Winlaw Residents Continue To Receive Fire Protection

In light of recent events concerning staffing at the Winlaw fire hall, the RDCK wants to assure Winlaw residents that they have fire and first responder coverage. Volunteer firefighters from the Passmore and Slocan Fire Departments have confirmed they will respond to calls. The RDCK is working to resolve the issue of long-term fire and first responder services in the Winlaw area and will keep the public updated.

Lightning Activity Update

The Wildfire Management Branch responded to 40 lightning-caused wildfires in the Southeast Fire Centre over the weekend. The majority of these fires are small and none are threatening structures or communities. Smoke may be visible in the region since wind is carrying smoke north from multiple large wildfires in Idaho. In the most active part of the fire centre, the Columbia Fire Zone, 16 wildfires are burning. All of them are small, spot-sized fires in remote areas. The largest of these is estimated at 10 hectares and is burning east of Highway 1 in the Jumping Creek area, approximately 35 kilometres northeast of Revelstoke. The Fire Danger Rating is mainly moderate to high throughout the Southeast Fire Centre with the exception of the Cranbrook Fire Zone, which is low to moderate. As of August 12, 176 wildfires have burned 296 hectares in the Southeast Fire Centre area. Of those fires, 141 were caused by lightning and the rest were caused by people. The five-year average for the number of wildfires by this time of year is 181 fires. While there is currently no campfire ban in the Southeast Fire Centre, it is important that the public remain diligent and practise proper campfire safety. Never leave a campfire unattended and always extinguish it completely before leaving the area. The Wildfire Management Branch appreciates the publics help in reporting smoke or wildfires. It was an impromptu idea that inspired the staff at Kaslo Community Pharmacy to raise money for Kaslos seniors by selling hot dogs at their first anniversary celebration. Pharmacist Ward Taylor offered to match the donations. After all the hotdogs were cooked and served, $187 was raised for the Kaslo Seniors Centre. Community members who joined in at the BBQ and anniversary celebration were also treated to delicious cake made by Darcy Matthews. Its safe to go in the water! Swimmers can take to the water again at Taghum Beach Park since the advisory has been lifted as of August 12, announced the RDCK. Were happy to report that the water at Taghum Beach is once again safe for swimming, said Cary Gaynor, parks operations supervisor. Justine Bennett At The Silverton Gallery

Civic Theatre Approaches First AGM

The Nelson Civic Theatre Society was incorporated in June of 2012. Now, the society a community-driven success story is approaching its first annual general meeting on Sunday, September 22 at 1 pm. When the society received the green light from city council, the theatre was partly gutted, with piles of dusty seats on the stage and an old film projector and mono speaker mouldering in the shadows. Now, the Nelson Civic Theatre is fully digital, with a crystal clear DCI projector and Surround Sound, enjoyed in clean, comfortable seats. The theatre has been showing Hollywood and independent films all summer. Celebrate The Return Of The Kokanee

Its time to celebrate the annual return of the kokanee salmon at Kokanee Creek Park on Sunday, August 25. Get ready for spawning tours, dance, food and fun along, with a traveling art exhibit from Living Lakes. from 11 am to 6 pm at the Visitors Centre. And its free! This is the second annual RedFish Festival presented by the West Kootenay EcoSociety. Guided channel tours run throughout the day. Learn more about these wonderful fish who return year after year, how they are the key to the web of life, and what we can do to protect them. It wouldnt be a festival without music, dance, bubbles, activities for kids and good food. Local food vendors will be on hand all day for a meal or a treat. Opening the entertainment will be Slavas Dance Fusion at 1 pm followed by music from Bessie Wapp and Friends, 3 5 pm in front of the Visitors Centre. The RedFish Festival will also feature a special traveling art exhibit presented by Living Lakes Canada which explores the Columbia Basin. We were blown away by the response last year, said the Centres coordinator Mel Reasoner. We could see that many folks really want to learn more about the kokanee as well as enjoy a Sunday in the park. We even had a bear fishing on the other side of the creek last year to entertain us, observed Reasoner, who cautioned its best to leave the dog at home. Dont miss this opportunity to spend the afternoon with the family and marvel at the thousands of red fish, while having a fun time at the park. The fun starts at 11 am and

This Years Last MarketFest!

