Good Evening and Happy New Year.

As Mayor it is both an honor and a privilege to welcome all of you here tonight as we enter into a
new year in the Borough of Englewood Cliffs.

I would like to thank the voters for their overwhelming support of my re-election as Mayor, and
the re-election of Councilmen Ilan Plawker and Thomas Manolio.
We are extremely gratified to return as a team and we are ready to work on your behalf together
with our fellow council members.

I am proud to stand before you today and share with you our accomplishments and our vision for
Englewood Cliffs.

In writing this speech, I referred to our list of intensions for 2008 that we presented last year at
this time. I am pleased to announce that we have followed through on all items.

We completed a very successful Road Improvement Program with minimal interruption to street
access. This year we have received word that the New Jersey Department of Transportation has
dedicated $150,000.00 dollars to Englewood Cliffs for our 2008 Road Improvement Program.

We are pleased to announce the near completion of the new administrative offices for the
borough. We are providing a proper workplace environment for our employees at a cost which is
half the average cost of other new municipal buildings in our area. Next will be the task of
renovating this building for our outstanding Police Department and Municipal Court.

We successfully addressed the drainage configuration on Bayview Avenue and Hudson Terrace.
Later this evening we will be passing a resolution authorizing the beginning of the process to
address the other key areas in town that need drainage improvements. This Thursday we are
introducing a bond ordinance to fund these improvements.

Additionally in 2008 we concentrated on the financial, safety, and convenience of our residents.
Just a few highlights to mention are the sewer user fee for commercial properties which will
alleviate taxes for the residents, the uniform parking standards throughout the borough, and the
improved buffer zone requirements to ensure the maximum benefit for the residential properties
bordering the commercial zones. We have begun the cross training of municipal employees, web
based communications is under way, our parklands are beautiful, our recreation program
continues to expand, and of course we have continued the emergency services so vital to our
residents and corporate citizens.

None of this would be possible without the cooperation and dedication of so many officials,
volunteers, and employees.

Our Police Department is comprised of the most outstanding officers, all of whom are EMT’s as
well as policemen. We have received countless letters of commendation from our residents who
have had to call upon our police.

Our Fire Department is a volunteer organization. Their dedication knows no bounds. I am pleased
to announce that our Fire Chief George Councilwoman Drimones is now president of the Bergen
County Mutual Aid Organization.

Our Ambulance Corps, also a volunteer organization, continues to diligently serve our residents.

Our Department of Public Works is always ready to plow the snow, pick up the leaves, whatever
needs to be done.

Our Administrative Offices are known for outstanding public assistance. So much so I understand
that they rarely take lunch and should market “The Municipal Diet’!

We truly value our senior citizens. We continue to maintain our unique free senior citizen
transportation program and we increased the contribution to senior events in 2008.

Our Planning Board and our Board of Adjustment continue to maintain the harmony between our
residents and our corporate citizens. Homes and businesses continue to expand and build in
Englewood Cliffs, solidifying their commitment to our town, as well as contributing to our home
values and commercial tax base.

We have numerous other volunteer boards and commissions such as the Board of Health; Shade
Tree Commission; Environmental Commission; Police Surgeons, and the Views on the Cliffs’
editor and assistant, who provide tremendous free service to our community and give us the
ability to be the 2nd lowest tax rate in the county.

I personally want to thank, Ilan, Tom, Patricia, Jerry, Lynn and Patrick for their support and for
their hard work making Englewood Cliffs a great town for all of us.

I also want to thank my family, my wife Gina, my boys Joey and Tommy, my mother in Dena
and my mom Lucille, for their patience and understanding. Also I want to thank the families of
the council for allowing us to share their precious time.

As always we proceed with these endeavors with our taxpayers at the forefront of our thoughts.
We plan to use every avenue available to us in order to save money for our residents. We plan to
utilize grant money, as various grants are made available to the municipality.

And we will continue to scrutinize our budget for all cost saving opportunities.

In closing I want to thank you for your confidence and have a safe, healthy and happy New Year.

Legislature for Mayor Joseph C. Parisi Jr., Councilman Ilan Plawker, and Councilman Thomas
Manolio.

RESOLUTION 2008-19

WHEREAS, the Mayor and Council has expressed its desire to appoint new police
officers; and

WHEREAS, the Mayor and Council received a recommendation from the Police
Commissioner Thomas Councilman Manolio, his committee, the Chief and Deputy Chief of
the of the Englewood Cliffs Police Department; and

WHEREAS, the Mayor and Council interviewed the candidate with Deputy Chief
Michael Cioffi present; and

WHEREAS, the Mayor and Council and the Chief of Police recommend the
applicant, BENJAMIN TOTTEN;

NOW THEREFORE BE IT

RESOLVED, that BENJAMIN TOTTEN be and he is hereby appointed as a


Police Officer of the Borough of Englewood Cliffs subject to the conditions previously
agreed upon by all parties.

This appointment is effective January 7, 2008.

RE: ANNUAL MEETING NOTICE - N.J.S.A. 10:4.8d

WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs has
established their Caucus and Regular meeting dates for the year 2008. The Regular
Meetings will be held on the third Wednesday of each month, unless otherwise indicated by
resolution 08-12, at 8:00 PM at the Municipal Building, 10 Kahn Terrace, Englewood
Cliffs, New Jersey. Caucus meetings will be held at 6:30 PM. on the same nights as the
regular meetings at 482 Hudson Terrace, Englewood Cliffs, New Jersey. Action may be
taken at either meeting.

NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of

CONTRACT FOR BOROUGH ATTORNEY

WHEREAS, it is necessary for the Borough of Englewood Cliffs to engage the
professional services of an Attorney for the year 2008 to serve as Borough Attorney; and

WHEREAS, funds will be available by way of budget appropriation to compensate said


attorney; and

WHEREAS, N.J.S.A. 40A:11-1 et seq. exempts professional services from certain


requirements of public bidding provided a notice of the appointment be printed in a newspaper of
general circulation within the municipality; and

WHEREAS, N.J.S.A. 19:44A-20.1 et seq., commonly known as the “State Pay to Play”
law, took effect on January 1st, 2006; and

WHEREAS, the Borough has fully complied with the “fair and open” process set forth
under N.J.S.A. 19:44A-20.1 et seq.; and

WHEREAS, The Mayor and Council has determined that Breslin and Breslin, P.A. will
be the most advantageous to the Borough, all relevant factors considered; and

WHEREAS, Mayor Parisi has nominated Breslin and Breslin, P.A. to serve as Borough
Attorney, for the year 2008; and

WHEREAS, the Borough has received or will receive a Business Registration Certificate
and Affirmative Action Compliance Statement (where applicable) from the Breslin & Breslin
P.A. Law Firm prior to entering into a contract;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough


of Englewood Cliffs that said Breslin and Breslin, P.A., be and is hereby appointed as Borough
Attorney for the year 2008 pursuant to a “fair and open” process; and

BE IT FURTHER RESOLVED, that compensation for said Breslin and Breslin, P.A. ,
for the year 2008 shall be claimed, approved and paid in the manner set forth in NJSA 40A:5-18
and pursuant to an agreement to be entered into between the parties; and

BE IT FURTHER RESOLVED, that the Borough Clerk shall cause a notice of the
adoption of this resolution be printed in a qualified newspaper within ten (10) days after passage
hereof.

RESOLUTION 08-02

RESOLUTION AUTHORIZING THE AWARD OF A

WHEREAS, it is necessary for the Borough of Englewood Cliffs to engage the


professional services of an Auditor for the year 2008 to serve as Borough Auditor; and

WHEREAS, funds will be available by way of budget appropriation to compensate said


attorney; and

RE: APPOINT BOROUGH PROSECUTOR FOR 2008

WHEREAS, it is necessary for the Borough of Englewood Cliffs to engage the services of a
Borough Prosecutor for the year 2008 to provide Legal services which are necessary for the
operation of the Municipal Court of said Borough; and

WHEREAS, compensation will be available by way of budget appropriations to compensate said


Attorney, and;

WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:11 et seq) requires that the resolution
authorizing the award of contracts for "professional services" without competitive bids must be
publicly advertised;

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of


Englewood Cliffs as follows:

The Borough Prosecutor for the year 2008 is hereby designated as Matthew Fierro; and

WHEREAS, Section 40 A:4-19 of Revised Statutes of the local Budget Act provides
that, where any contracts, commitments or payments are to be made prior to the adoption of

the 2008 budget, temporary appropriations be made for the purposes and amounts required
in the manner and time therein provided; and

WHEREAS, the date of this resolution is within the first thirty days of January, 2008,
and

WHEREAS, said temporary appropriations are limited to 26.25% of the total


appropriations in the 2007 budget, exclusive of any appropriations made for debt service,
Public Assistance, and Capital Improvement Fund in the said 2007 budget,

RESOLUTION 08-08

RE: FIX RATE OF INTEREST FOR LATE PAYMENT OF TAXES

WHEREAS, in accordance with the provisions of N.J.S.A. 54:4-67 as amended, the governing body
of each municipality may, by resolution fix the rate of interest to be charged for non-payment of
taxes or assessments, on or before the date on which they would become delinquent; and

WHEREAS, N.J.S.A. 54:4-67 as amended provides that the governing body by Resolution, may
provide that no interest shall be charged if payment of any installment is made within 10 days after
the date upon which the same become payable;

NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of
Englewood Cliffs do hereby fix the rate of 8% (eight percent) interest per annum up to $1500.00:
18% (eighteen percent) per annum thereafter to be charged for delinquent payment of any
installments not made within 10 days after the date upon which taxes become payable.

BE IT FURTHER RESOLVED, that any installment received after the expiration of the grace
period shall bear interest from the due date:

This resolution shall take effect immediately.

