Mayor Romualdez committed to help city police oce, his information ocer says
TACLOBAN CITY The administration of Mayor Alfred Romualdez has been giving and will continue to give support to the City Police Office much more than what the national headquarters of the Philippine National Police is giving them. City information officer Bernardita Bering Valenzuela emphasized this during the Kapihan Ha Balyuan, a weekly press conference of the city government. The city government under Mayor Romualdez has provided the police with motorcycles, patrol cars, guns and ammunitions, hotlines, handheld radios, SWAT Team equipment, water system, including the police building, fuel support in order to help them deliver what is expected of them in curbing crimes in the city, Valenzuela said. Valenzuela asked the police leadership here to ask their national headquarters to give them more support to augment the resources it is getting from the local government. According Senior Inspector Ma. Bella Rentuaya, information officer of the City Police Office, among the police stations in the region, the Tacloban Police Office is so blessed that Mayor Romualdez is supportive of them. Rentuaya appealed to the public to report any crime incident to the nearest police station around the city so that the police can take the necessary action. This way, the police can plot incident occurrences that will be their basis in addressing these concerns, she added. Rentuaya admitted that with a big area under their jurisdiction with more than 200,000 population, they could not right away response to any crime occurrence considering that they are undermanned. The Tacloban City Police Office has only 292 policemen and women, ten percent of them are deploy in office works. Rentuaya said if the ideal ratio of one police officer per 1,000 population, Tacloban should have about 600 police strength. But their lack of personnel is compensated with the assistance being extended by the city government under Mayor Romualdez, she said.

Napoles stays in Makati jail for now


MANILA (2nd Update) -- Businesswoman Janet Lim-Napoles will remain at the Makati City jail for the time being while authorities are making some improvements in her detention facility at the Fort Sto. Domingo in Laguna, Interior and Local Government Secretary Manuel Roxas II announced Saturday. Napoles will not be moved today, Roxas said at a press briefing after inspecting the facility, which serves as a training camp of the Philippine National Police (PNP) Special Action Force. The Makati Regional Trial Court branch 150 on Friday has cleared the way for Napoles transfer from the Makati jail to the police training camp in Laguna. The order came after presiding judge Elmo Alameda heard a motion for reconsideration on the Commitment Order issued Thursday. At the court hearing, security officials said the Makati jail was not safe enough. The head of the Criminal Investigation and Detection Group in Metro Manila and the acting warden of the Makati City jail suggested the transfer to the police training camp citing clear danger to Napoles life. Alameda initially ordered Napoles transfer from the PNP national headquarters at Camp Crame in Quezon City to the Makati City jail. At the press briefing, Roxas said the Fort Sto. Domingo was not ready yet to receive Napoles due to some security enhancements being done in the 25-square meter detention facility, which previously held several high value detainees. Previously detained at the training camp are former President Joseph Estrada and son Jinggoy and Moro National Liberation Front chair Nur Misuari. Closed-circuit television cameras will be installed at the visitors area and inside the detention facility to ensure Napoles safety and record all movement inside the jail, Roxas said. Visitors of Napoles will be limited to her lawyers, doctors and family members. A log book will be placed at the entrance of the camp to record everyone who will come and visit the detained businesswoman. Cooking appliances, air conditioner and cellphones will also be prohibited inside the jail, Roxas added. Napoles will share the provisions given to PNP trainees at the camp. Roxas said guidelines set by the Bureau of Jail Management and Penology (BJMP) on the bringing of things inside the detention facility will be strictly followed. The SAF and the CIDG have already set up an operational plan to secure Napoles. Aside from the permanent personnel of SAF at the Fort Sto. Domingo, additional PNP personnel will augment security forces at the Laguna camp. Mister Donut to open more outlets in E. Visayas


TACLOBAN CITY Fast food retail store Mister Donut is on expansion mode in Eastern Visayas. The food chain is aiming to double the number of existing stores in the region until 2014, banking on improved infrastructure and demand for popular food retail brand in rural areas. Richard Young, chief executive officer of RY-MD Food Chain Inc., the exclusive franchisee of Mister Donut in Region 8 and Region 13, said that part of their short-term expansion plan is to open up dine- in restaurants, offering rice and chicken in addition to donuts. Currently, Mister Donut has 21 stores in the region and the plan is to establish 40 stores by next year. Looking at the present corporate directions, 40 shops in more than a year is possible. The market may not be good in provinces but we want people to feel the presence of national brand in rural areas, Young told Leyte Samar Daily Express. Young is eyeing to put up new take-out shops in Biliran province, Isabel and Palompon in Leyte. Mister donut will also revive its presence in Eastern Samar after it closed down stores in 2011, due to bad roads and damaged bridges. From 2008 to 2011, Mister Donut operated shops in General Macarthur, Taft, Dolores and Oras and in Borongan City. Now that the road has been improving, we are planning to reopen in Eastern Samar, Young said referring to the ongoing road project funded by the United States connecting Samar and Eastern Samar provinces. Dine-in restaurants will also be set up in Baybay City and Hilongos, both in Leyte and in Maasin City. Additional stores will also be opened in Ormoc City. Since 2007, 21 stores have been operating in the cities of Tacloban, Baybay and Ormoc and in the towns of Carigara, Jaro, Tanauan and Hilongos, all in Leyte; Catarman and Allen in Northern Samar; Sogod and Maasin in Southern Leyte; and in the cities of Catbalogan and Calbayog in Samar. Of the 21 shops, five are dine-in restaurants located in Calbayog, Allen, Catarman, Calbayog, and Tacloban. The food chain has also nine mobile stores. Mister Donut put up a plant in this city to support several shops with a capacity to produce up to 42,000 pieces of donuts daily. Health info outsourcing offers nurses jobs