Come on down! MarketFest is once again, and for the last time this year, back on Baker Street in Nelson this August 23 starting at 6 pm and going until 10:30 pm. This is a rain or shine event but with luck the weather will be beautiful, and the music will fill the streets. This MarketFest musical line-up includes Shred Kelly, Tofu Stravinsky, The Arron Nelson and the Buzz, Intersect and many more. EcoSocietys Markets Director, Jesse R. Woodward, is working with vendors, business owners, and city agencies to ensure that the August 23 MarketFest is a big success. June and July MarketFest events were huge hits and were the biggest and best attended MarketFest celebrations in all of seven years that the event has been running, he said. Thousands and thousands of people have come out to take in and enjoy these street parties which I think really strengthens and supports the community here in the Kootenays. MarketFest attendees will have a fantastic variety of products to chose from including include hand-made hats and shoes, locally made clothing and jewellery, and an array of body and home care products and, of course, lots of different and delicious ready to eat foods. MarketFest will again have a food court area on Kootenay Street that makes it very easy for festival goers to find and choose from the wide selection of ready to eat foods that will be on hand. What better way to spend a warm summer evening then eating scrumptious fresh foods, shopping for locally made goods and listening to wonderful live music. The West Kootenay EcoSociety operates MarketFest as a project to promote a relocalization of our economy and to create a meeting place for arts, culture and community networking. Ecosociety is able to put on Marketfest due to generous funding from the Columbia Basin Trust, the City of Nelson, Nelson and District Credit Union as well as help from numerous other local businesses including The Bridge, The Nelson Brewing Company and the Kootenay Coop. Robert (Bob) Richard Ludlow

It is with great sadness, and heavy hearts that we announce the sudden passing of Bob Ludlow, on August 11, 2013 at his home in Bonnington, BC. Bob was born and raised in Nelson, BC to Jack and Betty Ludlow, the oldest of four siblings. Bob had lots of fond memories growing up in Nelson. He worked at Safeway during his school days, and had many funny tales to tell of his time there, as well as his time spent on the Coldwell farm in Strathmore, Alberta. After graduation Bob worked as a surveyor and then as a loans ofcer at a bank in Cranbrook. During the mid 70s Bob traveled extensively throughout Europe and the Caribbean, gaining loads of happy memories and interesting stories. Bob was hired at Celgar Pulp and Paper in 1978 and met Sandra Johnson that same year. They married in 1981. By 1984 they had built their second and nal home in Bonnington,
BC, where Bob spent countless hours involved with his biggest passion: gardening. Bob had many interests and knew a little and a lot about everything. Some of his passions included the stock market, reading (when he wasnt gardening), Qi Gong and socializing. His biggest love were his grandchildren, Jade and Chase. Bob was predeceased by his father Jack, his mother Betty, and his brother Brian. He will be sadly missed by his wife Sandra; his daughters Kelli (Ron) Graham, Shannon (Roger) May; grandchildren Jade and Chase May; sisters Jacquie (Murray) Bruckshaw, Betty Jean (Ron) Hay, and Kathy (Dale) Gage; and many aunts, uncles, nieces and nephews, as well as his beloved dog Sweetie.

Meadow Creek Spawning Channel News

There is no question that the kokanee spawning channel near Meadow Creek, at the north end of Kootenay Lake, is successful. The channel, jointly operated by the Fish and Wildlife Compensation Program (FWCP) and the Ministry of Forests, Lands and Natural Resource Operations (FLNRO), typically accommodates up to half a million spawning kokanee each year, with more than 40 million eggs being deposited in the gravel. Such large numbers do not go unnoticed, especially by the grizzly bears that frequent the area. As a result, to both protect the bears and the humans who come to see the red spectacle, the channel will be open for viewing from 10 am to 2 pm each day, when bear activity is at its minimum. The gates will be closed at all other times. The Ministry may order a temporary total closure to the public if there are future human-bear conflicts at the channel. It certainly is an issue of safety, both for the bears that feast on the kokanee, and for the people who come to view the fish, says Matt Neufeld, fisheries biologist with FLNRO. In the past we have had several humanbear conflicts, when we have had to close the channel to the public for several days; this year we want to be proactive, reduce the risk of such conflicts, and keep the channel open for public viewing as much as possible. The kokanee spawning run lasts from late August to early October, with the peak time for viewing the kokanee usually occurring during the first two weeks of September. contd on pg 36