RESOLUTION 08-09

RE: AUTHORIZE SIGNATORY TO SIGN PAYROLL CHECKS

WHEREAS, it is in the best interest of the Borough of Englewood Cliffs and its various employees
to provide a continuity of payment in accordance with the schedules contained in the official salary
ordinance of the Borough of Englewood Cliffs; and

WHEREAS, in order to effectuate such purpose it is necessary to authorize the signing of payroll
checks for the payroll period immediately prior to the formal approval of a salary voucher for such
period;

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of


Englewood Cliffs that the authorized signatory be Joseph Iannaconi Jr., and he is hereby authorized
to sign payroll checks for borough Officers and employees in accordance with the salary schedules

TITLE: AUTHORIZE SIGNATORIES FOR PAYMENT OF BOROUGH


EXPENDITURES

BE IT RESOLVED, that the Borough Council of the Borough of Englewood Cliffs does
hereby authorize;
Joseph C. Parisi Jr., Mayor
Joseph Iannaconi Jr., CFO
Deborah L. Fehre, Municipal Clerk/Administrator

as signatories on all Borough accounts for all Borough expenditures excluding payroll.

MAYOR PARISI ASKED THE COUNCIL MEMBERS IF THEY HAD ANY REMARKS
THEY WISHED TO MAKE.

Councilman Kasoff congratulated the members sworn in for another term, Happy New Year and
a peaceful year for all.

Councilwoman Norton wished everyone a happy new year. Congratulations to the re-elected
councilmen and to the Mayor.

Councilman Plawker thanked his wife for her patience during the election process for the fifth
time. The Mayor has done an outstanding job, he is amazed at the energy he puts forth. He noted
that as a council they work together and plan well for the future.

Councilwoman Drimones Congratulated Joe, Ilan, and Tom and wished everyone a healthy and
happy New Year.

Councilman Manolio thanked the Mayor for running with congratulations to Ilan. It has been a
difficult year personally.

Mr. E. Carter Corriston thanked the council for their appointment of his firm. He has now served
the borough for 40 years and will continue as best he can

Mrs. Fehre thanked the council for her reappointment and for the reappointment of all employees
and volunteers. All receive wonderful support from the Mayor and Council. We are very excited
about the new building, the council is a pleasure to work for.

Mayor Parisi announced other business before the council: The council will authorize the bid
procedure in order to address drainage issues which affect 25% to 30% of the residents of
Englewood Cliffs. There will be a special meeting on January 10, 2008 in order to introduce a
bond ordinance to fund the project.

RESOLUTION 2008-22

Whereas, the Borough of Englewood Cliffs is desirous of addressing drainage


improvements in various areas of the borough; and

Whereas, the Mayor and Council in consultation with the Municipal Engineer and the
Superintendent of Public Works have identified certain areas within the municipality
known as Area A and Area C in documentation received from the Municipal Engineer as
areas in need of improvements; and

Whereas, for the record Area B as identified by municipal officials has been addressed
previously by emergency resolution.

Be It Resolved, that the Englewood Cliffs Mayor and Council authorize the Municipal
Clerk and Municipal Engineer to solicit bids to address the drainage improvements
necessary for areas A and C as soon as the specifications for same are completed.

Be It Further Resolved that the award of such bid will be made after funding through
Bond Ordinance 08-01 is properly secured in accordance with the bond laws of the State
of New Jersey for capital improvement projects.

RESOLUTION 2008-23

Whereas, the Borough of Englewood Cliffs is currently renovating 482 Hudson Terrace
to be used as a new Municipal Building; and

Whereas, the Englewood Cliffs Mayor and Council has authorized and funded the
construction work in the amount of $690,000.00 associated with the renovation contained
in Bond Ordinance 2007-05, amended by Bond Ordinance 2007-24; and

Whereas, due to the omission of safety glass at two intake windows change order # 13 in
the amount of $1,151.00 is necessary,

Now Therefore Be It Resolved, the Englewood Cliffs Mayor and Council authorizes
change order #13 to the contractor, Walter H. Poppe, for work to be performed as
described in change order #13 prepared and signed by Cubellis Ecoplan Architects and
signed by the contractor.

Be It Further Resolved, that this change order together with change order #1 in the
amount of $4,450.00, change order #2 in the amount of $18,997.00, change order #3 in
the amount of $74,000.00 change order #4 in the amount of $98,933.21 and change order
#5 in the amount of $40,300.00 change order #6 in the amount of $$2,125.00, change
order #7 in the amount of $10,164.00, change order #8 in the amount of $7,562.50,
change order #9 in the amount of $6,994.90, and change order # 10 in the amount of
$900.00 change order #11in the amount of $2,954.90 and credit change #12 in the
amount of $6,994.90 to the contractor, results in a new contract sum of $951,537.61 no
additional days are required to complete construction due to these change orders.

Be It Further Resolved, that the Borough Clerk shall comply with the provisions of
NJAC 5:30-11.9 inclusive of publication of this change order in an official newspaper of
the Borough and inclusion of same in the annual audit submitted to the Division of Local
Government Services. A certified copy of this resolution will be filed with the Division
of Local Government Services upon its passage.

Mayor wished everyone a happy and healthy new year he invited everyone to the Assembly
Restaurant for refreshments. The Mayor thanked everyone for their support.
