The Evesham Township Coun-
cil has tabled the adoption of the
2013 municipal budget, again.
The decision was made based
on the lack of support shown for
state Senate bill 1896, which
would make other entities re-
sponsible for tax appeal losses.
The movement of the bill has
been the motive to hold off on
making decisions on the budget
since the first discussion in
March.
Mayor Randy Brown is deter-
mined to make the Evesham
Township School District, the
Lenape Regional High School Dis-
trict and the fire district discuss a
possible resolution through freez-
ing August payments due to the
organizations.
I think the structure of which
were asked to collect taxes is bro-
ken, Brown said in July. What I
want to know is what they will do
to help fix it.

Marlton resident Andrea Segal
searched from town to town,
using Facebook leads to find her
22-pound terrier mix, Penny, who
had been lost since June 15. On
Aug. 7, the hunt for Penny was
over for Segal, after she managed
to capture Penny.
Penny wandered within a 15-
mile radius of Segals home, ap-
pearing in Moorestown and Mt.
Laurel, Segal said.
Finally receiving a reputable
lead, Segal headed for
Moorestown, where she thought
Penny was staying for the past
week.
On Tuesday, Aug. 6, after
weeks of wondering if her dog
was OK, Segal spotted Penny in
the Moorestown area.
She is in survivor mode,
Segal said, adding she thinks
Penny has been out so long that
she does not remember the
woman who adopted her.
But the search wasnt over.
The next day, Segal went back
to the same spot and upon arrival
Penny was hesitantly waiting for
Segal, who was prepared to en-
tice Penny with food. Segal set
the food down near her car to set
up, turned her back for a few sec-
onds and Penny took the food,
she said.
In shock, Segal didnt know if
she should be happy to see her
dog is doing well or upset the dog
literally took the bait and ran.
If only this were a reality
show, she said, still surprised it
happened so quickly.
Eventually, Segal captured
Penny in a trap.
Segal had Penny for six weeks
and was left with a dog sitter
while Segal was on vacation. But
she feels responsible for her dog
being lost for this long.
Segal was concerned if she
didnt bring Penny home before
the cold weather hits, she might
not have survived.
Turning to Facebook as a lost
and found tool, Segal received the
communitys help with locating
Penny.
I felt really compelled to have
to find her . . . I felt this dog does
not deserve to live like this, she
said, before finally capturing
Penny. I definitely owe her a de-
cent life.

Proposed budget

The council has tabled intro-
ducing the 2013 municipal budget
numerous times, including at last
months meeting.
The proposed budget includes
a municipal tax increase of $59
per year for the average assessed
home of $271,200, which Brown is
attempting to rectify before final-
ization of the tax increase.
If we were to get wholly reim-
bursed, we wouldnt have a tax in-
crease, Brown said.
Currently, the township has to
pay out $1.5 million in tax ap-
peals, according to Brown, and is
working on a temporary budget
based on the 2012 adopted budget.
If the township does not move
to adopt the budget on the states
timeline, someone will be sent in
to determine a budget for the
township, Bob Nehilla of Bow-
man Accounting Firm said at the
June meeting.
According to Brown, the bill
has not had any movement in the
Senate.
Sen. Jeff Van Drew has refused
to create any committees to work
on the bill, Brown said.
I exchanged some text mes-
sages with one of the players up
in Trenton, and I asked very sim-
ply: any idea if we can get Sen.
Van Drew to post the bill, Brown
said. The response I got was
going to be tough, doesnt seem to
have support.
According to Brown, when he
asked what the problem was, the
unidentified texter responded

