MEMORANDUM FOR 2009 OHIO WING ENCAMPMENT BASIC CADETS

SUBJECT: Acceptance Letter

1. Welcome to the 2009 Ohio Wing Encampment! I am excited to have the opportunity to lead this year’s group of
outstanding senior and cadet staff members through this awesome experience. Your staff has spent the last six months
planning and training to ensure that you receive the best experience possible. Your CAP basic Encampment is something
that you will never forget. Many of the people with whom you will spend the week will remain life-long friends. While
Encampment is a fun and exciting time, it is also very difficult and challenging. It will be important that you learn to
support and rely on these individuals through the difficult times. Through hard work, teamwork and perseverance you
will find success.

2. The motto of this year’s Encampment is “Back to Basics”. I felt that this simple statement sums up what
Encampment is about on many levels. At the highest level I have ensured that through all the planning and scheduling of
activities and training for the Encampment, the focus has been on you the basic cadet. Without you, there would be no
Encampment. Your senior and cadet staff members are all here to help you succeed. You will be learning the basic
elements necessary to be a successful cadet officer. Later in your cadet career you will draw upon the experiences learned
during your basic Encampment, so this is the time to learn and improve upon these important fundamentals.

3. The most important thing you can do between now and Encampment is to PREPARE. Many hours have been spent
preparing the important information contained in this packet for you the basic cadet. One thing you will most definitely
learn at Encampment is the important skill of following instructions. It would be in your best interest to read the
instructions contained in this packet and follow them to the finest detail. You should also periodically visit the
Encampment website at http://sites.google.com/site/ohiowingencampment/ for updates and training materials. I look
forward to working with you and I hope that you have a great experience at the 2009 Ohio Wing Encampment.

Training Requirements

Your success at Encampment will rely heavily on how prepared you are for the training requirements.
Proper preparation will mean the difference between successfully completing the Encampment and
struggling through the week. You will be expected to complete at least 80% of all scheduled training to
meet the graduation requirements. Any cadet that does not meet the graduation requirements will not
receive Encampment credit and will not be eligible for a refund. Encampment training requirements can
be found in CAPR 52-16.

Training Preparation

There are 3 main training areas in which basic cadets should prepare prior to arriving at Encampment:
uniform wear, basic military drill movements and cadet knowledge found in the Encampment Basic Cadet
Training Manual.

Basic cadets will be expected to in-process with 2 full sets of BDUs and 1 full set of blues (to include all
required patches insignia). Please review CAPM 39-1 prior to arriving at Encampment to ensure your
uniforms meet the required standards. Grooming standards will be strictly enforced at Encampment. Any
cadet requiring a haircut upon in-processing will be expected to obtain one at their own expense.
Grooming standards can be found in CAPM 39-1. One common problem basic cadets encounter at
Encampment is blisters. Blisters can be avoided by wearing clean and dry socks, regularly washing your
feet and wearing boots that have been previously broken-in. Cadets are required to pack Mole Skin for
Encampment. This product helps existing blisters to properly heal should you encounter them during
Encampment.

You will be expected to know and perform the basic military drill movements required for the Curry
Achievement at Encampment. While you will have time to practice and perfect your skills during the
week, you are expected to know a minimum amount of knowledge coming into Encampment. This is why
the Curry Achievement is the minimum requirement for participating in Encampment. It would be in your
best interest to work with your home unit to practice basic drill movements. It would also be in your best
interest to learn and practice drill movements of the guidon bearer. This is a leadership opportunity
available to all basic cadets at Encampment. Those with previous guidon bearer experience are typically
chosen to perform these duties at Encampment. Rules and movements of the guidon bearer can be found
in the Drill and Ceremonies Manual available on the Encampment website at

Throughout Encampment, you will be learning cadet knowledge contained in the Encampment Basic
Cadet Training Manual. This information includes CAP and USAF knowledge, barracks inspection
procedures and other important Encampment specific information. It would be in your best interest to
study and learn this information prior to Encampment. The Basic Cadet Training Manual can be found on
the Ohio Wing Encampment website at http://sites.google.com/site/ohiowingencampment/information-

Wake-up/PT

The Encampment training schedule has you waking up at 0500 each day. You will be participating in
physical training and calisthenics to help you wake up and prepare for the day’s activities. It would be in
your best interest to get in the habit of waking up early and doing light PT in the few weeks before
Encampment to help get acclimated. Most cadets who do not properly prepare for this experience struggle
to succeed.
Eating Habits

You will be eating 3 healthy meals at scheduled times each day at Encampment. You will be required to
eat at each meal due to nutrition requirements necessary for the daily activities. Some cadets have a bad
habit of not eating a healthy breakfast prior to Encampment. Get in the habit now of eating a healthy
breakfast because you will need it to keep up with the busy schedule at Encampment. You will not have
access to soda, candy or sweets during the week. It would be in your best interest to limit intake of these
foods prior to Encampment to help get acclimated. Cadets will be authorized to consume milk only during
dinner meals at Encampment due to the daily activities occurring outdoors in the summer heat. Cadets are
encouraged to consume water and electrolyte drinks during breakfast and lunch meals.

