Name: Receive an update on the Waste Management Franchise Agreement Scorecard.
Description: Waste Management performs trash and recycling collection in the City of Carmel-
by-the-Sea through an exclusive franchise agreement. A scorecard has been
developed to monitor compliance with provisions of the franchise agreement.
While the scorecard is not a required component of the franchise agreement with
Waste Management, it serves as a tool to track and report contract compliance.
While there is no change to the scorecard since the April 2013 review, Waste
Management and City staff have been discussing options to address the seasonal
increase in trash generated at the beach and the frequency of servicing of portable
toilets. Discussion items include replacing the current bins at Scenic with new,
and possibly larger, bins and signage indicating the times of service and a call
number to report issues. Waste Management and City staff continue to monitor
collection times in the commercial district to find a pick up time that balances the
needs of lodging establishments and other businesses.
While not part of the scorecard, Waste Management has been assisting the City
with an assessment of the citywide trash cans systems. Drivers will be conducted
a survey from July 22 to August 4, 2013 to determine the volume of trash by can
as a way to determine locations for replacement trash and recycling cans.
Overall Cost: There is no cost associated with receiving the scorecard.
