Market Leader in CRM and Customer Analytics Responds to Customers’ Need for New Levels of
Enterprise Business Intelligence

SAN DIEGO — October 8, 2003 Siebel Systems, Inc. (NASDAQ: SEBL), today announced a series
of new products and enhancements to all Siebel Analytics platform products, resulting in the
introduction of the Siebel Enterprise Analytic Platform 7.7. With Siebel Enterprise Analytic Platform
7.7, Siebel is responding to customers’ need for new levels of business intelligence and insight
across the enterprise. With today’s announcements, Siebel Systems is further extending its
leadership in customer analytics and is now expanding its focus to include the large market
opportunity for a new generation of enterprise-class business intelligence platform solutions.

“Since introducing Siebel Analytics 7, we have become the clear leader in the customer analytic
applications market,” said David Schmaier, executive vice president, Siebel Systems. “Many of our
blue chip customers are now using Siebel Analytics beyond customer analytics to provide new
levels of business intelligence capabilities throughout the enterprise. Today’s announcements
represent an important step in our strategy of providing the customer analytics and enterprise
business intelligence solutions that organizations require to derive maximum business value and
competitive advantage.”

Companies have made very significant investments in core operational systems such as Finance,
Supply Chain, ERP and CRM, which have for the most part yielded considerable business benefits.
However, most of the value from these systems has been derived through increased efficiency and
automation. Additionally, most organizations have invested in data warehousing and various
business intelligence tools including query, reporting and OLAP products.

While these investments have provided the necessary “data infrastructure,” very few organizations
have been able to truly maximize the value of their information and deliver on the vision of
providing the right information, to the right person, at just the right time, to enable fact-based
actions and interactions.

In providing market leading customer and business insight solutions for many of the leading and
most analytically sophisticated companies across a wide range of industries, Siebel Systems has
delivered the innovations necessary for a new generation of business intelligence capabilities.
Now, with the introduction of Siebel Enterprise Analytic Platform 7.7, Siebel Systems is responding
to the continuing requirements of these thought leading companies with the next generation in
enterprise business intelligence platform solutions. Unlike traditional business intelligence tools,
the Siebel Enterprise Analytic Platform is uniquely capable of addressing the following critical
customer requirements:

· Pervasive, Actionable Intelligence: The ability to provide any and all knowledge workers with
relevant, timely and actionable information based on their role. Business Intelligence is shifting
beyond solely measurement and reporting to enabling intelligent actions and interactions, which
requires information that is current, complete, and tailored to the individual’s role. The user
experience must be intuitive enough for any worker and provide full interactivity and self
sufficiency – without analyst or IT intervention.

· Guided Analytics: The ability to guide users on a “path to discovery and action,” leading them
through the analysis process to come to the best decision or action. This capability should operate
in an agent-like manner, resulting in analytic workflows that automate the discovery-to-action
process.

· Opportunity Detection and Notification: Given growing data volumes, there’s a need not only to
automate identification of problems and opportunities that might otherwise go undetected, but
also to identify and notify the most appropriate individuals and provide the information needed to
take action.

· Intelligence Anytime, Anywhere: The full range of analytic capabilities must be available to users
anytime and anywhere, whether on the corporate network or intranet, connected to the Internet,
or operating in a disconnected mode. Users must also be able to receive analytic alerts on mobile
devices such as handheld devices, cell phones, pagers, fax, etc.

· Rich, Complete, Real-time Information: The solution must hide from users all complexity
associated with the physical data, its location and structure, while also providing pervasive and
actionable intelligence. This requires a high degree of analytic data access sophistication and high
performance access optimized for very large data warehouses, complex schemas and a wide range
of data sources. Additionally, many new analytic needs require access beyond the data warehouse
to get real-time, complete and detailed information from operational sources and data stores. This
must be done with a high degree of efficiency because organizations cannot afford to compromise
performance.

· Analytic Depth: In order to have a “single version of the truth,” all metrics must be computed in
a consistent and reliable manner. A full range of analytic functionality is necessary to derive insight
from data, including calculations and aggregations, analytic processing and dimensional
calculations, date and time awareness, set based analysis, data mining and predictive analytics.

· Scalable, Mission-Critical Architecture: As business intelligence expands to many more users, in

complex and heterogeneous environments with larger data volumes, new architectural approaches
are required. Also, as these capabilities become more vital, they must provide levels of scalability,
performance, reliability and availability expected of mission-critical systems.

· Rapid Deployment, Lowest TCO: These systems must offer easy administration, rapid
deployment and time to solution, along with the flexibility to easily respond to changes in analytic
needs and data sources. Large scale deployments must be possible without adding administrative
complexity and large hardware expense. Low total cost of ownership is a critical requirement.

