Full rehab of Bagacay Mines to take 4 more years - MGB

FR. ROY CIMAGALA WINS CAMMA AWARD. In ceremonies held at the SM Cinema Cebu on September 1, Fr. Roy Cimagala was declared Best in Column Writing by the Cebu Archdiocesan Mass Media Award (CAMMA). This was his fourth award given by the same body. He writes for The Freeman in Cebu, Leyte Samar Daily Express in Tacloban and in a number of other newspapers all over the country, putting some inputs of Christian faith and morals into the issues of the day. He considers his work as a form of apostolate of public opinion and a way of reading the signs of the times. Fr. Cimagala previously received this biennial award in 2005, 2009 and 2011 editions of CAMMA. He is currently chaplain of Paref-Southcrest School in Cebu. He started his column-writing as a hobby. According to him, he now considers it as a very serious business with a heavy load of responsibility toward the Church and society.

TACLOBAN CITYAt least two mayors here in Leyte could have benefitted from the scam allegedly initiated by now detained Janet Lim Napoles. This was disclosed by a source who told Leyte Samar Daily Express that he personally met the brains behind the P10 billion pork barrel scam sometime in August, 2009. According to the source, who requested not to be named, the two mayors here in Leyte came up with projects amounting to millions of pesos. One of the projects involved a potable water system that cost about P65 million while the other project, a water impounding system, cost to page 7

OL traps distributed to dengue prone areas


TACLOBAN CITY -Ovicidal-larvicidal or OL traps are currently being distributed to places with many reported dengue cases in Eastern Visayas. According to Regional Director Edgardo Esperancilla of the Department of Technology-8 (DOST-8), the giving out of OL traps is now ongoing in different schools nationwide to control the population of dengue-carrying Aedes mosquitoes. The first priority of the system are those places with high incidents of recorded dengue cases particularly in schools and other areas in the region. Thus, DOST-8 is planning to coordinate with teachers of different schools in the region to collect their reports of the first phase of implementation is done. Before distributing the OL traps, the Department of Health (DOH) will first determine the areas with most recorded dengue cases. DOH takes the responsibility of allocating more than P30 million for the procurement of OL traps this year though OL trap was developed by DOST. Further trainings will also be conducted by DOST to assess the classroom teachers on new ways of monitoring in their respective schools and on how to use the OL traps. Under the Generics Act of 1988, physicians are required to indicate the generic names of all drugs prescribed whether through a personal prescription pad or a doctors order sheet in the hospital chart. It is required that generic names of all drugs must always be written first before a brand name which is optional and placed in parenthesis. Said act also enables adequate supply of drugs with generic names at the lowest possible cost and endeavour to make them available for free to indigent patients; and likewise, it encourages the extensive use of drugs with generic names through a rational system of procurement and distribution. In connection with this, a series of activities will be conducted by the DOH-8 and its partner agencies. MGB seeks help of mining firms to conduct geohazard mapping in EV


TACLOBAN CITY The Mines and Geosciences Bureau (MGB) has asked the assistance of large scale miners in conducting geohazard mapping surveys in Eastern Visayas. Recently, the MGB and large scale mining firms have signed a memorandum of agreements on partnership of the governments geohazard mapping and assessment program We really need the help of mining companies in conducting 1:10,000 scale geohazard mapping assessment because we only have one geologist in our office , said MGB regional mine management division chief Romulo Babatugon. Two mining firms have already signed an agreement in the conduct of geohazard mapping in their covered area. These are the King Resources Mining Corporation operating and Cambayas Mining Corporation with mineral production sharing agreement in Eastern Samar. Babatugon said that two other firms signified their interest to participate the program in Leyte - Strong Built (Mining) Development Corporation and Northern Access Mining Corporation. Their covered area is just confined in their permit area. We will also validate the output of their assessment report, he added. The 1:10,000 scale mapping is designed to be a more detailed and comprehensive assessment. Villages and sitios will be saturated in the new mapping scale. The assessment will indicate evacuation and relocation sites as well as permanent danger zones, according to MGB. Babatugon said the mines bureau is targeting to complete new geohazards mapping and assessment of within the next two years. Participation in geohazard mapping will be credited to the companys Social Development and Management Program (SDMP) and Corporate Social Responsibility commitment. The program has been pushed for years in response to the increasing negative impacts of natural disasters. However, budget constraint and lack of personnel hindered the program. This year, the MGB is seeking to complete the geohazard survey and assessment among 16 builtup areas in the region. These are Almagro, Samar; Liloan, Libagon, Anahawan, Hinundayan in Southern Leyte; Inopacan, Leyte; Caibiran, Biliran; Biri, Lavezares, San Roque, Pambujan, Bobon, Lope de Vega, Gamay, and Mapanas in Northern Samar; and Villareal, Samar. Permit to cut trees already issued for Burauen-Albuera road project


