Elevated voltages are inevitably present at specific points in this electrical equipment. Some of the parts may also have elevated operating temperatures. Non-observance of these conditions and the safety instructions can result in personal injury or in property damage. Call Processing Features


Improved Uplink Interference Cancellation (UIC)
Traditionally the BTS receiver has been optimized for signal reception in noise limited scenarios. Especially with the introduction of tight reuse and increasing fractional load in some customer networks, the situation changes towards an interference-limited scenario, particularly if GSM/EDGE networks are operated with high demands on spectral efficiency and in a very limited spectrum. To react on this, Single Antenna Interference Cancellation techniques have been introduced in the handsets to improve the downlink performance in such situations with high fractional load. As SAIC gain in downlink depends on the penetration rate of SAIC capable MS, the uplink improvement is available in the total network immediately with UIC. UIC was introduced in BR8.0, and with the BR9.0 feature Improved UIC the performance has been improved with approximately 1 dB. This feature applies to the ECU and FCU, but not to the GCU. As with UIC in BR8.0 this feature cannot be disabled, i.e. it is always active.

Having implemented an interference cancellation algorithm into BTS receiver as the BR9.0 Improved UIC (Uplink Interference Cancellation) feature offers, mobile networks can tolerate a higher level of interference in the uplink frequency for a given Quality of Service. The Improved UIC (Uplink Interference Cancellation) feature increases the uplink capacity of networks limited by interference or improves the QoS (higher uplink data throughput). In non interference limited scenarios, where tight reuse plays no major role due to available spectrum, UIC provides benefits for the speech call quality.

The Siemens Base Transceiver Station has high quality outstanding uplink receiver sensitivities. QoS improvements: mux of RT TBF and EDA


For situations where a mobile station needs data throughput requiring more than 2 timeslots in uplink direction, the Extended Dynamic Allocation feature has been introduced in BR8.0 for the dynamic demand of more than 2 timeslots. But the TSs could only be assigned when enough radio resources were available for horizontal allocation. This means that multiplexing for EDA could not be performed, neither real-time nor non-realtime. Further it was not possible to perform multiplexing of RT temporary block flows. The BR9.0 QoS Improvements: Multiplexing of RT and/or EDA TBFs feature allows the system to multiplex EDA both for RT and NRT, as well as RT TBFs.

Real Time TBFs and EDA TBFs have been supported in BR8.0 without the possibility of TBF multiplexing. Therefore the number of users who could exploit RT service or high uplink throughput was quite limited. Moreover the BR8.0 RT TBF management could not assure availability of radio resources for the entire user session duration. With the BR9.0 QoS Improvements: Multiplexing of RT and/or EDA TBFs feature, the full support of RT services is guaranteed as requested throughout the user session. Moreover, multiplexing of RT and EDA TBFs brings more efficient utilization of radio resources, particularly for applications being mainly unidirectional like PTT/PoC where the available bandwidth in one of the directions (uplink or downlink) is not always used.

Radio access network information management procedures have been introduced in 3GPP standardization to enable the exchange of information between applications belonging to different RAN nodes. By applying this basic RIM mechanism, arbitrary applications of the involved RAN nodes have the possibility to exchange arbitrary information with other RIM applications in different RAN nodes.This arbitrary information is transported in so-called transparent Container-Units.

Since there is no direct interface in GERAN between a BSC and another BSC, RIM uses the SGSN of the core network as a transparent transfer point to transmit RIM messages to the destination BSC. If the destination BSC is hosted by another SGSN, the RIM messages are forwarded to this other SGSN to be distributed to the destination BSC. It is also possible that the destination is a UTRAN cell, i.e. information can be exchanged also between a BSC (GERAN) and an RNC (UTRAN).

The BR9.0 RAN Information Management (RIM) feature offers a basic mechanism which can be used by RIM applications to retrieve system information of cells connected to other BSCs/RNCs in different RAN nodes. Additionally RIM will be needed for several future features like the distribution of the SI3 messages and the MBMS data channels.

2.2.1

Adaptive Multirate Speech Codec (AMR)


The "Adaptive Multi Rate Speech Codec" (AMR) offers simultaneously improved speech quality and capacity increase. AMR offers interworking with the "Cell Load Dependent Activation of Half Rate"- and "Enhanced Pairing of Half Rate Channels features". In AMR, the system automatically balances between improved speech quality (in the full rate codec) and increased system capacity (in the half rate codec) for radio as well as for terrestrial resources.The AMR comprises a set of speech codecs at different bit rates. Each codec provides a different level of radio transmission and error protection, obtained by varying the balance between the source (i.e. speech) coding bit rate and the radio channel coding bit rate depending on the current radio conditions. Different codecs are mapped as full rate or half rate channels.By introducing AMR, it is possible to adapt the level of protection against radio transmission errors to the local radio channel conditions. For good radio propagation, a high source bit rate can be adopted to obtain optimum speech quality, while for bad radio condition minimization of transmission errors can be achieved by adopting a high channel coding bit rate.

This feature optimizes the trade-off between best speech quality and capacity demand.The flexibility of AMR provides important benefits such as: Improved speech quality in both half rate and full rate codecs by codec adaptation, i.e. varying the balance between speech and channel coding for the same gross bit rate. The ability to trade speech quality and capacity smoothly and flexibly by a combination of channel and code adaptation. Improved robustness against channel errors under bad radio signal conditions in the full rate codec. This increased robustness against errors and therefore against interference can be used to increase capacity by operating a tighter frequency reuse pattern.

