About
Resident Council of Spring Terrace is a
nonprofit association founded in 2006 by
the residents of Spring Terrace. We
empower our members to participate in
enhancing, managing and protecting their
home and the quality of life of their
community through our strength in
numbers. We are independent of our
property management, yet are partners in
assisting our members become self-
sufficient and contributors of the
community.
Resident Council of Spring Terrace is a
member of St. John's Neighborhood
Association in Austin, Texas.
Eligibility
All residents of Spring Terrace are eligible
to join and are automatically enrolled as
members.
Non-Discrimination
No person may be denied membership,
participation in any of the Association
meetings or activities, or election or
appointment as an Officer or a head of a
Committee on the basis of race, creed,
sex, religion, national origin, sexual
orientation, or disability.

collect any dues. Anyone may contribute
by dedicating their time to any activity that
is most important to them.
Meetings
All regular membership meetings are held
monthly on the second Monday in the
Third Floor Lounge at the Spring Terrace
property. A majority of the Officers or any
15 members may request a special
membership meeting by submitting a
notice to the Chair. All regular, special,
and Steering Committee meetings are
open to the public unless personnel, real
estate, or litigation matters are being
discussed.
Officers
Every year, the Members elect a Chair,
Co-Chair, Secretary, and a Treasurer to
serve for one-year terms. Officers may
serve two consecutive terms after which
they must rotate to another position for
one year before re-serving. No person
who is an employee of Foundation
Communities may serve as an Officer. A
secret election takes place during the last
month of the year.
Committees
All decisions adopted by the Members are
carried out by a Steering Committee. All
officers and heads of other committees
make up the Committee.
Additional committees are appointed by
the Members at any meeting and assist
the Steering Committee in carrying out the
Open Records
All books and records are available for
inspection by submitting a written request
to the Secretary.
Funding
We partner with Foundation Communities
and its resident services in planning and
hosting resident and community activities.
They give us a set amount of funding per
year to assist us in hosting these
activities.