ew Jersey is a gambling state.
Always has been even before
Resorts International opened
its doors as the first legal casino in At-
lantic City in 1978.
Weve had gambling politicians,
gambling speak-easy owners and gam-
bling residents from the beginning.
We embrace the culture.
Atlantic City, to us, isnt some for-
bidden place where only degenerates
and low-lifes go to satiate a fix. Its a
place where adults, young and old, go
to stay and play.
Casinos are part of our upbringing.
Whether we frequent them or not,
theyre always in our minds. They
highlight the skyline of the coast and
hog a significant portion of our news.
So its no surprise that New Jersey
wants more.
This year, gaming in the state will
enter a new dimension when a ban on
internet gambling is lifted. 888 Hold-
ings, a London-based gaming compa-
ny, will provide its technology to Cae-
sars Interactive Entertainment and
will also launch operations under its
own brand later this year.
The company is doing the same in
Nevada and Delaware, two states,
which maybe not coincidentally
have the other thing that New Jersey
wants: Sports gambling.
Just last week, Congressmen Frank
LoBiondo and Frank Pallone hit the
campaign trail for sports gambling
in Atlantic City, professing the need
for two bills they re-introduced in Feb-
ruary.
Theres a federal ban on the practice
in states not named Nevada, Delaware,
Oregon and Montana, but these legis-
lators and others in the state are
hoping to overturn that law. The Third
Circuit Court of Appeals is currently
hearing an appeal regarding it.
Legal and gaming experts say they
feel fairly certain that, at some point,
the federal law will be overturned and
sports betting will be legal in New Jer-
sey. We cant wait for that day. Not be-
cause we want to place a sports bet
legally at a window in Atlantic City,
exactly, but because it will finally help
end the hypocrisy around the discus-
sion.
Millions, maybe even billions, of
dollars are being bet on sports in this
country every year, most of it illegally.
Why its OK to do so in Nevada, or as
close as Delaware, and not New Jersey,
is beyond our comprehension.
If we can have casinos that are high-
ly regulated by an independent agency,
why cant we also have betting on
sports? Its a practice that makes sense
to legalize, tax and control.

The following are on file with the Eve-
sham Township Police Department:
On Aug. 1 at 9:54 p.m., an Evesham po-
lice officer patrolling inside the DDACTS
Zone conducted a motor vehicle stop after
observing a vehicle being operated in a
careless manner on Route 70.
During the investigation of the stop, the
driver was arrested after officers deter-
mined he provided them with a fictitious
name.
At police headquarters, the suspects
fingerprints were digitally uploaded to a
national fingerprint database.
The fingerprint technology was able to
quickly identify the suspects true identity
and determine that he was a fugitive out of
Pennsylvania for armed robbery.
The suspect, age 36, of Philadelphia,
was charged with fourth-degree hindering
his own apprehension and being a fugitive
from justice. He was lodged in the Burling-
ton County Jail and is awaiting extradi-
tion to Pennsylvania.
On Aug. 3 at 2:12 p.m., the Evesham Po-
lice Department responded to the area of
Westerly Drive by the park for a vehicle
stopped in the roadway with the driver
slumped over the steering wheel.
Officers located the vehicle, and upon
waking up the driver, an officer observed
several bags of heroin lying on the front
seat. The driver was determined to be
under the influence of narcotics and was
arrested.
The suspect, age 31 of Cinnaminson,
was charged with third-degree possession
of heroin, driving under the influence of

motor vehicle violations. He was
released on his own recogni-
zance.
On Aug. 8, the Evesham Police
Department arrested a male who
operated an online company that
specialized in selling high-end
car parts.
The investigation determined
that the owner of the online com-
pany, MG-Motorwerks, would ad-
vertise high-end BMW and Dodge
Viper parts on eBay and
Craigslist.
Once customers showed inter-
est in his products, he would di-
rect them away from the eBay or
Craigslist site and to his compa-
nys webpage.
A price would be agreed upon
and the customer would then
wire the money to the suspect
and the customer would never re-
ceive the parts.
Two victims have been identi-
fied and approximately $10,000
between the two was paid to the
suspect.
The victims in this case were
from Massachusetts and Min-
nesota.
Additional victims in other
states and outside the United
States have also been identified
but those victims decided to pur-
sue their cases in civil court.
The suspect, age 26 of Marlton,
was charged with two counts of
third-degree theft by deception.
He was lodged in the Burling-
ton County Jail in default of
$20,000 full bail.

they dont know what the prob-
lem is, Brown said.
According to Brown, the town-
ship is waiting for an answer
from the local finance board to
ask to borrow for the townships
debt thats not ours.
Both Lenape Regional High
School District and the Evesham
Township Board of Education are
willing to partner with the town-
ship on the matter. Both submit-
ted letters to the state board of ed-
ucation commissioner requesting
partnership with the township.
If theyre not allowed to part-
ner with us, we need to make a de-
cision on the short term, Brown
said.
The council is slated to make a
decision on the budget at the Aug.
20 meeting.

for the improvement project.