This allows the optimization of networks for high quality or high capacity.The enhanced speech quality provides operators the opportunity to address new user segments. Corporate and residential markets can be targeted with the speech quality offered by AMR. The enhanced speech quality can also be used as a distinguishing benefit in comparison to other cellular operators.

Allocation Retention Priority (ARP)


Up to BR8.0, priority and pre-emption concepts were applied only for circuit switched calls but not for GPRS/E-GPRS calls. A priority and pre-emption concept means to use downgrade strategies for allocated calls in case of congestion caused by incoming calls from users/MSs with higher priority. With the BR9.0 Allocation Retention Priority (ARP) feature, a priority and pre-emption concept is introduced also for GPRS/E-GPRS calls, enabling network operators to

manage GPRS/EGPRS calls in congestion situations. This is done according to the user profile being provided by the SGSN, i.e. according to the ARP information associated to each user. The priority levels and the pre-emption indicators of the incoming and allocated packet flow contexts are used to determine whether a new PFC assignment has a higher priority than other (running) PFCs, and therefore it could be served at the expense of the lower priority ones. The BR9.0 Allocation Retention Priority (ARP) feature can be enabled/disabled by network operators.

With the BR9.0 Allocation Retention Priority (ARP) feature network operators are able to apply downgrade strategies for GPRS/E-GPRS calls according to the user priority and pre-emption indicators. BSC Interface Enhancements for US LCS Requirements


The Serving Mobile Location Center, providing high accuracy geographical location information (longitude and latitude) of a MS, is connected to the BSC to enable the mobile network for location services. In the LCS architecture this connection is called Lb-Interface.With BR9.0, the feature BSC Interface Enhancements for US LCS Requirements is introduced to secure the interface on the BSC side which is especially important when the Siemens BSC is connected to a 3rd party SMLC over this interface, rather than a Siemens SMLC. The BR9.0 BSC Interface Enhancements for US LCS Requirements feature implements additional capabilities for monitoring, tracing and reporting of messaging over the BSC Lb-Interface. It offers message tracing capability, performance counters and statistics as well as tracing to the IMSI level for diagnosing individual subscriber issues as required by the US market. In addition the BR9.0 BSC Interface Enhancements for US LCS Requirements feature implements an overload control mechanism based on the normal call priority supported and the LCS request information where - unlike BR8.0 - the BSC differentiates between commercial and emergency/priority calls. The feature offers BSC also the possibility to raise an alarm when there is an abnormal SMLC behavior or a link goes out of service.

In BR8.0, Lb-Interface specific protocol messages between the Siemens BSC and a 3rd party SMLC are not measured and traced by the BSC. The BSC does not collect Lb BSSAP-LE statistics and there is no visibility to Siemens BSC for messaging over this

interface. The BSC does not provide protocol error statistics and does not track the statistics of location service performance. So network operators are not able to determine Siemens BSC performance and quality when this Lb-Interface fails or performs under the expected quality level. With the BR9.0 BSC Interface Enhancements for US LCS Requirements feature - supported by counters and message traces - network operators are able to identify any BSC to SMLC interface problems especially when the Siemens BSC is connected to a 3rd party SMLC. Network operators have the capability to trace specific IMSI, and therefore, the BR9.0 BSC Interface Enhancements for US LCS Requirements feature can be used as a technical support/customer service tool to maintain standards of quality/Service Level Agreements for LCS commercial services, and also as a way to limit liability for LCS problems related to E911 emergency calls.

Central Network Service Layer


A Siemens BSC may presently be equipped with several PPXU cards where each PPXU serves as one packet control unit. Each PPXU/PCU acts on its own towards the serving GPRS support node by using its own dedicated network service, modeled by a corresponding dedicated network service entity. Each NSE needs its own dedicated connection to the SGSN, modeled by sets of network service virtual connections. The BR9.0 Central Network Service Layer feature introduces one common central NS layer for all PPXUs/UPMs of a BSC. This NS layer (a part of the PCU which connects to the SGSN, other parts connect to the radio cells) is located on a separate PPXU/UPM. One or several NSEs may be implemented by this common NS layer. There is one NSE for each connected SGSN. Configurations with dedicated connections between PPXU/UPM and SGSN, i.e. as in the current BSC architecture, are still supported with this feature, i.e. each BSC may be configured to run either with central NS layer or without it.

Ciphering A5/3 for GSM


Up to BR8.0, GSM offers the possibility to choose between two ciphering algorithms A5/1 and (the weaker) A5/2 as well as the possibility to choose no ciphering at all (A5/0). To ensure a higher security against interception of the transmitted data via air interface, 3GPP standardized the ciphering algorithm A5/3. In addition the GSM Association Board decided to remove the algorithm A5/2, which can be quite easily deciphered, and whose security level has been considered too low. Therefore A5/1 is expected to replace A5/2 from a deployment point of view, and a new higher security level Ciphering algorithm is needed. The BR9.0 Ciphering A5/3 for GSM feature meets all requirements regarding high level security.

