INTRODUCTION The Pepsu Road Transport Corporation, Patiala was set-up on 16th of October, 1956 under the provision

of the Road Transport Corporations Act, 1950 with a view to provide efficient, adequate, economic and properly co-ordinated operation system of Road Transport Services in the State. It commenced passenger transport operations with a meagre investment of Rs. 25.00 lacs and the fleet of 60 buses covering 11,107 daily scheduled kilometers on 15 routes with 345 employees. At present, the PRTC had 704 owned & 251 KM Scheme ordinary buses, 2 own & 11 Integral Coaches under KM Scheme and 59 own HVAC buses, being operated on 577 routes (including inter-state routes) by covering a daily mileage of 355827 kilometers. It has 2271 Regular Employees, 1460 Through Outsourcing, 83 PESCO Personnel, 186 on PRTC Contract Total 4000 employees as on 30.04.2012. There are 10 depots of the Corporation located at Patiala, Bathinda, Kapurthala,Barnala, Sangrur, Budhlada, Faridkot, Ludhiana, Chandigarh and Special Cell of KM Scheme at Patiala.

Punjab Roadways Came Into Being As Omni Bus Service In 1948 With A Fleet Of 13 Buses.

Fleet Strength Of Punjab Roadways Was Highest In The Year 1985 When It Was 2407.

As New Fleet Was Not Added, The Fleet Strenght Started Decreasing. The Last Addition To Fleet Of Punjab Roadways Through Government Funding Was In 1997-98 When 534 Buses Were Added. New Buses Are Now Being Added In Punbus

Punjab Roadways Is Operating A Volvo Bus On Amritsar- Lahore And Amritsar Nankana Sahib Route.The Bus On Amritsar Lahore Leaves From Amritsar Every Tuesday And Returns Every Wednesday While The Bus On Amritsar Nankana Sahib Route Leaves Amritsar Every Fridayand Returns Every Saturday .

Punjab Roadways And Punbus Have Been Awarded The 1st And 2nd Prize For Lowest Accident Rate In The Country For The Year 2008-09 And 2009-10

CORPORATION PROFILE The Head office of the corporation is situated at Patiala. The operation of the bus services by PRTC is not only confined to Punjab State, but it has also been providing bus services to the neighboring states like Haryana, Himachal Pradesh, Rajasthan, Jammu & Kashmir, Uttar Pradesh, Uttaranchal and Union Territories of Chandigarh and Delhi.

The PRTC provides services not only on intercity routes but also links the remote villages with the nearby towns and cities. It is also extending free/concessional travel facilities to various categories of commuters as per the instructions of the State Govt. from time to time. ADMINISTRATION Pepsu Road Transport Corporation is governed by the Board Of Directors headed by the Chairman. The Managing Director is the Chief Executive of the Corporation who is assisted by Addl. Managing Director alongwith the officers of the various branches in the Head Office. The General Manager heads the Depot Administration and is assisted by various branch officers./font>

RULES OF PRTC
Short title commencement and application:

These regulations may be called the Pepsu Raod Transport Corporation (conditions of appointment and service Regulations) 1981.

They shall come into force on 16-1-1981 . They shall apply to all class III and IV employees of the Corporation other than those on deputation with the Corporation. APPENDIX MEANS AN APPENDIX TO THESE REGULATIONS.

Appointing authority in relation to a post means the authority competent to make appointments to that post as mentioned in appendix B. An apprentice is a learner who is engaged for being trained in a job or trade, or skill. His conditions of service shall also be governed by the provisions of the Apprenticeship Act, 1961 and the Minimum Wages Act, 1948 and the rules made there under. (cc) Board of Directors means the Board of Directors of the corporation * Casual Employee means an employee who is employed for work of a casual nature. Chairman means the Chairman of the Corporation. Corporation means the Pepsu Road Transport Corporation. Direct appointment means appointment made otherwise than by promotion of an employee of the Corporation or a transfer or deputation of a person already in the service of Government of India or a State Government or a State Transport Undertaking. Employee or Workman means a workman as defined in section (2) (i) of the Industrial Employment (Standing Orders) Act 1948, of the Corporation. Managing Director means the Managing Director of the Corporation. **

Additional Managing Director means the Additional Managing Director of the Corporation. *** General Manager means the General Manager of the Corporation. **** Government means the Punjab Government in the Administrative Department. Officiating employee means an employee who performs the duties of post, on which another person hold a lien.