OPPORTUNITIES for unemployed nursing and other medical graduates in the Philippines are increasing as the healthcare information management (HIM) outsourcing industry in the country continues to thrive. Healthcare Information Management Outsourcing Association of the Philippines chairman Jeff Williams said the high demand for medical graduates in the HIM industry is due to the recent healthcare reform in the United States, known as the Obamacare or the Patient Protection and Affordable Care Act, which requires a wider coverage and quality health services. With about 200,000 unemployed nursing graduates, Williams said, the Philippines should take advantage of the thriving industry. He said positions available in the healthcare outsourcing industry include medical transcriptionist and medical coders. Wage He said these jobs are well-paid, offering above minimum wages. At present, there are around 45,000 full-time employees working in the HIM industry in the Philippines, said Williams. He said revenues from HIM in 2012 was recorded at $460 million. He expects demand to increase. He said US companies prefer to work with Filipinos in the HIM industry because they consider Filipinos highly educated, medical-oriented yet under-utilized. He also said the Philippines young population is also a plus factor compared to US with an aging workforce in the medical field. Age At present, the average age of registered nurses in the US is 47 years old. About 25 percent of nurses in the US are above 54 years old. Good work ethics is also an asset of the Filipino medical practitioners, said Williams. He said that in his 10 years in the HIM outsourcing business in the Philippines, he did not receive any negative feedback from clients. Global Quest chief operating officer Marietta Siazon-Reyes said there are a number of healthcare outsourcing companies in Cebu today. She said Cebu-based medical course graduates can take advantage of these opportunities. She said they can start working as medical transcriptionists who will transcribe audio files recorded by a physician or a healthcare practitioner. They can also become medical coders who will keep track of the patients medical re-

He said he is positive that the locales will fill the demand when they see that the HIM industry is really thriving. Romea also pointed out that medical graduates are not aware of the opportunities waiting for them in the HIM industy. Is it too early for Christmas?

f there is one place in this world where Christmas is celebrated beginning September and ending ofcially on Valentines Day the following year, its only in the Philippines. Early shoppers have begun trooping to department stores. Some have started designing their houses with their own Christmas themes. Christmas items in stores have begun to attract early buyers even if Christmas is still months away. But who cares, the spirit of Christmas reigns in the hearts of fun-loving, hard-working and resilient Filipinos. As September starts, little bits of Christmas begin to pop up and with those Christmas items. Was this really a big deal? Was it such a big deal that we have to open up the discussion

about Christmas arriving too early? Here is the thing. Christmas is by far the biggest holiday of the year. It is this massive holiday that ends each year and it is the favorite holiday of many. Everyone loves Christmas, or most do, so why not get started on it in September? Plenty of people start putting up Christmas decorations the day after August 31. Sure, some people may disagree but it is their choice. Christmas comes but once a year, and while it dominates four months out of the calendar, it is a holiday of such magnitude, this is expected. So, sit back, listen to Christmas carols, watch the Christmas lights and enjoy these next four months for Christmas season!

God is our only salvation!


Truly, God has His always His way, and His own way belongs to no other but to Himself. The only sad fact about it is, and has been that, generations that come and go, have never come together to think and act as one. While efforts continue to take place to achieve that ultimate goal, population expands (Earth as of last year already recorded 7 billion men and women, babies just born and oldest humans in the verge of dying. But God keeps watching. He cares, and never forgets to look after His children and their nations. Thats how much He loves men and women after Adam and Eve, and the world around them. Hail the chief executive!


The move of the President abolishing PDAF is the glory to a brilliant leadership. The announcement caught the Filipino people with mix-feelings of surprise, wonder and delight. barangay government if their request for funds will not be included in the current years appropriation. They should not play politics to make it appear the request is submitted, though, it is already in excess. Just be truthful for the barangay folks to love the lawmaker. We know the P70 Million is enough only good for 70 barangays at One Million pesos each. Take for example Ormoc City has 110 barangays, though, around 30% are in the city proper. Therefore, the P70 Million is good for Ormoc City only. How about the municipalities in the 4th legislative district of Leyte? They have to wait for the next appropriations. One Million pesos is not even enough to concretize a kilometer of sixmeter road. Like some people say, It is better than none. Why are some legislators able to have projects worth more than the P70 Million in their districts? They beg from the PDAF of the Senators. Each senator shares portion of the P200 Million to their favorite congresspersons. One thing I notice, there are congresspersons having projects done in cities having sufficient revenue to finance the improvements in their locality. They did because they woo the votes from the city. Instead of pouring the money to the less income local government units within their districts, they funded projects that the city government can easily does. Senate President Franklin Drilon and House Speaker Feliciano Belmonte may encounter difficulty to have the lawmakers agree how to establish a foolproof system, if nothing good for the new method; the people may not take it completely. Many unpleasant events are happening these days at the other side of the globe that we do not want to occur here.
