SPECIFICATION
1 This specifications covers requirements for design, fabrication, testing, installation and commissioning of 500 KVAr APFC capacitor bank for real time pf correction at 66 KV Substation, ISAC campus, Bangalore 17. General The switchboard shall be metal clad, totally enclosed, rigid, compartmentalized design, floor mounting, air insulated, extensible cubicle type for use on medium voltage power, 3 phase 4 wire 50 cycles system. 0 The equipment shall be designed for operation in high ambient temperature of 55 C and high humidity tropical atmospheric conditions. Means shall be provided to facilitate ease of inspection, cleaning and repairs for use in installations where continuity of operation is of prime importance. Standards The equipment listed below shall conform to tie requirements shown: Specifications for low voltage switchgear and control gear assemblies IS 8623. Copper bus bars Grade E 91 E of IS 5081 Type and Construction The switchboard shall be of: Sheet steel enclosed, indoor floor mounted freestanding cubicle type. Made up of the requisite vertical sections modular type which when Coupled together shall form continuous dead front switchboards. Dust, vermin and damp proof and enclosure protection of not less than IP 54. Capacitors shall be assembled on removable earthed plates / rails which shall be removable from the front of the panel. Readily extendable as required by the addition of vertical sections after removal of the end covers. The MCCBs shall be lockable. Adequate numbers of axial fresh air fans / Exhaust fans with Suitable MCB Control and Thermostat shall be provided to limit the cubical temperature within limits. Ambient temperature must comply with EN 60831 1 / 2 standard. Minimum of 2 nos of fresh air fans and 2 Nos of exhaust fans with capacity of minimum of 80 air changes per hour shall be provided per panel. Each vertical section shall comprise: A front-framed structure of rolled/folded CRCA sheet steel angle section of minimum 3 mm thickness rigidly bolted together. This structure shall house the components contributing to the major weight of the equipment such as switchgear, main horizontal bus bars, vertical risers and other front mounted accessories. The structure shall be mounted on a rigid base frame of ISMC 100 Channel. The design shall ensure that the weight of the components is adequately supported without deformation or loss of alignment during transit or during operation. A cable chamber housing the cable end connections and power or control cable terminations. The design shall ensure generous availability of space for ease of installation and maintenance of cabling and adequate safety for working in one vertical or horizontal

section without coming into accidental contact with live parts of the adjacent section. A cover plate at the top of the vertical section, provided with a ventilating hood where necessary. Any aperture for ventilation shall be covered with a perforated sheet having less than 1mm diameter perforations to prevent entry of vermin. Front and rear doors fitted with dust excluding neoprene gaskets with fasteners designed to ensure proper compression of the gaskets. When covers are provided in place of doors generous overlap shall be ensured between sheet steel surfaces with closely spaced fasteners to preclude the entry of dust. The working height of the panel shall not be more than 2000 mm unless otherwise specified and maximum height of switch operating handle shall not be more than 1800mm from FFL. The total depth of the panel shall be adequate to cater for proper cabling space. Doors shall be of minimum 14-gauge sheet steel and covers and partitions of 16 gaugesheet steel. All sheet steel work forming the exterior of switchboards shall be smoothly finished, leveled and free from flaws. The corners shall be rounded. The Components in the switchboards shall be so arranged as to facilitate ease of operation and maintenance and at the same time to ensure necessary degree of safety. Components forming part of the switchboards shall have the following minimum clearances: a. Between phases 25 mm b. Between phases and neutral 25 mm c. Between phases and earth 25 mm d. Between neutral and earth 19 mm Creep age distances shall comply to those specified in relevant standards. All insulating material used in the construction of the equipment shall be of non-hygroscopic material treated to withstand the effects of high humidity, high temperature and tropical ambient service conditions. Functional units such as circuit breakers, MCCBs, etc. shall be arranged in multi-tier formation except that not more than two air circuit breakers shall be housed in a single vertical section. Metallic and/or insulated shrouding shall be provided within vertical sections and between adjacent sections to ensure prevention of accidental contact with: Main bus bars and vertical risers during operation, inspection or maintenance of functional units and front mounted accessories. Cable terminations of one functional unit, when working on those of adjacent units. All covers providing access to live power equipment or circuits shall be provided with tool operated fasteners to prevent unauthorized access. Provision shall be made for permanently earthing the frames and other metal parts of the switchgear by two independent distinct connections. Only CRCA steel sheets shall be used for fabricating the cubicle. Thickness tolerance for sheets shall be as applicable in relevant IS. Metal Treatment and Finish The panel sheeting shall be machine pressed with punched opening for meters, indication lamps, relays etc. All steel works used in the construction of switch boards shall have undergone a suitable rigorous metal treatment process so as to remove oxide scales and rust formation and to facilitate a durable coating of the paint on the metal surfaces and also to prevent the spreading of rust, in the event of the paint film being mechanically damaged. Enclosures of the panel shall be painted with silicon based Fire/Heat resistant coating. The coating shall withstand a temperature of more then 600 degree centigrade and shall have covering capacity of not less then 14 sq.mtrs/liters. The panel shall be powder coated with siemens gray (RAL 7032) paint. Bus Bars The bus bars shall be housed in non-segregated sheet steel compartments in the cubicle at convenient locations with provision for access to the buses from the front of the panel. The bus chamber and the breaker cubicle shall have inter panel fire barriers.

