TRAINER PROFILE

Mr William Thien, is a human resource management trainer and consultant w ith


Effective Outsource Netw orks, a human resource consulting and training facility
providing a w ide range of human resource management and development support
services to companies in Singapore. He is a certified Practicing Management
Consultant (PMC), and a member of the Institute of Management Consultants
(Singapore), a full member of the International Council of Management Consulting
Institutes.
He obtained his degree, Bachelor of Science (Econs) (Hons) in Management Studies,
from the University of London. He has obtained his Master of Arts, Instructional
Design and Technology from the National Technological University (NTU).
Professionally, he holds a Graduate Diploma in Personnel Management from the
Singapore Institute of Management and has also completed the Advance Certificate in
Training and Assessment (ACTA) from the Institute of Adult Learning.
William has w orked in the shipbuilding, engineering and construction as w ell as the
hotel industries. During this period of w ork, he carried a w ide variety of portfolios,
including recruitment & selection, compensation & benefits, performance
management, employee industrial relations and training & development. He w as the
Personnel Manager of Mandarin Hotel, a five-star service establishment w ith over
1200 employees w hen he joined Effective Outsource Netw orks (EON).
His w ork w ith EON reflects his w ide and in-depth hands on experience in human
resource management, w hich includes the development and implementation of
strategies in the areas of employee relations, compensation and benefits, performance
management, recruitment and employee w elfare.
In the area of performance management, in particular, his w ork focuses on w orking
w ith clients to develop customised performance appraisal systems. This includes
defining performance requirements, aligning it w ith the company' s mission and
procedural practicalities; assessing the company' s existing performance climate;
taking into account intricate appraiser-appraisee behavioural considerations;
determining key appraisal factors; designing the appraisal forms and the overall rating
systems.
As an author, William is the key contributor for ' The Hands On Guide - Human
Resource Manager, Singapore' , ' HR Letters, Forms and Policies, Singapore‟ and co-
author of the Singapore chapters of „ Employment Law Asia‟ published by CCH Asia
Pte Ltd. He has been an editorial advisor of the publication People Strategies.
As a professional speaker and trainer, William has given numerous in-house and public
training courses on human resource management techniques over the last 12 years to
groups of supervisors, executives and senior managers. As an effective
communicator, he is able to capture and hold the attention of his audience of all ages
and background, using real life examples that relate directly to the audience' s w orking
environment.
