79.0

SUPPLEMENTARY SPECIFICATIONS FOR: PART A: BUILDING WORKS AT WOODLANDS NEIGHBOURHOOD 7 CONTRACT 34 (TOTAL : 194 DWELLING UNITS)

79.1

GENERAL Section 79 of the Supplementary Specifications is applicable to the Civil and Structural Engineering Works and Piling Works under the Contract and shall be read in conjunction with the Standard Specifications for Civil Engineering Works (2013 Edition) and Standard Specifications for Building Works and Other Installations (2013 Edition). In case of discrepancies between the Supplementary Specifications and the Standard Specifications, the former shall prevail.

79.2

FERROCEMENT SECONDARY ROOFING WORKS This clause supersedes sub-clause 14.2(A) Ferrocement Roof Slabs [Part (a)(i)] of the Standard Specifications For Building Works And Other Installations.

79.2.1

Materials - General Standards (a) Cement Cement shall be Ordinary Portland Cement of an approved brand and manufacturer and shall comply with SS26. The minimum cement content shall be 550kg/m3.

WATERPROOFING OF SLAB DIRECTLY OVER COMMUNITY AND COMMERCIAL FACILITIES, ELECTRICAL SUBSTATION, MDF ROOM, CONSUMER SWITCH ROOM, ROOF DECK OF PODIUM CARPARK Over-Riding Clause The Contractor executing the Works as required under this clause including all subclauses under it have to ensure that the Works, goods or materials used shall be suitable and reasonably fit for the purposes for which they are required (hereinafter referred as "Performance Requirement"). In the event the Works, goods or materials to be used as specified in this clause including all subclauses under it are upgraded in order to meet the Performance Requirement, the Contractor shall do all necessary upgrading at no extra cost to the Employer, subject always to the approval of the SO Rep, but such approval shall not in any way affect the Contractor's duties or obligations arising under the Contract.

79.3.1

79.3.2

General All works shall comply with the requirements of the Contract Documents for the Main Building Works, with The Drawings, Schedules and with all other Contract Document.

79.3.3

Waterproofing Additive/Admixture The waterproofing additive/admixture shall be used for the cast in-situ concrete slab or cast in-situ topping of the deck which are directly over the community and commercial facilities (e.g. Child Care Centre, Resident Committee Centre, shops, eating house, etc), Electrical Sub-Station, Main Distribution Room, Consumer Switch Room and roof deck of multi storey carpark. The waterproofing additive/admixture approved by SO Rep shall be added into the concrete mix at the time of batching. The waterproofing additive/admixture shall enable the capillary pores of the concrete to be chemically plugged to prevent the ingress of water thus reducing the possibility of the water seepage and ensure a dense concrete where permeability can be reduced to negligible levels and the durability over the long term can be achieved. (i) Properties Any additive or admixture added should not detrimentally affect the strength or other properties of concrete. The technical requirement in the specifications of products from suppliers, such as cement type/quantity, W/C ratio, etc., should not conflict with that stipulated by SO Rep in the standard specifications.

WATERPROOFING OF SLAB DIRECTLY OVER COMMUNITY AND COMMERCIAL FACILITIES, ELECTRICAL SUBSTATION, MDF ROOM, CONSUMER SWITCH ROOM, ROOF DECK OF PODIUM CARPARK (CONTD) Waterproofing Additive/Admixture (contd) (ii) Trial Mixes A trial mix of concrete containing the additive/admixture shall be conducted to satisfy the SO Rep that the enhanced concrete conforms to strength, water/cement ratio, slump and other performance requirements. The trial mix concrete shall further more have a absorption of not greater than 1.0% as measured by BS 1881: Part 122: 1983 or other standard recommended by supplier subjected to the approval of SO Rep. (iii) Testing Any additive or admixture other than cement, aggregate used by the Contractor to comply with the absorption requirement must be shown by an independent authority to have had no reduction in waterrepellency after field exposure for a minimum of 10 years. SO Rep reserves the right to require the concrete as placed and cured in the actual structure, to conform with the absorption requirement within 7 days of placement. The samples will be taken during construction as directed by the SO Rep. Measures should be taken to prevent early moisture lost from the samples. (iv) Concrete Placing Concrete shall not be placed with air temperature below 4 OC or above 35 OC without the approval of the SO Rep. During and immediately after placing in the forms, the concrete shall be thoroughly compacted rapidly into space by means of sufficient number of approved immersion type of vibrators. The number of internal vibrators provided shall be sufficient to consolidate the incoming concrete within 15 minutes. Vibrator shall not be held against forms or reinforcements nor used for flowing the concrete or spreading into place. Vibrators shall not be held in one position so long as to result in segregation of concrete materials or formation of laitance on the surface. After casting, suitable protections shall be installed as required to protect against early loss of moisture from concrete. The requirement to concrete finishing, curing, formwork shall be subject to Standard specification and the specification from supplier approved by SO Rep.

SKIMMING TO THE EXTERNAL CONCRETE MEMBERS

This clause supersede sub-clause 20.5.2 "Measurement Of RC Works" of the Standard Specifications For Building Works And Other Installations. 79.4.1 Measurement Of RC Works At least fourteen (14) days before commencement of Works, the contractor shall submit to the SO Rep for his approval the measurement plan and survey methods. The areas of the Works to be measured and incorporated into the measurement plan and survey methods shall, inter alia, include the following: (a) Verticality and alignment of corners of every building block (b) Verticality and alignment of columns (c) Verticality of walls (d) Straightness, horizontality, alignment and evenness of beams and slabs The Contractor shall engage a registered surveyor to carry out measurements of the plumb and alignment of all external & internal columns, external and internal walls and external corners of the building blocks. This measurement shall be carried out for every storey, including the first storey. The Contractor shall be required to use a precision laser plummet capable of shooting a vertical laser beam for up to 100mm in range and at an accuracy of at least 5 seconds; and a precision multidirectional laser marker capable of beaming right angle lines for up to 30m in range and has an accuracy of at least 3mm at 10m horizontal and vertical distances.

79.4.1

Proper records of the RC verticality measurements shall be submitted to the SO Rep within one month after casting of the RC members or any other period as instructed by the SO Rep. The Contractor shall highlight in their report all deviations that exceed the tolerance. Upon completion of the finishing work, the Contractor shall carry out another measurement of the building block. Proper records of all measurements made on the various areas of Works shall be kept by the Contractor. The Contractor shall when directed by the SO Rep submit the records of measurements made in respect of every building block before seeking his approval to proceed with the next stage of the Works.

79.5

PREVENTION OF DAMAGE TO EXISTING SEWERAGE SYSTEM Where the existing sewerage system, including manholes, chambers, sewers, pumping mains, sewer tunnel (DTSS), etc are located within the construction, excavation or piling works influence zone or a corridor of 25m from the works to be carried out, the contractor shall carry out the following precautions and protection measures to safeguard and to avoid damage to the system: (a) To engage a Registered Surveyor to verify and set out sewer alignment, tunnel/pipe jacking alignment, pile/drilling holes positions, temporary earth retaining system (TERS) alignment on site and endorse on the setting out plan. No structure, either permanent or temporary, shall be erected over or within the minimum clearance distances as stipulated in the Code of practice on Sewerage and Sanitary Works from the sewerage system, unless otherwise approved by PUB.

79.5

PREVENTION OF DAMAGE TO EXISTING SEWERAGE SYSTEM (CONTD) (b) To engage a specialist contractor and a specialist PE to carry out instrumentation monitoring regime consisting of inclinometers, ground settlement markers, vibration meters, piezometers, strain gauges, rod extensometers, etc. to ensure ground movements and vibration impacts are within allowable limits during construction period until the ground has stabilized. The contractors PE shall review and monitor the instrumentation monitoring results daily and check that there are no excessive ground movements that may cause damage to the sewer. The instrumentation monitoring records shall be submitted to PUBs Network management Branch through the project QP on a regular basis. If the instrumentation monitoring results exceed the allowable limits, the works shall be stop immediately and PUB shall be informed immediately. The PE shall submit his assessment of the impacts of the works to sewer and submit his proposed mitigating measures to address the excessive ground movement to PUB for approval, before works can resume. (c) To engage a PE to check the positions of all heavy construction machinery, lifting equipment and material storage area within the vicinity of the sewer and certify that the imposed loads will not cause any damage to the sewer. (d) To engage a CCTV specialist contractor to carry out pre-construction CCTV survey and to submit a report endorsed by the contractors PE together with the CCTV video to show the conditions of the existing sewers to PUBs Water Reclamation (Network) Department before commencement of works. (e) To provide web-based IP surveillance cameras to continuously monitor construction activities within the vicinity of the DTSS tunnel/structures and large diameter ( 900mm) sewers. The number of cameras to be provided shall be approved by PUB and shall be sufficient to cover at minimum the protection zone for DTSS tunnel/structures and large diameter sewers. The surveillance cameras must be able to capture still pictures and perform continuous video recording. (f) To engage a PE to submit construction impact assessment report of the construction effects of his works on the sewer or DTSS structures in the vicinity of his works to PUB for approval prior to commencement of his works. (g) To submit Notification to PUBs Network Management Branch at least 7 days before commencement of any construction works or activities near any sewers or sewerage system.

79.5

PREVENTION OF DAMAGE TO EXISTING SEWERAGE SYSTEM (CONTD) (h) When the proposed work is likely to affect the flow in existing sewers in close proximity to the works, the contractor is required to provide a level sensor at the nearest manhole location of the upstream end of the affected sewer. The flow level sensor shall be provided with data logger and auto alarm system at preset trigger flow levels. When activated, the alarm system should be able to inform PUB via SMS of breach in the preset trigger levels. (i) The contractor shall provide contingency plan to maintain flow should the existing sewer is damaged during construction works. The contractor shall ensure that the contingency plan is activated and carry out immediate repair works to any damaged sewer, in the event that the affected sewer is damaged due to the works. (j) To submit as-built survey plan endorsed by a Registered Surveyor to show all the exact location/clearances (horizontal and vertical) between the existing/new sewer/manhole and the existing/new buildings/structures, including wall, drains, boundary lines, etc. All the top and invert levels of the sewer manholes shall be indicated in the plan. (k) To submit as-built drawings of the installed piles/drilling boreholes, duly endorsed and certified by the contractors PE that there are no significant impacts/damage caused to the sewer based on the asconstructed works, instrumentation monitoring results and postconstruction CCTV report/records. The post-construction CCTV report shall be carried out by a CCTV specialist contractor for all sewers within the construction site. The CCTV video (DVD) shall show the conditions of the existing and new sewers within the construction site. The contractor shall be deemed to have included the above provisions and other requirements as and when imposed by PUB in his tender sum. The contractor shall ensure that the above requirements are in order and PUBs approval obtained before commencement of works within the vicinity of the sewerage system.

79.6

CCTV INSPECTION REPORT FOR DEFECTS LIABILITY PERIOD INSPECTION OF SEWERS AND MANHOLES Two months before the end of Defects Liability Period (DLP), the Contractor shall make the necessary arrangement to hydraulically clean and carry out a CCTV inspection on all new sewer lines and manholes. The Contractor shall submit to the SO Rep the CCTV inspection reports and video on DVD discs in accordance with PUB (WRN)'s CCTV inspection requirements one month before the end of DLP. The Contractor shall carry out the necessary rectification, to the satisfaction of SO Rep and PUB (WRN), if defects are detected in the end DLP CCTV sewer inspection report. The contractor shall be deemed to have included the above provisions and other requirements as and when imposed by PUB in his tender sum.

79.7

READY-MIX CONCRETE All concrete used in site casting for the Works shall be obtained from preapproved Ready-Mix Concrete (RMC) suppliers under the SACs Certification Scheme for RMC. Ready-mix concrete shall comply with SS EN 206-1 and SS 544. Contractor shall obtain Ready-Mixed Concrete from any of the preapproved suppliers under the SACs Certification Scheme for RMC.

