RE: Kean Commission Requests for Information from US Airways

Dear Mr. Raidt:

As you know, we serve as counsel for US Airways, Inc. ("US Airways") in the
September 11th Litigation and, in that capacity, we have been asked to assist in the gathering of
documents and information requested by the National Commission on Terrorist Attacks Upon
the United States (the "Commission"). US Airways received document request No. 1 on March
8, 2004 and it received a supplemental request for information, via email, on March 11, 2004.
Responses to both of these requests were forwarded to you via Federal Express on April 8, 2004.

On April 9, 2004, we received, via facsimile, copies of various photographs of a bag tag
that was on checked baggage belonging to Mohammad Atta. Copies of these bag tag
photographs were forwarded to US Airways for their review. Based on these bag tags, and
pursuant to our telephone conversation yesterday, US Airways wants to amend its response to
request no. 2. In addition, you stated that the document produced in response to request no. 1,
and identified in our response as US-Kean-000001, was not a copy of the passenger manifest as
the number of individuals listed on the document exceeded the capacity of the aircraft. We
followed up on your inquiry forthwith and have obtained additional documentation.

AMENDMENTS TO U.S. AIRWAYS DOCUMENT REQUEST NO. 1

1. The passenger manifest for Colgan Air Flight No. 5930 on September 11,2001.

A copy of the requested manifest is attached hereto and identified as US-Kean-000021.

US-Kean-000001, which was previously produced, was a list of the passengers who had
reservations on the Colgan Air Flight No. 5930 rather than the actual manifest.

2. Documents sufficient to indicate whether Mohammad Atta and/or Abdul Aziz al
Omari were designated as "selectees" by U.S. Airways using either the Manual
Prescreening or the Computer-Assisted Passenger Prescreening System.

Based on its recent review of hard copies of the PNR for Mohammad Atta and Abdul
Aziz al Omari and the photographs of the bag tag that was found on one of Atta's checked bags,
US Airways can make a determination as to whether these individuals were designated as
"selectees." First, on September 11th, CAPPS/APPS scored all PNRs (Passenger Name
Records); however, only customers who were checking baggage would be designated
selectees, based on those scores. A customer with no checked baggage would not be a selectee,
regardless of his/her score. The PNR information indicates that Abdul Aziz al Omari did not
check any bags and, therefore, US Airways can confirm that Mr. Omari would not have
been designated a selectee by CAPPS/APPS. I
