Administration a) Directed the establishment of the Region Ten Mental Health Foundation, Inc. b) Served as the board's representative in meeting with five (5) County Boards of Trustees. c) Represented the board at public meetings. d) Prepared reports and gave presentations to annual corporate and public meetings. e) Assisted in the design of the QUINCO facility and served as the "clerk of the works" during construction. f) Selected and ordered all hospital and office equipment. g) Developed a "Management Information System for Community Mental Health Centers". h) Developed and supervised the development of all internal financial and client data systems. i) Directed and coordinated input for center construction and operations proposals. i) Developed the center Personnel Policy manual.

Research a) Developed and administered research proposals in coordination with the Director of Research (QUINCO) for the Automated Testing Lab. b) Directed a study of the perceived mental health needs for Bartholomew County, Indiana. Project funded by the National Institute of Mental Health (NIMH). Report presented in Washington, D.C., and in all five counties covered. 4. Legislative a) Served on State task force developing recommendations to be considered in drafting State mental health legislation. Involvement included interaction with State and Federal congressional members, special interest groups, and NIMH officials. b) Represented the Foundation at State meetings on implementation of Health Maintenance Organization legislation. 5. Evaluation a) Provided technical assistance to the Region 11 A-95 Planning Commission in evaluating proposals. 1968 - 1971 Director, Indiana Vocational Technical College (Ivy Tech), Region 10, Columbus, Indiana 1. Administration a) Directed the development and establishment of the Columbus campus, Indiana Vocational Technical College. The responsibilities included establishing the legal entity and board; securing and remodeling facilities; acquiring local, state, and federal construction and operating funds; recruiting, employing, supervising, and evaluating a staff that grew from one in 1968 to 30 in 1971; developing vocational programs; and reporting progress to local, state, and federal agencies. b) Directed the development and establishment of the Bloomington Campus of Ivy Tech, Region 10. The responsibilities were similar to the ones noted above. c) Assisted in the establishment and development of the Indiana University-Purdue University of Indianapolis, Columbus Campus. 2. Program a) Directed the development of vocational training programs in electronics, data processing, secretarial science, drafting, management, and accounting for the Columbus Campus. b) Directed the development of the Licensed Practical Nursing program for the Bloomington campus. c) Provided technical assistance to Ivy Tech State committees and unions in development of industrial training programs. 3. a) Directed an Indiana Governor's task force charged with assessing federal facilities and conducting a needs assessment of employees at the Crane Naval Ammunition Depot, Crane, Indiana to determine alternative facility uses and employment for individuals. The report was prepared and presented to the Governor. 4. Legislative a) Presented college budgets to the House Budget Committee. b) Maintained liaison with local, state, and federal members of Congress. 1965 - 1968 Director, Instructional Media, Bartholomew Consolidated School Corporation, Columbus, Indiana 1. Administration a) Directed the development and establishment of the instructional media department for a new consolidated school corporation (23 schools, 12,000 students). b) Developed facilities plans and technical specifications for media centers in new schools (5 elementary, 1 junior high, 1 high school) then supervised construction. c) Directed the writing of federal proposals under Title I, II, and III of Elementary Secondary Education Act (ESEA) - then administered the programs. 2. Program a) Reviewed audiovisual materials to be included in school central library and provided technical assistance to math, science, and reading committees in selecting curriculum materials. b) Prepared budget for department and presented it to the school board. c) Maintained financial records for federally sponsored projects. 1964 - 1965 Masters Student, Ball State University, Muncie, Indiana 1. Invented, manufactured and tested, an electromagnetically controlled air-fuel induction system for internal combustion engines. Graduation depended on a successful public demonstration of the total system. It worked, I graduated. 1962 - 1964 Vocational Education Teacher, Earl Wooster Senior High School, Washoe County School System, Reno, Nevada 1. Administration a) Established the architectural, mechanical drawing, and wood working programs in the new vocational school. Responsibilities included laying out both laboratories and classrooms and ordering and installing furniture and equipment. 2. Program a) Developed curriculum materials and taught drafting and woodworking classes.

1960 - 1962 Merchandising Supervisor, Seaside Oil Company, Santa Barbara, California Supervised distributors and service station operations. Developed new service station sites, supervised construction, employed operators, managed grand openings, and sales promotions. Served as acting district manager for last six (6) months of employment. IV. TEACHING EXPERIENCE

A. Teaching interest and Specialties: My special interests are in Human Resources Management and Quality Systems Management. Therefore I usually teach WED 469 and Wed 598. I am a Certified Lead Auditor for ISO9000, member of ASQ and will soon take my exam for CQA. B. Teaching and Training Grants: Two grants recently with SUDR of Indonesia, copies are available in the office. C. Teaching Awards and Honors: No recent awards for teaching, just letters from successful students. D. Current Graduate Faculty Status: I have been granted special Ad-Hoc status to serve on, not chair, graduate student committees. E. Number of MS and Ph.D. Committees: Four (24) Masters level and one (2) Doctoral level. F. Names of Students who have completed MS. & Ph.D.: John F. Meister Ph.D.; Rhadeya Setiawan and Debi Price MS. I am currently serving on 4 masters level committees. G. Military Teaching Experience: Completed the Drill Instructors Academy at the Atterbury Army Reserve Center in Columbus Indiana; Completed the Senior Non-Commissioned Officer Course (SNOC) and later a TRADOC Certified Instructor course for the 78 Division Training Command. Taught military personnel for 6 years. Completed the Training Supervisors Workshop (TSW) for Course Managers, completed the Methods of Learning (MOLC) Course Managers Training Course and Primary Leadership Course. Community Service: A. I started the dowtown Exchange Club in Columbus Indiana with Mr. Sheets, held almost every office in the club. The credo of the club is to help others. While in Columbus, Indiana, I served on several ad-hoc committees appointed by the Mayor.

Research A. Research Interest and Specialties: My research has been and will continue to be in the use of computers as an educational tool. This now coupled with the Internet to deliver distance education is my special interest. B. Current Research Project: None at this time although I hope to revisit my work on the engine at some time.