79.8

RECYCLED MATERIALS IN CIVIL ENGINEERING WORKS Recycled Concrete Aggregates (RCA) and washed copper slag shall be used in the concrete production for the following applications: Non-structural precast concrete road kerbs, drop inlet chambers and drain benchings Access footway within the contract

RCA shall constitute up to 100 % natural aggregate replacement while washed copper slag shall form up to 50 % fine aggregate replacement for the above scope. All replacement aggregates shall confirm to the specifications and requirements as stipulated in BS EN 12620. Contractor shall submit the concrete mix design and supporting test document on the use of replacement aggregates for the SO Rep approval. The SO Rep shall reserve the right to instruct the Contractor to modify, alter and improve the concrete mix, if necessary.

79.9

SURVEY OF ROADSIDE TREES/ SHRUBS/ PALMS At least fourteen days before the commencement of Works, the Contractor shall submit to the SO Rep a report and detailed survey plan (in PDF and DWG format) on all existing roadside trees/ shrubs/ palms within 10m on both side of the boundary line. The information to be measured and incorporated in the report and survey plan shall, inter alia, include the following: Species of the trees/ shrubs/ palms Girth (tree/ single stem palm) Height and number of cluster palm/ shrubs Location of trees/ shrubs/ palms Each tree shall be uniquely numbered and consistent throughout the project Photographs of each tree showing the overall tree view and close ups showing the leaves Splay corner of an existing culvert, external wall of roadside drain, road kerb, scupper pipe/ drain, roadside services (e.g. OG box, lamppost and etc) from the centre of the trees/ shrubs/ palms

Upon completion of the roadside work, the Contractor shall carry out another survey and within fourteen days, to submit a report and detailed as-built survey plan (in PDF and DWG format) to the SO Rep for approval. The Contractor shall engage a Registered Surveyor to carry out the measurement prior to the commencement of the site work and upon completion of the roadside work. The cost and expense of such surveys and reports shall be deemed to be included in the Contract Sum.

Reserved WORKS WITHIN RAILWAY PROTECTION ZONE AND RAILWAY SAFETY ZONE This Clause shall be read in conjunction and in addition with Clause 1.1.44 of the Standard Specifications for Building Works and Other Installations. The contractor shall comply with Land Transport Authority (LTA) Code of Practice for Railway Protection and Mass Rapid Transit (Rail Protection, Restricted Activities) Regulations for construction of the Works and other activities within the railway protection and railway safety zone. Contractor shall engage a specialist Professional Engineer (PE) to prepare the necessary engineering works proposals, engineering evaluation reports, instrumentation proposals, method statement of work, emergency procedure, pre-condition survey report, permit application and submissions as stipulated in Code of Practice for Railway Protection and Guide to Carry out Restricted Activities within Railway Protection and Safety Zone. The cost of all necessary submissions, reports, instrumentation and measures (i.e. monitoring of tunnel / structure settlement, tilt, safety measures, etc.) shall be deemed to have been included in the tender sum. Contractor shall ensure that all clearances with the relevant authorities (LTA) is sought and obtained before commencement of any activities which is deemed to require clearance from LTA. Contractor shall also engage a Professional Engineer to carry out full-time standing supervision for the crane or other mechanical equipments operating within the Railway Protection and Safety Zone as stipulated in LTA 'Guide to Carry Out Restricted Activities within Railway Protection and Safety Zone' where required by LTA. All temporary structures shall be stable and level for the Construction Equipments to move on. Regular checks shall be carried out to ensure that all mechanized Construction Equipment are in good working condition at all times. Only experienced, trained and competent operators shall be employed for cranes and other mechanical equipments. The contractor shall liaise with LTA on the location and treatment of the monitoring devices / instruments that were installed on existing structures.