IN-PROCESSING

Transportation to Encampment

Transportation to and from encampment is the responsibility of each cadet. Frequently cadets will carpool
with others from their unit or with those attending the encampment from their local area. Check with your
squadron commander to determine possible means of transportation. Cadets who drive their own vehicle
will turn in their keys for the duration of Encampment at in-processing as cadets are not permitted to
operate vehicles while at encampment. Many parents and/or guardians choose to attend the graduation
and pass-in-review ceremony on the last day of Encampment and subsequently transport their cadet home
afterwards. Please know that cadets will be out-processed on the last day of Encampment from 1400-1500
hours and will not be authorized to leave any earlier without prior approval of the Encampment
Commander. Any cadet who is approved for early dismissal from Encampment is still subject to the
training requirements for graduation.

In-Processing

In-processing will occur from 0800-1000 on 20 Jun 09 in Lot V at Wright State University. Directions
and maps to Lot V can be found at the end of this packet and on the Encampment website. During in-
processing, you should have the following items ready in your hand: your CAP membership card, CAPF
60, list of graduation attendees from your family/friends (if not previously emailed) and any medications
in a clear Ziploc bag with required parental release (found in the Encampment Application). After in-
processing, you will be carrying your luggage a short distance so be sure your luggage is packed
accordingly. Staff members will inspect your luggage for any unauthorized items. If any contraband
items are brought, they will be confiscated and returned at the end of Encampment.

During in-processing, the medical officer will review your medical history & document any medications
that you bring. Only bring that which you will need for the duration of the encampment. During
Encampment, cadets will retain possession of all personal medications and will be responsible for taking
it as prescribed. Squadron and Flight Tactical Officers will continually check with each cadet to ensure
they are taking their medications. Due to legal reasons, CAP medical officers are not permitted to
dispense medications.
TRAINING WEEK

Daily Schedule

Each training day will begin at 0500 hrs with Reveille and will end at 2100 hrs with Lights-out. During
each 16 hour day, you will be exposed to a wide variety of tours, activities, programs and training. You
will find it challenging but very rewarding. Successful completion of the Encampment training program
will require that you and the other basic cadets learn to work as a team. You will not graduate without the
support of your fellow cadets and squadron staff members. Learn to rely on them in times of need and to
support them when they are struggling.

Chain of Command

The Encampment is designed as a Group structure subordinate to the Ohio Wing HQ. The Group is
comprised of a support staff and three Squadrons, each containing two Flights. You will be assigned to
one of these six Flights. Each Squadron and Flight has been assigned a staff of experienced officer and
cadet leaders to mentor you and guide your training. Each of these cadet leaders has previously completed
an Encampment as a basic cadet. They have been where you are going and will draw upon that previous
experience to ensure that you accomplish the Encampment goals and objectives. The support staff is
comprised of officer and cadet staff members who directly support the training needs of the Group.

Laundry Facilities

Laundry will not be done during the encampment. The packing list contains enough clothing to get you
through the week. Laundry facilities are available but will only be used in cases of emergency with prior
approval of the command staff.

Phone Access

You will not have access to a phone during Encampment. Only in the event of an emergency will you be
authorized to use the phone and only with command staff approval. If your parent or guardian needs to get
in touch with you during Encampment, they will need to call the Encampment Commander’s cell phone
found on the Encampment website and under Information for Parents: In Case of Emergency in this
letter.

OUT-PROCESSING

Out-processing will occur on 27 Jun 09 from 1400-1500 immediately following the Graduation and Pass-
In-Review. Out-processing is a controlled process and basic cadets will not be available to out-process
any earlier than 1400. You will out-process with your squadron and flight after everyone’s room has been
cleared. You will be financially responsible for any damages you cause in the dorms during Encampment.
Please ensure that your parent or guardian is ready to transport you home immediately after out-
processing. All basic cadets should depart Wright State University no later than 1500 unless riding home
with a staff member.
INFORMATION FOR PARENTS/GUARDIANS

As the parent of a basic cadet you probably have many questions about what we refer to as the
“Encampment experience”. First, rest assured your cadet will be in the best of care at Encampment. Our
senior and cadet staff members are some of the most professional Civil Air Patrol members in the
organization. Each one of them has been hand picked by the executive staff for their position. A great deal
of responsibility has been placed on their shoulders and they have accepted it without reservation.

Encampment planning began over 9 months ago with the selection of the Encampment commander and
executive staff members. Since that time, every detail of the Encampment has been planned, evaluated
and optimized to ensure the best experience possible for your cadet. Please know that for many of the
cadets at Encampment, this will be both the most challenging and rewarding experience of their CAP
career. Every cadet staff member and many of the senior staff members have previously experienced what
your cadet is about to embark upon, and they will use that experience to ensure your cadet succeeds.

At Encampment your cadet will be exposed to leadership training and opportunities designed to prepare
them to become successful CAP cadet officers. They will also be exposed to the military lifestyle and
culture which will surround them if they choose to pursue a military career. Please understand that
Encampment is not designed as a recruiting tool for the military. It is designed to provide the CAP cadet
with a small glimpse of the lifestyle, careers and opportunities that are available through the military.

Graduation

You will have the opportunity to watch your cadet graduate and march in the pass-in-review ceremony on
the final day of Encampment. While it is not required, you are highly encouraged to attend. It is a great
experience to see 100 basic cadets walking proud after successfully negotiating a week of Encampment.
More information on the graduation and pass-in-review can be found on the last page of this packet.

Encampment Website

If you have not already done so, please visit and bookmark the Encampment website at
http://sites.google.com/site/ohiowingencampment/. We have created a page specifically for parents that
contains information such as driving directions, graduation details and a photo album which will be
updated daily with photos from Encampment. There is even a link that will allow you to send a short
email to your cadet during Encampment. Be sure to visit this site periodically for updates.

In Case of Emergency

While emergencies at Encampment are rare, we always plan for them just in case. If you have not already
done so, please provide us with an accurate 24-hour Emergency Phone Number in the Online
Encampment Registration System. Please visit http://registration.ccscap.org to verify the accuracy of this
information prior to Encampment.

While basic cadets will not have access to a phone during the week, exceptions will be made if there is an
emergency at home. If you need to reach your cadet because of an emergency at Encampment, please call
the Encampment Commander Major Steve Jones at 614-353-8895. This number will be monitored 24
hours a day during Encampment.
Directions and Instructions for In-Processing

In-processing will run from 0800-1000 on 20 June 09. All basic cadets must in-process during this time
unless otherwise approved by the Encampment Commander. You must have the following items ready
during in-processing:

1. CAP ID Card
2. CAPF 60
3. List of graduation attendees (if not previously emailed)
4. Any medications in a clear Ziploc bag with Medication Release Form

* Be sure your luggage is packed so that it can be carried a short distance to the dorms

Directions: From I-675

1. Exit 17 to N Fairfield Rd
2. Turn Right onto N Fairfield Rd
3. Turn Left onto Colonel Glenn Hwy
4. Turn Right on Center Rd (First WSU entrance)
5. Veer Right onto Loop Rd
6. Follow Loop Rd until it ends at University Blvd
7. Turn Left onto University Blvd
8. Turn Right onto Springwood Lane (at the large painted rock)
9. Follow Springwood Lane down the hill, past the dorms
10. Lot V and the Picnic Shelter will be on the right

2009 Ohio Wing Encampment Graduation and Pass-In-Review Information

The 2009 Ohio Wing Encampment Graduation Ceremony and Pass-In-Review will begin at 1100 hrs on
27 Jun 09 at the Wright-Patterson AFB Base Theater. The Graduation Ceremony will last approximately
90 minutes with a brief Pass-In-Review ceremony immediately following on the parade field next to the
Theater.

Every Encampment participant with family or friends wishing to attend the Graduation Ceremony
and/or Pass-In-Review must send a list of names to ohioencampment@gmail.com NO LATER
THAN 20 Jun 09. Because of security procedures, we will be unable to add names to the access list after
this date. Here are a few items to keep in mind:

- If you think there is a chance of a friend or relative attending, add their name to the list. There is
no penalty for them not attending, but they will not be able to attend if their name is not on the list.
If in doubt, please add them to the list.
- The name on the list must be the individual’s FULL LEGAL NAME as it would appear on a
government issued photo ID. Nicknames, aliases, and shortened names are not acceptable.
- All non-child occupants of the vehicle must have government issued photo identification (driver’s
license, ID card) on their person on the day of the ceremony. If they do not have valid
identification, they will not be permitted to attend the ceremony.

Immediately following the Pass-In-Review Ceremony, the basic cadets will be bused back to Wright State
University to prepare for out-processing. This process will take some time so parents/guardians are
encouraged to eat lunch during this time. Basic cadets will be out-processed by squadron assignment from
1400-1500. Parents/guardians are encouraged to be ready to pick-up their cadet during this time. Out-
processing is a controlled process and basic cadets will not be available to out-process any earlier than
1400.

Directions to the Base Theater

1. Take I-675 to Exit 24


2. Exit 24 (SR-444) towards Fairborn
3. Travel approximately 3.5 miles to Gate 38C (WPAFB Kitty Hawk Area)
4. Proceed through gate (have photo ID ready)
5. Once through the gate, take first left (in front of gas station)
6. After the first stop sign, turn right into the large parking lot behind the Credit Union.
7. Park in the area closest to the Credit Union near the parade field.
8. Walk to the base theater across the street from the parking lot.
