Sub: RECRUITMENT OF SUB INSPECTOR (EXE)THROUGH LDCE2013. It is proposed to invite applications from eligible departmental candidates for filling up of 220 vacancies (UR-171, SC-33 and ST-16) of Sub Inspector (Executive) in CISF through Limited Departmental Competitive Examination (LDCE) against the recruitment year 2013. However, vacancies may increase/decrease at the time of final selection. 2. Only Constable/GD, Constable/Tradesmen, Head Constable/GD and Assistant Sub Inspector/Exe who have completed 4 years service including the period of training as on 01.08.2013 (i.e. those who have been appointed in the Force on or before 31.07.2009) are eligible to compete in this examination of LDCE and they may submit their applications as prescribed in Appendix A to this letter alongwith a certificate to the effect that no criminal/DE/ vigilance cases is pending as per Appendix- B-1, B-2 and B-3 through proper channel to their respective Zonal DIsG {i.e., DIG(NZ-I) New Delhi, DIG(SZ) Chennai, DIG(WZ-I) Mumbai, DIG(EZ) Patna and DIG(NEZ) Kolkata} provided they fulfill the eligibility criteria as mentioned in Para-6 below. Other appendices such as Appendix-C and Appendix-D are also to be completed in cases wherever they are applicable. 3. No application will be sent to R&S Branch. 5. Applications duly completed, in respect of those CISF personnel who are on deputation to outside organizations will be submitted through proper channel to the nearest territorial Zonal DIsG under intimation to their parent unit. For example, a person is on deputation to SPG New Delhi from CISF Unit, DSP Durgapur, he will submit his application to SPG who in turn will forward the same directly to DIG, NZI, New Delhi under intimation to DIG DSP Durgapur. 6. The other eligibility conditions for appearing in the aforesaid competitive examination will be as under: - a) Service Eligibility: Candidate should have completed four years of service including basic training as on 01.08.2013 as mentioned in Para-2 above. b) Upper age limit: 32 years as on 01.08.2013 i.e., he/she must have been born not earlier than 02.08.1981. Relaxable by 5 years for SC/ST candidates. No age relaxation is applicable for OBC candidates as no vacancy is reserved for OBC category. OBC candidates can apply as General candidates. c) Educational qualification: Graduation from any recognized University. d) Clean Record: The candidates must have good ACRs for last 04 years and should have unblemished service record till the issue of offer of appointment. e) Physical Standard: As applicable to SI (Direct entry) candidates which are as under: i) Height - For all candidates - Male: 170 Cms. Female: 157 Cms. SELECTION PROCEDURE: The selection will consist the following:- i) Stage-I - Checking of service records. - No marks are allotted. However, it should be ensured that candidates must have good ACRs for the last 04 years and unblemished service record till issue of offer of appointment. ii) Stage-II - Written Examination - Written Examination will comprise of OMR Based question paper. There shall be one question paper of objective type multiple choice questions consisting of 200 marks with 3 Hours duration to assess the candidates in the following subjects : Time : 03 Hours. Marks : 200. 1. General Intelligence and reasoning - 50 2. General awareness & Professional knowledge - 50 3. Numerical ability - 50 4. Comprehension and communication skill 50 Important: It will be necessary for each candidate to secure at least 45% marks in each part and 50% in aggregate. Relaxation of 5% marks will be given to candidates belonging to SC/ST categories. iii) Stage-III - Physical measurement. - As applicable to SI/Exe (Direct Entry) candidates as mentioned in Para-6(e) above. No relaxation will be given in case a candidate has been appointed in lower rank with relaxed standard, such candidate will not be eligible to appear in the Limited Departmental Competitive Examination. iv) Stage-IV - Physical Efficiency Test. - It will be of qualifying nature consisting of the following five items. PET shall not carry any marks. Each candidate will be declared either Fit or Unfit, and no one will be categorized Temporary Unfit. (vi) Final Selection: Name of candidates will be placed in the merit list subject to the provision that candidate belonging to General category have secured minimum 50% aggregate marks i.e., 100 marks out of a total of 200 marks and candidate belonging to SC/ST category have secured minimum 45% aggregate marks i.e. 90 marks. Final selection of candidates will be made according to availability of vacancies and subject to their declaring Fit in the medical examination. 