Ann : 2 TERMS AND CONDITIONS FOR ERECTION, TESTING AND COMMISSIONING OF ELECTRICAL AND INSTRUMENTATION EQUIPMENT 1.

0 Intent of Specification This specification covers the erection, testing and commissioning of electrical equipment for the Sulphuric Acid Concentration Plant, Aruvankadu, Tamilnadu as detailed in the subsequent clauses and Bill of Materials. 2.0 General Terms & Conditions The following Terms & Conditions shall specifically be compiled with : 2.1 The installation shall comply with the requirements of the latest Indian Electricity Rules, relevant I.S, Specifications and codes of practice, wherever applicable along with CFA/QVF / EPI Technical Specifications, drawings & sketches. The contractor must have a valid license to carry out erection, testing and commissioning work for the voltage classes (6600V/415 V) issued by the Statutory Authority. The contractor shall furnish photo-copy of valid contractors license along with the offer. All materials required to be supplied by the contractor shall conform to the provisions of the relevant I.S. Specifications unless otherwise specified. The contractor shall furnish full specifications of the materials under his scope of supply including makers name, catalogue no. & reference, wherever available for approval. The contractor shall also be required to furnish makers test certificate to CFA/EPI

2.4 The contractor shall submit gate entry challans counter-signed and duly stamped by security Deptt. Of CFA for the materials/ tools and tackles supplied by him. 2.5 The contractor shall provide, at his cost, adequate watch & ward arrangement for the safe custody of the materials handed over to him till such time the complete installation is taken over by . 2.6 Any damage or loss to the property of CFA/EPI arising out of work carried out by the contractor shall be made good by the contractor free of cost, failing which EPI reserves the right to get such rectification / replacement jobs done through other agencies & back charges the cost thereof to the contractor. EPI shall undertake insurance cover for free issue items against loss or damage. The contractor will

undertake insurance cover for third party liabilities, tools & plant, workmens compensation insurance etc. as per prevailing norms. 2.7 The contractor shall also arrange to clear the site of wastages/ surplus materials at least once a week and generally maintain cleanliness throughout the period of the contract. On completion of the job, the contractor shall leave the site thoroughly cleaned up & get a site clearance certificate/ endorsement from the appropriate authority. 2.8 The contractor shall provide competent supervisors to supervise the day-to-day work. The names of such supervisors with Electrical supervisors certificate of competency must be submitted along with the offer. For all jobs in the hazardous area of installation, it will be incumbent on the contractor to provide a competent supervisor with a certificate of competency during full time of progress of work. The supervisor must remove the workmen from the vital installation when he leaves the place of work.

2,10 During the contract period, the site engineer of the contractor shall be the only authorized representative to co-ordinate with EPI. He shall follow the instructions of site supervisory personnel for any rectification work that may be necessary at site during the execution of erection work. 2.11 2.12 CFA safety rules and regulations shall be binding on the contractor. All materials supplied by EPI shall be properly accounted for in the reconciliation statement to be submitted by the contractor and excess materials shall be returned to EPI before submission of the final bill. A steel reconciliation statement shall be furnished by the contactor for return of surplus steel prior to submission of the final bill for those jobs where the steel is supplied by EPI. On satisfactory completion of the job as per schedule of work and/ or extra to schedule the contractor shall take clearance from EPI and submit the final bill/ challan suitably. The contractor shall assist EPI to prepare as-built drawings after completion of erection & commissioning work. The contractor shall supply labour for testing & arrange transport of testing equipment to site & back for final testing as required at no extra cost. Minor modifications as required for commissioning of equipment shall be done by the contractor at no extra cost. However, if any materials are required, the same will be paid separately by EPI.

The workmen & supervision required for commissioning of the entire electrical equipment / Instruments shall have to be provided by the contractor at no extra cost & shall form a part of the job. All necessary minor civil work in connection with installation of equipment & laying of cables shall have to be carried out by the contractor at no extra cost to EPI. The contractor may be required to carry out allied jobs that might come up during execution of the contract. However, the rates for each jobs shall be settled mutually by EPI & contractor. The contractor, shall submit to EPI the Bar-Chart for erection & commissioning and weekly progress reports of the various activities and update the same at suitable time intervals indicating the scheduled completion, actual completion, delays steps taken to make up etc. The shall be done at no extra cost and shall form a part of the job. In case of unsatisfactory progress of job, EPI reserves the right to stop the work and get the balance jobs done through separate agency and back charge the cost of the same to the contractor. In case of urgency, the contractor may be required to take up any other job on written instruction from EPI. The contractor shall inspect, examine and obtain all information & satisfy himself regarding all matters such as facilities needed for the execution of the work, the location and suitability of all construction materials, the quantities of the various sections of the work and the local conditions relating to the execution of the work to be carried out under the order, or any hindrances or interferences with the construction of the work from any cause whatsoever, including any other operation of work which may or will be carried out on or adjacent to the site of the work under the order and will not raise any claim or objection against EPI, in any such matter, as mentioned above. It is understood that the contractor will take full responsibility to complete the job upto the fullest satisfaction of CFA/EPI.

