Instructions
Purpose of examination
To determine compliance with applicable US laws and regulations and the following International Maritime Organisation (IMO) and International Labour Organisation (ILO) Conventions. 1. 2. 3. 4. 5. 6. International Convention for the Safety of Life at Sea 1974, as amended (SOLAS 74) International Convention on Load Lines 1966 as amended (ICLL 66) International Convention for the Prevention of Pollution from Ships 1973, as modified by the Protocol of 1978 (MARPOL 73/78). Standards of Training Certification and Watchkeeping for Seafarers 1978 (STCW 78) International Regulations for Preventing Collisions at Sea 1972 (COLREGS 72) Merchant Shipping (Minimum Standards) Convention 1976, (ILO 147)

Procedures
During all examinations and re-examinations complete Section 3, Examination of Documents. Following this, conduct a general walk through of the vessels navigation, accommodation, cargo and machinery spaces; examine the items listed in Section 4, the General Examination. Annual examinations should include testing of specific equipment, and conduction operational testing and emergency drills with the vessels crew. The examination should be conducted to the extent necessary to determine that the vessel, its crew and equipment comply with the applicable domestic and international laws. If the vessels certificates are valid and the boarding teams general impression and visual observations reveal no serious deficiencies and confirm a good standard of maintenance, the inspection should be terminated at this point. If, however, one or more of the following conditions exist, complete Section 5, Expanded Examination: 1. 2. 3. 4. 5. 6. 7. 8. the vessels certificate(s) are clearly invalid; evidence that vessel logs, manuals or other required documentation are not on board, are not maintained, or are falsely maintained; evidence from a general examination that serious hull or structural deteriorations or deficiencies may exist; evidence from a general examination that serious equipment deficiencies may exist; evidence of serious operational shortcomings, i.e., officers/crew not familiar with essential ship board operations of equipment; evidence of cargo and other operations not being conducted safely; involvement of the vessel in incidents due to failure to comply with operational requirements, such as, a spill or collision; indications that key crew members may not be able to communicate with each other or with other persons on board.

Note : The above list is not all inclusive, as there may be other conditions which, in the opinion of the boarding team, warrant an expanded examination . It is not necessary to complete the entire expanded examination section during each boarding. The boarding team need only complete that section of the expanded examination in which the serious deficiencies, as noted above, were discovered.

SOLAS 48, 60 & 74 citations are listed (as shown below) under each examination. To determine which convention applies to a particular vessel: 1. 2. 3. retrieve the vessels keel laid or similar stage of construction date from the Safety Construction or Safety Equipment Certificate; using that date, select the applicable SOLAS convention from the chart below; apply the citation listed for that convention.

For example, if a vessels keel was laid on 1 December 1967, use the SOLAS 60 citation, if no SOLAS 60 cite is listed, the requirement does not apply to that ship. If the expression SOLAS 74 amended (all vessels) appears, the particular requirement applies to all vessels regardless of their date of build. Additionally, SOLAS requirements vary by gross tonnage.