8. LAST DATE OF RECEIPT OF APPLICATION: All eligible departmental candidates may submit their applications duly filled in Appendix-A, B-1, B-2 & B-3 to their respective Unit Commanders by 10.09.2013 i.e., last date for receipt of applications from all eligible candidates by the Unit Commanders shall by 10.09.2013. Candidates must ensure that applicants portion of Appendix- including Col.No.1 to 13, Appendix B-1, B-2 & B-3 are filled in before appending his/her signature. Last date of receipt of the above applications by the respective territorial DIsG (Application Receiving Centre) as mentioned in Para 2 above shall be 16.09.2013. The Unit Commanders while forwarding the applications will ensure that the following documents are duly attested by a Gazetted Officer:- a) Certificate in support of belonging to SC/ST & Hill areas on the format as prescribed in Appendix C & D circulated vide this Directorate letter No.E- 32017/3/06/Rectt/ 934 dated 25.05.2006. b) Matriculation certificate in support of date of birth. c) Degree certificate in support of educational qualification. Note: (1) In case it is revealed that any candidate, who has already availed three chances and submitted application by furnishing wrong information therein, his/her candidature will be rejected at this Directorate at the time of final selection. Besides, departmental action for furnishing wrong/false information in the application with malafide intention will also be initiated. (2) If there is any change/amendment in the eligibility condition, the same will be published in CISF website. Candidates may check the same from the website or from the office of Sector IsG/Zonal DIsG. RESPONSIBIILTY OF THE UNIT COMMANDERS - Unit Commander will personally ensure that:a) A copy of this notification is circulated to all Coy Commanders and is also affixed on the notice board and contents of the notification are also brought to the notice of all eligible personnel. b) Applications in respect of all eligible personnel of the unit have been obtained on the prescribed format and forwarded to the concerned territorial Zonal DIsG (i.e., DIG(NZ-I) New Delhi, DIG(SZ) Chennai, DIG(WZ-I) Mumbai, DIG(EZ) Patna and DIG(NEZ) Kolkata as the case may be) so as to reach them before 16.09.2013. c) Latest colour passport size photograph of the candidate in uniform without cap should be affixed on the right corner of the application form for the post of SI/LDCE-2013 i.e., Appendix-A. d) Application form is filled correctly and the candidate is fulfilling the eligibility criteria as prescribed in Para-2 and 5 above. Particulars filled in the application form are correct and verified from the record held in the unit. There should not be any column left without verification, which may lead complicacy at a later stage. e) Applications are accompanied with photostat copies of required certificates, duly attested. f) Ensure that all columns in candidates portion of AppendixA, B-1, B-2 & B-3 are filled in by the candidate and also ensure that Unit Commanders portion is filled in/completed before the same is forwarded to the territorial DIsG. g) Eligible personnel of the unit may also be informed that only three chances are applicable for appearing in this LDCE. Therefore, they must put all out efforts to qualify the LDCE within three chances available to them. h) Service documents of the individuals, whose applications are sent to the application receiving authority, may be updated including Part Annual Remarks up to 10.09.2013 and SHAPE-I certificate for the year 2013 and sent to DIG, CISF Unit, SSC, Noida (UP) by 16.09.2013 repeat 16.09.2013 positively who will handover the same to the recruitment board. i) In case any candidate who is having clean record of service as on the date of submission of application, is awarded any major or minor punishment subsequently in between the date of submission of application and the date of appointment to the post of SI/Exe(LDCE), his/her candidature will be rejected. It means a candidate should have clean record of service till his/her final selection and appointment to the post of SI/Exe through LDCE. j) It will be the responsibility of the Unit Commander not to forward any application of candidate who have not maintained Good ACRs for the last four years and who have been awarded any major or minor punishment(s) during his/her entire service till the date of forwarding his/ her application. Further, in case, a candidate is awarded any major or minor punishment after submission of his/her application, it will be the responsibility of the concerned Unit Commander to inform the facts to the application receiving Zonal DIsG as well as this Directorate and not to relieve such candidate for attending the tests whenever he is called for the same. k) In case any candidate who is holding the post in Executive cadre on the date of application and subsequently accepts appointment to any other cadre of the Force viz., Fire or Ministerial, etc., he will become ineligible to compete in this LDCE and his candidature will be rejected. 