The bus bars shall be air insulated and made of high conductivity, high strength aluminum alloy complying with the requirements of IS 5082. The busbars shall be suitably braced with non-hygroscopic supports to provide a through fault withstand capacity of 50 KA RMS symmetrical for one second and a peak short circuit withstand capacity of 150 KA minimum. The neutral as well as the earth bus shall be capable of withstanding the above fault level. Large clearance and creep age distances shall be provided on the bus bar system to minimize the possibility of a fault. High tensile GI bolts, nuts and spring washers shall be provided at all busbars joints. The continuous rating of the busbars shall be 125% of the rated current. Maximum o temperature of the bus and the connections shall not exceed 85 C. The busbarss shall be of liberal design for the required current rating. However, the cross sectional area of the bus for various ratings shall not be less than as specified below: The main phase bus bars shall have continuous current rating throughout the length of each power control center and the neutral bus bars shall have a continuous rating of at least 50% of the phase bus bars. Connections from the main busbars to functional circuits shall be arranged and supported so as to withstand without any damage or deformation, the thermal and dynamic stresses due to short circuit currents. All bus bars and tapping shall be provided with color-coded sleeves for phase identification All joints / tapping points of the buses shall be suitably shrouded to prevent accidental contact. The bus bars shall be made of high conductivity high strength E91E aluminum alloy suitable for 440 volts 3phase 4 wires 50 Hz supply. The bus bars shall be suitably supported with non-hygroscopic supports to provide a fault withstand capacity as specified. High tensile bolts and spring washers shall be provided at all bus bar joints. Fish plates of equal type and size shall be used at all joints. An earth bus of size not less than 50% of Phase bus current rating, aluminum strips shall be run throughout the length of switchboard at top or bottom as required. ACB Air Circuit Breaker. Standard Ratings: ACB shall be air brake, draw out type, modular in construction and conforming to IEC 60947 and IS 2516 with latest amendments. The ACB shall be suitable for operational voltage of 415 V AC +/- 10 %, 50 Hz o The ACB at its rated current shall be suitable for operation in tropical humid climate at 50 C o and Relative humidity up to 90 %. Circuit breaker shall need no deration till 55 C. The ACB shall have a service breaking capacity rating of 65 ka for rated current upto 1600A, All ACBs can be reverse fed without compromising on the performance. The circuit breaker shall be suitable for isolation according to IEC60 947-part 2. ACB Shall be suitable for switching operations of 500 KVAr capacitor banks. Construction: The air circuit breakers shall have continuous rated current from 1000 to 6300 A as specified in schedule. Breakers with similar rating and frame size shall be interchangeable. The air circuit breaker shall be of draw out type and in 3 poles and 4-pole versions for appropriate application as per schedule. The neutral pole shall have the same rating as the other poles for all ACBs Main Contacts Assembly: Physical contact wear indicator shall be provided to indicate the erosion of the contacts.