Delayed Power Control for E911


Location Services (LCS) of a mobile network provide high accuracy about geographical location information (longitude and latitude) of a mobile station (MS), used by various possible location applications. To get the position of an MS, different positioning methods are used. One of the positioning methods defined for GSM LCS is the Uplink Time Difference Of Arrival (U-TDOA) method. It is based on network measurements of the Time Of Arrival (TOA) of a known signal sent from the MS and received at three or more Location Measurement Units (LMUs). The introduction of a delay in the UL Power Control for a configurable amount of time, while the U-TDOA measurements are being taken, improves TOA method if the uplink signal of the MS is at full power during the UTDOA measurement procedure. This delay is only applied to U-TDOA positioning requests resulting from E911 emergency calls.

Derived Handover Power


Derived Handover Power feature enables BSS and mobile station to avoid the unnecessary usage of maximum TX power on the air interface after having performed a handover and moreover it reduces interferences. To determine the optimum transmit power after HO, at first the pathloss between the MS and the target BTS must be calculated by means of the MS neighbor cell measurements. Dual Transfer Mode (DTM)


The Dual Transfer Mode (DTM) allows utilizing both Circuit Switched (CS) and Packet Switched (PS) connections in parallel, i.e. to operate multislot connections within both domains simultaneously.DTM is an optional feature designed in accordance with the 3GPP standards Rel. 5 and further includes aspects in compliance to 3GPP Release 6 concerning the "Enhanced DTM establishment / release functions". Enhanced Data rates for GSM Evolution (EDGE) is a here-and-now radio interface solution, which is based on an enhanced modulation scheme called 8PSK, new coding schemes and improved link adaptation. Based on installed GSM/GPRS network infrastructure, EDGE offers an evolution path to high-speed mobile data and multimedia services with a boost of data throughput of up to 300% over GPRS. Beyond that EDGE also provides capacity gains by improved spectral efficiency. Using existing GSM orTDMA frequency bands, it is today's first choice for operators without UMTS licences. At the same time, operators intending to start UMTS deployment in densely populated areas may secure customer satisfaction with an ubiquitous EDGE coverage as a cost efficient way to optimize the availability of high quality data services. In the evolution path of mobile data services, EDGE provides an enhancement of GPRS while leaving the option for voice improvements in the future. Extended Dynamic Allocation (EDA)


This feature comprises two different enhancements for EDGE and GPRS: the support of multislot classes 11 and 12 that are able to use more than 2 timeslots (TSs) in the uplink (UL) direction. The standard denotes dynamic demands for the usage of more than 2 TSs on UL as "Extended Dynamic Allocation" (EDA). a mechanism that accounts for MS output power reduction when using more than one uplink timeslot: The GSM standard introduced this output power limitation in order to avoid overheating of the MSs involved. This mechanism avoids dropped calls that might occur when the mobile station is beyond a certain distance from the BTS and the reduced output power would no longer provide sufficient uplink reception. In this case, the algorithm downgrades the number of uplink time slots, which in turn allows the mobile station to use a higher output power.

Operators can introduce new revenue generating applications that require more than 2 timeslots on uplink. External Network Assisted Cell Change (NACC)


The Network Assisted Cell Change (NACC) feature has been introduced in BR8.0 to reduce the service outage time for all quality of service classes when a GPRS mobile station in packet switched data transfer mode has determined a cell reselection. The BR8.0 NACC feature provided the MS with target cell system information when it is moving between GSM cells belonging to the same BSC but it does not support cell reselection between cells belonging to different BSCs. In order to support also cell reselection towards cells belonging to a different BSC the BR9.0 External Network Assisted Cell Change (NACC) feature has been implemented as an extension to the existing NACC feature. It uses RAN Information Management (RIM) procedures (see 2.1.4 RAN Information Management (RIM)), for the exchange of target cell system information between RAN nodes, i.e. different BSCs. The BR9.0 External Network Assisted Cell Change (NACC) feature can be enabled/disabled by network operators on BSC level.

The routing mechanism in the RAN nodes distinguishes only between information to be sent to the PS or to the CS domain Core Network (CN) nodes, but not between multiple CN nodes in each domain. Therefore only one RAN node can be connected to one single CN node of a certain kind (PS or CS). With BR9.0 Flexible Gb feature, a routing mechanism has been introduced to enable the RAN nodes to route information to different CN nodes within a defined pool area in the PS domain, namely SGSNs (Serving GPRS Support Node). This provides protection against SGSN node or line breakdowns and load balancing in temporary overload situations.Such a multiple SGSN pool-area enlarges the served area compared to the service area of only one SGSN. This results in reduced inter CN node updates, handovers and relocations and it reduces the HLR update traffic. The configuration of (even overlapping) pool-areas allows to separate the overall traffic into different subscriber moving patterns, e.g. pool-areas where each area covers a separate residential area and all areas cover the same city centre. Other advantages are the possibility of capacity upgrades by additional SGSN in the pool-area or the increased service availability as other SGSNs may provide services in case of a failure or overload of one SGSN in the pool-area.The BR9.0 Flexible Gb feature can be enabled/disabled by network operators. In BR9.0 only one pool area is foreseen per BSS and a maximum of 10 SGSNs can be associated to the pool area, the typical case for load sharing and network redundancy would be one pool with two SGSNs.