11. ACTION TO BE TAKEN BY THE ZONAL DIsG a) Immediately on receipt of an application, it will be checked thoroughly and it must be ensured that the candidate fulfills the prescribed eligibility criteria as mentioned above. Number of applications found in order and accepted will be intimated to this Directorate as well as to DIG/ CISF SSG Noida latest by 20.09.2013 repeat by 20.09.2013. b) A register will be maintained in the following proforma and each application will be recorded therein immediately on receipt at the Zonal Hqrs:-

Note: All the columns will be filled up by Zonal Receipt Branch and the remaining columns viz 7 & 8 will be filled up by the officer who will make his signature in column 10 after scrutiny of applications. Roll No. under column 9 will be written by the person who has been authorized to allot the same to the eligible candidates. c) The Roll Number which will be allotted to the candidates, will be of 4 digit the first digit will indicate the Zone and the rest of the three digit will be allotted serially only to those applications which have been found in order and accepted. The Zonal Code is indicated as: NZ-1, WZ-2, SZ-3, EZ-4 and NEZ-5. d) The roll number so allotted to the candidates will be recorded in their respective application forms at the space provided for the same as well as in the register under column 9. e) In case SC/ST certificate enclosed by the candidates with their applications are not found having mentioned therein all the Constitutional amendments, as mentioned in the format, it may be accepted, provided that rest of the format of the certificate is same as per format and one of the Constitutional amendment (which is applicable) is mentioned therein. f) Call up letters to the candidates whose applications are accepted, may be sent immediately on receipt of venue, date and address for conducting written examination as well as PST/PET from DIG/CISF SSG Noida. 12. For DIG/CISF, SSG, Noida only:- Necessary arrangements may also please be made for the holding Stage-wise recruitment programme as mentioned at Para-7 i.e., checking of service records, conduct of physical measurement and PET, etc., at CISF Unit, SSG, Noida. Efforts may also be made for ascertaining availability/hiring of School/venue for conduct of written examination on 27.10.2013 (Sunday) on hearing information about number of applications accepted by the application receiving DIsG. Complete address of the venue, date and centre where the PET and written examination are proposed to be conducted may also be intimated to all application receiving Zonal DIsG as well as to this Directorate by 07.10.2013 so that the concerned DIsG may be able to issue call up letters to the candidates accordingly. 13. No representation for acceptance of applications in respect of those (a) who have become overage as on 01.08.2013, (b) have already availed three chances, (c) has been awarded even a minor punishment and (d) not belonging to Constable (GD), Constable (Tradesmen), Head Constable/GD and ASI/Exe for which the vacancies are notified, will be forwarded to this Directorate as no provisions for grant of relaxation exist in the revised scheme of SI/Exe (LDCE) circulated by the MHA. 14. The Application receiving DisG will submit detailed report regarding number of application found in order and accepted to this Directorate as well as DIG/CISF, SSG Noida so as to reach him on or before 20.09.2013. 3. ELIGIBILITY CONDITIONS

Note:- Candidates required relaxation in any of the eligibility criteria must produce certificates issued by concerned authority at the time of recruitment so that they can take benefit accordingly. 4. ELIGIBILITY FOR RE-EMPLOYMENT OF EX-SERVICEMEN - Ex-servicemen being trained soldiers only written test, trade test and medical fitness test to ascertain Medical category will be conducted. training and serve BARC or any of the constituent Units of DAE, if offered appointment after the training, for a period of 3 years after absorption. A trainee who fails to complete the training or serve the Government for 3 years if offered appointment, will be liable to pay to the Government a sum equivalent to aggregate amount of stipend received by him during the period of training along with interest thereon. 8.