from pg 35 The 3.3 km looping spawning channel was the largest of its kind in the world Rentals when it was built in 1967 with BC Hydro funds, compensating for upstream spawning habitat lost due to the construction of Duncan Dam. To this day the channel continues to play a vital role for kokanee; it accounts for about 75 per cent of total kokanee fry production in Kootenay Lake. In addition to the daily opening times, the Fish and Wildlife Compensation Program and FLNRO are hosting an Open House at Meadow Creek Spawning Channel on Sunday, September 8 between 10 am and 2 pm. The free, family event provides a great opportunity to talk to biologists, and view the fish at (or near) the peak of their run. Bear Smart information will also be provided, and the limnologist (freshwater specialist) will be on site to answer questions about the Nutrient Restoration Program in Kootenay Lake. Found A Bat?
The Kootenay Community Bat Project (KCBP) has received numerous calls from residents of the area who have found a bat on the ground, had a bat fly into the house, or have a bat roosting in an unusual location. This is the time of year when the juvenile bats are learning to fly and theyre not very good at it, says Juliet Craig, coordinating biologist for the KCBP. They fly into houses or fall on the ground and have difficulty getting up again. Juvenile bats are born as pups in late June and July. In August, they are flying on their own and learning to forage. A bat that flies into a house can be removed by wearing leather gloves or oven mitts, or capturing it in a butterfly net or box. If it is out of reach or cannot be found, doors and windows can be left open in the evening so the bat can fly away. A bat roosting in a strange location, such as low on a wall or under a patio umbrella is likely a juvenile and can be left where it is, as long as it is not at risk of coming into contact with people or pets. If possible, bats are best left where they are, continues Craig. However if a bat is found on the ground, it may need to be re-located. A bat on the ground does not necessarily mean that it is injured or sick; it may just be a juvenile that has had trouble flying. Bats are usually not capable of propelling themselves up and off the ground. Generally, they crawl to a wall or tree, climb up it, and are then swoop down to fly away. A bat found on the ground can be put into a pillow case or cloth shopping bag and pinned, open end up, to a tree or wall in the shade. That way the bat can hang upside down in a protected location during the day, and fly out when its ready in the evening. The most important thing is not to come into direct contact with the bat, warns Craig. It is very rare that a bat has rabies but still possible. If a person has been at risk of being bitten or scratched by a bat then they have to either kill the bat to get it tested for rabies or have the shots themselves, neither of which is a good outcome. The Kootenay Community Bat Project biologists recommend that anyone who has come into direct contact with a bat contact Interior Health. This event provides an opportunity to talk to biologists, understand the life cycle of the western toad, and learn about other species in the watershed and of course to carry a few toadlets across the road, and have lots of fun in the process, says Trevor Oussoren, program manager for the Fish and Wildlife Compensation Program (FWCP), in the Columbia region. In addition to helping toadlets safely across the highway, there will be other activities to see and do, including live aquatic insects, amphibians, and reptiles on display, as well as information on invasive plants, bears and other wild animals living in the region. In 2006 the BC Ministry of Environment and BCMOT began to address the situation through the design and installation of directional fencing and culverts called toad tunnels, to safely guide the toads underneath the highway. Project partners are currently working to monitor and evaluate their effectiveness. We want Summit Lake to remain one of the key breeding areas for western toads in the Kootenay region, and the province, said Arrow Area Supervisor for BC Parks, Chris Price. A key part in doing so is ensuring that local communities know the importance of it, and get involved in conservation efforts like this, quite literally, in a handson way.

Support Available To Hire A Student

Businesses and organizations around the Basin can once again get support to hire students through the School Works Program of Columbia Basin Trust (CBT). Applications are available at www.cbt.org/schoolworks starting August 14, and are assessed on a first-come, first-served basis. The program provides a wage subsidy of up to $8/hour to encourage employers to provide part-time employment to full-time high school and post-secondary students during the school year. Small businesses and non-profit, First Nation and public sector organizations in the Basin may apply. Changes to the program this year include eligibility for co-op and practicum student positions.
The Creston and District Society for Community Living is one of the organizations that has benefited. It hired a student to help with its Therapeutic Riding Program, which uses horses as therapists to offer people with mental, emotional and/or physical disabilities a range of benefits. The School Works Program has enabled the Therapeutic Riding Program to employ a student throughout the fall, winter and spring months, said Michelle Whiteaway, Program Director and Intermediate Instructor. This has been ideal as the program runs lessons during fall and spring, and having a student to help out is very beneficial. Student Shayla Leacock had already been working summers with the Therapeutic Riding Program. When I found contd on pg 54