Gb Streaming Enhancements
A short interruption in the transmission of a packet switched connection, during a cell change, is almost inevitable. The duration of this interruption has been reduced to a minimum by several SBS improvements like the NACC feature (introduced in BR8.0) and further enhancments in BR9.0 (See 2.2.11 External Network Assisted Cell Change (NACC)). But nevertheless, during this interruption, packets may be lost, causing service performance degradation, particularly noticeable by streaming services. Therefore the BR9.0 Gb Streaming Enhancements feature has been designed to improve the support of streaming services as well as performances of background and interactive services. The feature consists of four elements: Gb Suspend procedure RLC Buffer Emptying procedure Gb and Um Bandwidth Increasing mechanism Transfer Delay-Based LLC-PDUs Discarding mechanism

The Gb Suspend procedure and the RLC Buffer Emptying procedure are primarily aimed to avoid packet loss of logical link control packet data unit during cell change, while the Gb and Um Bandwidth Increasing mechanism is intended to fulfill the transfer delay requirements after a cell change. All the three parts mentioned have proven to be most effective when used jointly, and they will therefore be enabled/disabled as one. The Transfer Delay-Based LLC-PDUs Discarding mechanism is intended to avoid the transmission on the radio interface of LLC-PDUs that would otherwise arrive too late and therefore be useless at the MS application layer. The actual performance improvement achieved by this mechanism depends on the streaming application characteristics; therefore it is possible to enable/disable this part separately.

By exploiting the potential of EDGE high capacity and high performance services, the increased traffic load density leads to smaller cells and more frequent cell changes for mobile subscribers, normally causing service interruptions. Reduction or omission of such interruptions, which is the result of this BR9.0 Gb Streaming Enhancements feature, significantly enhances perceived performance for streaming services, background and interactive services, and provides mobile network operators with a competitive edge towards their competitors. Moreover this feature increases the efficiency and capacity of the radio network, since the total amount of retransmissions (triggered e.g. at application level) can be reduced. Handover from GSM to UMTS


This feature implements the handover from GSM to UMTS for circuit switched services concerning voice and data. Within BR6.0 we already have introduced: FD 10483: Intersystem Cell Reselection between GSM/GPRS and UMTS FD 10467: Handover (Circuit switched) from UMTS to GSM

This feature completes the interworking to UMTS by introducing the circuit switched handover from GSM networks to UMTS networks (FDD, TDD). The number of supported neighboring cells is increased from 40 cells in cases of cell reselection (BR6.0) to 96 cells: 32 GSM neighbor cells 64 UMTS neighbor cells. Calls once established within the GSM system can be handed over to a UMTS system due to one of the following reasons: Emergency Handover (quality, signal strength, distance, forced) Better cell Sufficient UMTS coverage This feature also supports the Service Handover according to 3GPP TS 08.08 in order to define whether a handover to UMTS "should", "should not" or "shall not" be performed.

Customer Benefits
Customers can offer UMTS 3G services, wherever and whenever possible. Operators equipped with both technologies (GSM and UMTS) can now make the best use of their UMTS islands. Due to the fact that sufficient UMTS coverage may trigger the handover, the customer's network resources can be efficiently utilized. Therefore, this handover feature is particularly important in the early UMTS introduction phases where the UMTS system only covers relatively small areas. The handover feature is also important to guarantee a better connection quality when the mobile detects a higher quality signal from a neighboring cell, even if the target cell belongs to another Radio Access Technology (RAT). New UMTS operators, who have not yet installed GSM systems, will have to pay for GSM network usage and will therefore demand a GSM-UMTS inter-working to minimize their costs.

problems due to the insufficient acoustic decoupling between microphones and speakers. Additionally, low-grade hands free units and car kits of minor quality create acoustic echoes. Even though these problems are not caused by the mobile network the operator has a vital interest in keeping the speech quality at a high level. That is where the "Voice Quality Enhancement (VQE) Echo Control" comes into play; e.g. to minimize the acoustic echo problem inherent to UEs, handsets and hands-free systems. The solution Siemens offered until now was based on an external Original Equipment Manufacturer (OEM) device used to process the signals on the A interface. This solution required a dedicated management system.The Integrated Acoustic Echo Control (IAEC) feature implemented on the TRAC boards of the TRAU performs integrated acoustic echo canceling without any noticeable delay being experienced by the user. Its operation and maintenance is an integrated functionality of the Radio Commander (RC).

Integrated Advanced Noise Reduction


The subscribers using today's mobile networks can normally expect good call quality. However, very often the subscribers make telephone calls in a noisy environment like at railway stations, airports, busy streets and in shopping malls. Even in a high quality network, the subscriber will have a negative perception of the call quality due to the background noise making the communication partner's voice difficult to understand. Hearing is more a function of the human brain than of the ears, as the brain must distinguish between the noise and intelligible human speech. This "human noise reduction" requires strong brain activity and makes the phone conversation tiring and unpleasant. Consequently, users shorten their mobile phone calls consciously or unconsciously.For these reasons the mobile network providers need to focus on effective noise reduction. The "Integrated Advanced Noise Reduction" (IANR) feature reduces background and general broadband noise and is completely integrated into the Siemens BSS. It can remove hiss, car and ambient background noise without any significant reduction of the signal quality of the expected signal (speech of the subscriber).