TACLOBAN CITY The Community Environment and Natural Resources Office (CENRO) in Palo, here in Leyte, revealed that a permit to cut trees has already been issued by the central office of the DENR for the Burauen-Albuera road project under the Second Leyte Engineering District Office (LEDO). According to CENRO Manuel Ferreras, with the Burauen area under their jurisdiction, their office made an assessment of the affected trees at the ongoing multi-million road project, and submitted the same to the Department of Environment and Natural Resources (DENR) central office. The permit was granted about two weeks ago, which means the 2nd LED can now continue their road project, Ferreras said. In the final assessment, around 41 trees are affected which are mostly dipterocarps or what is more popularly known as Lawaan. Following Executive Order No. 26 or the National Greening Program and EO No.23-the logging moratorium, DPWH must secure clearance from DENR Manila before they can proceed with their project involving cutting of trees. It can be recalled the strict rules on cutting of trees forced the DPWH second LEDO to stop civil works in Villa Corazon, the last village of Burauen, Leyte before the boundary of Albuera town. Newly assumed 2nd LED district engineer Carlos Veloso earlier said that completion of the BurauenAlbuera road is among his priorities for 2013. The 36.22-kilometer road opening project started in 2008. It traverses some rebel-infested villages in the borders of northern and western Leyte. Time to be cautious

t certainly was commendable of Pres. Benigno Aquino III, when he came to power, to rally the entire nation to go against all forms of irregularities. Its a campaign that earned him the distinction as anti-corruption President, quite different from the previous executives whose similar campaign was mostly up to words, less action. Now that the so-called mother of all scams involving Janet Lim Napoles was unearthed, the more that P-Noy had earned the peoples trust on his political will to uproot corruption in our society. His efforts paid off, and these resulted in increased investments and a vibrant economic atmosphere. The citizens likewise rejoice that somehow, they made no mistake in yet hoping for a better Philippines that is rid of lthy anomalies. Indeed, the fall of Napoles into the hands of authorities is a great milestone, knowing that she is said to be the brains behind the ten-billion-peso pork barrel scam. This development is expected to yield more discoveries of mas-

sive corruption involving high-ranking ofcials in government. As early as now, many senators and congressmen are already being identied, and expectedly, more are yet to be pinpointed. At this point, however, P-Noy should be extra prudent and cautious. In case his political allies in various government agencies are found to have conspired with Napoles, he must be quick to discipline them and not resort to covering up their misdeeds. Doing the latter would be his greatest mistake, because if he is really serious in annihilating corruption in this country, he should respect no one, even if it means ring his most loyal allies. At this very moment, thats exactly what his critics and enemies are vigilant about for P-Noy to make slight mistakes which they can blow up to great proportions in order to get even, and so they could pick on him in this era of fault-nding and mudslinging. One such false move and his anti-corruption achievements could avalanche.

Amid the high cost of living


In the midst of todays rapidly rising cost of living, the prices of goods and commodities soaring high, some employers in the corporate world remain insensitive to their workers plight. They dont give the latter a raise, nor de-load them consequently of their numerous tasks. In short, the latter are highly exploited. Supposedly, employers need not wait for labor laws and ordinances to remind them about their responsibilities to their employees. They need not wait that the workers would stage a protest, or take to the streets to voice their sentiments. Just by looking at these poor workers hardly eating three times a day is more than workers. Prices of goods keep going up, yet their salaries remain the same, some for decades already. To some workers, all they get are additional tasks, no raise. To some others, they get salary reductions instead of raise. And though their employers could see that their family needs are increasing amid the soaring cost of living, these source of income prove too calloused to see their plight. Most employers could not realize that, if workers are disgruntled, the latters work quality is diminished. This is a matter between quality and commercialized outputs. Workers, being experts of what they

But, no, instead of raising workers salaries, some employers instead look for ways to lower the already insulting pay. They take advantage of the workers silence, and the latters inability to express their desires for fear of being red. Employers are quick to threaten disgruntled work-

ers with dismissal, which could lead to hunger. Between starvation and low wages, lowly workers normally go for the latter. And so the exploitation perpetuates. Worse, this could further lead to physical, mental, and other forms of abuse, the strong and powerful imposing their will on the voiceless and the helpless. Thank You very much. God bless us all. For Archbishop Du, celebrating and participating in the Thanksgiving Mass is not the only way the people of God could express their gratefulness to Him. Doing sincere service to others and being humble are among the ways that man could give thanks to God. Further he exhorted that leading a life pleasing to God is itself a way to thank God for all the miracles happening in every mans life each day. In a televised Sunday Christian Bible service, Friends Again, aired on September 1, the pastor named Bishop Luis Santos stressed the lessons that could be derived when chilling phenomenon transpires such as typhoon happen. He said it is an occasion to turn to God. It develops in one person the fear of God, and for the people to turnhad been an effective strategy among big-time prisoners. We know too well that many inmates suffering more serious illnesses in overcrowded jails are not getting needed treatment for their ailments. These lowly and helpless poor criminals are surely in less-favorable conditions than the criminals who plunder our public coffers. With Janet Lim Napoles declaring herself to be sick, people are concerned that such pronouncements are another ploy of conditioning the public that she is following the steps into the suite of where top ranked ofcials and high-prole criminals suddenly suffer from common symptoms. When chilling phenomenon transpires


On August 31 this year, a mammoth of crowd swarmed the Sto. Nio Church in Tacloban City to be one with the local media and the local church in celebrating the rst anniversary of the August Thirty-One Magnitude 7.6 Earthquake Miracle (ATOM 7.6) in a Thanksgiving Mass celebrated by His Excellency Archbishop John Forrosuelo Du, DD. Beyond the expectation of the ATOM convenors, the myriad of faithful who came to hear the mass spilled over to the plaza located across the Churchs main door. It was in itself a miracle, as Rev. Fr. Amadeo Corpuz Alvero, one of the convenors, remarked at the altar lectern before the nal blessing in said Thanksgiving Mass. Archbishop Du himself, likewise, enunciated in his homily that the presence alone of the people, their being able to participate in the celebration of the Holy Sacrice of the Mass that Saturday evening was a miracle. He said further that

TACLOBAN CITY -Frustrated by the relentless violence in the city, which reveals of teenagers involvement in various crimes, the city council is ready to revisit the controversial possibility of imposing a curfew hours from 10 p.m. to 5 a.m. for minors, or those aged 17 and below. However, they are still on the process of studying it to determine how the proposal will be implemented, if it is not a violation of childrens human rights. It was learned that the city council would hold a meeting with the police and the Bureau of Fire Protection to address the curfew questions as well as other law enforcement issues. According to Vice Mayor Jerry Sambo Yaokasin, enforcing night time curfew is a proactive way in curbing gang violence or gang activities. They saw curfews as a way to involve parents, as a deterrent to future crime, and as a way to keep juveniles from being victimized, Yaokasin told Leyte Samar Daily Express. According to Yaokasin, aside that curfew gives the police probable cause to stop someone they think is suspicious, this makes the streets safer especially at night.