79.12

LARGE CONCRETE POUR FOR FOUNDATION All reinforced concrete rafts, footings and pile caps shall be constructed in accordance with the Drawings and to the exact depths required. Contractor shall provide, maintain and remove any necessary planking and strutting, sheet piling or cofferdams, and by pumping or other approved means to keep the excavation free from water. In the case of loose or disturbed ground, the excavated base for pile caps shall be well rammed and those for rafts / footings shall be excavated further to a sound layer. The entire work shall be approved by the SO Rep before it is covered with a blinding layer of not less than 40mm thick. The required concrete cover under the reinforcement shall be entirely above the blinding layer. Excavation for all foundation work shall be carried out in accordance with Section 3 Excavation including all clauses and sub clauses under it. For the purpose of this Contract, mass concreting shall refer to the concreting of a structural element of more than 200m3 in one operation. The Contractor shall employ a Qualified Person who has a good track record and experience in large concrete pours. The consultant employed is required to put up a method statement on the mass concreting of the structural element for approval by SO Rep. The method statement shall include the following requirements, in accordance to BS 5328 standard: (i) The concrete mix design to lower the heat generated. This may necessitate the use of ice water batching, low-heat and heatreducing/water-reducing admixture, puzzolanic materials, etc. (ii) The measures undertaken to ensure and satisfy the SO Rep that there is an uninterrupted supply of concrete during concreting process. (iii) The compaction method used to ensure proper densification of the concrete. (iv) The measures taken to enable all-weather concreting of the structural elements. (v) Noise abatement measures to ensure the pouring and compacting of the mass concrete can be done continuously and in compliance to the latest noise control regulations imposed by ENV or any other relevant authorities (vi) The use of insulated formwork system to reduce the difference in temperature gradient created across the cross-section of the concrete.

LARGE CONCRETE POUR FOR FOUNDATION (CONTD) (vii) The instrumentation to monitor the temperature gradients between the surface and the central regions of the concrete to ensure that cracking is avoided due to excessive difference in the temperature gradients in accordance to CP 65 standard.

79.13

RAISING OR LOWERING OF EXISTING SEWER MANHOLES AND OTHER SERVICES MANHOLES / CHAMBERS The Contractor shall include in his Contract Sum the cost of raising or lowering of existing sewer manholes and other services manholes / chambers, and their related works within the contract boundary to suit and match the proposed driveways and platform levels.

79.14

ACCREDITED STEEL FABRICATOR The steelwork shall be fabricated by accredited steel fabricator from the Singapore Structural Steel Societys Accreditation Scheme and in the category of minimum Grade S3, subject to SO Reps approval.

79.15

TOLERANCE FROM TRUE POSITION This Clause supersedes Clause 2.17 of the Standard Specifications for Building Works and Other Installations. The centre of each pile at the cut-off level shall not deviate from its true position as shown in the drawings by more than 75 mm in ANY direction. Should the deviation be more than the stated tolerance in any direction, the affected pile is liable to be rejected and compensating piles shall be installed at Contractor's own expense when directed by the SO Rep. As a counter measure to pile eccentricities exceeding the permissible tolerance, Contractor shall submit design calculations, duly endorsed by a Professional Engineer, for the amendment design / check on the pile stress, pile caps, tie beams, compensating piles, etc to the SO Rep for approval. All additional cost for the amendment design / check and detailed changes to the pile cap, beams, etc shall be borne by the Contractor. This cost shall be inclusive of any Accredited Checkers fees if necessary.

79.16

GROUND EXCAVATION, TEMPORARY EARTH RETAINING WORKS, GROUND MOVEMENT / VIBRATION AND MONITORING This Clause shall be read in conjunction with Clause 2.10 of the Standard Specifications for Building Works and Other Installations. The Contractor shall engage a Professional Engineer (PE) who specializes in geotechnical engineering works to specify the method, procedure, precautions, protection measures, etc. in carrying out the proposed excavation works. The Contractor and his PE shall carry out a pre-construction survey on all the neighbouring properties. A Registered Surveyor shall be engaged to provide a certified survey plan indicating levels of adjacent roads, drains, walkways, etc. at minimum 5m grid interval. The PE shall study the nature of the ground conditions, existing roads and railways, existing and proposed buildings and structures within the site, existing neighbouring buildings, structures, properties, and gather any other relevant information in order to make the following submissions: a) The PE shall submit the design proposal / drawing, construction procedures and schedule on temporary works / temporary earth retaining structures to SO Rep, BCA /LTA and other relevant authorities before commencement of works. The design shall comply with BS 8002: Code of Practice for Earth Retaining Structures. Method statement on supporting and protecting adjacent road reserve shall be included in the submission. b) The PE shall submit the instrumentation plan on ground movement and vibration monitoring scheme to SO Rep, BCA / LTA and other relevant authorities before commencement of works. The locations, types of soil monitoring instruments shall be proposed. The trigger and design values of monitoring of the instruments should be shown at the different stage of the works, if available. The frequency of retrieving monitoring results with analysis and interpretation should be tied with the criticality of the different stages of works shall also be submitted. c) The contingency plan should be outlined and submitted for the preventive and remedial actions to be taken when the trigger value are exceeded. Once the trigger values proceeded, the preventive and remedial actions should be taken immediately. The Contractor and his PE shall be fully responsible on the adequacy of the above designs and submissions. The PE shall be aware of his responsibility as spelt out by Building and Construction Authoritys circulars and announcements in making the above submissions.

Reserved Reserved TEMPORARY WORKS All temporary works shall be the responsibility of the Contractor. The Contractor shall engage a Professional Engineer or Professional Engineer (Geotechnical) to design, supervise, endorse and submit to the relevant authorities all the temporary works required. The structural plans and design calculations of the temporary works, duly endorsed by Contractor's Professional Engineer or Professional Engineer (Geotechnical), shall be submitted to the SO Rep for review, evaluation and approval prior to commencement of the building works. If in the opinion of the SO Rep there are inadequacies in the structural elements of the temporary works, the Contractor shall revise the temporary works details to the satisfaction of the SO Rep. There shall be no additional cost and time variation for such revision. Contractor's Professional Engineer or Professional Engineer (Geotechnical) shall ensure that all temporary works are executed in accordance with his design. He shall constantly inspect the conditions of the temporary works and take all necessary precautionary measures to ensure its suitability on site.

79.20

TEMPORARY DRAINAGE Temporary diversion drains, in compliance with all authority requirements, shall be provided for the existing building blocks / development area where the original drainage resides within/outside the site. All cost and time required to complete this part of the work shall be deemed to have been included in the tender sum.

79.21

ENGINEERING WORKS WITHIN LTA ROAD STRUCTURE SAFETY ZONE AND ENGINEERING ACTIVITY ON LAND ADJOINING PULBIC STREETS, ENGINEERING WORKS WITHIN SURS TUNNEL PROTECTION RESERVE

The contractor shall comply with Land Transport Authority (LTA) Guide to carry out engineering works within LTA road structure safety zone and engineering activity on land adjoining public streets and Street Works Proposal Relating to Development Works for construction of the Works and other activities within the road structure safety zone and engineering works within SURS Tunnel Protection Reserve. Contractor shall engage a specialist Professional Engineer (PE) to prepare the necessary engineering works proposals, engineering evaluation reports, instrumentation proposals, method statement of work, emergency procedure, pre-condition survey report, permit application and submissions as stipulated in Guide to carry out engineering works within LTA road structure safety zone and engineering activity on land adjoining public streets and Street Works Proposal Relating to Development Works for engineering works within SURS Tunnel Protection Reserve. The cost of all necessary submissions, reports, instrumentation and measures (i.e. monitoring of tunnel / structure settlement, tilt, safety measures, etc.) shall be deemed to have been included in the tender sum. Contractor shall ensure that all clearances with the relevant authorities (LTA) is sought and obtained before commencement of any activities which is deemed to require clearance from LTA. The contractor shall liaise with LTA on the location and treatment of the monitoring devices / instruments that were installed on existing structures.