The Integrated Automatic Level Control feature (IALC) transforms such levels into uniform speech levels and thereby improves speech clarity and intelligibility. IP based O-Link Interface


This feature introduces the IP based O-link between the BSC (Base Station Controler) and the RC (Radio Commander) as well as between the BSC and the CBC (Cell Broadcast Center). The TCP/IP link uses Ethernet 10/100 Base T. Operators, which currently have applied an X.25 network,can now replace their X.25 network with an IP network, which significantly speeds up the O-link. The IP based O-link is introduced in addition to the already supported X-25 link. The BSC supports either X.25 or IP, while the RC also supports mixed configurations, e.g., X.25 and IP connections can be used simultaneously. The option of handling IP based O interfaces expands the BSC, by replacing the existing MPCC (Microprocessor Control Circuit) and TDPC (Telephony Distribution Processor Circuit) boards by the new versions MPCC V9 and TDPC V9. Although the key functionality is implemented within the MPCC board, both boards have to be exchanged as the MPCC and the TDPC operate closely together.These new processor versions (MPCC V9, TDPC V9) also are needed to implement BSC/120.

The feature supports a much faster O&M link, i.e., the speed of the O link is increased from 64 Kbit/sec of an X.25-based O interface, to some Mbit/sec of an IP-based O interface. The feature also eases harmonization with the UMTS project, which supports IP over Ethernet links between the RNCs (Radio Network Controller) and the Radio Commander (RC). When co-locating BSCs and RNCs, the connection to a common RC utilizes the same type of IP over Ethernet link protocol.

Multiple MNC (Mobile Network Code)


The BR9.0 feature "Support of Multiple MNC in BSS" enables a single BSS to control different PLMN codes, by means of the capability of sharing cells having different MNCs/MCCs (Mobile Network Code / Mobile Country Code). With this feature, two mobile network operators can share one 2G RAN infrastructure in order to reduce the joint initial deployment CAPEX costs and realize the potential for a faster time to market.The BSS (BSC, BTSE and transmission infrastructures) can be shared between operators with different PLMN codes: 2 operators can share one BTSE; up to 20 can share one BSC.The possibility of a shared combining function and the two carriers of a FLEX-CU (the dual carrier unit) can also be exploited. Separate TRXs are used by the operators within their own distinct cells. The available radio frequencies are then shared by both operators.

The variety of PLMN codes is likely to increase in the future because regulator authorities allocate different PLMN codes to 850-900, 1800-1900 and UMTS networks. For this reason the feature is going to grow its importance. Shared networks and roaming agreements can save a substantial amount of money by saving equipment cost (BSC, BTSE and also MSC) and by reducing the number of antennas per site. The CAPEX savings include those for civil works and transmission. Additionally, by only requiring one site location, the OPEX costs including site rental and maintenance can also be effectively shared between the operators. The main beneficiary of the BR9.0 feature "Support of Multiple MNC in BSS" will be: Operators that share small networks with others; Operators that for legacy reasons must use different PLMN codes inside their networks; Operators that associate different services to different PLMN codes (e.g. GSM-R operators can use different PLMN for signaling traffic and for general users); Virtual Mobile Network Operators.

Network Assisted Cell Change (NACC)

The optimal reduction of outage time achieved by this feature considerably improves all types of Packet Switched (PS) services such as Wireless Application Protocol (WAP), Multimedia Messaging Service (MMS), Internet access, etc.Although the reduction of service interruption applies to all types of PS services provided within the network, it is extremely relevant in those cases that require quick execution of cell reselection procedures in order to minimize data latency time. For example, realtime services, like streaming and push-to-talk, profit from the drastic reduction of the data latency time achieved here, e.g. from 5 seconds down to 500-700 ms. This Quality of Service (QoS) improvement lets operators generate additional revenue by offering their subscribers new types of enhanced packet services.

Network Controlled Cell Reselection


In the event of traffic congestion within one cell, the network controlled cell reselection is applied for GPRS and EGPRS in order to spread the load by transferring some traffic towards the neighboring cells. Based on cell traffic thresholds, the traffic is distributed among the cells belonging to the same PCU (Packet Control Unit) within the appropriate BSC. The BSS updates the internal references that indicate the location of the MS, and related information is sent to the serving GPRS support nodes (SGSN) involved.

Redistributing the mobile stations (MS) among their cells and their neighboring cells ensures optimum use of the available network resources with the intention of meeting the requested quality of service. Therefore, an optimal usage of all available network resources is provided, as Network Controlled Cell Reselection avoids congestion when capacity is available in neighboring cells.

Network Controlled Cell Reselection from GSM_GPRS to UMTS due to sufficient UMTS Coverage
Today, more and more network providers offer Multiple Radio Access Technology networks (multi-RAT) based on GSM and UMTS standards, whereby the UMTS networks alone may be covering two different technologies, i.e. Time Division Duplex (TDD), as well as Frequency Division Duplex (FDD). So far, networks using the Network Controlled Cell Reselection are not capable of inducing intersystem cell reselection from GSM cells to UMTS cells.This feature enables the network to perform in addition intersystem network controlled cell reselection of serving cells from GPRS/EGPRS to UMTS and is based on the availability of sufficient UMTS cell coverage in the packet transfer mode.

In previous releases, interactive and background traffic classes were implemented based on R97/98.BR8.0 introduces the streaming traffic class based on R99 / TS 29.208 that allows operators to offer new revenue generating realtime (RT) applications by ensuring continuous data transfer rates for packet services, supported by EGPRS, and GPRS capable Mobile Stations (MSs) starting with this release.BR8 also supports simultaneous sessions of different traffic classes, e.g. streaming and background in parallel and supported by MSs compliant to Release 5 and beyond. An enhanced flow control mechanism is defined in the 3GPP R5 to efficiently support several parallel data flows with different QoS levels between the Core Network (CN) and the MS. In particular, in case of a lack of radio resources the enhanced flow control allows the BSS (Base Station System) to inform the SGSN (Serving GPRS Support Node) about the rate that can be used for a specific Packet Flow Context (PFC) and thus to prioritize realtime streaming.The enhanced uplink scheduler supports an update of the Temporary Block Flow (TBF) scheduling weight according to the requested radio priority.

Repeated Downlink FACCH and Temporary Overpower (TOP) for FACCH and SACCH
During a dedicated connection the BTS and MS exchange also signaling messages containing control information, using the control channels FACCH and SACCH. The ability of decoding both traffic channels (TCH) and associated control channels (ACCH) is directly influenced by the radio conditions on the air interface. If a speech frame on the TCH is corrupted the speech quality might be degraded, but the call is continued. A loss of control information, however, is critical especially when call control, mobility management and radio resource management procedures are affected. When signaling messages are exchanged in an 'acknowledged mode', timers and counters are used to control retransmissions in case of missing acknowledgement from the receiving party. In case that the signaling message has not been correctly decoded (acknowledged) after multiple retransmissions and timer expiries, the connection is released. The resulting dropped call is counted in the performance statistics of the network. Originally in GSM the robustness of the signaling ACCH has been properly designed to match with the error protection schemes of the standard GSM full rate (FR) and half rate (HR) speech TCH (TCH/FS, TCH/HS). Signaling performance was sufficient to cope with the interference levels in early GSM deployments utilizing TCH/FS or enhanced FR speech (TCH/EFS) codecs at a system load appropriate for those codecs. Under poor radio conditions connections have been terminated due to perceived bad speech quality by one of the parties before the call has been dropped due to signaling errors such as e.g. Radio Link Timeout (RLT) on SACCH. While the robustness of the GSM TCH has been substantially increased by the introduction of Adaptive Multi Rate (AMR) speech codecs capable of adapting the relative amount of speech and coding to the prevailing radio conditions, the robustness of ACCH has not been improved. Today's state-of-the-art GERAN networks exploiting the robustness of AMR are deployed in aggressive 1x1 frequency reuse offering high capacity. At C/I of 2 dB a reasonable voice quality is still provided (with the most robust AMR codec mode in FR) while both SACCH and FACCH show significant block erasure rate of 60 to 70%. Such an erasure rate leads to: The handover (HO) command sent on FACCH does not reach the MS in the serving cell. The physical information sent on FACCH does not reach the MS in the target cell. The Layer 2 connection cannot be successfully completed due to lost acknowledgement information on the downlink (DL) direction FACCH. An RLT is often observed due to successive bad decoding of SACCH blocks. All those events are the main reason for a dramatic increase in the number of dropped calls limiting the network capacity well below the soft capacity limit due to speech quality. Analyzing the call drop statistics in real networks planned in tight reuse and operated at medium fractional load showed that the vulnerability of ACCH especially in DL is currently the limiting factor for the network capacity; while in uplink (UL) direction due to the introduction of Interference Cancellation in BR8.0 no critical degradation of ACCH performance is expected. It also showed that most of the call drops occur during the HO procedure. This is a strong indication that especially the HO messages sent via FACCH cause the strong increase in call drop rate, exceptionally for fast moving MS. The second strong contributor of dropped calls is identified to be the RLT on SACCH.

To overcome the difficulties with the ACCH on DL, the BR9.0 "R-FACCH and TOP on FACCH/SACCH for Reduced Call Drop Rate" feature follows two approaches: To improve the error protection schemes for FACCH by offering the new functionality "DL Repeated FACCH (R-FACCH)", recently finalized by 3GPP for Rel 6 MS. To improve the C/I on DL ACCH using a temporary higher transmit power on FACCH and SACCH bursts by offering an O&M support including extension to all speech codec types for the Siemens' proprietary solution "Temporary Overpower (TOP)". (Note: TOP has been already introduced in BR8.0 but without O&M support.) The BR9.0 "R-FACCH and TOP on FACCH/SACCH for Reduced Call Drop Rate" feature can be enabled/disabled by network operators separately both for R-FACCH and TOP on a cell basis individually for several codec types; in addition operators can distinguish between the MS according to their Repeated ACCH capability, i.e. it is possible customize the feature for legacy MS and new MS.The BR9.0 "R-FACCH and TOP on FACCH/SACCH for Reduced Call Drop Rate" feature is supported by the BTSplus platform only.

