ARTICLE X THE TECHNICAL ADVISER Section 1.

Appointment of the Technical AdviserThere shall be at least one Technical Adviser appointed by the Dean of the College of Law from among the members of the Faculty. No person shall be considered for nomination for appointment unless he obtains the affirmative vote of at least a majority of all the Members of the publication. The names of the prospective appointees shall be submitted to the Dean of the College of Law for his final consideration in the exercise of his appointing power. Section 2. Duties and ResponsibilitiesThe Technical Adviser shall be responsible for providing professional advice and leadership to the Publication Staff on all matters related to its production, management and financial operations. Specifically, he shall: a. Promote freedom of expression and the educational function of the student publication as a forum for exchange of information and ideas; b. Assist at all levels of information gathering, organization and writing; c. Facilitate discussions and provide background on emerging issues and journalistic standards; d. Provide general oversight to assure that College policies, rules and regulations are adhered toboth in law and spirit; e. Supervise orientation, training, advice, coaching and support for student staff members and other Student Publication projects; f. Develop instructional materials, editing tests and other materials for news/editorial operation; g. Recommend procedures and guidelines concerning: i. Handling specific publications issues and problems; ii. Standards of honesty in selecting and editing news, as well as in all relations with news sources and the public; iii. Treatment of controversial subjects and disputed issues to ensure thoroughness, balance and fair play; iv. Material that may be obscene, libelous, invasive of privacy; v. Material that would be disruptive to the orderly functioning of the College; and h. Establish a working environment in which student media may genuinely reflect student interests, needs, and opinion. Section 3. Term of OfficeThe Technical Adviser shall hold office for one (1) year commencing from the day of his acceptance and until the end of the school year. There shall be an automatic renewal of his appointment for the succeeding years unless he resigns or refuses to accept the re-appointment or his authority is revoked by the Dean of the College of Law motu proprio or upon a Petition filed by the Editorial Board and duly supported by at least 2/3 vote of all the Members for compelling reasons.

ARTICLE XXII AMENDMENT, REVISION AND RATIFICATION Section 1. Any proposed amendment to, or revision of this Constitution and By-Laws may be submitted by any Member to the Editorial Board. The proposal shall be reviewed and deliberated upon by all the Members in a meeting/s duly called for the purpose. Provided further, a copy of the proposed amendment must be served to the Members at least one (1) week prior to the scheduled meeting. Section 2. Any amendment or revision of this Constitution under Section 1 hereof shall be valid only when ratified by at least a two-thirds (2/3) vote of all the Members.