A mechanical indicator shall be provided on the front face of the circuit breaker such that it indicates the OFF condition when contacts are separated by proper distance such that circuit breaker is suitable for isolation. Drive Mechanism: The ACBs shall be both manually and electrically operated and motorized spring charging. Stored energy mechanism shall be provided in all cases to ensure closing of the breaker independently. Provision for manual spring charging and manual closing of breaker shall be provided to operate breakers in case of emergencies. All electrical operating mechanisms shall be suitable for remote operation by SCADA and PLC. ACBs shall be provided with mechanical anti-pumping feature. The ACBs shall have trip free mechanism, which prevents closing of circuit breaker during fault even if it is under process of closing. Castle key lock wherever asked for shall be provided on the ACB itself. Facility shall be provided to remove the castle key only when ACB is in OFF condition and it is ensured that contacts are separated. Draw Out Mechanism: The circuit breaker shall have 3 distinct and separate positions on the draw out frame. These are namely service position, test position and isolated position. It shall be possible to padlock the drawn out ACB in the, test and isolated positions on the guide frame. For safety purpose it shall be possible to padlock the shutters and guide rails in the absence of the circuit breaker. Withdrawal portion of the circuit breaker shall be removable from the guide frame only when it is ensured that breaker is in OFF condition and the contacts are separated suitable for isolation only when the free fall safety mechanism is manually defeated. The free fall safety mechanism shall be non-sticky and auto reset type. Main plug-in contacts of the guide frame shall not have joints to avoid the heat generation and possibility of loose contacts inside the cubicles. Jaw contacts of the plug-in main contacts shall be detachable from the guide frame to ease the maintenance. Standard Features: The ACBs shall provide as a standard feature the following. Mechanical indicator in the front panel. - Contact position indicator [ON / OFF]. - Stored energy status indicator. - Connected / Test / Disconnected position. OK indicator [Mechanical] when all trip and off condition are eliminated and breakers can be closed on ON signal. The ACB shall be provided with minimum 6 nos. Normally open and 6 nos. Normally closed spare auxiliary contacts, wired and available exclusively for external use. The manual charging handle and mechanical close/ open push button shall be in the front and be an integral part of ACB. Safety Interlock: The door of ACB compartment shall be interlocked to prevent access when in connected position. It shall however be possible to defeat the interlock in an emergency. Interlock shall be provided to ensure closing of ACB only in serviced Test and isolated positions of draw out ACB.

Mechanical off pushbutton shall have suitable locking arrangements with passing on mechanism of locking arrangement to the electrical closing system also for carrying out maintenance of downstream loads. It shall not be possible either to isolate the breaker from the connected position, or to plug it in from the isolated position keeping the breaker closed. The breaker should invariably trip if it is attempted to withdraw or plug in keeping it on, well before it disconnects from bus bar or travels close to bus bar respectively. Inadvertent withdrawal of the circuit breaker too far beyond the supports shall be prevented by suitable mechanical stops, which are detachable for maintenance purposes. Access to the accessories of the circuit breaker like Motor, Shunt trip mechanism etc shall be prevented with the ACB in ON condition. Protections: The protection shall be served by the Microprocessor based release. The release should be modular in construction for ease of up gradation or addition of facilities in future if required. Release shall have LCD scrolling display. Display shall be such that it is possible to visualize the parameters when observed while standing, even if the breaker is mounted at the ground level. A correlating flasher alarms shall be provided for all ground level breakers for which display is at a different level. Display shall be rotate able type. Same release shall have the communication module. Communication protocol shall be Modbus or other open bus protocol. Communication capable release shall signal the temperature inside the breakers and the temperature inside the panels. Release shall be provided with the rating plug to enable the circuit breaker to be used for the lower current settings without changing the current transformer. Protection parameters under such scenario shall be proportional to the current detected by the rating plus. Release shall have an option to provide the safety lock to prevent the resetting of the release. Standard release shall have remote diagnostic, configuration or protection parameters setting, maintenance management via Ethernet or internet. Other Standard Features: The ACBs shall be equipped with an integral self powered microprocessor based current release, which works on true R. M. S value for ensuring accurate protection. The protection unit should meet the EMI / EMC requirement as per latest standard. Integral test facility to test healthiness of release and the ACBs shall be provided on the overcurrent release. Test facility shall check the internal wiring and tripping solenoid of the circuit breaker. It shall be possible to conduct the test condition in ON condition with the option of trip. Trip indicator display shall be provided to display the exact nature of fault [i.e. O / L, S/ C, E/F etc.] that caused tripping of circuit breakers. Operating Mechanism: The operating mechanism shall be of robust design, with minimum of linkages to ensure maximum reliability. Manually operated circuit breakers shall be provided with spring operated closing mechanisms, which are independent of speed of manual operation. Electrically operated breakers shall have motor wound, spring charging mechanism. Breaker operation shall be independent of the motor, which shall be used solely for charging the closing spring. The operating mechanism shall be such that the breaker is at all times free to open immediately when the trip coil is energized. Mechanical operation indicators shall be provided to show open and closed positions of the breaker. Electrically operated breakers shall be additionally provided with mechanical indications to show charged and discharged conditions of the charging spring. Means shall be provided for slow closing and opening of the breaker for maintenance purposes and for manual charging and closing of electrically operated breakers during emergencies.

Housing of Circuit Breaker: Circuit Breakers shall be individually housed in sheet metal castle provided with hinged doors. The breaker along with its operating mechanism shall be mounted on a robust carriage moving on guide rails with rollers within the castle, isolating contacts for both power and control circuits shall be of robust design and fully self aligning. The assembly shall be designed to allow smooth and easy movement of the breakers within its castle. The breaker shall have three distinct positions within the castle as follows: Service position: with main and auxiliary contacts connected.

Test position: with power contacts fully disconnected and control circuit contacts connected. Isolated position: with both power and control circuit contacts fully disconnected. It shall be possible to achieve any of the above positions with the castle doors closed. Mechanical position indicators shall be provided for the three positions of the breakers. 3.13.2 3.13.3 Automatically operated safety shutters shall be provided to screen the fixed isolating contacts when the breaker is drawn out from the castle. The moving portion of the circuit breaker shall be provided with a heavy duty, self-aligning earth contact, which shall make before and break after the main isolating contacts during insertion into and withdrawal from the service position of the breaker, even in the isolated position earth connection shall persist positively to the breaker through earthing contact. Auxiliary switches directly operated by the breaker operating mechanism and having 6 NO and 6 NC contacts, shall be provided on each breaker. MCCB - Moulded Case Circuit Breaker General The Moulded Case Circuit Breaker shall be incorporated in the switchboard wherever specified and shall be of the current limiting type upto 630 A. Ratings with Icu of 70 KA. MCCB shall conform to IS 13947-1 & 2 / IEC 60947 (part I and II / section 1). It shall be suitable for Horizontal and Vertical mounting and line load reversibility without any de-ration. MCCB shall be suitable for 3 Phase 433V. The MCCB shall be available in 4 pole versions with 100% neutral. It shall have tropicalisation as a standard feature. The MCCB cover and case shall be made of high strength heat-resistant and flame-retardant thermosetting insulating material. The operating handle shall be quick make, quick break, trip - free type. Current Transformers: Resin Cast Type Current transformers shall comply with the requirements of IS 2705. They shall have ratios, outputs and accuracy as specified/required. All CT's shall be of resin cast type unless otherwise specifically called for. All CT's shall be of bar type primary or suitable for the cable given type and size.

