were recorded up to 0.5 per cent, 1.8 per cent lower prices were recorded for medical products, 0.1 per cent drop recorded for transport and 0.7 per cent lower prices were recorded for restaurant meals," Mr Waqavono said. "Lower prices were recorded for bread and cereal, fish and seafood, oil and fats, fruits, vegetable, confectionaries and other food products." Higher prices were recorded for audio visual and stationeries, clothing and footwear, housing, water, electricity, gas and other fuels. Mr Waqavonovono, in a CPI report for last month, said all items registered a decrease of 0.5 per cent in May this year and stood at 121.3. The report compared the average consumer price index (CPI) for the 12 months to June last year. "There were two measures of inflation used in Fiji. One compares the average CPI over the past 12 months with the average CPI over the previous 12 months while the other compared the CPI in the current month with the CPI in the comparable month of the previous year," he said.

At least 35 people were injured, five seriously, when two trains collided head-on near Lausanne in western Switzerland. The collision occurred in Grangespres-Marnand, north of Lausanne, police said. Police said the fire department and ambulances were on the scene and that a helicopter was also despatched. An AFP reporter saw the wreckage of the train near the small station on the edge of the village of some 1,200 people. The force of the crash was clear from the mangled engines of the trains, which were wrapped together. One train was bound for Lausanne, some 38 kilometres to the south, while the other was travelling north from the same city. Around 45 people, including crew, were on board the trains, a spokeswoman for national railway company CFF said. Frantic efforts continued into the night to free one of the drivers, with whom there had been no contact since the crash. Police spokesman Jean-Christophe Sauterel said eavy machinery had been brought in to try to get to the trapped driver faster. Rescue workers, including medics and firefighters, had rushed to the scene from across the small-town Broye region where Granges-pres-Marnand lies, as well as from neighbouring cities.

Ten-Year-Old Zna Gresham Catches Newborn Thrown From Burning Building


A REMARKABLE little girl has played down the moment she caught a baby thrown from a burning building, saying: "In our family we take care of our neighbours no matter what." and my sister can she get the babies for her," she told WSB-TV. "I caught the newborn baby from falling. Before it had hit the ground I caught it." The other two children, ages 2 and 3, hit the ground and suffered minor injuries in the fall, according to fire officials. Eight people have been injured when a Philadelphia row house collapsed and severely damaged neighbouring houses. A contractor was working on a water heater inside the home in the Pennsylvania city when an explosion occurred, officials told local media. The collapse showered the street with bricks and knocked over large sections of walls of the houses on either side. The area was evacuated and a nearby school was used as a temporary shelter. Residents said the explosion had shaken the street. "I was in the shower and I thought my house was about to fall down," said Christie Scibblo, 26, who lives four houses down from the collapsed home. "I ran outside and I saw a firefighter rescuing an infant." Another neighbour told the reporter that he ran down the street to help with the rescue effort even though he was worried the wreckage would fall on him. At least 36 people were killed and several more injured when a bus carrying pilgrims plunged more than 15 metres off an overpass in southern Italy, rescue authorities said. Rescue workers said they had pulled 33 bodies from the wreckage and had found another three under the vehicle. They were thrown from the bus after it broke through a barrier and plunged down an embankment near the town of Avellino in the Campania region. Rescue workers said another 11 people, including at least three children, were pulled alive from the stricken coach and taken to hospital, some with serious injuries. "The situation is dramatic," a fire service spokesman said, adding that several other vehicles had also been involved in the accident. It was not yet clear how many people were on the coach, but local media reported it was carrying about 48 people, many of them children, back to Naples. Two New Zealand climbers have reportedly died in an avalanche on the world's second-highest mountain, K2. Martin Walter Schmidt, 53, and his 25year old son Denali Walter Schmidt went missing at Camp 3 on the 8,611 metre mountain last Saturday. British climber Adrian Hayes told New Zealand publication The Climber that the father and son team were killed in an avalanche. "Our fears on the fate of New Zealand mountain guide Marty Schmidt and his son Denali - who climbed up from Camp 2 to Camp 3 last Friday as we all returned to Base Camp due to the dangerous snow conditions - was sadly confirmed when two of our sherpas reached Camp 3 to find it wiped out by an avalanche," he wrote on The Climber's website. "As Marty's last radio communication took place on Friday night from the camp, the avalanche almost certainly occurred that night as they slept in their tent." Outdoor clothing company Macpac issued a statement on their website following the report.

And three Iranian climbers who went missing on July 16 on another mountain are presumed dead, according to officials. Pakistan is home to five of the world's 14 peaks over 8,000 metres. Deaths among climbers are not uncommon.

For two years an Oregon woman tried without success to get mistakes in her Equifax credit report fixed. Now a jury has awarded her $18.6 million for her trouble. Justin Baxter, one of the attorneys representing Julie Miller of Marion County, Ore., tells ABC he believes the judgment is unprecedented in its size. "I'm not aware of a larger one," he says. Miller's troubles began in 2009, according to her complaint, when she was denied credit from Huybbard Bank based on her Equifax credit report. She requested and eventually received a copy of her report, which, she discovered, contained false identifying information, an incorrect Social Security number, a false birthday and false, derogatory collection accounts attributed to her. She began disputing these inaccuracies starting in 2010. She repeatedly contacted the company and was repeatedly told Equifax needed further information before it could process her dispute. Later in 2010 Miller was denied credit by Key Bank, based on her Equifax report. After filing further protests with Equifax about the inaccuracies in her report, Equifax representatives told Miller her data had become "mixed" with another person's. They told her she would need to dispute the false information directly to her creditors. In all, Miller tried eight times to get her report corrected. Finally, she brought suit in Oregon Federal District Court in October 2011. Baxter says Miller's failure to qualify for credit cost her several ways. She wasn't able to help her brother, who is disabled and who wasn't able to get

Grilled Lamb Loin Chops with Shallots and Red Wine

Ground Lamb On Skewers


Ingredients: 1 green chili, finely chopped 1 large onion, finely chopped 1 pound lamb 2 teaspoon coriander 2 cloves minced garlic 1 teaspoon chili powder 1 teaspoon garam masala 1/2 teaspoon ground cumin 2 teaspoons ground almonds 1/2 teaspoon turmeric vegetable oil 1 egg Preparation: Drain lamb on paper towel for 15 minutes. Preheat grill. Mix all ingredients together. Mold mixture around long skewers (or do it the hard way and form the mixture into long thin sausages and thread onto skewers). Only the ends of the skewers should be visible. Place on grill, brush with oil and cook until done. Remove from skewers and serve. Traditionally served with rice and onion slices.

Preparation: Marinate a minimum of 4 hours Ingredients: 8 New Zealand Lamb Loin Chops, 1/2 to 1 1/2 inch (19 mm - 3.2 cm) thick, trimmed Marinade: 1/2 cup Dry Red Wine 1/2 cup vegetable oil 1/2 cup Finely Chopped Shallots 1 teaspoon Crushed Dried Rosemary 1/2 teaspoon Thyme 1/2 teaspoon Each of freshly ground black pepper and salt Method:

Nick edges of chops in several places to prevent curling. Place in a dish just large enough to hold them. Whisk marinade ingredients together and pour over chops. Refrigerate for at least 4 hours, turning once. Let lamb come to room temperature before grilling. Drain chops. Depending on the thickness, grill lamb chops over medium-hot coals for 3 to 5 minutes per side, turning once or twice. The chops should register 120 to 135F (50-56C) at the thickest part for rare to medium-rare. Set the lamb aside for about 5 minutes before serving.

Ingredients 1 tbsp olive oil 2oz butter 12 large raw prawns 2 garlic cloves, crushed salt and freshly ground black pepper small handful parsley, chopped Preparation method In a wok or a large pan heat the oil and butter. Add the prawns and garlic and stir well. Stir fry until the prawns are pink (about 4-5 minutes). Season with salt and freshly ground black pepper and scatter the chopped parsley over.

Marinating the prawns overnight with the garlic ensures that they will sing with pungent flavour, and baking them keeps them deliciously juicy. Serve these tasty morsels sizzling hot, straight from the oven. Ingredients 1 cup olive oil 10 small cloves garlic, peeled and finely chopped salt and freshly ground black pepper 24 medium prawns 2/3 cup white wine 1 tablespoon lemon or lime juice 1/3 cup chopped fresh parsley Directions Combine the olive oil, garlic and salt and pepper in a medium bowl. Peel and devein the prawns, leaving the

tails intact, and add to the garlic and oil mixture. Stir well to coat the prawns. Cover with a lid or plastic wrap and refrigerate overnight. The next day, preheat the oven to 220 degrees C. Arrange the prawns in a single layer in an ovenproof dish or divide the prawns equally among four individual ovenproof bowls. Add the white wine and lemon or lime juice to the marinade and whisk well to combine. Pour the mixture over the prawns and season to taste with salt and pepper. Cover the dish or bowls with foil and bake in the preheated oven for 8 minutes, or until the prawns are cooked. Sprinkle with parsley and serve with fresh, crusty bread.

New Senior Citizenship Judge Appointment Announced


Renata Brum Bozzi has been appointed as Canadas new Senior Citizenship Judge, Citizenship, Immigration and Multiculturalism Ministry announced. The Senior Citizenship Judge heads the Citizenship Commission, an administrative tribunal consisting of all citizenship judges working across Canada. Ms. Brum Bozzis appointment means that the majority of full-time citizenship judges will continue to be women. With her successful selection, 11 out of 19 full-time citizenship judges appointed by the Governor in Council since 2008 are women, said the Minister . In addition, the current makeup of the Citizenship Commission quite appropriately reflects Canadas diversity. Ms. Brum Bozzi previously served six years as a Citizenship Judge and conducted over 7,000 hearings in both English and French. She was called upon to consult on policy, jurisprudence and legislative initiatives to combat fraud and reform the citizenship process. Immediately prior to her appointment, she worked as a member of the Social Security Tribunal. Ms. Brum Bozzi was born in Ribeira Grande in the Azores, Portugal, and came to Canada with her family as a child. She earned a Bachelors degree in Criminology, a Master of Arts from the Toronto School of Theology and a Certificate in Public Relations from the University of Toronto. She did legal and policy research for the Honourable Mr. Justice David M. Brown, now at the Ontario Superior Court. Her wide community work has included the 820 Chris Hadfield Royal Canadian Air Cadet Squadron. She is a mother of five, and speaks French, Portuguese, Spanish and Italian. The position of Senior Citizenship Judge was publicly advertised. After a rigorous screening process, the individual is appointed by the Governor in Council on the recommendation of the Minister, on a full-time basis for a five-year term. Reporting to Parliament through the Minister, the Senior Judge is responsible for ensuring that judges perform their statutory and administrative duties under the Citizenship Act and is the liaison between judges, the Minister and departmental representatives on citizenship issues. The Senior Judge also acts as a spokesperson for the Commission and manages the administrative and professional

services that the Commission provides to judges. Citizenship judges are responsible for making decisions on citizenship applications, presiding over citizenship ceremonies and administering the oath

Nine people have died at a Victoria seniors' home where half the patients and staff have been infected with norovirus over recent weeks. The Vancouver Island Health Authority has yet to confirm the causes of death, but said each has occurred since the outbreak was discovered at the Selkirk Place Care Facility on July 11. About half the residents at the 200-person home are sick, as are 50 staff members, and three people have been hospitalized this month. Norovirus is highly contagious. A Squamish, B.C., woman with breast cancer is calling on the BC Cancer Agency to back a cold cap designed to prevent hair loss due to chemotherapy. Former pro snowboarder Megan Pischke is on her 15th chemotherapy treatment, but still has a full head of hair, which she attributes to using the cold cap. "The cold cap essentially is freezing my scalp and my hair follicles, so the chemo drug doesn't go in there and induce alopecia," said Pischke. Chemotherapy drugs act by killing cells that divide rapidly, one of the main properties of most cancer cells. However, this also harms other normal cells that divide rapidly, including cells in the hair follicles, leading to hair loss. Costs not covered by B.C. medical system The cold caps must be changed every half hour and kept at a temperature of 32 C, so Pischke has had to invest in coolers filled with dry ice. The treatment is not covered by B.C.'s Medical Services Program and renting the caps and buying storage has so far cost Pischke nearly $4,000. Much of this has been funded by the snowboarding community, which has rallied around Pischke, who herself spent years helping cancer survivors get active. A similar system, known as DigniCap, was approved for sale by Health Canada as a Class II medical device in 2008. But a spokesperson for the BC Cancer Agency said the agency feels it needs more evidence about the benefits of the cold cap before making it available to patients. Pischke hopes that policy will change, but said she simply wanted to keep a sense of normalcy, especially for her two young children. "I love it that I can go into my little caf and get my green tea latte and not have the whole world go, 'Oh, poor thing.'" "I guess sometimes sympathy can be a heavy thing, so I just appreciated not everyone knowing my story."

A South Korean couple has opened a teddy bear museum in Abbotsford, BC, delighting visitors with 300 handmade bears from artists all over the world. Charlie Oh and teddy bear artist Julie Ko opened the Bearga Museum at the beginning of July after moving to Canada with their two sons. Oh believes it may even be the first teddy bear museum in Canada and is confident people will flock to it although his friends were not so sure at first. "They said, 'Oh, you are so crazy, mad, because there is no teddy bear museum in Canada, you are not Canadian! How can you come into Canada and make a teddy bear museum?'" "But people understand that the teddy bear is so cute and so lovely." Ko has been collecting bears for years and the couple previously opened a museum in South Korea before moving to Abbotsford. The bears on display are not considered toys some take months, even years, to make and can cost thousands of dollars. The displays feature a wide range of scenes, from the traditional teddy to more modern bears including taekwondo teddies made by Ko. "Those uniforms come from our two sons' uniforms, actually," said Oh. Oh says he knows their museum is unusual, but he doesn't care what anyone says. "Dreams come true, that's only my goal." The Bearga Museum is open Tuesday to Saturday from 10 a.m. to 5 p.m., and Sunday and Monday from 1 p.m. to 5 p.m.

Samaljit (Sunny) Aulakh, 36, has been in hospital, unable to speak or walk, since November, when he took his son to the Diwali celebration in Surrey, sponsored by local radio station Red FM. Aulakh got up on stage to participate in an eating contest involving gulab jamuns, soft doughy Indian sweets the size of Timbits. "They called him the winner, and once he stood up, I guess he was choking on the food, which caused him to pass out and have a stroke, and from the stroke he now has brain damage," said niece Inderjeet Daleh. Aulakh's 10-year-old son, Pawan, watched as the first ambulance arrived. "After my dad ate, he [stood] up and I think he felt dizzy and he fell down. I felt very scared and I started to cry," Pawan said. "I see him, he's all bluish and he can't breathe properly," added wife Kamal

Aulakh. Aulakh's family said a second ambulance with equipment to clear his trachea had to be called for help. He ended up in a coma for 10 days, unable to go to back to his job or his fun-loving and active self, they said. The family said Red FM, the Punjabi language radio station that held the contest, failed to have proper safety measures in place. "If you're putting on a show like this, and having contests like this, you should have some kind of safety," said niece Inderjeet Daleh. "There should be some paramedics on site equipped and ready." Aulakh was not asked to sign a waiver of liability before entering the competition, Daleh said. Red FM could not be reached for comment. Aulakh's family is still holding out some hope that he will recover. But in the meantime, they said they are considering legal action to get financial assistance to help pay for medical costs and Aulakh's eventual move to a longterm care facility.

Capital Economics analyst David Madani, who wrote the report says, given the under-performance, he expects the Bank of Canada will keep interest rates at current super-low levels until late 2015. The new outlook runs directly contrary to how the Bank of Canada and many private sector bank economists view the economy and housing unfolding. While the central bank sees growth accelerating in the July-September period this year and continuing into the next two years, Capital Economics predicts the opposite scenario, with the second half of this year squeezing out a mere one-per-cent growth rate. The slow pace extends through to 2014, then picks up to two per cent in 2015. Madani, who is the global forecasting firm's chief economist in Canada, says the main reason is that the country's housing market is poised for a correction. Most forecasters have pencilled in a soft landing, although the Bank of Canada lists the possibility of a sharp housing fall as the No. 1 domestic risk to the economy. During a recent news conference, Bank of Canada governor Stephen Poloz also pointed to improving conditions south of the border for his relatively optimistic growth path scenario. In particular, Poloz said, private sector demand in the U.S. had turned bullish, which should boost demand for Canadian exports of lumber, and machinery and equipment.

His comments this week to North Country Public Radio came as Lac Megantic officials said the cleanup bill had doubled to $7.8 million. "We're unable to fund that out of our own cash," Burkhardt told the radio station in an interview posted Tuesday. Asked if his company could survive the disaster, the Illinois-based executive was noncommittal. "I can't answer your question directly because there's a lot of factors and a lot of estimating to be done here," he said. "We're trying to pull all of this together to consider the question that you asked." MMA's runaway train carrying crude oil derailed and exploded in downtown Lac-Megantic, incinerating dozens of residents and flattening buildings. An estimated 57 million litres of oil spilled into the ground and local waterways. QMI Agency was told earlier this week that MMA's liability insurance won't cover the cleanup costs or the lawsuits. Burkhardt expressed a different view in the radio interview. "We're waiting for the insurance company to come forward and start writing cheques," he said. On Wednesday, more victims' relatives announced plans to file wrongful-death lawsuits in Illinois, bringing to 30 the number of people planning to sue MMA and its corporate partners. Their lawyer estimates each plaintiff would seek $5 million in damages, meaning an eventual finding for damages could top $150 million. Ways To Talk So Children Will Listen

A major part of discipline is learning how to talk with children. The way you talk to your child teaches him how to talk to others. Here are some talking tips we have learned with our children: 1. Connect Before You Direct - Before giving your child directions, squat to your child's eye level and engage your child in eye-to-eye contact to get his attention. Teach him how to focus: "Mary, I need your eyes." "Billy, I need your ears." Offer the same body language when listening to the child. Be sure not to make your eye contact so intense that your child perceives it as controlling rather than connecting. 2. Address The Child - Open your request with the child's name, "Lauren, will you please..." 3. Stay Brief - We use the onesentence rule: Put the main directive in the opening sentence. The longer you ramble, the more likely your child is to become parent-deaf. Too much talking is a very common mistake when dialoging about an issue. It gives the child the feeling that you're not quite sure what it is you want to say. 4. Stay Simple - Use short sentences with one-syllable words. Listen to how kids communicate with each other and take note. When your child shows that glazed, disinterested look, you are no longer being understood. 5. Ask Your Child to Repeat the Request Back to You - If he can't, it's too long or too complicated. 6. Make an offer the child can't refuse - You can reason with a two or three-year-old, especially to avoid power struggles. "Get dressed so you can go outside and play." Offer a reason for your request that is to the child's advantage, and one that is difficult to refuse. This gives her a reason to move out of her power position and do what you want her to do. 7. Be Positive - Instead of "no running," try: "Inside we walk, outside you may run." 8. Begin your Directives With "I want." - Instead of "Get down," say "I want you to get down." Instead of "Let Becky have a turn," say "I want you to let Becky have a turn now." This works well with children who want to please but don't like being ordered. By saying "I want," you give a reason for compliance rather than just an order. 9. "When...Then."" - When you get your teeth brushed, then we'll begin the

story." "When your work is finished, then you can watch TV." "When," which implies that you expect obedience, works better than "if," which suggests that the child has a choice when you don't mean to give him one. 10. Legs First, Mouth Second - Instead of hollering, "Turn off the TV, it's time for dinner!" walk into the room where your child is watching TV, join in with your child's interests for a few minutes, and then, during a commercial break, have your child turn off the TV. Going to your child conveys you're serious about your request; otherwise children interpret this as a mere preference. 11. Give Choices - "Do you want to put your pajamas on or brush your teeth first?" "Red shirt or blue one?" 12. Speak Developmentally Correctly - The younger the child, the shorter and simpler your directives should be. Consider your child's level of understanding. For example, a common error parents make is asking a three-year- old, "Why did you do that?" Most adults can't always answer that question about their behavior. Try instead, "Let's talk about what you did." 13. Speak Socially Correctly - Even a two-year-old can learn "please." Expect your child to be polite. Children shouldn't feel manners are optional. Speak to your children the way you want them to speak to you. 14. Speak Psychologically Correctly - Threats and judgmental openers are likely to put the child on the defensive. "You" messages make a child clam up. "I" messages are non-accusing. Instead of "You'd better do this..." or "You must...," try "I would like...." or "I am so pleased when you..." Instead of "You need to clear the table," say "I need you to clear the table." Don't ask a leading question when a negative answer is not an option. "Will you please pick up your coat?" Just say, "Pick up your coat, please." 15. Write It - Reminders can evolve into nagging so easily, especially for preteens who feel being told things puts them in the slave category. Without saying a word you can communicate anything you need said. Talk with a pad and pencil. Leave humorous notes for your child. Then sit back and watch it happen. 16. Talk The Child Down - The louder your child yells, the softer you respond. Let your child ventilate while you interject timely comments: "I understand" or "Can I help?" Sometimes just having a caring listener available will wind down the tantrum. If you come in at his level, you have two tantrums to deal with. Be the adult for him. 17. Settle The Listener - Before giving your directive, restore emotional equilibrium, otherwise you are wasting

your time. Nothing sinks in when a child is an emotional wreck. 18. Replay Your Message - Toddlers need to be told a thousand times. Children under two have difficulty internalizing your directives. Let Your Child Complete The Thought - Instead of "Don't leave your mess piled up," try: "Matthew, think of where you want to store your soccer stuff." Letting the child fill in the blanks is more likely to create a lasting lesson. 20. Use Rhyme Rules - "If you hit, you must sit." Get your child to repeat them. 21. Give Likable Alternatives - You can't go by yourself to the park; but you can play in the neighbor's yard.

Patients who receive a drug-eluting stent (DES) are less likely to develop bleeding complications, a new research has found. ADAPT-DES is the largest study ever to explore the overall treatment implications of platelet reactivity on patient outcomes after successful coronary drug-eluting stent implantation. Researchers investigated the relationship between platelet reactivity during dual therapy with aspirin and clopidogrel and clinical outcomes such as stent thrombosis, major bleeding, and other adverse events. The study enrolled 8,583 patients at 11 sites in the US and Germany who underwent a percutaneous coronary intervention (PCI) with at least one drug-eluting stent between January 7, 2008, and September 16, 2010. Researchers assessed platelet reactivity with the VerifyNow Aspirin, P2Y12, and IIb/IIIa tests. Patients were followed for one year to determine the relationship between platelet reactivity and subsequent events. At one year, stent thrombosis had occurred in 70 patients (0.8 percent), heart attack in 269 (3.1 percent), major bleeding in 531 (6.2 percent), and death in 161 (1.9 percent). Platelet reactivity units (PRU), an index of platelet inhibition to clopidogrel, were measured by the VerifyNow P2Y12 test. High platelet reactivity, defined as a PRU of greater than 208, was present in 42.7 percent of patients. At one year, researchers found that high platelet reactivity was significantly associated with stent thrombosis (1.3 percent vs. 0.5 percent) and heart attack (3.9 percent vs. 2.7 percent), but was also found to be protective against major bleeding (5.6 percent vs. 6.7 percent). High platelet reactivity was also associated with one-year mortality (2.4 percent vs. 1.5 percent However, because high platelet reactivity is also associated with other patient risk factors and baseline characteristics, multivariable modeling was also performed; it showed no independent association between high platelet reactivity and mortality. 2013 Chevrolet Equinox

In previous model years (and likely this year) it's been named an IIHS Top Safety Pick, and it's earned top four- and five-star results from the federal government. Rearward visibility remains the biggest flaw in this area, but available features like a new rearview camera system, blind-spot mirrors, lane departure warning, and forward collision warning all improve the situation. For 2013 Chevrolet has expanded the availability of the latter two features to more models--this time with either engine. Compared to other family vehicles that are equipped to a specific price point, the 2013 Chevrolet Equinox is a pretty impressive proposition, with good connectivity and infotainment features, a strong set of convenience features, and even some high-tech active-safety options. Last year GM sweetened the Equinox's feature set to include touchscreen audio system with a USB port across most of the lineup, and added its new voice-activated, touch-screenbased MyLink Connectivity system-for easier connectivity for handsfree calling or media access--as an option. The MyLink package includes smartphone connectivity, integrated Pandora and Stitcher app compatibility, and hands-free controls. Now for 2013, you can get a true navigation system paired with the MyLink system. Chevrolet has also added a new Power Convenience Package that makes a power passenger seat, power programmable liftgate, and universal garage-door opener also available in LT models. Vehicles such as the 2013 Chevrolet Equinox have become the family vehicle of choice for many households, and it's easy to see why. But our recommendation for most shoppers with the 2013 Equinox remains the fuel-efficient (and lower cost) four-cylinder models. With 182 horsepower, the 2.4-liter four idles smoothly, albeit with a somewhat clattery direct-injection sound, and once underway it's agreeable and unobtrusive. The combination comes with a stellar 32-mpg highway rating, too. The Equinox doesn't track as confidently on the highway as we'd like, but this is first and foremost a family vehicle. If youll be hitting the road, you can help make our highways safer by slowing down and making smart driving decisions. Take all the necessary steps to have a safe and enjoyable summer vacation. If your activities will include alcohol be safe dont drink and drive. The dangers are well known and police are out in force to keep drinking drivers off the road. And remember it is now illegal to use hand held devices while driving. A distracted driver is a dangerous driver. In the summer months of July and August, over the years 2005 to 2009, there is an average of 1,232 crashes and 361 injured victims on B.C. roads every weekend. Here are additional tips from ICBC for safer summer road trips: No. 1 Be realistic: Plan ahead and be realistic about travel times. Allow extra time for rest breaks and possible delays, especially over a weekend where there may be increased traffic volume. Check for road and weather conditions before setting out. No. 2 Check, check, check: Long road trips can be tiring for drivers and passengers but also on your vehicle, so make sure its up to the drive. Remember to check your engine oil, washer fluid, lights and inspect your vehicle tires, including the spare, to make sure they are in good condition and properly inflated. If youll be towing a recreational trailer, make sure you do a thorough pre-trip check before you hit the road. Drive to an empty parking lot to practice manoeuvring your vehicle while towing a trailer. This sauce tastes great over pasta, fish, or grilled chicken. It can be stored in a tightly sealed container in the refrigerator for up to five days. Ingredients 2 tablespoons olive oil 1/2 medium red onion, minced 4 cloves garlic, minced 14 ounces (1 can) diced tomatoes in juice 3 tablespoons dry red wine 1/2 teaspoon dried oregano, crumbled 1/2 teaspoon dried basil, crumbled Coarse salt, to taste Directions In a medium skillet, heat oil over medium heat. Add onion and garlic; cook, stirring frequently, until softened, about 7 minutes. Stir in tomatoes and juice, wine, oregano, and basil. Simmer 8 minutes or until lightly thickened. Meanwhile, in a large bowl, whisk together tamarind, sugar, 2 tablespoons oil, lime juice, and cayenne. Add drained noodles, cilantro, onion, half the papaya, and all but 3 tablespoons of the peanuts; season with salt and pepper and toss to combine. In a large skillet, heat the remaining 2 tablespoons oil over low. Add garlic and cook until golden brown on both sides, about 5 minutes total. Remove garlic chips and set aside on a paper towel. Raise heat to medium-high; add shrimp, sprinkle with coriander, salt, and pepper, and cook, tossing occasionally, until shrimp are just cooked through, about 3 minutes. To serve, divide noodles and shrimp evenly among four large bowls; top each serving with remaining papaya, peanuts, garlic chips, and cilantro.

Ingredients 1 cantaloupe (about 3 pounds), halved and seeded 1 wedge seedless watermelon (about 2 pounds) 3 cups apple cider or apple juice 1 cup water 1/3 cup kanten flakes 1/4 cup honey Directions Scoop out cantaloupe and watermelon with a melon baller (yields about 8 cups total) and put in a 9-by-5-inch (8 cup) loaf pan; set aside. In a medium saucepan, bring cider, water, and kanten to a boil. Reduce heat and simmer until the kanten is dissolved, about 5 minutes. Turn off heat and stir in honey until dissolved; cool to room temperature. Pour cooled liquid over the melon and set aside at room temperature until set, about 3 hours. Invert the kanten onto a platter. Slice into individual portions and serve. Store leftovers in the refrigerator for up to two days.

In a large nonstick ovenproof skillet heat oil over medium heat. Add chicken and cook until lightly browned, 1 to 3 minutes. Carefully turn chicken over and put skillet in oven. Bake until chicken is golden brown and cooked through, 8 to 12 minutes. Serve chicken with lemon slices and green salad.

After suffering a heart-break over the weekend, the Suva football side has shifted its focus on the Battle Of Giants tournament preparations and Nadi 3-1 win over champions Ba saw the Jetsetters march on while Suva slipped to third on points and missed out. Coach Gurjit Singh said despite missing out, they had given their best in the National League and he was proud of his players. Competition was intense till the very last match and I am proud of our performances in the National League. It is time to move on and focus on future matches and we are now preparing thoroughly for BOG, said Singh. We have to be physically and mentally prepared for the tournament and I will be spending more time in team bonding as we have a lot of new players in the squad and they need to gel in well and know each other. Suva will strengthened in the tournament with the inclusion of Spanish midfielder George Jermy, Nigerian Henry Uche, Labasa defender Amit Kanhaiya and the return of goalie Emori Raqata and inspirational defender Simione Maikali. Suva plays Nadi in its opening match next Saturday at Subrail Park and faces Ba in its second match on Sunday.

Fijian international Roy Krishna will not be able to play for the Labasa side during the upcoming Inkk Mobile Battle of the Giants tournament. Krishna is currently playing winter league for the Waitakere City side in New Zealand with whom he has signed a mid-season contract. Labasa Football Association was interested in getting the lethal striker in their squad for the second major tournament of the season.
