Regarding property at: Dear The District of Columbia Water and Sewer Authority (DC Water) is implementing the Northeast Boundary Neighborhood Protection Project in order to reduce both surface flooding and sewer backups in the Bloomingdale and LeDroit Park neighborhoods in the District. The First Street Tunnel was originally conceived as part of DC Waters Long Term Control Plan (LTCP) to control combined sewer overflows (CSOs) to the Districts waterways. The LTCP is being implemented through the DC Clean Rivers (DCCR) Project, which is comprised of multiple projects designed to meet CSO control objectives, water quality standards and relieve flooding in the District. The First Street Tunnel Project is being advanced ahead of schedule as directed by the Mayor from a completion date of 2025 to March 2016. Construction of the First Street Tunnel Project (Project) is estimated to begin in October 2013. Much greater detail on the Project appears on our website referenced below.

The First Street Tunnel Project area extends along First Street, NW, from Rhode Island Avenue to the McMillan Reservoir The major components for the First Street Tunnel Project include: 1. 2. 3. 4. Construction of a 2700 feet long tunnel with a minimum diameter of 18.5 feet along First Street, NW Construction of four sewer diversion structures Construction of four deep shafts and connections to the tunnel. Construction of a temporary pumping station.

DC Water requests your permission to allow its representatives to take videos and photographs of the property listed above and possibly to install monitoring instruments. The video and photos will document pre-construction conditions prior to construction of the project. The instruments, if installed, will enable DC Water to monitor and document any settlement or movement of structures adjacent to the construction areas and along the subsurface tunnel alignment. If requested by the property owner, DC Water will perform postconstruction surveys to document the condition of the structures after construction. DC Water surveyors will take photographs and videos of properties within the project area. A DC Water representative will contact you at least one week in advance of your property being surveyed. The monitoring instruments we may install on the outside of your property will consist of some combination of building and surface settlement markers, settlement casings, and crack gauges. DC Water will contact you at least one week in advance to arrange for qualified contractors to install the instruments. DC Water representatives will periodically need access to the instruments during construction to take measurements. In the unlikely event that a settlement problem is detected, you will be notified immediately.

DC Water takes these steps as a precaution and your participation is voluntary. DC Water will securely store survey and monitoring data collected and will destroy it when the project is completed. Please notify us if you would like to access the data. We have also attached a DC Clean Rivers Project Neighborhood Mitigation Questionnaire to solicit information that will help us in our continuing efforts to mitigate impacts to the neighborhood during construction. Your participation in this process is vital and greatly appreciated. Please sign and return the enclosed Right of Entry Agreement form and Neighborhood Mitigation Questionnaire in the self-addressed, stamped envelope so we can be sure that you are aware of the program, whether you wish to participate and any important information that you wish to share. We request a timely response so that we can work efficiently to implement this program prior to construction commencing in October this year.