For all the CT's suitable type and size clamps are to be supplied for mounting in the switchboards. Polarities and terminal markings of primary and secondary shall be clearly marked on all CT's. Secondary rating of the CT shall be 5 amps and primary shall be as required. Protection class shall be 5P10-O/C, E/F, RPR and class 1 for metering Instruments and Meters All instruments and meters shall be enclosed in dust proof, moisture resistant black finished cases and shall be suitable for tropical use. They shall be calibrated to read directly the primary quantities. They shall be accurately adjusted and calibrated at Works and shall have means of calibration, check and adjustment at site. Indicating Instruments. Indicating instruments shall be true rms flush mounted with digital displays and with build in selector switch. Cable Terminations Cable entries and terminals shall be provided in the panel to suit the number, type and size of aluminum / bimetal copper conductor power cables and copper conductor control cable specified in the detailed specifications. Provision shall be made for top or bottom entry of cables as required. Generous size of cabling chambers shall be provided with the position of cable gland and terminals such that cables can be easily and safely terminated. Barriers or shrouds shall be provided to permit safe working at the terminals of one circuit without accidentally touching that of another live circuit. Cable risers shall be adequately supported to withstand the effects of rated short circuit currents without damage and without causing secondary faults. Cable sockets shall be of tinned copper and of the crimping type. Control Wiring All control wiring shall be carried out with 660/1100V grade single core PVC cable having stranded copper conductors with minimum cross section of 1.5Sqmm for potential circuits and 2.5Sqmm for current transformer circuits. Wiring shall be neatly bunched, adequately supported and properly routed to allow for easy access and maintenance. Wires shall be identified by numbered ferrules at each end. The ferrules shall be of ring type and of non-deteriorating material. They shall be firmly located on each termination so as to prevent free movement. Terminal blocks shall be of 500 Volts grade and of stud type. Terminal blocks shall have a suitable current rating of 10 Amps and shall be shrouded. Provisions shall be made for label inscriptions. At least 20% spare terminals shall be provided on each panel and these spare terminals shall be uniformly distributed on all terminal blocks. Terminal blocks for current transformer secondary leads shall be provided with test links and isolating facilities. Also current transformer secondary leads shall be provided with short circuiting and earthing facilities. There shall be a minimum clearance of 250mm between the first row of terminal blocks and the associated cable gland plate. Also, the clearance between two rows of terminal blocks shall be a minimum of 150mm. Labeling Every switchboard, switchboard controls contactor, switchgear, time switch, relay, indicator lamp, meter. Capacitor, link and any control or protection equipment within or on a switchboard shall be clearly and accurately anodize. Labels shall be engraved laminated plastic or photo anodized rigid aluminum and shall comply with the following requirements. Except where otherwise required, labels shall be fixed adjacent to, but not on any item of equipment. Engraved lettering shall be black on a white background, except that the label for a main switch shall have red lettering on a white background, and warning and caution labels shall have white lettering on a red background. The minimum height of lettering shall be 3mm and of sufficient definition to allow easy reading. Labels shall be securely fixed by: (a) Screws and adhesive, or (b) Fixed in an extruded aluminum section which shall be countersunk screw fixed or countersunk riveted to the panel. Screws shall be tightened with nuts or into tapped holes in the switchboard. Mechanically expanded plastic rivets of minimum 6mm head diameter are acceptable instead of screws. Aluminum rivers may be used to fix aluminum labels only. Self-tapping screws, thread-cutting screws or other fixings are not acceptable. 440 V Caution board in three language (i.e. English, Hindi and local language) shall be provided on each panel board. Tests General The routine tests shall be conducted as per IS standards on APFC and shall comprise Inspection of the Switchboards including inspection of wiring and electrical operational and functional tests where necessary and Checking of protective measures and electrical continuity of the protective circuits. Dielectric Tests Insulation resistance of the power circuit between each pole and the earth and that between the poles shall be measured. Insulation resistance of all secondary wiring between phase and earth shall be measured. Insulation test shall be carried out both before and after high voltage test. High Voltage Test A high voltage test with 2.5 kV for power circuit and 1.5kV for Control Circuit, Duration one minute shall be applied between each pole and earth and between poles. Test certificate shall be submitted along with panel. Above-mentioned tests shall be carried out twice. Once at manufacturer works and other at site before commissioning of the panels. Drawings

After the award of the contract the contractors shall submit three copies of the following drawings for approval of the Department. Outline dimensional drawing of the PCC showing the general arrangement indicating the follow a) Busbar clearances; b) Power and control / communication cable entry points; c) Configuration of bus bars d) Details of support insulations and spacing; e) Outgoing power cable termination arrangements. Single line diagram of power control center showing protection, metering, etc; Wiring diagram for communication and control wiring. Cubicle wiring diagram. Screen printed single line diagram of the panel clearly indicating details such as rating of incoming, outgoings, CT, PT, metering, busbar etc in A4 or suitable size shall be permanently fixed on suitable location on front side of the panel. Soft copies of all the drawings shall be submitted at the time of drawing approval and also completion drawing after completion of the work. Installation and Commissioning New panel is required to be installed in place of existing panel. Maximum length of the Panels shall be worked out based on available space and existing bus duct opening. Tenderers are advised to visit site before quota ting their rated or before designing the panels. The power control center shall be installed over the cable trench / cable pit using suitable size of MS channel including grouting of the channel with necessary bolts and nuts. Proper earthing of PCC shall be done by using two independent copper / GI strip of sizes as indicated in the schedule. The channel shall be painted with one coat of red oxide primer and two coats of anti corrosive enamel paint of proper shade as directed by the Department. Before transportation of the switchboard assemblies to the ISAC substation, manufacturer / panel builder is required to conduct certain routine tests at the manufacturers factory to verify the electrical characteristics and also to verify compliance with the requirements laid down in specification of panels and approved drawings. The panels shall be installed over the cable trench / cable pit using suitable size of M S Channel including grouting of the channel with necessary bolts and nuts. All cable terminations shall be done as standard practice. Proper eating of Panels shall be done by using two independent copper / GI strips of suitable sizes. The channel shall be painted with one coat of red oxide primer and two coats of anticorrosive enamel paint of proper shade as directed. Before commissioning the switchboard installation, it is necessary to carry out pre commissioning tests and checks in order to insure trouble free service. Pre commissioning tests After completing the installation work and carrying out the pre commission checks, panels shall be subjected to the following tests irrespective of the fact that routine tests were conducted on panels at the manufacturers works. 1. Insulation resistance check. 2. Power frequency high voltage withstand test. 3. Functional / operational checks. 4. Test for protective arrangements.

Insulation resistance check

Insulation resistance of switchgear assemblies and control gears are measured using insulation tester of appropriate voltage rating. The rating of the insulation tester shall depend on the insulation voltage level of the installation. The rating of insulation tester shall be 500 volts for LT and 5000 volts for HT panel. The reading of the insulation value shall be recorded after one minute of application of the test voltage. Minimum insulation value for LT panel shall be 1 Meg Ohm and minimum of 200 Meg Ohm for HT panel. Insulation resistance shall be measured in between phases, each phase and earth and between neutral and phases. The ambient temperature at the time of insulation resistance measurement shall also be recorded. Each panel shall be subjected to High voltage test only if the insulation resistance is above permissible limit. After the high voltage test, the insulation resistance is again measured at it will be ensured that the value is more then the permissible limit. 2. Power frequency high voltage withstand test. Test voltage of 2.5 KV rms for LT panel and 25 KV rms for HT panel shall be applied between a. All live parts and the frame of the panel. b. Each pole and all other poles connected to the frame of the panel. High voltage tests are conducted using HV test sets of adequate rating. The test voltage shall be practically sinusoidal with frequency between 45 Hz and 65 Hz. Test voltage shall be increased steadily to the specified value within few seconds. The test voltage shall be maintained for one minute. There shall not be any puncture or flash over. High voltage test shall be conducted only if the insulation resistance measured above is within permissible limits. Functional and operation tests. Operations of switchgears and connected assemblies shall be done for a minimum of 5 times to ensure smooth and trouble free operation. Switching operation including draw out may be done in service, test, and isolate position to verify the correct alignment of withdraw able parts and cubicles and interlocked shutters and switchgears. It shall be ensured that every part of the assembly function satisfactorily. Test for protective arrangements. It is necessary to ensure that there is no deviation from the approved protection scheme and also that the different components of the protective system operate in the correct sequence. The following tests shall be conducted on the protection arrangement.. Check the setting of relays and releases for the intended coordinated operation. The relay and the release setting shall correspond to actual operating conditions. Check the fuse and MCCB Settings to conform that there is marginal overload protection in addition to short circuit protection. Test all the relays and releases manually and see that all control gears are operative. Check whether the required AC and DC supply is available at the supply points of the control supply. All the security regulations must be strictly followed inside the campus. No assistance in the form of manpower or material will be provided by the Department except for those already mentioned in this document. Party shall furnish detailed program regarding execution of the work in the bar chart and CPM chart format. Work execution program shall be submitted within 15 days of the award of PO. On approval of the same by Department, this execution program and shall become essential part of the contract. For competing installation work of panel in time, it is required that party to bring spare tools and equipments in addition to the ones regularly used like Welding Machine, Gas torches, Drilling machines, Grinding machines, Connected safety equipments, Gas cylinders, Welding rods, skilled and unskilled labours etc. All necessary Safety precautions have to be taken while working on High / Low voltage panels and equipments like welding, grinding, drilling machines, and while moving heavy objects and / or working inside cable trenches and tunnels. To ensure safe operation of works trained, experienced and certified workers will have to be engaged for works and always works have to be supervised by qualified and experienced group supervisors and site engineers who have to ensure safe and timely execution of works. 1. General
Supply, Installation, Erection, Testing and Commissioning of 1.20 meter, 13/16 strand grid Security power fence above the existing 700-mtr eastern stone masonry wall by replacing the existing barbed wire fencing at ISAC, Bangalore. The supply and installation of the system will have to meet all relevant national and International standards viz. IS 8437 1993, IS 302-2-76, IEC 1011 or equivalent. 2. System Description 2.1. General 2.1.1. Operation The system shall be integrated multi-wire electric fence, which combines, ! An active deterrent system that gives safe but painful electric shock touched by an intruder. ! A physical barrier designed to delay attempts to penetrate or scale it. ! A psychological deterrent consisting of warning signal mounted at regular intervals. ! A zoned intruder detection sensor designed to detect with a high probability of detection attempts to penetrate or scale the system or to tamper the system, and which is immune to false alarm. All detection zones shall be continuously monitored whether the deterrent system is active. ! The system should offer the facility to tension alarm to be in cooperated within the system design to monitor displacement of the system wiring in attempt to sabotage or to defeat the system. 2.1.2. Fitness for purpose All the components of the system shall be specifically designed for security applications. Components designed for agricultural purposes shall not be used. 2.1.3. Standards The system shall comply with the requirements of BS 4737 and BS EN 60335-2-76. 2.1.4. Approvals The system shall be licensed as Secured by Design and shall be tested by the latest lab. 2.2. Construction 2.2.1. Configuration The system shall consist of a horizontally spaced grid of conductive wires, configured as alternative high voltage active and low voltage active wires each connected in a monitored loop. The grid wires shall be supported by a specially made carrier fence comprising insulated components and supports, which shall be mounted at the top of the compound wall. The carrier fence posts shall be not more than 3 meter apart with 13/16 -wire system. The highest wire in the grid shall high voltage wire. The spacing between adjacent wires in the electrified security system shall be no greater than 100 mm apart. The system to be mounted on inside the wall of the wall, the lowest wire shall be mounted 150 mm below the top of the wall and shall be placed not less than top of the wall the lowest wire shall be spaced not less than 25 mm from the wall and capping and no greater than 30mm.

Separation between the wires and any earthed metal on the wall shall be at least 25 mm. 2.2.2. Posts The wire shall be stretched between end strain posts attached to the wall and supported between end strain posts by intermediate posts also attached to the wall. The end strain posts shall be mounted not more than 50 mtr apart. The end strain posts shall be fabricated from 3 mm steel formed into a T section with double thickness of metal down the center. The intermediate posts shall be fabricated from 2 mm steel formed into a T section with the double thickness down the center for use as a fixing channel. The end strain and intermediate posts shall have8 mm dia. holes provided every 50 mm in the double sections for use as insulator and fixing holes and be galvanized to BS 729 and BS EN ISO 1461. The end strain and intermediate posts shall be attached to the wall using a combination of standard brackets, straps, clamps, bolts and security screws. The brackets, straps and clamps shall be zinc and cadmium plated to BS 1706. Insulators. The wires shall be attached to the end strain and intermediate posts using purpose designed frangible insulator assembled which will break away if attempts are made to use them as a climbing aid. The insulators shall be manufacturered from UV stabilized gray polypropylene and 0 0 have an operating temperature range of 30 C to +60 C. All insulators and end strain insulators shall have at least 2 isolation barrier discs of 30 mm dia and 10 mm between to prevent high voltage leakage to ground due to buildup of dust. At zone ends the wires shall be connected to end strain insulators with integral wire hooks designed to release under excessive pressure, which attach to the fixing holes in the end strain posts. Wire The wire shall be zinc and aluminum coated 2.0 mm diameter high tensile steel wire 2 with a minimum tensile strength of 1,340 N/mm . Each wire shall be tensioned during installation to a nominal 8 Kg using a compression spring. The use of ratchet tensioners shall not be permitted. All the wires in the grid shall be monitored. Adjacent high voltage wires shall be configured into a high voltage detection zone as a series loop and electrically connected together close to the end strain posts using pre-formed links of the same wire and secured by corrosion resistant tamper proof aluminum crimps. Adjacent low voltage wires shall be configured into a low voltage detection zone as a series loop and electrically connected together close to the end strain posts using pre-formed links in the same wire and secured by aluminum crimps. 2.2.5. Warning Signs The presence of the electric security fence shall be clearly be identified by prominently placed warning signs which comply with BS EN 60335-2-76. The signs shall be legible from both the secure and non-secure areas.

2.3. Control Equipments 2.3.1. Configuration The control system shall be operated by LCD keypads and shall be self-contained with inputs and outputs for arming / disarming / remote testing and monitoring. The total system shall be controlled and monitored by an industrial grade PC with latest configuration like DVD reader, combo reader etc. The specification of the PC has to be approved by the Department.

The HV/LV control equipments shall be suitable for minimum of 5 zones and shall be configurable to create any number of zones as required by the department later. Each control equipment shall be of two or four zones only. Control equipments more than 4 zones is not acceptable. The system shall be fail-safe and operate from 12 volts Dc in standby mode. The 0 0 equipment shall have an operating temperature range of 40 C to + 70 C at relative humidity of 0% to 95% non condensing. 2.3.2. Housing The control equipment and standby battery shall be enclosed within a lockable IP65 weather resistant enclosure fitted with a tamper switch, separate from the system control and alarm logic and mounted close to the zone(s) with which it is associated. It shall connect to the control equipment via fully monitored low voltage wiring. The control equipment to be mounted at high level on the protected wall. The top of the housing to be sloped without ledges to prevent it from being used as a climbing aid. 2.3.3. Standby facility The standby battery shall be capable of operating the system for at least 10 hrs in the event of power failure of the primary power source of power. Operation The control equipment shall generate high voltage pulses for each zone with a open circuit peak voltage of 8 KV and controlled energy of 1.2 joules and peak voltage of 4 KV when operating into a 500 ohm load. The minimum inter pulse period shall be 1.2 seconds. The each control equipment shall in cooperate alarm detection and ministering for each wire of the system. The high voltage alarm detection circuitry shall be adjustable to detect when the return voltage drops below either 4 KV or 2 KV. The high voltage alarm detection circuit shall be adjustable to detect when either 1 or 3 consecutive high voltage pulses are below the preset voltage threshold. The low voltage detection circuit shall detect when the low voltage loop is open circuited, shorted to the high voltage loop or shorted to ground for more than one second. The control equipment shall be capable of operating in the low voltage detection mode only, or in the low voltage and high voltage detection modes together. There shall be separate independent relay outputs for the high voltage and low voltage alarms for each zone. The re shall be independent open collector outputs for the high voltage and low voltage alarms which shall be capable of switching additional relays for interfacing with CCTV, Flood lights or other control, alarm or monitoring system. The high voltage equipment shall give the status of the following functions,

The control equipment shall consume not more than 50 mA per zone when operation in the low voltage mode and not more than 300 mA per zone when operating in the low and high voltage mode. 2.3.5. Synchronization It shall be possible to synchronizing the high voltage pulse from all the zone interfaces using a single low voltage connection between the units. Remote operation It shall be possible to enable and disable the high voltage output pulse remotely for each zone via a fail safe single low voltage control signal from any standard alarm control system. In addition it shall be possible to remotely complete fully functional electronics testing of each zone. Zone isolation The shorting together of wires in any zone in the system shall have no impact on the characteristics or operation of the remaining zones. It shall be possible to arm and disarm the high voltage loop of any zone independent of the status of the other zones in the system. 2.3.8. Master Controller The control equipments shall be integrated to the master controller through the addressable modules of 8 inputs and 2 outputs. These addressable modules shall be connected through a RS 485 multi drop bus to the master controller. Whenever an alarm is received it shall be possible to identify the zone in the graphic format of the drawing of the fence wall. Since the alarm in the area is very critical it shall be possible to locate the alarm within no time. 2.3.9. Master Controller

The control equipments shall be integrated to the master controller through the addressable modules. These addressable modules shall be connected through a RS 485 multidrop bus to the master controller. Following information shall be made available at the master controller. 1. Zone wise high voltage alarm, 2. Zone wise low voltage alarm, 3. Zone wise High voltage on, 4. Tamper alarm for each control equipments, 5. HV loop continuity, 6. LV loop continuity, 7. HV detection on. Following functions shall be controlled by the master controller. 1. Zone wise high voltage isolation, 2. Zone wise low voltage isolation, 3. Zone wise Test. The master controller shall be connected to the PC through the RS 232/ 485 interface and graphics software shall be installed in the PC. The graphic software shall be user friendly. Whenever an alarm is received it shall be possible to identify the zone in the compound is very critical it shall be possible to locate the alarm within no time. 2.4. Wiring 2.4.1. Lead-out cable: Connections between the zone inter phase and the zone wires shall be made using high voltage insulated cable. The cable shall be of XLPE type of suitable size as per department. 2.4.2. Control wiring: Connections between the control unit and zone interface shall use low voltage wiring. Wiring between the high voltage interfaces and power supplies shall be 12V DC or 28V DC. The use of 230V AC to power the high voltage interfaces shall not be permitted. 2.4.3. Installation: Lead out cables shall not be installed within the same containment as low voltage, control and data cables.
