Annex B Job Descriptions Singapore Police Force The Singapore Police Force (SPF) plays a critical role in Singapores

Criminal Justice System with its mission to uphold the law, maintain order and keep the peace in the Republic. To ensure the safety and security of the people it pledges to serve and protect, we work closely and through our partners from the community, public and private sectors to achieve sustained low crime rate, as well as high public trust and confidence. Officers have to be ready to protect and maintain peace and order 24/7 throughout the year, with tenacity and resolve. Such commitment is vital to our mission. Senior Police Officer As a Senior Police Officer, you will manage and work with well-trained officers to combat and prevent crime. With opportunities for postings that involve frontline operations, staff as well as investigation work in Neighbourhood Police Centres, Land Divisions and various Specialist Units, you will get to interact with people from all walks of life and directly contribute to the maintenance of law and order. Entry Requirements At least a pass degree in any discipline from a recognised university PES A or B (for male) Singapore Citizen or Singapore Permanent Resident Education and Training Newly appointed officers will undergo a nine-month residential Senior Officers Basic Course at the Home Team Academy. The training comprises of many aspects, which include Criminal Law, Physical Fitness, Police Defensive Tactics, Police Procedures and Weaponry. There will also be a six-week Leadership Training programme, which consists of a three-week local training segment to develop core leadership skills, and a threeweek overseas training segment to further develop and assess the trainees' leadership potential.

Throughout your career in the SPF, you will be sent for further training, both locally and abroad to develop or improve your core leadership skills. Career Opportunities Senior Police Officers can look forward to a working environment which emphasises on collaborative efforts. Regular job rotation also offers you the opportunities to explore the various functional areas in the SPF. Your career will take a well-honed progession in: Investigation After completion of training, you will be posted to a Land Division as an Investigation Officer. You will have opportunities to deal with a whole spectrum of cases and applying the law and skills that you had learnt. Command Subsequently, you can take on the role as a Neighbourhood Police Centre Team Leader, leading frontline police operations and engaging in community liaison Staff Following the Command posting, you will proceed to your Staff posting, where you will support frontline operations and have the opportunity to develop SPFs long-term capabilities. You will be exposed to a wide range of planning and administrative duties. Subsequent postings to other functional areas will vary between 3 to 5 years. Police Officer A career in the SPF as a Police Officer offers you many rewards and opportunities a varied job nature that ranges from handling criminal investigations, maintaining maritime and coastal security, providing personal protection for VIPS, to keeping a pulse on the ground and preventing and detecting crime through community policing and community engagement. Entry Requirements At least 5 GCE O Level credits or NITEC PES A or B (for male) Singapore Citizen or Singapore Permanent Resident INVEST Scheme Retention Payment Scheme The Ministry of Home Affairs (MHA) will make contributions to your retention payment account equivalent to 1 month of your gross salary for each year of service during the first 6 years and 1.5 months of gross salary for each year of service during the 7th to 10th years. You will receive a portion of the retention payment account on the 6th, 8th, 10th and 12th year of service. Retirement Fund Under the Retirement Fund, you will receive an extra monthly contribution of 7.75% of your gross salary into your retirement account starting from your 7th year of service by MHA. Money in your account will be pooled and invested, together with

