i) The FMGE-Screening Test has been introduced by the Screening Test Regulations
2002. As per the regulations, An Indian citizen possessing a primary medical
qualification awarded by any medical institution outside India who is desirous of getting
provisional or permanent registration with the Medical Council of India or any State
Medical Council on or after 15.03.2002 shall have to qualify a screening test conducted
by the prescribed authority for that purpose as per the provisions of section 13 of the
Act.
ii) NBE is the authority prescribed for conducting the test.
iii) The screening test is held twice a year at New Delhi on last Sunday of March and
September.
iv) The test is conducted in English language.
v) The test consists of one paper.
vi) There are 300 multiple-choice questions (MCQ) of single response type in the paper.
vii) There is NO negative marking.
viii) An applicant shall be declared as having passed only if he/she obtains
a minimum of 150 marks out of 300 in the examination.
ix) Results (Pass/Fail) for eligible candidates will be displayed at NBE website and office
of NBE. Marks obtained shall be declared for all the candidates and also displayed at NBE
website www.natboard.edu.in.
x) The applicants who qualify the Screening Test may apply to the Medical Council of
India, New Delhi or to any State Medical Council for provisional registration / permanent
registration.
xi) There are no restrictions on number of attempts that can be availed by an applicant.

2. INSTRUCTIONS FOR APPLICANTS
a) Instructions in the booklet are liable to change based on decisions taken by the
Government / Medical Council / Competent Authority / Court decisions from time to
time. Applicants are required to refer to the latest bulletin or corrigendum that may be
issued to incorporate these changes. Refer NBE website www.natboard.edu.in for
latest updates or corrigendum.
b) Application forms can also be downloaded from NBE website www.natboard.edu.in;
downloaded forms have to be submitted alongwith form fee of Rs.750/-.
c) No Queries of the Guardians/Parents will be entertained on telephone with regard to
the eligibility and disclosures of results.
d) Applicants, for eligibility criteria or any such query, should go through the bulletin
carefully before writing to NBE office.
e) Submission of incomplete application or applications not in accordance with instructions
will not be considered and the candidates will be declared ineligible. In such cases,
the entire fees will be forfeited.
f) Applicants are required to submit all the requisite annexures with the application form;
lack of relevant annexure shall lead to cancellation of application form and the entire
fees will be forfeited.
g) Applicants should have passed the Primary Medical Qualification i.e. MBBS or
Equivalent degree on/before the conduct of exam i.e. 31.03.2013 and must submit
proof of passing the same. In absence of Proof of Passing primary medical qualification
on/before the cut off date, the application shall be treated as incomplete and fees will
be forfeited and candidature shall be cancelled.
h) The foreign medical degrees should be attested either by the Embassy of India or
should be Apostilled by the appropriate authority of the foreign country. Copy of the
same duly attested/Apostilled by the Gazetted Officer in India, (showing full details i.e.
Name, Designation, office, Government etc.) should be submitted. Kindly note that
the apostile/attestation is to be as per the screening test regulations (amendment)
dated September 2009.

i) Applicants are advised to fill their postal address correctly as this address shall
be used for sending the Roll Numbers and Results.
j) Fees once paid will neither be carried forward to a future date nor be refunded under
any circumstances. Fee should be paid by Challan & deposited at any branch of
Indian Bank/ Axis Bank.
k) Applications of applicants producing false or fabricated records will not be
considered and such applicants will be further debarred from appearing in the
future examinations of NBE. Action as deemed appropriate by NBE will be
taken if false or fabricated records/information are submitted or any unfair
means are used.