The contractor shall avoid welding at the hazardous areas of the Project site . If at all, welding is unavoidable at these areas, clearance should be taken from CFA/EPI after fulfillment of all necessary precautionary & safety measures as per CFA norms. The contractor shall arrange approval of the complete installation from the statutory authority, like state electrical inspector, as applicable, for energisation of the system. shall, however, be given by EPI. EPI shall submit necessary application along with fees & filled in format of State Electrical Inspector, based on tests carried out by the contractor. 2.27 Contractor shall depute his competent personal during commissioning of the complete plant and during performance guarantee test as and when required by the purchaser. Construction equipment, tools & tackles , testing instruments and equipment as required for the complete installation upto a stage putting into commissioning of all plant and equipment of Package SAC Plant in accordance with relevant drawings and instructions of EPI, shall be arranged by the contractor at free of cost. All necessary electrical testing equipment like Digital Multimeter, Hipot Test Kit, Motorised Megger (5 KV) , Hand Operated 500/ 1000 V Megger, Earth Megger, Tong Tester, Protective Relay Testing Kit (Secondary injection) etc. shall be arranged by the bidder without any extra cost. 2.29 The scope of the bidder shall include but not limited to the following: a) Fabrication & Erection of of Miscellaneous structural works such as mounting, base frames, supports , brackets, inserts etc. incidental to installation work shall be included in the scope of the bidder. b) Supply of all fastners viz. bolts, nuts, plain washer and spring washers etc. shall be of GI and shall be included in the scope of the bidder. c) Supply of all necessary erection hardware materials such as cable gland , crimping type sockets (Lugs) , ferule etc. shall be of good quality and included in the scope of the bidder. 2.30 Touch up paint of all plant and equipment installed by the Contractor after completion of erection as per approved specifications of colour code including supply of primer and finish paint of approved shade shall be included in the scope of the bidder.

2.31 Safety Rules and Regulation : a) All statutory safety Rules & Regulation prevailing in the area and as prescribed by the company shall be observed by the Contractor. The bidder shall be responsible for paying strict attention to statutory regulations for prevention of accident. b) Bidder shall acquaint himself with all relevant statutory regulations such as Indian Electricity Rules, Tamilnadu Govt. Factory Act and comply with Regulations. 3.0 SCOPE OF WORK

The scope of work shall include the following along with the Bill of Materials enclosed at Annexure - . for the purpose of erection, testing & commissioning. 3.1 Taking delivery from EPIs site stores, transportation, handling and storing of the plant & equipment. 3.2 Before taking the delivery of the equipment the contractor shall satisfy himself regarding the completeness & correctness of the equipment as well manufacturers specifications, drawings, packing list. Inspection of equipment before handling over the same to the contractor shall be carried out jointly by the representatives of purchaser & contractor. A list of shortages, discrepancies & damages will be jointly prepared at site within three days of receipt of the material. Any discrepancy & damages found afterwards will be to contractors account. 3.3 Opening of all packages containing assembly & sub-assembly units of the equipment, cleaning of the equipment from dirt, grease & protective coating before start of erection. 3.4 To undertake thorough inspection of all the units to ensure that no damage has occurred during transportation & handling of the equipment.

3.5 Safe custody of the equipment handed over to the contractor till the same are taken over by CFA. 3.6 All assembly & sub assembly of the equipment, wherever necessary, shall be dismantled and components shall be thoroughly cleaned and relubricated before reassembly.

3.7 Checking of center lines, levels, foundations bolts, pockets, inserts of all equipment and foundation blocks on which the equipment shall be installed. Any discrepancy found in regard to their dimensions etc. will be rectified by the purchaser. Chipping & dressing of civil foundation inserts etc. upto 50 mm depth will however be done by the contractor. Inserts of size 150 x 150 x 10 thk for cable tray installation and inserts for lighting installation shall be provided wherever missing. 3.8 Aligning, leveling, positioning of equipment, coupling/ wiring, securely fixing up equipment & accessories including lubrication of equipment in accordance with the manufacturers installation drawing/ instructions or site supervisory personnel deputed by the Purchaser. 3.9 Any minor alteration/ modification/ rectification to ensure correct, assembly/ fitting/ wiring of equipment delivered from the different suppliers.