the money in the retention payment account. The interest earned will be declared annually and credited into your account. New Retention Payment Scheme Under the new retention payment scheme (in addition to the INVEST retention payouts), Sergeants will receive retention payouts of $30,000 and Corporals will receive retention payouts of $20,000, to be paid over a period of 8 years. Education and Training Newly appointed officers are required to attend a six-month Police Office Basic Course at the Home Team Academy. It is a residential course aimed at equipping new officers with the skills, knowledge and values required for police work. Police Officer trainees will undergo training on physical fitness, weaponry, police defensive tactics and basic foot drills. There will also be classroom lessons on subjects such as Criminal Procedure Code, Penal Code and Police Procedures. Throughout your career in the SPF, you will be sent for further training to develop or improve your competencies. There will also be opportunities to undertake sponsored diploma or degree courses, subject to approval. Career Opportunities Upon completion of basic training, Police Officers will be posted to a Police Land Division Headquarters or Neighbourhood Police Centre to gain hands-on operational skills and ground knowledge for police work. Some officers may also be selected for direct posting to specialist units, such as the Traffic Police, Police K-9 unit and Police Coast Guard. Subsequently, Police Officers will also be posted to other functional areas within the SPF, such as intelligence gathering, investigation and special operations depending on your suitability, aptitude and the vacancies available. Training Newly appointed ICA Senior Officers will undergo a 10-week ICA Senior Officer Basic Course at the Home Team Academy. The course will equip officers with the knowledge and skills to perform their duties. Apart from attachments at Checkpoints, Enforcement Command and Services Centres at ICA Headquarters, officers are also trained in handling firearms, control and restraint techniques, document examination, forgery detection and service delivery with a security mindset. Officers will also be trained in leadership and confidence skills through a Leadership Challenge Programme. Career Development Opportunities Upon appointment, you would be deployed to one of the Checkpoint Commands e.g. Woodlands, Tuas or Coastal Command to gain basic knowledge of ICAs checkpoint operations. Subsequent postings will allow you to gain greater exposure to ICAs line business and assume greater responsibilities through postings to the Services Centre, Enforcement Command or another different Checkpoint Command. Officers may also be posted to staff units in the areas of human resource, training, policy, corporate communications, technology and corporate services. Officers will be given developmental posting either on a generalist track (for officers with potential to be middle managers and line supervisors) or on a specialist track (for officers with aptitude in certain specific operational areas). ICA Specialist Job Scope You will assist the ICA Senior Officers in the management and operation of the various sections/checkpoints in ICA. Your duties and responsibilities which demand qualities of leadership, initiative and integrity, include the screening of passports and passengers on arrival and departure, contraband detection, participation in operations on land or sea against smugglers, ship rummaging, investigations and conducting of raids and surprise checks on illegal immigrants. Singapore Prison Service Senior Prison Officer Involved in the planning and charting of direction of the many aspects of the Singapore Prison Service, Senior Prison Officers serve a leadership function within the service. They are expected to take on various roles throughout their career, exposing them to a myriad of challenges that the service has to offer. Senior Prison Officers can be rotated to any of the following job postings in their career. Foundational Posting Housing Unit Officer The Housing Unit Officers role is to maintain discipline and order among the inmates under his charge. He/she may also be involved in the Housing Unit Management System, which includes providing rehabilitative programmes for inmates under their care. The officer has the challenging task of reforming inmates in helping them become useful citizens upon their release. This is a foundational posting all Senior Prison Officers will go through. Possible Developmental Postings (Post-Foundational) Records and Reception Officer The Records and Reception Officer will ensure the effective management of inmates'records upon admission, and keeps track of the progress of inmates. He or she works closely with external agencies such as the CARE Network. Security & Provost Officer In charge of ensuring that the overall security of the Singapore Prison Service is maintained at the highest level, the Security & Provost Officer keeps a vigilant mind on the prison' s securitization efforts. He or she ensures that there are no breaches of prison security, either from within or by intruders from the outside. Staff Work Postings Senior Prison Officers may also be rotated to staff work positions such as coordination of rehabilitation programmes, contingency planning, corporate services or human resources, etc. Prison Officer Prison Officers work closely with Senior Prison Officers to assist them in many of the vital functions of the Department. Possible Job Postings Personal Supervisor The Personal Supervisor works together with the Housing Unit Officer to maintain good order and discipline of inmates in the prisons and drug rehabilitation centres. The Personal Supervisor is assigned to oversee a group of inmates. He is required to manage the inmates by engaging them in purposeful and meaningful interactions. Workshop Officer Fulfilling an important role in the rehabilitation of inmates, the Workshop Officer supervises the inmates during work sessions, ensuring their good discipline and order. Escort Officer The Assistant Escort Officer will ensure the safe custody of inmates whilst they are outside the prison grounds, i.e. when inmates are required to attend court or referred to the hospital. Specialist - SPEAR Male candidates, who are physically very fit, may apply to join us as members of the Singapore Prisons Emergency Action Response (SPEAR) Force. Involved in the challenging role of prison contingencies, the SPEAR Force is prepared to quell any occurrence of riots or fights within the prisons. High-risk escort duties within and outside the prisons also form part of their duties. Candidates must first undergo selection assessment as a Prison Officer before he can be eligible to undergo selection and training as a SPEAR officer. Narcotics Officer Job Scope As a Narcotics Officer you will monitor and gather intelligence and evidence against drug offenders, and carry out field operations to arrest them. You will also conduct undercover operations against drug traffickers and put up investigation papers to prosecute drug offenders in court. Singapore Civil Defence Force The Singapore Civil Defence Force (SCDF) protects and saves lives and property, provides fire-fighting, rescue and emergency ambulance services, and educates the public on emergency preparation. During emergencies, the SCDF controls and manages the Public Warning System and Civil Defence Shelters System, and conducts fire-fighting and rescue operations. Its regulatory wing the Fire Safety Shelter Department formulates and enforces fire safety regulations in all buildings and installations. Who Are We Looking For? Operationally, you will be provided with a firm foundation in Firemanship and Fire Ground Management along with Command and Control training for field operations. You will also be trained concurrently for leadership, confidence skills and physical fitness. Career Opportunities Upon completion of the course, you will be posted to Fire Station as a Rota Commander where you will be exposed to real-life responses to fires and station administration. Subsequent postings will expose Senior Officers to command, staff and specialist functions, and help reveal their strengths and interests to guide their career path. Fire and Rescue Specialist Job Scope You lead and command a crew of fire fighters to carry out rescue and fire-fighting operations. Education and Training You will attend a 6-month course at the Civil Defence Academy to acquire knowledge and skills on fire fighting, Hazmat (HAZardous MATerials), and Urban Search and Rescue (Usar) operations. You will also be trained to lead fire-fighting and rescue teams. Upon completion of the course, you will pass out as a Section Commander. Career Opportunities You can choose one of two career tracks. Under the: Command track You can rise to be a Deputy Rota Commander or Instructor Specialist track You can be a Specialist in Disaster Assistance and Rescue Team or Dart, Hazmat, fire safety, shelter, info-communications or fire investigation. A Fire Rescue Specialist who obtains a recognised degree may be considered for promotion into the Senior Officer scheme. Paramedic Specialist Job Scope You provide first-rate, pre-hospital treatment and help save lives during medical emergencies and disasters. You may also be required to: Train national servicemen, other Civil Defence personnel and the public Operate and maintain life-support equipment Entry Requirements At least 5 O levels, Higher NITEC or polytechnic diploma Physically fit (male applicants must have medical fitness of PES A or B) Minimum height (men and women): 1.60m Minimum weight (men and women): 50kg Myopia of not more than 500 degrees for each eye Normal colour vision Good CCA records Education and Training You will attend an 18-month Paramedic Specialist course at the Civil Defence Academy, School of Military Medicine, Nanyang Polytechnic and Kandang Kerbau Womens and Childrens Hospital to acquire knowledge and skills on pre-hospital Page 16 of 17