L.C. on 30.12.92 Permanent employee means an employee who has been engaged on permanent basis against a permanent post and confirmed after completion of probationary period as fixed under Regulation 9. However, workmen engaged under a contract by PRTC will not be covered under this definition. Post means a post specified in Appendix A'. Probationer is an employee who is provisionally employed to fill a vacancy in a permanent post and has not been confirmed as permanent in accordance with these standing orders. Ordinarily the period of probation shall be six months at a time, at the discretion of the management if the management considers it necessary in any case to further adjudge the work and merits of an employee. The maximum probation period shall, however, in no case, extend beyond one year. The period covered under contract will not be considered as a period to have been spent on probation.

Definitions: In these regulations, unless the context otherwise requires:Explanation:In computing the period of probation the day on which the employee was absent owing to authorized leaves, sickness, maternity leave, accident, lockout or a strike (which is not illegal) or temporary closure of the undertaking shall be included.

If an employee continues in service after the expiry of the period of probation, or extended period of probation, he shall be deemed to have been confirmed in his appointment on the date on which he completed the minimum period of probation.

If a permanent employee is employed as a probationer in a new post or a vacancy and his work during probation is not found satisfactory he may at any time during the probationary period, be reverted to his substantive post. He shall not lose his lien on his permanent post on this account. (OO) State Government means the Government of the State of Punjab . * Substitute workman is an employee who works in the post of a permanent workman or probationer, who is temporarily absent. Temporary Workman is a workman who has been engaged for work, w hich is of an essentially temporary nature :

Provided that if such an employee is employed continuously for six months or more he shall be deemed to be a probationer.

The word singular includes plural.

DUTIES OF THE EMPLOYEES


Whenever during the period of probation or extended period of probation an employee is found fit for confirmation, he may be confirmed in the post for which he is found fit by the appointing authority. In case an employee continues in service beyond the period probation or extended period of probation and no orders have been passed confirming him or terminating his post or reversion to his substantive post, he shall be deemed to have been confirmed automatically on the expiry of probation period or extended period probation as the case may be. Record of Service :Record of Service of every employee of the Corporation shall be maintained in the manner prescribed by the Corporation. The date of birth shown in the record of service shall be that recorded in Matriculation Certificate or an equivalent certificate. In other cases the date of birth be provided by documentary evidence to the satisfaction of the appointing authority. Seniority :-

The seniority interse of members of service in each cadre shall be determined by the length of continuous service on a post in that cadre of the service : Provided that in case of members recruited by direct appointment the order of merit determined by the Commission of the board may be, or other recruiting authority as the case may be, shall not be disturbed in fixing the seniority and persons appointed as a result of an earlier selection shall be senior to those appointed as a result of subsequent selection; Provided further that in the case of two or more members appointed on the same date, their seniority shall be determined as follows:

a member recruited by direct appointment shall be senior to a member recruited otherwise.

a member appointed by promotion shall be senior to a member appointed by transfer.

In the case of members recruited by promotion or transfer seniority shall be determined according to the seniority of such members in the appointments from which promoted or transferred; and

In the case of members recruited by transfer from different cadres, their seniority shall be determined according to pay, preference being given to a member who was drawing higher rate of pay in his previous appointment and if the rates of pay drawn are also the same, then by their length of service, those appointments; and if the length of service is also the same, an older member shall be senior to a younger member.

SERVICES PROVIDED BY PRTC


DAILY COMMUTERS TRAVELLING ON PASSES Passes are issued to students and employees who travel on a regular basis in the buses of Punjab Roadways buses and the procedure for obtaining theses passes is as below: BUS PASSES TO STUDENT Student bus passes are being issued to the student of the Govt. recognized Schools, Colleges and Institutes. The Schools, Colleges and Institutes recognized by the Government can apply to the concerned General Manager of Punjab Roadways depot to include their school, college and institution in the list of approved schools, colleges and institutions eligible for issue of concessional bus passes with a copy of the recognition order. As soon as the request is received from the school, colleges, institutions, the same is processed to include the applicant institute in the list of approved schools, college, and institutions. The name of the school or college must be approved by the state technical board or university to be included in the approved list. Students can apply for concessional passes with passport size photo affixed on the application duly attested by the head of institution. The concessional pass application duly filled up by the student and signed by the head of institution should be presented to the pass clerk of the respective depot and the pass will be issued within 24 hours of the receipt of application. Other details of the scheme can be obtained from the superintendent of the concerned depot. The student are allowed traveling to their institute as per fare given below:First 5 kms = Rs 36+2=38/Up to 10 kms = Rs 45+2=47/Up to 15 kms = Rs 63+2=65/Up to 20 kms = Rs 75+2= 77/Up to 25 kms = Rs 99+2=101/-