3.10 Rigging, assembling , riveting, bolting & installation etc. of all equipment & fabricated material as shown in the drawing or as per manufacturers instructions or as directed by the supervisory personnel deputed by the Purchaser. 3.11 Supply of all erection materials which may be required during erection as listed in the Bill of materials. 3.12 Dismantling & re-erection of electrical equipment wherever these are called for as per the advice of purchasers supervisory personnel. 3.13 Supply of all required construction & erection materials like packing, machined wedges, consumables, jointing compounds, petrol, diesel , oil kerosene, sealing compound, tapes, brazing & soldering compound, welding grease, electrodes, wires , temporary supports, jute & cotton waste, sand/ emery paper etc. as required for the completion of erection work. 3.14 Keeping structures materials and equipment adequately braced guys , struts or other approved means which shall be supplied and installed by the contractor as required till the installation work is satisfactorily completed. 3.15 Providing all labour (skilled/semi-skilled), unskilled riggers, licensed electricians, erection & testing engineers & all necessary tools & testing instruments & equipment as required for the complete installation, testing & commissioning of the plant / equipment. 3.16 The contractor shall keep records of all equipment/ materials received & installed. Separate list of left over materials/ equipment will be prepared by the contractor after completion of work for acceptance of the purchaser. 3.17 The contractor shall also keep records of day to day progress and no. of persons engaged at site. 3.18 Fabrication and erection of base frames of floor mounted equipment (e.g. MCC, PLC, MLDB, PDB, JB), wherever necessary, with suitable MS sections & anticorrosive painting (2 coats of general purpose primer) and two coats of finished synthetic enamel paint including supply of paint of all structure/ brackets, site fabricated items & touch up painting for all equipment as per CFA standard. 3.19 All electrical connections, wiring, laying of cables and erectiontesting/commissioning of equipment shall be as per EPIs drawings / equipment suppliers drawing. 3.20 From the beginning of erection till the end of commissioning the contractor shall keep adequate number of experienced and qualified electrical engineers at site permanently.

Material to be erected, tested and commissioned are listed in Bill of Materials in Annexure- A Construction power and water shall be provided by EPI at one (1) point only. Necessary distribution onwards shall be in the contractors scope. Contractor shall provide properly calibrated energy meter & water meter for the purpose of measurement. Necessary transport/ lifting facilities for taking materials from EPI stores to site. No crane shall be provided by EPI.

3.24 Deployment of engineers / Supervisors/ Testing Personnel , Technicians , workmen etc. during trial / final commissioning and PG test in 3 shifts shall also be the responsibility of the bidder. 4.0 PERIOD OF COMPLETION The total Job including supply of material shall be completed within two months from the date of placement of order. The contractor may have to deploy electricians, fitters and welders in phased manner with a view to maximize the output and work simultaneously in fabrication / erection of cable trays, cable laying equipment erection & termination. The contractor shall submit a Bar-Chart showing therein the various activities involved and the time estimates for such activities so as to complete the erection work within the stipulated time frame. In case the font is not available for erection etc., suitable time extension shall be given . The contractor shall mobilize to site within 1(One) week time. 5.0 RESOURCE MOBILISATION The contractor shall submit the following lists : Manpower resources showing the strengths of engineers / supervisors/ electricians/ workmen to be deployed. Erection / rigging equipment and other tools and tackles to be deployed.

6.0 DOCUMENTS Copies of the following documents shall be submitted along with the offer:

Electrical contractors valid license for HV works upto 11 KV with cable jointing upto 11 KV. List of projects executed. Bio-data of engineers & supervisors. Electrical Supervisors certificate of competency for engineers & supervisors. List of tools & tackles processed. Registration of employees provident funds. Registration of Workmen Compensation. Labour License of Govt. of Tamilnadu Income Tax clearance certificate Sales Tax clearance certificate.

7.0 GUARANTEE 7.1 For Supply of Materials & Component Should any mechanical or electrical part or parts supplied by the contractor fail or show signs of failure due to defect in design, materials or workmanship at any time within 12 months from the date of equipment/ material is put into operation, the contractor shall replace the same free of charges. 7.2 For Fabrication & Erection. The contractor shall replace free of charges any part or parts of the materials fabricated and erected by him, which , owing to defect in design & bad workmanship should fail or show signs of failure at any time with 12 months from the date of the installation is taken over by CFA 8.0 IDLE LABOUR Shall not be payable by EPI in any case. 9.0 WASTAGE Maximum 5% free issue items, however, this can be finalized in consultation with purchaser representative. 10.0 BLANK PRICE FORMAT The vendor shall submit their offer as per following : Techno-commercial part containing i) Point wise confirmation of above mentioned technical specifications. Deviation, if any, shall be mentioned clearly. ii) Blank (unpriced ) Price Format as per following:
