29 April 2013 Hon.

Patrick Donahoe United State Postmaster General 475 LEnfant Plaza, SW Washington, DC 20260 Dear Postmaster Donahoe: I am reaching out to you on behalf of my constituents who are customers of the Washington Bridge postal station (10033) currently located at 500 West 180th Street in Manhattan. Although there had been quite a bit of discussion more than a year ago about relocating this branch, I was surprised to hear that a final site had been selected, and plans are underway to move the branch sometime next month to 515 West 181st Street. The community must be notified immediately with signage in both the old and new locations that the move is imminent. Once the actual date is established, this too should be posted prominently in both locations, and mailed to each and every postal customer in the 10033 ZIP code. This move is an opportunity to provide faster, more courteous service to the residents and businesses in my district, who for years have endured a level of customer service which your own staff admits falls short of USPS standards. Among my specific concerns for the new branch are: lack of bilingual window agents to assist those looking to transact business but who speak only Spanish, as is the case with a large number of my constituents; maintenance in good working order of an Automated Postal Center (APC) machine and the installation of a second APC for the convenience of the many customers who rely on this efficient method of service as a way of avoiding long lines in the lobby; and installation of a coin-operated machine for the purchase of small quantities of stamps, for those many customers who do not have debit or credit card and/or who wish to buy only a few stamps, which is less than the APC will vend. I believe these steps will provide better customer service and will reduce lines at this branch. Lastly, I am pleased to know that the Postal Service will abide by its commitment to honor the memory of Staff Sergeant Riayan A. Tejada a constituent who was among the first to die in Iraq in service to his country, on April 11, 2003 by re-installing in the new branch the plaque which bears his name.

My office has had success working with your New York City Customer Relations staff in solving service delivery issues at your Inwood (10034) station. I hope that we are able to work together to resolve issues at the Washington Bridge / Riayan Tejada station as well. Thank you in advance for your cooperation. Very truly yours, Adriano Espaillat NYS Senator, 31st District