Up to 30 kms = Rs 108+2=110/Up to 35 kms = Rs 123+2=125/Up to 40 kms = Rs 132+2=134/Up to 45 kms = Rs 147+2=149/Up to 50 kms = Rs 156+2=158/Up to 55 kms = Rs 168+2=170/Up to 60 kms = Rs 180+2=182/The pass is valid for three months. EMPLOYEE PASSES: Punjab Roadways and PUNBUS buses make passes for employees and teachers at the following rates: Teachers: 35 single fares per month. Employees: 40 single fares per month. The application along with the letter of the employer or the principal is to be submitted in the office of the concerned General manager and passes are issued after completing the necessary formalities.

PASSENGERS TRAVELLING FREE IN BUSES OF PUNJAB ROADWAYS


The following category of passengers travel free of cost in the buses of Punjab Roadways and PUNBUS buses and the procedure being followed for various categories is explained. a) Police personnel. b) Jail personnel. c) Freedom fighters. d) Press reporters. e) MLA/Ex-MLA. f) Cancer patients. g) Widows of terrorist victims. h) School going students. POLICE PERSONNEL Police person can travel free in the buses of Punjab Roadways after giving the conductor a voucher called police ticket indicating their name and the distance they are traveling along with their identity card number. The police personnel are issued tickets by their own office and they fill in the required details in the ticket and hand it over to the conductor for the distance they travel. JAIL PERSONNEL Jail personnel are allowed to travel in buses free of cost against police vouchers that they fill and submit to the conductor of the bus. These vouchers are submitted by the conductor in their respective depots and claims are lodged with the Jails department which reimburses this travel by their employees from time to time to the transport department. FREEDOM FIGHTER Freedom fighter with one attendant can travel free after producing the Identity card issued by Deputy commissioner.

PRESS REPORTERS Accredited Press reporters can travel free on production of identity card and they are required to fill in the slips giving details of the distance they travel, which are issued to them by the Public Relations department. MLA/ Ex-MLA MLAs and EX- MLA s can travel free in the buses of Punjab Roadways on production of identity cards. CANCER PATIENTS Cancer patients are allowed free traveling with effect from 1.4.2001 for their treatment at PGI Chandigarh as follows Passengers living within 100 kilometers of Chandigarh- Tickets worth Rs 600/for six months are issued. Passengers living above 100 kilometers from Chandigarh - Tickets worth Rs 900/- for six months are issued. Procedure for obtaining Tickets: Cancer patients can collect tickets worth Rs. 600/- or Rs. 900/- as the case may be at the CMO of the concerned district after producing a certificate from PGI/Hospital. BLIND PERSONS All blind persons can travel free in the buses on production of the identity card issued by C.M.O of the concerned district. SCHOOL STUDENTS School students are allowed to travel free in the buses of Punjab Roadways up to 10th class. WIDOWS OF TERRORIST VICTIMS Widows of terrorist victims are allowed to travel free in the buses of Punjab Roadways against production of identity cards issued by the deputy commissioner of their districts.

PASSENGERS TRAVELLING ON CONCESSION IN BUSES OF PUNJAB ROADWAYS:


Punjab Roadways is allowing concessional travel in buses of Punjab Roadways to: a) Old Women over 60 years. b) Handicapped persons. CONCESSIONAL TICKETS ISSUED TO OLD LADIES: Old ladies above 60 years of age can travel in the bus at 50% concession tickets on production of Identity card issued by Social welfare Department. HANDICAPED PERSONS Handicapped person-having disability of more than 40% can travel on concession at 50% of normal fare. They have to produce a card issued by the CMO of the district certifying the percentage of their handicap.