Simultaneous power activation of many TRXs in test mode


In the United States, the 800 MHz frequency band is shared by cellular networks and public safety agencies (e.g. fire departments, private ambulances etc.). Cellular networks sometimes create interference in the public safety spectrum as a result of spurious emissions and intermodulation. To reduce and avoid interference, cellular network operators are obliged by the Federal Communications Commission (FCC) to immediately analyze and solve disruptions of public safety wireless communication. This required analysis has to be done in close collaboration between the notifying safety agency and the cellular network operators. In order to detect the root cause of the problems, the network operators intentionally provoke interference by continuously transmitting with certain frequencies. At the same time the safety agency tries to detect harmful interference at the according geographical location. If an interference incident is detected, the cellular network operators are immediately informed. This procedure may be repeated with different frequencies, frequency combinations and output power. With the knowledge of the affected frequencies and the critical output power, network operators can take appropriate counter measures.Up to now, such a procedure is not well supported by O&M. It is a lot of effort to initiate the continuous transmission of power as only the BCCH transceiver (TRX) transmits power independent of traffic. Before testing can be started, one or more temporary cells with one BCCH TRX must be configured. Even the wiring attributes of the BTSE hardware configuration are affected. And after finishing the test, the original configuration has to be manually restored by network operators.The BR9.0 "Simultaneous Power Activation of many TRX in Test Mode" feature offers a more convenient solution. It introduces a new transceiver operating mode to

analyze downlink interference problems ("test mode"). This allows continuously transmitting of power at a configurable frequency and output power that are different from the settings for normal operation. The original configuration is not lost and is restored automatically afterwards.The BR9.0 "Simultaneous Power Activation of many TRX in Test Mode" feature can be enabled/disabled by network operators per TRX (except BCCH TRXs); it is supported by the BTSplus platform only. The test mode supports all EDGE capable GSM850 and PCS1900 carrier units that are deployed in the US market.

To overcome the restriction that the BSS allocates, i.e. a maximum number of 2 timeslots in uplink direction regardless of the number of timeslots required by the application in the MS, the Extended Dynamic Allocation feature was introduced in BR8.0. Together with EDA, the new MS multi-slot classes 11 and 12 were introduced, supporting up to 4 TSs in one direction and max. 5 TSs in total (UL and DL). The BR9.0 Support of MS Classes 30-33 feature introduces the support of new MS multi-slot classes 30-33 that can support up to 6 TSs in total (UL and DL), up to 4 TSs in UL and 5 TSs in DL direction.

The support of applications requiring more than 2 TSs in UL direction offers network operators the possibility to introduce new revenue generating applications. Using the BR9.0 Support of MS Classes 30-33 feature with the capability of 6 TSs in total (UL and DL) and 5 TSs in DL direction to be assigned by the network, this guarantees higher bit rates per service and subscriber, i.e. a full 3G service performance by EDGE. It enables EDGE as overlay network for, or even as real alternative to, UMTS. MS multi-slot classes 30-33 allow supporting up to approx. 300 kbps at RLC/MAC Layer for DL direction services and up to 150 kbps at RLC/MAC Layer for bi-directional services.

This method is based on network measurements of the Time Of Arrival (TOA) of a known signal sent from the MS and received at three or more Location Measurement Units (LMUs). Uplink Incremental Redundancy


Incremental redundancy is an enhancement of the classical automatic repeat request scheme, known as Hybrid ARQ of type II. In GERAN the link quality control method IR is applicable to EDGE/EGPRS data services in RLC acknowledged mode and can be efficiently combined with Link Adaptation. In a classical ARQ scheme the data at the transmitter is split into consecutive RLC blocks. In each block, the user data are encoded by adding some redundancy using e.g. convolutional channel coding and completed by a RLC/MAC header and trailer. A cyclic redundancy check checksum is added in order to guarantee the integrity of the received data after decoding. The receiver decodes the received block, then computes the checksum if the computed checksum is equal to the decode checksum and if the data block has been correctly received. If it is not the case, the block is discarded and the receiver provides feedback to the transmitter using acknowledgement that will signal the transmitter to retransmit the incorrectly received data blocks as previously coded.In IR, the redundancy added to the data is not the same at each retransmission. Depending on the coding scheme, the block coding process cycles through two or three puncturing scheme choices during successive repetitions of the same block. Puncturing is a technique of removing bits in predetermined locations of the data block after the block has been channel coded. This allows the data blocks to fit in the allocated user payload space. Channel coding before puncturing adds redundancy to the bits of the data block; therefore, the receiver in the decoding process can recover the punctured bits.On the receiving side of an IR implementation, if the decoding failed, the receiver keeps the soft bits of the inadequately received block in memory. It can then reuse these soft bits by combining them with the next retransmitted block's soft bits (joint decoding) to increase the chances for successful decoding. Due to the special design of the redundancy used, the probability to correctly receive a block by means of a small number of retransmissions is then significantly increased.As downlink IR (DL IR) is already supported in the SBS BR7.0 as well as SBS BR8.0 EDGE solution (IR is mandatory for mobile stations and optional for the network), the BR9.0 Uplink Incremental Redundancy feature enables SIEMENS mobile GERAN networks to use the EDGE IR mode also in uplink direction (UL IR). The SIEMENS UL and DL IR works optimally together with the Link Adaptation feature.

By using the BR9.0 Uplink Incremental Redundancy feature the probability for correctly decoding retransmissions of the same RLC/MAC block by means of joint decoding is considerably higher than without IR. This leads to an overall EDGE/EGPRS performance gain of roughly 2-4dB over the C/I range from 5dB to 25dB. Reaching such a higher throughput performance gives mobile networks a significantly advantage in terms of increased end user data service performance and network capacity. UL IR is able to efficiently compensate for especially deep short term fades without causing a considerably slower Link Adaptation step. This is very advantageous without requiring additional signaling payload on the air interface.

Improvement of Concentric Cell Handover Handovers directly into the inner area of a concentric cell were possible, in case the handover request came from the inner area of a colocated concentric cell. With the improvement the requesting cell has not to be a concentric or colocated one any more. Enabling/Disabling Overheating Management Overheating Management can reduce the maximum throughput for various multislot Mobile Stations. Customer can disable the feature optionally in order to maximize the throughput. Channel Release in case of MS Inactivity A radio channel is released when the duration of the related call exceeds certain thresholds and there are no hints of activity such as handovers, so the callers most probably do not use the radio resource any more. Two algorithms are available. BSS Q3 Tracing (eBSC only) The BSS system supports also the Q3 internal tracing feature on eBSC only. Based on a configuration command, the user can activate/deactivate the Q3 tracing on the eBSC by means of the BRIDGE command addressed to the BSC MOC. Once the Q3 tracing is activated, an internal tracing tool is started on the Main Control Processor. This tracing tool collects the traces for all the active network interfaces (for example: Ipbased O-link, X25-based O-link for both duplex and simplex configurations). The traces (binary format) are stored on the MCP local file-system. The user must then upload the files on the LMT Evolution/Radio Commander using FTAM file transfer. Table 2

A significant lever for reducing expenses is to use synergies between installed GSM (2G) and UMTS (3G) equipment. In a first step, the installation of the UMTS base band functionality within a GSM BTS is possible. The RF part of the UMTS system is realized with Remote Radio Heads. Software Support of CAN bus for BS-288 Allocation Retention Priority The Allocation/Retention Priority feature provides the management of (E)GPRS calls in congestion situations according to the user profile, i.e. according to ARP Information Elements associated to that user (priority level, pre-emption capability, pre-emption vulnerability). If the BSS system receives ARP information from the SGSN, and if the BSS supports ARP handling, the priority levels and the pre-emption indicators of the incoming and allocated PFCs are used to determine whether the PFC assignment has to be performed. Derived Handover Power The Derived Handover Power feature allows the BTS and the MS to start the handover with the suitable (estimated) transmission power.The target cell uses the transmission power calculated by the derived handover power algorithm. UL Incremental Redundancy This features introduces the Uplink Incremental Redundancy for EGPRS services. In a EGPRS Temporary Block Flow, the RLC data block is coded and punctured before being sent on the air interface. Different puncturing schemes can be used for the same RLC data block in case of retransmissions. When the UL Incremental Redundancy runs, the BTS stores the received but failed RLC data blocks in its memory; in case of retransmission the BTS combines old failed RLC data block with the new RLC retransmitted with a different PS, then a joint decoding based on two different transmission of the same RLC with different PS is performed. Open Lb Interface on the BSC Currently Lb interface specific protocol messages between the BSC and a third-party SMLC are not measured and traced by the BSC. The BSC does not collect Lb BSSAP-LE statistics. And there is no visibility to the BSC for messaging over this open interface. The BSC does not provide protocol error statistics, and does not track the statistics of location service performance. The user is not able to determine the BSC performance and quality when this Lb interface fails or performs under the expected quality level. Start/Stop Time Management in IMSI, Cell Trace and History Data on Dropped Calls files The BSC marks as start time in IMSI, Cell Trace and HDCTR files the time in which the file has been opened. All the timestamps used in the TraceEvent Record are relative to the file startTime. Every time the BSC time and date is changed (via Radio Commander or LMT Evolution) and the new time and date differs from the old one for more than thirty minutes, the BSC closes the trace files and re-opens them. 03 The BCOM (Combining Module) is an equipment object that represents the combining module supporting up to 6 TRX (BS240XS), all within the same frequency band. The BCOM has no CAN bus interface and therefore cannot provide the remote inventory data onboard. New BCOM element shall be handled via IDF editor from LMT. No ACTC is supported. The BS288 and BS289 can support up to 12 transceivers and both can be equipped with two BCOM 6:6 or one BCOM 12:6.All inventory units of the optional Siemens Service Rack are nob_RIUs which have to be registered via LMT and IDF editor.

10.1.1

New Scanner Classes


The following new scanner classes were introduced with BR9.0: Scanner class and ID SCANDPC = 14 No. of meas. 12 Short description SCANDPC has been introduced due to the Increased SS7 capacity feature, specially for DCP-related (Destination Point Code) measurements.1) SCANNSVC scans a specific set of NSVCs (Network Service Virtual Connection) and reports periodically the collected measurements. The raw data are collected at BSC. SCANATMVP manages all measurements related to data/cell exchange by virtual paths of ATM (Asynchronous Transfer Mode). SCANATMVP is related only to the new eBSC. SCANATMVC manages all measurements related to data/cell exchange by virtual channels of ATM (Asynchronous Transfer Mode). SCANATMVC is related only to the new eBSC. SCANTRAU manages all measurements related to Basic and High End eTRAUs. Status Issue 01