l) Application Status / Roll numbers / results can be seen at NBE website
www.natboard.edu.in
m) Roll number can be downloaded from NBE website and quoted when not received by
post in time.
n) Appearance or success in the screening test does not confer any right upon a candidate
for seeking registration with MCI/State Medical Council.
Registration of FMG by the MCI /State Medical Council is subject to fulfillment of MCI
/State Medical Council criteria/rules/regulations framed for this purpose.
o) Undertaking by applicant as per Annexure B has to be submitted with application form.
p) Notifications, regulations etc. issued by Government of India, Medical Council of India
may be referred for eligibility criteria, pattern, schedule of exam. There is no provision
for retotalling/re-evaluation.
q) The Admit Card is not transferable to any other person. Impersonation is a punishable
offence under law. CANDIDATES ARE REQUIRED TO BRING THEIR PASSPORT
ALONGWITH THE ADMIT CARD FOR ENTRY TO THE EXAMINATION CENTRE.
(Except candidates who have obtained primary medical qualification from Nepal)
National Board of Examinations reserves its absolute right to verify the identity of the
applicant/examinees/candidates. Candidates obtaining primary medical qualification
from nepal are required to bring a valid ID proof (Passport/Voter ID/Pan Card/
Aadhar Card/Driving Licence).
r) Candidates are required to strictly adhere to the reporting time as indicated in Admit
Card/Information Bulletin. Exam centre gates shall be closed at 9.00 AM sharp. Late
entry or early exit of candidates is not permissible under any circumstances.
s) Unfair means NBE reserves its absolute rights to take penal action as applicable
under civil/criminal procedure/guideline or any other action deemed appropriate
against candidates found using unfair means.
Unfair means includes canvassing for support of a candidate with examiners of FMG
Exam/NBE office/any other functionary/use of electronic gadgets as Mobile Phones
during exam/Impersonation/use of study aids as books/notes etc. during exam/
Influencing any functionary of exam system/any other act intended to breach the
sanctity of examination process.
t) Candidates are advised to enter a correct/valid 10 digit mobile number in their
application form for receiving SMS alerts.
Jurisdiction for all disputes shall be exclusively at competent Court in Delhi/
New Delhi only.

The Applicant must meet/fulfill the following criteria :
a) He / She is a citizen of India or Overseas Citizen of India.
b) The candidate should possess any primary medical qualification, which is confirmed by
the Indian Embassy concerned, to be a recognized qualification for enrolment as medical
practitioner in the country in which the institution awarding the said qualification is
situated.
c) The candidate should have studied for the medical course at the same institute located
abroad for the entire duration of the course from where he/she has obtained the degree.
d) He / She had obtained 'Eligibility Certificate from the Medical Council of India (applicable
only in respect to students who took admission abroad on or after 15.03.2002). This
requirement shall not be necessary in respect of Indian citizens or overseas citizens of
India who have obtained admission in foreign medical institute before 15th March 2002.
e) All students who have taken admission abroad prior to 15.03.2002 and are required to
qualify the Screening Test for their registration, shall be allowed to appear in the Screening
Test even if they do not meet the minimum admission norms of MCI for joining
undergraduate medical course, subjected to the compliance of the Judgment(s) of the
Honble Supreme Court/Competent Courts in this regard including but not limited to
judgment dated 8th March 2002 in Civil Appeal No. 2779 of 2000 & other judgments.
f) From 15.03.2002 and onwards all students are required to obtain an Eligibility Certificate
from MCI before proceeding abroad for studies in Medicine.
g) Applicants/Candidates may also refer to Screening Test Regulations and Regulations on
Graduate Medical Education, Eligibility Certificate Regulations issued by Medical Council
of India. The same may be referred to at www.mciindia.org or obtained from Secretary,
Medical Council of India, Sector 8 Pocket 14, Dwarka, New Delhi. Telephone: 25367033,

h) Cut-off date for obtaining the Primary Medical Qualification shall be before the conduct
of exam i.e. before 31

March, 2013. It is mandatory to provide proof/documentary
evidence in support of the candidate having passed final examination for such a primary
medical qualification/posses the primary medical qualification on or before the cut-off
date. In the event of the date of issue of result/proof of primary medical qualification being
after the prescribed cut off date, the application forms shall be rejected and candidate
declared as ineligible.
Candidate seeking provisional or permanent registration shall not have to qualify the Screening
Test if he/she holds an Under Graduate medical qualification from Australia/Canada/New
Zealand/United Kingdom/United States of America and the holder thereof also been awarded
a Post Graduate medical qualification in Australia/Canada/New Zealand/ United Kingdom/
United States of America and has been recognized for enrolment as medical practitioner in
that country.

6. VERIFICATION OF DOCUMENTS /CREDENTIALS
Applicants are required to submit attested (by Gazetted Officer) copies of
a) Proof of Date of Birth
b) Copy of Passport of the applicant/Nationality Proof (e.g. voters ID Card)
c) 10+2 passing certificate issued by the respective Board of Examination
d) 10+2 mark sheet issued by the respective Board of Examination
e) Certificate of Passing Primary Medical Qualification (i.e. MBBS or equivalent degree
certificate ) with mark sheet.Candidates are required to submit copies of degrees, duly
attested by a Gazetted Officer. The degrees should be attested either by the Embassy
of India or should be Apostilled by the appropriate authority in the Foreign Country.

f) Internship Certificate (if done abroad)
g) Eligibility Certificate issued by MCI for candidates who joined the Medical Course on or

i) Equivalence Certificate : From Association of Indian Universities (for candiates who
have done 10+2 abroad)

7. INSTRUCTIONS FOR FILLING THE
APPLICATION FORM
a) Write in capital letters only and tick the required information in the boxes wherever provided.
b) Please note that your name, your fathers name, and your date of birth should be exactly
the same as in your High School or your first Board/University Examination Certificate.
c) A total of 4 copies of recent passport size colour photograph of the applicant are
required (Two pasted on application form and two photographs without any attestation
pasted on a sheet of paper). The photographs must bear nameplate of the applicant.

d) Application form must be signed by the applicant on both pages. Application form without
signature will not be considered and shall be rejected.
e) Thumb impression of both right and left thumb must be put on application form at
appropriate places.

8. ADMIT CARDS
a) Admit Card will be issued to all eligible applicants whose complete Application Forms
have been received by NBE on or before the last date of receiving the application form.
b) The Applicant should carefully examine the Admit Card and ensure that all the entries
therein are correct. In case of any discrepancy, the same shall be brought to notice of the
National Board of Examinations.
c) Candidates are required to bring the following as proof of ID to Examination Centre for
Screening Test:-
1. Original Passport (VALID i.e. NOT-EXPIRED), (Mandatory for all candidates except
those who have graduated for Nepal) along with Admit Card.
2. Candidates who have graduated from Nepal must bring any of following(In original):-
(i) Valid ID card (ii) PAN CARD (iii) Driving License (iv) Aadhar Card (v) Passport.
In addition to Admit Card issued by National Board of Examinations or download copy
from National Board of Examinations website.
Entry to the test centers shall not be allowed without above ID proof.
d) All applicants shall carefully preserve the Admit Card till the registration process is
complete.
e) In an unlikely event of Non-receipt of Admit Card: Applicants are advised to
take a print out of their Roll Nos. from NBE website and paste their photo (self attested)
on the same.
f) National Board of Examinations will not be responsible for any postal delay or unforeseen
reasons resulting in non/late receipt of the Admit Card.
g) A plea that the applicant failed to receive the information for appearing in the Screening
Test will not be accepted as a ground for the refund of fee or any other claim.
h) National Board of Examinations reserves the absolute right to withdraw the
permission, if any, granted inadvertently to any applicant who is not eligible to
appear in the Screening Test even though an Admit Card has been issued or name
displayed on the website/notice board of NBE.
i) Issuance of Admit Card or display of the applicants name on the NBE website of the
Board does not confer any right whatsoever by the applicant for his / her eligibility for the
purpose of registration by MCI.
j) National Board of Examinations reserves the absolute right to withdraw/cancel the result
of candidate who was not eligible to appear in screening Test but was inadvertently
granted permission for appearing in Screening Test.

10. DECLARATION OF RESULT OF SCREENING TEST
a) The Result of the Screening Test will be declared on the website of NBE
(www.natboard.edu.in) and NBE Notice Board at, Ansari Nagar N.Delhi.
b) The detailed scheme for distribution of certificate of passing screening test will be
announced by NBE at www.natboard.edu.in & also informed to successful candidates.
Candidates are advised not to approach NBE office for the same.
c) Result letters shall be sent to unsuccessful candidates by post/speed post.
d) Applicants are advised to enter the postal address correctly.
e) There is no provision for reevaluation/ retotaling. Candidates are advised not
to apply/contact NBE for the same.
f) Marks obtained shall be declared for all the candidates and also displayed on
NBE website www.natboard.edu.in
g) Request for issuance of duplicate copy of results will not be entertained
under ordinary circumstances. Candidates will be required to submit fee of
Rs. 1500/- along with affidavit in prescribed format for the same.

In exercise of the powers conferred by section 33 of the Indian Medical Council Act, 1956
(102 of 1956), the Medical Council of India, with the previous sanction of the Central
Government, hereby makes the following regulations, namely: -
1. Short title and commencement
(1) These regulations may be called the Screening Test Regulations, 2002.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. Definitions:- In these Regulations, unless the context otherwise requires,-
a. Act means the Indian Medical Council Act,1956 (102 of 1956);
b. Council means the Medical Council of India constituted under section 3 of the Act;
c. Permanent Registration means registration for the purpose of enrolment on any
State Medical Register or Indian Medical Register after obtaining the Primary Medical
qualification followed by completion of such practical training as prescribed either in
India or abroad as per the provisions of the Act;
d. Prescribed means prescribed by regulations made under this Act;
e. Prescribed Authority means a medical institution or any other examining body
authorized by the Central Government/Medical Council of India to conduct Screening
Test.
f. Primary Medical qualification means a medical qualification awarded by any medical
institution outside India which is a recognized qualification for enrolment as medical
practitioner in the country in which the institution awarding the said qualification is
situated and which is equivalent to MBBS in India;
g. Provisional Registration means provisional registration in a State Medical Register
or Indian Medical Register for the purpose of undergoing practical training in India as

prescribed and for no other purpose by an Indian citizen possessing any primary medical
qualification but has not undergone such practical training after obtaining that qualification
as may be required by the rules or regulations in force in the country granting the
qualification;
h. qualifying examination means the examination to be qualified to become eligible for
admission to MBBS course in India as prescribed in the Graduate Medical Education
Regulations, 1997.
i. registration means either Provisional Registration or Permanent Registration.
3. An Indian citizen possessing a primary medical qualification awarded by any medical
institution outside India who is desirous of getting provisional or permanent registration
with the Medical Council of India or any State Medical Council on or after 15.03.2002
shall have to qualify a screening test conducted by the prescribed authority for that
purpose as per the provisions of section 13 of the Act:Provided that a person seeking
permanent registration shall not have to qualify the screening test if he/she had already
qualified the same before getting his/her provisional registration.
4. Eligibility Criteria: No person shall be allowed to appear in the screening test unless:
1. he/she is a citizen of India and possesses any primary medical qualification, either
whose name and the institution awarding it are included in the World Directory of Medical
Schools, published by the World Health Organisation; or which is confirmed by the
Indian Embassy concerned to be a recognised qualification for enrolment as medical
practitioner in the country in which the institution awarding the said qualification is
situated;
2. he/she had obtained Eligibility Certificate from the Medical Council of India as per the
Eligibility Requirement for taking admission in an undergraduate medical course in a
Foreign Medical Institution Regulations, 2002. This requirement shall not be necessary
in respect of Indian citizens who have acquired the medical qualifications from foreign
medical institutions or have obtained admission in foreign medical institution before
15th March, 2002.
5. The purpose of conducting the screening test shall be only to determine the eligibility or
otherwise of a candidate for his or her registration with the Medical Council of India or
any State Medical Council and qualifying the same shall not confer any other right,
whatsoever, on a candidate.
6. The details regarding the Scheme for conducting the screening test and the syllabus of
the test shall be announced by the Medical Council of India from time to time for the
information of the candidates.

7. The screening test shall be conducted twice every year as per the Schedule of
examination announced by the Prescribed Authority. The procedure of conducting
the test shall be in accordance with the Scheme announced by the Medical Council of
India in this regard.
8. There shall be three papers of multiple choice questions in Pre-Clinical, Para-Clinical
and Clinical Medicine and its allied subjects including Obstetrics and Gynaecology.
The language of the test shall be English. The test for each paper will be of three
hours duration.
9. A candidate shall be declared as having passed only if he/she obtains a minimum of
50% (fifty percent) marks in each paper separately. The minimum qualifying marks
shall apply to all categories of candidates without exception.
10. A candidate may avail of maximum three chances to appear and pass the test. Actual
appearance at the test will constitute an attempt. If he/she does not qualify even in
his/her 3rd appearance in the test, the candidate will not be eligible for registration by
the Council or by any State Medical Council in India.
11. The Prescribed Authority shall intimate the result of the Screening Test to the candidates
as well as to the Secretary, Medical Council of India and the State Medical Councils.
The unsuccessful candidates shall also be appropriately informed. The candidates
who qualify the Screening Test may apply to the Secretary, Medical Council of India,
New Delhi or to any State Medical Council for provisional registration/permanent
registration along with the requisite registration fee in favour of Secretary, Medical
Council of India or the State Medical Council. The Medical Council of India or the
State Medical Councils shall issue provisional registration to such successful
candidates, who are yet to undergo one year internship in an approved institution and
issue permanent registration to such eligible candidates who have already undergone
one year internship, as the case may be.

It is brought to the notice of Indian (citizens) students who are desirous of joining an
Undergraduate Medical Course (equivalent to MBBS in India) in any Foreign Medical
Institution on or after the 15th March,2002, that all such intending candidates shall have to
approach the Medical Council of India, Aiwan-E-Galib Marg, Kotla Road, New Delhi-110002
for issue of Eligibility Certificate for getting admission to an Undergraduate Medical Course
in any Foreign Medical Institution as per the provisions of Eligibility Requirement for taking
admission in an undergraduate medical course in a Foreign Medical Institution
Regulations,2002 which has been notified in Part III Section 4 of the Gazette of India
Extra-ordinary issue dated the 18th February,2002. The application form for issue of the
Eligibility Certificate may be obtained from the Council office. The application form alongwith
the details required therein may be submitted to the Council alongwith the demand draft in
favour of Secretary, Medical Council of India, New Delhi, for the prescribed sum. It may be
understood that Eligibility Certificate will be issued by the Council only to such candidates
who fulfill the criteria of age of admission to the medical course and passing of qualifying
examination (10+2 or equivalent or higher qualification) with the required percentage of
marks as prescribed in the Graduate Medical Education Regulations,1997, copies of which
are available in the Council office on payment of Rs.100/-. The relevant extracts from these
Regulations are also available on the Councils Website. A candidate belonging to SC/ST/
OBC has to produce a caste certificate from the competent authority. Only after necessary
verification, if the candidate fulfills the eligibility criteria, the Council shall issue Eligibility
Certificate to the candidate certifying that he/she is eligible to join a medical institution
outside India to obtain a primary medical qualification. No candidate who has obtained
admission in a Foreign Medical Institution on or after 15th March,2002 shall be permitted to
sit for the Screening Test, after obtaining the medical degree from abroad, for the purpose
of his registration in India, unless he produces the Eligibility Certificate issued by the Medical
Council of India. Further details may be obtained from the office of the Medical Council of
India, New Delhi and also may be seen in the website of the Council www.mciindia.org.

conducted by the National Board of Examinations, Ansari Nagar, New Delhi-110029, as
per the provisions of the Indian Medical Council Act,1956 (as amended) and the Screening
Test Regulations,2002, which has been notified in Part III Section 4 of the Gazette of India
Extra-ordinary issue dated the 18th February,2002. The Amendment Act and the Screening
Test Regulations are available for reference in the MCI Website : www.mciindia.org. The
Screening Test will be conducted twice a year as per the Schedule of Examination to be
announced by the National Board of Examinations, New Delhi. There shall be three papers

This is to bring to your kind notice that the Indian Medical Council Act,1956 has been amended
by the Indian Medical Council (Amendment) Act,2001 under which Regulations have been
approved by the Central Govt. and notified in the Gazette of India which provide broadly for
the following
1. No new primary medical qualification (equivalent to MBBS in India) granted by any
medical institution outside India shall be included in the Schedules to the Indian Medical
Council Act after coming into force of the Indian Medical Council (Amendment) Act,2001
i.e. 3rd September, 2001.
2. A citizen of India possessing a primary medical qualification as defined in the enclosed
Screening Test Regulations,2002 {para 2(f)}granted by any medical institution in any
country outside India and who is desirous of getting provisional or permanent registration
with the Medical Council of India or any State Medical Council on or after the 15th
March,2002 shall have to qualify a screening test conducted by the prescribed authority.
3. An Indian citizen seeking admission in a foreign medical institution for obtaining a
primary medical qualification as defined in the enclosed Screening Test Regulations,
2002 {para 2(f)} on or after the 15th March, 2002 shall be eligible to appear in the
Screening Test only if he possesses the eligibility qualification as per the regulations
framed by the MCI (for admission to MBBS course in India) Extracts of Graduate
Medical Education Regulations are enclosed for reference.
4. Any person who is desirous of joining an undergraduate medical course in any foreign
medical institution on or after 15th March,2002 should approach the Medical Council of
India, New Delhi for issue of Eligibility Certificate for that purpose as per the Eligibility
Requirement for Taking Admission in an Undergraduate Medical Course in a Foreign
Medical Institution Regulations,2002. All such candidates will be allowed to appear in
the screening test only if they produce the eligibility certificate, after completion of the
medical course abroad and if they are eligible to sit for the screening test as prescribed
in the Screening Test Regulations, 2002.

of the foreign country, the concerned Medical Council or equivalent authority for recognition
of medical qualifications/grant of permission to practice medicine in that country so that all
Indian students already undergoing training/medical course for obtaining primary medical
qualification in any institution in the foreign country are properly apprised of the Regulations
so that they may approach the prescribed authority for appearing in the screening test
only if they fulfill the requirements prescribed in the Regulations and the scheme for
conducting the screening test. It will be appreciated if an acknowledgement is sent to this

As regards applicability of the Eligibility Requirements for taking Admission in an
undergraduate Medical Course in Foreign Medical Institution Regulations, 2002, and the

apply to students, who may join an undergraduate medical course in foreign countries
recognised and included in the Second Schedule under Section 12 of the Indian Medical
Council Act, 1956, that is, qualifications falling under the reciprocity scheme.

hereby makes the following regulations "Screening Test Regulations, 2002" namely:-
1. These regulations may be called the "Screening Test Regulations (Amendments),
2009-Part-I".
2. They shall come into force on the date of their publication in the Official Gazette.
3. In the "Screening Test Regulations, 2002" the following additions/modifications/
deletions/substitutions, shall be, as indicated therein :-
4. (i). In Regulation 3, first line after the words "An Indian citizen" the following shall be
added:-
"or a person who has been granted Overseas Citizenship of India".
(ii). In Regulation 4 under the heading "Eligibility Criteria", para (1) shall be substituted
with the following:
"No person shall be allowed to appear in the screening test unless: he/she is a citizen
of India or has been possess any primary medical qualification, which is confirmed by
the Indian Embassy concerned, to be a medical practitioner in the country in which
the institution awarding the said qualification is situated".
(iii). In Regulation 4 under the heading "Eligibility Criteria", in para (2) after the sentence
"This required Indian citizens", the following shall be added.
"or Overseas citizens of India"