HIRING OF BUSES BY GOVT. DEPARTMENT AND PRIVATE PARTIES Punjab Roadways is providing buses on Hire @ Rs 21.32 per km (as per present rates) for special occasions like marriages and melas or for other special occasions subject to the following conditions: A) Up to 60kms(one-way)- mileage is charged 4 times Subject to minimum of 100km B) Above 60km (one-way)- mileage is charged on actual basis subject to minimum of 240km C) Inter-state routes: - If the rate fixed by the other state is higher than the rate mentioned above them the rates applicable in the state will be charged for the portion of the journey in that state. HALTAGE Haltage is charged at the rate of Rs. 70 per hour subject to the following free hours. Free haltage for journey up to 60km = nil Free haltage for journey above 60km up to 100km = 3 hour's Free haltage for journey above 100km up to 240km = 6 hour's Free haltage for journey above 240km up to 320km = 12 hour's Free haltage for journey above 320kms = 24 hour's (every slab 320km) When the bus is hired for two or more days free haltage is determined according to mileage covered by bus every day.

Encourage us by traveling in Punjab Roadways buses. Always purchase tickets and preserve it till you reach your destination to make your journey pleasant.

Any passenger found traveling without ticket shall be fined ten times of the fare for the journey he has travelled.

While taking tickets at bus stands and boarding bus, make a queue to avoid inconvenience.

For pollution free environment keep buses & bus stops neat and clean. Always travel light. Always insist drivers/conductors to stop buses for meals at authorized dhabhas.

Begging at bus stands should not be encouraged. Always offer seats to women/children/physically handicapped and old aged persons.

While traveling do not put your head/arm out side the window. Inform to the concerned authorities if any suspicious substance is found. Children between 3 -12 years of age will be given seat. Follow all safety norms provided under the motor vehicles act & rules for safe journey.

PROCEDURE FOR CORRECTIVE ACTION


The passengers and commuters of Punjab Roadways and commuters using the bus stands of Punjab Roadways can face the following problems. a) Break down of bus of Punjab Roadways. b) Accident involving Punjab Roadways bus. c) Complaints by passengers regarding overcharging, cleanliness, behavior of the staff etc. d) Complaints by women, senior citizens, disabled, freedom fighters or cancer patients. The procedure of handling these problems and their redressal mechanism is explained below.

a) BREAKDOWN OF SERVICE: If breakdown of a bus occurs due to mechanical defect, the driver of the bus will push the B/D bus on the side of the road so that the bus is parked in a way, that it does not obstruct free flow of traffic on the road. The conductor of the breakdown bus will make all efforts to help the passengers to board other Punjab Roadways buses going to the same destination and he will sign on the backside of the tickets as proof of the broken down bus. It is the duty of other buses passing by to adjust the passengers in their buses and if a bus passing by does not stop to pick up such stranded passengers, a complaint giving the bus number can be made to the General Manager of the depot of the break down bus or to the General Manager of the depot whose bus failed to lift the passengers. The conductor also transmits the message regarding the breakdown to the duty inspector of his depot, who ensures that the Work Shop Supervisor sends the workshop staff to attend the breakdown bus. In case the there is no bus of Punjab Roadways on that particular route after that

time, the conductor will make efforts for alternate arrangements and make an entry regarding the balance fare of the passenger from the point of breakdown of the bus to the destination of the passenger. The passenger can collect the balance fare from the booking assistant of the depot of the broken down bus.

b) ACCIDENT INVOLVING BUSES OF PUNJAB ROADWAYS In case of an accident, the crew of the bus shall report regarding the accident to the concerned depot. In case the crew is also injured, the telephone number of the concerned depot and of the Director State Transport as written on the buses can be used so that any member of public can make a call to the concerned authorities. The conductor is equipped with a first aid box to handle minor injuries. The crew will report regarding the accident to the nearest police station about the location, time and accident details. The driver and conductor will immediately take the injured persons to the nearest hospital for giving them medical treatment. The driver and conductor of the bus will ensure that the bus is not lying in a position, which could be a hazard to the traffic passing by on the road. In case of serious injuries or fatal accidents, the accident will be attended to by a gazetted officer of the concerned depot or of the depot nearest to the site of the accident as soon as possible. The gazetted officer will inquire into the cause of the accident and will visit the injured person/person's in the hospital. A list of injured person/person's along with their address will be made and submitted to the concerned depot along with a detailed map and a report of the accident.

