September 2, 2013, Dear Members: One of our members received a ridiculous and cowardly racially charged letter in the South Patrol Division public district in basket; and it was addressed to the member. I have received several inquiries concerning how the Ethical Society of Police (ESOP) is responding to this threat; and what support the Organization is lending to the affected member. First, on behalf of our affected member, I thank everyone for the outpour support and abundance of concern given to his overall well being. Second, I thank each of you for inquiring about the responsive actions of the ESOP. This reemphasizes the loyalty, confidence, and trust you have in your Organization during stressful moments. This continues to be a significant message regarding the value of the ESOP as opposed to other organizations, and even some Department personnel. I have often equated the ESOP to a fraternity, in that it should be a safe haven for its members; a place where members will be provided a comprehensive service package, to include guidance, mentorship, support, and protection during various points in their career. To brief everyone on this incident without compromising anyones safety and maintaining the integrity of the investigation, please accept the following broad facts: A third party ESOP member notified me of the affected members receipt of the offensive communiqu. I immediately reached out to the member and met personally with him. Vice President, Andre Smith and ESOP legal counsel were also present. Facts were discussed and preparations for a Department EOC and Internal complaint were pre-structured. Chief Sam Dotson and Lt. Colonel Paul Nocchiero met with the member ESOP Legal counsel and me. The chief sincerely pledged to initiate a thorough investigation, exhausting all available resources to find all those responsible for this act, and hold them accountable. The Chief also pledged to express a zerotolerance attitude toward this and any other senseless acts of racial intimidation. A variety of support services were relayed and available to the member. The member along with the ESOP and legal counsel met with the Internal Affairs Division to launch the official complaint.

The Chief issued a Department-wide message denouncing such behavior and publicly pledging to firmly maintain zero-tolerance toward such idiotic and cowardly behavior.

In the immediate future, the ESOP will call a special meeting to address all concerns on this issue. Further, we will discuss actions to help create a secure environment that will discourage racial intimidation antics for anyone who may feel confident intentionally (or subconsciously) doing so.