· Open Platform: The solution must be a true enterprise analytics platform, enabling integration
with other key applications, leveraging significant data warehouse, data marts and data
infrastructure investments, and fitting with enterprise architecture standards. It must also provide
rich analytic functionality integrated with other tools and applications – even in real-time. Full
support for Web Services and important standards is required.

“Siebel Systems has rapidly emerged as the leader in the customer intelligence market,” said Mark
Smith, senior vice president of research, Ventana Research. “With its next-generation business
intelligence platform, Siebel is uniquely capable of delivering on these critical new requirements
for enterprise class business intelligence and performance management.”

“Siebel Analytics provides a unique combination of true end user ease with powerful analytic
capabilities and best-in-class scalability,” said James Holder, Director of Engineering Systems,
Union Pacific Railroad. “These unique capabilities have enabled us to provide actionable, timely
information to more than 4,000 users – in a very complex, data intensive environment. As a result
we are delivering significant business value with an exceptionally low TCO. Based on our great
success with Siebel Analytics, we have expanded our licenses and are looking forward to
upgrading to this exciting new 7.7 release.”

The Siebel Enterprise Analytic Platform 7.7 includes Siebel Answers and Intelligence Dashboards,
providing interactive access for end users; Siebel Delivers, providing analytic detection and
notification; the Siebel Analytics Server, providing new levels of insight from enterprise data; and
the new Siebel Data Mining products.

Siebel Intelligence Dashboards, Siebel Answers, and Siebel Delivers:

Siebel Intelligence Dashboards provides users with intuitive, interactive access to visually rich and
actionable information that is dynamically personalized based on their role and identity. All
information is live, not static, reflecting the latest data. These dashboards are fully flexible,
enabling users to filter, drill-down, spot issues, explore and act. Through the new guided analytics
capabilities, users can be led on a “path to discovery and action,” so that any user can follow the
proper next step in analyzing information to reach the best decision or action.

Siebel Answers provides full ad hoc analytic functionality based on a pure Web architecture. End
users interact with a logical view of information, organized to reflect how they think rather than
how data is structured and stored. With just a few clicks, users can create their own analysis and
display it in tables, charts, pivot tables and a myriad of highly visual formats. This ease–of-use
empowers new classes of users with true self-service access to information and the ability to
create new analysis, reports, charts and even full dashboards without requiring analyst or IT
intervention. And with just a few clicks, anything created in Siebel Answers can be published in
the user’s personal dashboard or to shared dashboards for use by others.

Siebel Delivers enables users to create schedule- or event-based analytic processes to detect
problems and opportunities. Once an opportunity is detected, the appropriate person(s) can be
identified and notified via e-mail, cell phone, pager or fax, and provided with the information
necessary to understand the issue and take action. Additionally, these processes can trigger other
analytic processes, creating an automated analytic workflow. As a result, any user can be
immediately made aware of problems and opportunities that might otherwise go undetected.

With the 7.7 release, numerous new products and enhancements have been made to Siebel
Delivers, Siebel Answers, and Siebel Intelligence Dashboards including:

· Usability improvements based on customer feedback and usability studies

· New levels of control over all visual formatting aspects and print control

· Tight integration with MS Excel, other applications and PDF output

· New chart types and new levels of control over all aspects of charts and graphs

· New guided analytics, which includes more sophisticated analytic workflow and alerts

· New mobile analytics products, providing a range of offline functionality from dashboard
interaction to full ad hoc analytic capabilities

· Numerous new view and visualization types, and new Pivot table functionality

· Complete functionality exposed through new Web services APIs

Siebel Analytics Server

The Siebel Analytics Server provides the most powerful business intelligence and analytic
capabilities against even the largest and most complex data warehouses, while efficiently
spanning data in analytical and operational data stores to provide more complete, timely and
actionable insight. These unique capabilities enable entirely new classes of business intelligence
solutions that can drive intelligent actions and interactions, even in real-time. Additionally, the
Siebel Analytics Server has proven in real world customer implementations and benchmarks to
provide the highest levels of performance and scalability at the lowest TCO. With this release, the
Siebel Analytics Server now provides high performance predictive analytics in batches or real-time
with the new Siebel Data Mining Engine.

Other new enhancements to the Siebel Analytics Server include:

· Native driver support and additional platform-specific optimizations for latest versions of IBM
DB2, Oracle and MS SQL Server databases

· Support for multi-dimensional data sources including MS Analysis Services, and intention to
support XML for Analysis API
· Enhanced usage tracking, multi-user administration and easy administration, including new
analytic schema auto-detection and administration wizards

· Aggregate persistence and “write back” capabilities

data mining adapter for execution of other models (via PMML or callable API)

· New UNIX clustering and clustering enhancements for Windows 2000

· Continued improvements to best-in-class performance and scalability