Immediate financial aid will be given to the injured persons at the rate given below: First Aid Expenses: For first 48 hours: Rs 200/For more than 48 hours: Rs 500/-

In case of permanent disability, the passenger and in case of death the legal heirs of the passenger have the following options to obtain compensation from the transport department: Procedure in practice for payment of Compensation to the injured and Legal heirs of the deceased in case of accident with Punjab Roadways buses. The Compensation under M.V.Act is paid U/S 140 and U/S 166. Procedure U/S 140 of Motor Vehicle Act:The Department/General Manager has power to pay compensation to the legal heirs of the deceased up to Rs. 50,000 and to permanent disabled person up to Rs. 25,000 under No Fault liability (U/S 140 of Motor Vehicle Act). The payment under this Act is made after the legal heirs of the deceased and injured person files an application for payment of the same along with the following documents A) In case of Death The legal heirs of the deceased are required to file the following document along with their application.a) Police Investigation Report/ FIR. b) Hospital/Medico Legal Report. c) Postmortem Report. d) Death Certificate. e) A certificate issued by the collector of the District to which the person permanently resides showing the claimant is Legal heir of the deceased. B) In case of Permanent Disabled person: The following documents are required to be filed by permanent disabled person along with his application:a) A certificate from Chief Medical Officer of the Hospital last attended declaring

the injury to be responsible for permanent disability. b) FIR of police investigation. c) A certificate from the Collector of the District declaring the claimant as Legal Representative/Guardian in case of minor. An affidavit by the claimant duly attested by the Magistrate 1st class, giving an undertaking that in case the certificate produced by him is found to be false, he will be liable to be proceeded against criminally and will be liable to refund the On receipt of application along with complete documents the case is processed in the department and after completing all the formalities (Departmental procedure) the payment is made to the Legal heir of the deceased/injured person.

Procedure followed by the Department where the Applicant files an application in the Court/Tribunal. When an effected person files a petition under section 140 of Motor Vehicle Act as well as under section 166 of Motor vehicle Act for payment of compensation, the Court/Tribunal issues notice to the Department. On receipt of notice the department files written statement in the Court/Tribunal pleading its defense and after pursuing all the evidence, the Court/Tribunal decides the case. Some times Interim award is passed by the court U/S 140 of the Motor vehicle Act for payment of Interim compensation to the tune of Rs- 50,000 in case of death and Rs-25, 000 in case of permanent disability. The department makes the payment of Interim award/Compensation immediately after receipt of certified copy of Judgment from the Hon'ble Court/Tribunal. When the court passes an award against the Department U/S 166 of motor vehicle Act, the complete case along with certified copy of judgment is sent to the Director Prosecution & Litigation for getting the expert opinion for Filing/Non filing of FAO/Appeal against the award of the Learned Tribunal. If the Director Prosecution and Litigation is of the opinion that it is a fit case for filing

FAO/Appeal then it is filed before the Hon'ble High Court after procuring sanction from the competent authority.

Settlement through Lok Adalat If the matter is placed before the Honorable Lok Adalat for settlement then the case is sent to the Committee headed by Secretary Govt. Punjab Department. Of Transport Chandigarh for further advice giving complete facts of the case. The Committee after going through all the facts on record decides whether the settlement should be effected in Lok Adalat or not. The settlement in Lok Adalat is effected on receipt of Permission/Advice from committee.

c) OTHER COMPLAINTS BY PASSENGERS If a passenger has a complaint while traveling in the buses of Punjab Roadways/PUNBUS buses, he can enter the complaint in the complaint book kept with the conductor of the bus. The complaint book will be submitted each day by the conductor along with his cash in the cash branch. All complaint books carrying a complaint will be segregated and in cases of a) Misbehavior b) Overcharging The conductor will not be issued a new ticket box till he appears personally before the general manager of the concerned depot and explains his position. All complaints will be marked to the competent officer and preliminary inquiry will be conducted based on the facts of the complaint. If the general manager feels that a face-to-face inquiry is required to ascertain the facts of the complaint, he will appoint an inquiry officer from a depot, which is nearest to the place of residence of the complainant. All such proceedings will be completed in not more

than 45 days and the complainant will be informed of the outcome of his complaint within this time and the disciplinary/corrective action taken. If there is no complaint book with the conductor or if the conductor refuses to hand over the complaint book to the complainant then the complaint can be forwarded in writing to any of the following addresses or to the general manager of the depot to which the bus belongs. 1. The complaint will be inquired into in the depot receiving the complaint and the inquiry will be completed within 45 days and a copy of inquiry report will be forwarded to the complainant along with the corrective action taken and punishment given to the erring staff. In case no action is taken on the complaint within the specified time or if the complainant is not satisfied with the outcome of the complaint, the complaint can be forwarded to the:
