By LOU CHIBBARO JR. lchibbaro@washblade.com In a little-noticed development, the U.S. Embassy in Moscow last month selected one of the leaders of a Russian LGBT sports group to participate in a sports exchange program in the U.S. organized by the State Department. Lesbian athlete Elvina Yuvakaeva, co-president of the Russian LGBT Sport Federation, arrived in Washington last week with a vemember delegation of Russians working on the 2014 Winter Olympics set to take place in Sochi, Russia Feb. 7-23. Under the State Departments International Visitor Leadership Program, Yuvakaeva and the Russian delegation will visit several cities to meet with professional U.S. sports teams and organizers of past Olympics games in Atlanta and Salt Lake City. The meetings are aimed at providing information helpful

Responding to criticism, court expands staff to accommodate post-DOMA marriage surge

Superior Court announced last week that it has increased its staff and added two additional rooms for its Marriage Bureau to meet a sudden increase in demand for marriage licenses and courthouse weddings from same-sex couples. Among other things, a court ofcial said one of the additional rooms would be used to interview applicants seeking a marriage license and the other would be used to perform wedding ceremonies. Court observers, including gay and lesbian couples applying for marriage licenses, told the Blade last week that applicants often had to wait between two and three hours in a single packed waiting room to have their applications processed. Others said couples requesting to get married at the courthouse had to wait at least two months for their ceremony to be scheduled. When we realized that our current stafng and space did not accommodate the recent demand for our services, we added staff and converted space to meet the need, said Duane Delaney, the Clerk of the Superior Court. In a statement released on Friday shortly after the Blades report chronicling the delays, Delaney said in the last two months the court saw the number of people applying for a marriage license more than double. Court spokesperson Leah Gurowitz told the Blade that the budget sequestration imposed by Congress resulted in a hiring freeze on the federally funded D.C. courts since April 1. She said the additional staff members assigned to the Marriage Bureau have been

Correspondents Association approved the Blades application to take part in the pool along with Buzzfeed and the U.K.-based Guardian. The duty entails having a reporter monitor the president on a rotating basis to inform other members of the press about his activities within the Capital Beltway. Car slams into Baltimore gay bar


Grand Central, the popular Baltimore gay bar in Mount Vernon, received a jolt just before 9:30 p.m. on Sept. 16. A white sedan driven by Donnell Tyrone Ray, 18, careened into the pub entrance on Eager Street after crashing into a pick-up truck carrying containers of white paint. The paint spilled all over the outside of the bar and the sidewalk. It sounded like an explosion, Larry Neiser, Grand Centrals operations manager who was tending bar in the pub section at the time, told the Blade. I immediately got out from behind the bar to check on the security person at the door and the few patrons who were inside. Everyone was OK. Ray, the alleged driver of the car, was being pursued by Transit Police following an attempted trafc stop. The vehicle, according to MTA spokesman Terry Owens, did not have headlights on and was traveling in the wrong direction on Park Avenue, a one-way street. The car did not stop and ran a red light before it hit the pick-up truck. Ray attempted to ee on foot but was apprehended by MTA ofcers a short distance from the bar. He was placed under arrest; charges are pending. Both Ray and the unidentied driver of the pick-up truck received minor injuries. The accident, according to Neiser, resulted in broken windows, damage to the pubs vestibule as well as damage to the exterior including the patio, planters, tables and chairs. There was also damage from the spilled paint. Insurance adjusters immediately began the task of having the area cleaned up. There was no cost estimate of the damage immediately available. Possible hate crime charge in drag assault case


Prosecutors with the U.S. Attorneys Ofce told a D.C. Superior Court judge last week that the ofce is considering classifying as a hate crime an assault charge led against the second of two women accused of attacking a gay male drag performer in June at a D.C. carryout pizzeria. The disclosure by prosecutors that they may upgrade the charge of simple assault against Raymone Harding, 28, to a bias-related offense that could result in a stiffer penalty came one week after they made a similar announcement for co-defendant Rachel Manna Sahle, 22. The two women were arrested a week and a half after they were captured on video dragging Miles Denaro by the hair across the oor of the restaurant after knocking him down and punching and kicking him. Denaro reported that the women called him a faggot and tranny during the assault. Denaro said he was dressed in womens clothes at the time of the incident. He said he had just nished a

drag performance at the nearby Black Cat nightclub. The video, which was taken by one of the customers at the restaurant near 14th and U Street, N.W., went viral after the customer posted it on a website that caters to hip-hop music enthusiasts. At the time of their rst court appearance in early July, a judge released Harding and Sahle on their own recognizance on the condition that they stay away from Denaro. During Wednesdays court hearing, Judge Juliet McKenna scheduled a status hearing for Harding on Sept. 20 at 9:30 a.m., the same time and date the judge last week ordered Sahle to return court for a status hearing. ALBERT DAUPHIN, 60 Albert Arthur Dauphin died Sept. 8 at age 60, according to his brother, Paul Dauphin. He was gay and had been a Washington resident. He died of pneumonia complicated by CIDP (chronic inammatory demyelinating polyneuropathy). Born to the late Everett and Florence Dauphin on May 22, 1953 in St. Johnsbury, Vt., Dauphin graduated from St. Johnsbury Academy in 1971 and received a bachelors degree in history from Lyndon State College in 1975. Dauphin was in the hospitality business until he became disabled in 2002. He began his career with Tauk Tours in 1975 and continued his association with them for 15 years as a

Remembering Sean Sasser


AIDS activist spent nal year in D.C.; memorial is Saturday
By JOEY DiGUGLIELMO joeyd@washblade.com Michael Kaplan and his late partner Sean Sasser had a circuitous romantic life. The two met in 1991 and worked together waiting tables at the same bar in Minneapolis. But both were dating other people at the time and several months later, Sasser moved to San Francisco, a move that would prove life altering. While there, he met, dated and eventually married Pedro Zamora, a romance memorably captured on MTVs Real World: San Francisco during its third season in 1994. Kaplan and Sasser met again in 1996 at a conference and dated for about two years, some of which was long distance. They were apart for several years but reconnected in 2006 and spent the last six years living together. Sasser, a long-time AIDS activist and pastry chef, spent his nal year in Washington with Kaplan. He died Aug. 7 of HIV-exacerbated mesothelioma, a rare lung cancer Kaplan says Sasser was likely exposed to while working with asbestos xing up old houses in his native Detroit decades ago. Sasser, born Oct. 25, 1968, was 45. A public memorial service is planned for Saturday at 11 a.m. at National City Christian Church at Thomas Circle in Washington. Real World cast members Judd Winick and Pam Ling will speak along with Phill Wilson, president and CEO of the Black AIDS Institute, and Douglas Brooks, chair of AIDS Uniteds Board of Trustees and a member of the Presidents Advisory Council on HIV/AIDS. Kaplan is the president and CEO of AIDS United. He spoke with the Blade at length this week about his relationship with Sasser. After many years of working various jobs and each being in different cities at different times, Kaplan and Sasser moved to Washington last fall. Alarmed by a health scare in May, the two got married in June. Kaplan says it was a long-term, committed serious relationship in which we both talked about and planned our futures together. At one point in Oregon, the two were foster parents of a child named Alice who lived with them from the time she was 4 to 6. Sasser had lived with HIV for 25 years; Kaplan for 20. Kaplan says Sasser went quickly. He probably lost 60 pounds in the last nine weeks of his life, Kaplan says.

He was a real solid guy. On June 17, they conrmed that this thing in his lung was cancerous. By July, it was conrmed as stage four mesothelioma. He had one round of chemo, but it was just too aggressive. Doctors said he wasnt strong enough for another round. And by Aug. 7 he was gone. Kaplan says he has a strong network of friends and is doing as well as can be expected. Its a lot of change right now, he says. Sasser is survived by his mother, Pat Robinson Sasser, and a sister, Staci White. Both are expected to attend the service this weekend. Sassers father died a few years ago. After Zamoras death in November 1994 just hours after the last episode of his season of Real World aired Sasser, whod been rejected by the Navy for an HIV-positive test, traveled widely speaking at colleges about HIV. He worked with Health Initiatives for Youth, GLAAD, Human Rights Campaign and the AIDS Alliance for Children Youth & Families. He was appointed by President Clinton to the Presidential Advisory Council on HIV/AIDS. Kaplan says after about four years of AIDS advocacy work, Sasser was ready to return to his rst love cooking.

He says Sasser never mentioned to people he met that hed been on Real World, but would conrm it if people recognized him and brought it up themselves. He had a few boxes of Real World mementos and a couple photos with President Clinton packed away in boxes. He took them with him each time he moved, but never unpacked them. He didnt hide it, but hed moved on, Kaplan says. In Portland especially, hed really built up quite a place for himself as a pastry chef at a hotel there, The Nines. They had two restaurants and he oversaw a lot of banquets and that type of thing there. He loved the precision of baking and training others how to do it. The topic of Zamora wasnt taboo among them, Kaplan says, and Zamoras name would come up occasionally. Kaplan recalls watching the 2008 biopic Pedro with Sasser and remembers him saying how hard it is to see someone else portray you (DaJuan Johnson played Sasser in the lm). Although Kaplan says Sasser would have been shocked that so many media outlets reported his death, he says Sasser was quite aware of the visibility his Real World appearances had afforded him. He denitely knew that it was a real

landmark for this young, gay couple, two men of color with HIV, to be shown getting married, Kaplan says. For so many people, it was some of the rst public faces of HIV theyd seen. They were the rst face of many things as young, queer men of color. Sean totally understood the magnitude of that and never shunned it. He didnt seek attention, but he knew that if having his face out there would make a difference, he was happy to do so. Kaplan says one thing that might surprise people about Sasser was his love of children. He mentored several kids affected by HIV in both Portland and Atlanta. If Sean had had his way, we would have had three kids and a house, Kaplan says. He loved music, he loved baking, he loved traveling and he loved children. Virginia gubernatorial candidates to debate in McLean on Sept. 25

LAVERS mlavers@washblade.com A new poll shows former Democratic National Committee Chair Terry McAuliffe continues to maintain a slight lead over Virginia Attorney General Ken Cuccinelli in the commonwealths gubernatorial race. The survey of 1,005 likely Virginia voters that Quinnipiac University conducted between Sept. 9-15 found McAuliffe ahead of Cuccinelli by a 44-41 percent margin. Seven percent of respondents said they support Libertarian gubernatorial candidate Robert Sarvis. The Quinnipiac University survey comes on the heels of a Rasmussen Reports survey that found McAuliffe ahead of Cuccinelli by a 45-38 percent margin. A poll that Public Policy Polling conducted on behalf of the League of Conservation Voters between Aug. 2728 found McAuliffe ahead of Cuccinelli by a 44-37 percent margin. Nine percent of respondents said they support Sarvis. We never put much stock in a single poll, but with more than half of Virginians nding Cuccinelli and his extreme social agenda unfavorable everyone should expect to see the Cuccinelli campaign become more and more desperate in the nal weeks of the campaign, McAuliffe campaign spokesperson Josh Schwerin told the Washington Blade. Cuccinelli campaign spokesperson Anna Nix noted the race remains close. As voters learn more about Ken Cuccinellis record of ghting for Virginia and Terry McAuliffes record of putting himself rst at the expense of workers, they are going side with the attorney general, she told the Blade. With each passing day, the energy and enthusiasm on the ground in support of Cuccinelli grows and with less than 50 days, our campaign is working to deliver victory on Nov. 5. Quinnipiac University released its survey two days after Cuccinelli and McAuliffe led their latest campaign nance reports. Cuccinelli reported he raised $5,687,527.04 between July 1 and Aug. 31 and spent $6,106,440.89 over the same period. His campaign nance report also indicates the Republican

Cher declines to perform at Olympics


MALIBU, Calif. Cher said she turned down a request to perform at the 2014 Winter Olympics in Sochi, Russia, over the countrys law that bans gay propaganda to minors. It was hard in one way to say no, but in another way its a no-brainer, she told Reuters earlier this week. You cant do it. Your heart doesnt let you go there. Cher, whose son Chaz Bono is transgender, is the latest celebrity to speak out against Russias gay propaganda ban. Andy Cohen told E! News last month he turned down a request to co-host the 2013 Miss Universe pageant that will take place in Moscow in November, in part, because he didnt feel right as a gay man stepping foot into Russia. Gay actor Wentworth Miller declined an invitation to attend this months St. Petersburg International Film Festival as its guest of honor in a letter to festival organizers in which he came out.

NYC man killed in anti-gay attack


ELMHURST, N.Y. A New York City man faces a second-degree murder as a hate crime charge after he allegedly stabbed a man to death because he was reportedly blowing kisses at him. The New York Daily News reported Steven Torres, 22, told New York Police Department detectives he repeatedly stabbed Ever Orozco, 69, under the subway tracks on Roosevelt Avenue in Queens Elmhurst neighborhood on Monday afternoon. The NYPD said Torres also faces charges for allegedly stabbing a co-worker at a Manhattan construction site whom he said blew kisses at him on Sept. 12. Orozcos death comes roughly a month after Islan Nettles, a transgender woman, was beaten to death in an intersection in Manhattans Harlem neighborhood. The NYPD said Elliot Morales fatally shot Mark Carson, a gay Brooklyn man, in Greenwich Village in May during what it has classied as a hate crime. We are extremely concerned about this disturbing trend of violence against our communities, Anti-Violence Project Executive Director Sharon Stapel said.

Pa. conversion therapy ban proposed


PHILADELPHIA Two Pennsylvania lawmakers plan to introduce a bill that would prohibit mental health providers in the commonwealth from trying to change the sexual orientation of gay minors. State Reps. Brian Sims (D-Philadelphia) and Gerald Mullery (D-Luzerne Country) said in a press release their measure would prohibit mental health providers in Pennsylvania from engaging in conversion therapy. State Sen. Anthony Williams (D-Philadelphia) has introduced a similar bill in the state Senate. Its time to protect Pennsylvania children from this quackery that can inict years of harm for those who manage to survive it, Sims said. New Jersey Gov. Chris Christie last month signed a bill that bans conversion therapy for gay minors in his state.

Governors Association made $3,740,132.44 in in-kind contributions to his campaign during the same period. McAuliffe reported his campaign raised $7,355,246.09 between July 1 and Aug. 31, and spent $8,357,719.66 during the same period. His campaign nance report notes the DNCs Political Party Committee made $15,618.84 in inkind contributions to his effort to defeat Cuccinelli between July 1 and Aug. 31. McAuliffes campaign nance report also indicates Planned Parenthood Virginia, the NextGen Climate Action Committee, the Service Employees International Union and the Sierra Club are among the groups that have also contributed to his campaign. Virginia Democrats and LGBT rights advocates have repeatedly criticized Cuccinelli; Republican lieutenant gubernatorial candidate E.W. Jackson and state Sen. Mark Obenshein (R-Harrisonburg,) who is running for attorney general, over their opposition to marriage rights for same-sex couples and other gay-specic issues. Chief Justice John Roberts last month denied Cuccinellis request to place a stay on a three-judge panels March ruling that struck down Virginias anti-sodomy statute while the U.S. Supreme Court considers his appeal of it. Cuccinelli said during a debate against McAuliffe in July that Judy Woodruff of PBS NewsHour moderated that his personal beliefs about the personal challenge of homosexuality havent changed. When I knock on doors in Northern Virginia, it is clear to me that voters are starting to pay attention, state Del. Rob Krupicka (D-Alexandria) told the Blade on Wednesday. I regularly hear about womens rights and equality from voters concerned about how our state is perceived in the rest of the country. State Del. focused on getting the job done instead of fearing discrimination. The Family Research Council didnt respond to the Washington Blades request for comment on whether the Chambers neutrality on ENDA was helping its opposition to the bill. Despite the general satisfaction, some LGBT advocates say an endorsement from the Chamber would bring the organization into alignment with the companies it represents and provide a much needed boost to ENDA. Michael Fleming, executive director of the David Bohnett Foundation, which contributes funds to LGBT causes, said having the Chamber endorse ENDA would have a positive impact. So many companies big and small are on the record supporting policies like ENDA, because they know theyre both the right thing to do and good for their bottom lines, Fleming said. Having the Chamber endorse ENDA would likely reect the internal policies of their members. It would also, I think, move some members of Congress from considering supporting ENDA to fully and publicly endorsing the bill. Gregory Angelo, executive director of the Log Cabin Republicans, said hes comfortable with the Chambers current position on ENDA, but the organization could help by coming out in favor of the bill. Eagerness to know the Chambers position on ENDA comes up a lot in my meetings with Republicans on the Hill, Angelo said. Knowing that the Chamber is neutral on ENDA is always welcomed; having their full support would only help bring more Republican supporters to the bill.

Endorsement would help bring more GOP lawmakers on board


By CHRIS JOHNSON cjohnson@washblade.com Amid growing support for the Employment Non-Discrimination Act from companies large and small ahead of an expected Senate vote this fall, the nations largest lobbying group representing business and trade interests remains neutral on the legislation. The U.S. Chamber of Commerces neutrality on ENDA is noteworthy in the aftermath the AFL-CIO adopting a resolution to redouble efforts to pass the bill. Blair Latoff Holmes, a Chamber spokesperson, afrmed the Chambers neutrality on ENDA adding the organization continues conversations with both supporters and opponents of the bill. Since ENDAs introduction, the Chamber has been in contact with proponents of the bills, both on the Hill and off, Holmes said. Consistent with our prior positions on the bill, the Chamber remains neutral on ENDA. Holmes didnt respond to a follow-up email asking whether any change could be made to ENDA to win the Chambers endorsement. But LGBT advocates working to pass the bill say theyre happy with the Chambers neutrality on ENDA because the lack of interference of a powerful business lobbying group enables Republicans to support the bill. Tico Almeida, president of Freedom to Work, said the neutrality of the Chamber on ENDA is a huge victory considering the group regularly opposes expansions of workplace protections proposed to Congress. It may be that the Exxon Mobils of the world, who are dragging their feet on LGBT workplace fairness are the reason

the Chamber cannot get to an ofcial yes, Almeida said. But regardless of the reasoning, the Chambers neutrality is incredibly helpful and we raise their neutrality when we speak to Republican senators, Republican members of the House and Republican staff on Capitol Hill. Still, Almeida said hed like the Chamber to come out in favor of the legislation. He declined to comment on whether Freedom to Work has had conversations with the Chamber to convince the organization to support ENDA. The Chamber was neutral on ENDA in 2007, when a gay-only version of the bill lacking trans-inclusive language came to a vote on the House oor. Matt McTighe, campaign manager for Americans for Workplace Opportunity, said he doesnt expect the Chambers neutrality to change even though many companies have now expressed support for ENDA. The fact that the U.S. Chamber of Commerce does not oppose ENDA is helpful, McTighe said. While we dont expect the Chamber to alter their current position, an ever-increasing number of businesses of all sizes in the U.S. do support the legislation. Earlier this month, as McTighe noted, UBS and Moodys two leading nancial services rms joined the business coalition of Fortune 500 companies and small businesses that have come out in support of ENDA. Jeff Cook-McCormac, senior adviser to the pro-LGBT Republican group American Unity Fund, said his group is working with members of the business community to pass ENDA when asked about his views on the Chambers position. The private sector has been leagues ahead of government on non-discrimination for years, CookMcCormac said. Business and labor leaders alike both recognize that nondiscrimination is not only the right thing to do, its the best policy for businesses that need to compete for talented individuals and want their employees

Religious exemption triggers debate over ENDA


NEW YORK The appropriate scope of the religious exemption in the Employment Non-Discrimination Act continues to stir debate as a prominent marriage equality advocate last week made a surprise endorsement of narrowing the broad provision in the bill. Evan Wolfson, president of Freedom to Marry, said he shares the grave concerns expressed by the American Civil Liberties Union over the religious exemption which he said would carve coverage by certain kinds of entities for LGBT people during a panel as part of Freedom to Works premiere Situation Room in New York City. I do have grave concerns about the specic language in the specic bill, Wolfson said. Thats one of the points of difference I have with Freedom to Work on this current bill. Currently, ENDA has a religious exemption that provides leeway for religious organizations, like churches or religious schools, to discriminate against LGBT employees. That same leeway isnt found under Title VII, which prohibits religious organizations from discriminating on the basis of race, gender or national origin. Wolfson and Tico Almeida, president of Freedom to Work and proponent of the religious exemption, were the lone speakers on the second panel of the day. Wolfsons main purpose on the panel was to talk about the lessons the campaign to pass ENDA can learn from the marriage equality ght. Almeida initially responded by saying the religious exemption has value in allaying concerns from Republican lawmakers who are undecided on ENDA. I would say that in a bunch of Republican meetings we spend a majority of the time talking about the religious exemption and exactly how it will apply, what the case law is, Almeida said. Almeida co-wrote the current version of the religious exemption when working as a staffer for Rep. George Miller (D-Calif.). It was passed as an amendment on the U.S. House oor in 2007 to a gay-only version of ENDA by a vote of 402-25. Almeida qualied his support for the religious exemption by saying he believes religious organizations shouldnt be able to receive federal funds if they discriminate against LGBT people. But, Almeida continued, the mechanism to prohibit this discrimination isnt ENDA; rather, it should be a workplace non-discrimination executive order signed by President Obama.

Senate conrms lesbian attorney for judgeship


Kaplan to serve on U.S. Court of Federal Claims
By LOU CHIBBARO JR. lchibbaro@washblade.com The Senate voted 64 to 35 on Tuesday to conrm President Obamas nomination of lesbian attorney Elaine D. Kaplan for a 15-year term on the United States Court of Federal Claims. Kaplan currently serves as acting director of the U.S. Ofce of Personnel Management. She will become the second out gay person to serve on the specialized court, which hears cases brought by citizens against the federal government to recover monetary damages. Eleven Republicans joined 51 Democrats and two independent senators to vote for Kaplans conrmation. Thirty-ve Republicans voted against her conrmation. One Democrat, Sen. Max Baucus of Montana, did not vote, becoming the only Democratic senator that did not vote to conrm Kaplan for the post. Among the Republicans voting for Kaplans conrmation were Sens. John McCain (R-Ariz.), Orin Hatch (R-Utah), Saxby Chambliss (R-Ga.), and Susan Collins (R-Maine). Fair-minded people everywhere should be proud to have Elaine Kaplan as the latest trailblazer to take a place on the federal bench following a bipartisan conrmation, said Human Rights Campaign spokesperson Fred Sainz. in all areas of public service, but as a community that so deeply cherishes the virtues of fairness and equality, there is a unique power in seeing role models like Kaplan preside over a court of law, Sainz said. Kaplans conrmation follows President Bill Clintons appointment of lesbian attorney Emily C. Hewitt as a Federal Claims Court judge in 1998. Obama appointed Hewitt as that courts chief judge in 2009. Her 15-year term on

the court ends in October. Kaplan has served as general counsel for OPM since 2009 under gay former OPM Director John Berry, who was one of Obamas rst high-level gay appointees. The president named Kaplan acting director of OPM when Berry left the post in April. In August, Obama nominated Berry to become U.S. ambassador to Australia and the Senate conrmed him for that position in August.

Prior to joining the Obama administration, Kaplan worked from 2004 to 2009 as Senior Deputy General Counsel for the National Treasury Employees Union and from 2003 to 2004 as an attorney for the D.C. law rm Bernabei and Katz. Kaplan served from 1998 to 2003 as director of the U.S. Ofce of Special Counsel for a xed ve-year-term after being nominated for the post by President Clinton and conrmed by the Senate.

We will adjust stafng levels as necessary. The statement released by the court said the second ceremony room opened Monday, potentially doubling the number of courthouse marriage ceremonies each day. The Supreme Courts landmark decision in the case of U.S. v. Windsor struck down the provision of the anti-gay Defense of Marriage Act that prohibited legally married same-sex couples from obtaining federal rights and benets of marriage. Now that married same-sex couples are eligible for most of those benets, large numbers of same-sex

couples that had not married in the past are choosing to tie the knot, according to experts monitoring the situation. Since D.C. does not have a residency requirement, many same-sex couples from other states, especially Virginia, are descending on D.C. to get married, according to local gay rights attorney Michele Zavos. Gurowitz said prior to the Supreme Court decision, the court received an average of between 300 and 400 applications for marriage licenses each month. But since the decision was handed down on June 26, the number of couples applying for licenses jumped to 977 in July and totaled 908 in August. Those applying for the licenses said the overwhelming majority of the additional people coming to the Superior Courts Marriage Bureau since the increase began appear to be same-sex couples.

Yuvakaeva said she will also be meeting with U.S. organizers of the 2014 Gay Games, the quadrennial international LGBT sports competition scheduled to take place next summer in Cleveland. In addition, she said she will make use of her U.S. visit to promote a rst-ever LGBT sports competition her organization is planning to hold in Moscow next March called the Open Games. Two years ago our organization was registered as an NGO [nongovernmental organization] by our government, Yuvakaeva told the Blade in a Sept. 15 interview. And our small victory was in the papers, she said, noting that the registration of organizations in Russia is considered a form of government recognition. In our papers the government saw that L means lesbian, G means gay, B means bisexual, and T means transgender, she said. So we understood that the government saw us and we are visible to our government and society. A State Department spokesperson on Tuesday declined to comment on the potential political signicance of the selection of a lesbian sports activist for the U.S. exchange program. Observers of the controversy surrounding calls by some LGBT activists in the U.S. and Europe for a boycott of the Sochi Olympics in response to a recently passed Russian law that critics say subjects gays to persecution are likely to view Yuvakaevas selection as a signal of U.S. opposition to Russias policies on gays. President Obama, who has expressed concern about Russias so-called gay propaganda law, included Russian LGBT activists as part of a contingent of representatives of Russian civic organizations with whom he met during his recent participation in the G-20 international economic summit in St. Petersburg. Quite frankly, Im not going to get into a political thing like that, said Susan Pittman, director of media relations for the State Departments Bureau of Education and Cultural Affairs. I would merely reiterate that these people are selected after their applications are in and theyre reviewed by the embassy and the consulates, she told the Blade. These particular programs we have a number of them throughout the year, Pittman said. They include emerging leaders in a variety of elds in professions, in sports, in the arts, in culture. The whole idea is to bring

these people here in order to be able to establish relationships with their American counterparts. Yuvakaeva said a U.S. Embassy ofcial approached her and invited her to apply for the exchange program in August while she attended an embassy reception. The reception, to which she had been invited, was held at the embassy in honor of U.S. athletes participating in the 2013 International Association of Athletics Federations (IAAF) track and eld competition that took place Aug. 10-18 in Moscow. Among those attending the reception, Yuvakaeva said, was American runner Nick Symmonds, who created a stir when he spoke out against the Russian law against gay propaganda after receiving a silver medal in the competition. Sports writers said Symmonds, who is gay, became the rst international athlete to criticize the gay propaganda law while on Russian soil. Yuvakaeva said the Russian LGBT Sport Federation was founded in 2010 as a non-political organization with the purpose of promoting and facilitating sports among Russias LGBT community. Among other things, it serves as a representative of the Russian LGBT community on the board of the International Federation of Gay Games. She said Russian authorities have not sought to revoke the groups registration following the approval earlier this year by the Russian parliament of the gay propaganda law, which Russian ofcials

have said is aimed at protecting minors from homosexuality. According to Yuvakaeva, authorities consider the Russia LGBT Sport Federation to be in compliance with both the propaganda law and a separate law banning certain organizations from receiving money from foreign groups or governments on grounds that the Russian sports group is non-political. The only thing is we couldnt invite minors to our events and we wouldnt spread some information among minors about our events because its outlawed, she said in discussing the impact of the gay propaganda law on her group. Concerning the Sochi Olympics, Yuvakaeva said the Russian LGBT Sport Federation opposes calls for a boycott on grounds that it would have a negative impact on the athletes and the LGBT community. My position and our ofcial position is that a boycott of Sochi is a bad idea because the Olympics is a big event which is held every four years, she said. So Olympic athletes are preparing for this event a minimum of four years and it means Olympic athletes cannot compete and dont have an opportunity to win medals. She said her organization also believes a boycott would have a negative impact on public opinion of the LGBT community in Russia and elsewhere. Our suggestion is to ask athletes, for example, at the opening ceremony

to hold hands, she said. Same-sex people can hold hands during the opening ceremony to support LGBT people in Russia and all people. Although she wont use her U.S. visit to campaign against a boycott, she said she will make her views known on the subject when she meets with LGBT sports representatives in the various U.S. cities to which she will travel through this month. Among her priorities during her U.S. visit will be to promote and possibly raise money for the upcoming Open Games next year in Moscow, Yuvakaeva said. In what could be another rst, she said she will ask ofcials of the CocaCola Company to consider contributing money for the Open Games when she and the Russian delegation meet company ofcials during their visit this week to Atlanta. The delegation was scheduled to meet the Coca-Cola ofcials in connection with the companys role as a sponsor of the Sochi Olympics. I want to ask Coca-Cola about these funds because they can make a PR campaign that says, OK guys, were sponsors of the Sochi Olympics. And in the same situation we support LGBT athletes in Russia because we gave some money for the Russian Open Games, she said. So I think it might be interesting for them, Yuvakaeva said. Well see. While Yuvakaeva visits various U.S. cities in her participation in the State Departments exchange program, Konstantin Yablotski, the other co-chair of the Russian LGBT Sport Federation, is in Los Angeles promoting the Open Games on the West Coast. Yablotski, a gure skater who competed in the 2010 Gay Games in Germany, and Yuvakaeva, an avid snowboarder and badminton player, are each committed to advancing LGBT equality in Russia through sports, Yuvakaeva told the Blade. She said the sports planned for the Open Games, for which both LGBT people and heterosexual athletes are invited, are track and eld, basketball, volleyball, badminton, soccer, tennis, table tennis, swimming and crosscountry skiing. Yuvakaeva said that while foreign athletes would be welcome to participate in the Open Games, her organization was still deliberating over the extent to which foreign participation may be possible due to logistical limitations and security and safety issues. Our main goal is propaganda for a healthy sports lifestyle among the LGBT and society, she said.

LAVERS mlavers@washblade.com AMSTERDAM The executive director of the Dutch LGBT advocacy group COC Nederland said during an interview with the Blade earlier this month the International Olympic Committee should take a stronger stand against Russias LGBT rights record ahead of the 2014 Winter Olympics. I dont think theyve done enough to uphold their own charters, Koen van Dijk said during an interview at COC Nederlands Amsterdam ofce on Sept. 4. I dont think its the responsibility of the IOC to be the watchdog of the human rights situation in Russia, but they did make a decision to plan this major event in a country where they knew the situation was bad, where they knew it was deteriorating. The IOC told the Blade last month the Olympics should be open to all, free of discrimination against athletes and others who attend them. It also said those who participate in the Sochi games could face disqualication or loss of their credentials if they publicly criticize Russias gay propaganda ban to minors that President Vladimir Putin signed into law in June. Russian authorities have repeatedly said they will enforce the law during the Sochi games, in spite of repeated assurances the IOC said it has received Van Dijk noted Rutte has spoken out against the gay propaganda law and Russias LGBT rights record very strongly. COC Nederland is scheduled to meet with the Dutch Olympic Committee on Wednesday to discuss the issue going into the Sochi games. Dutch Parliamentarians have also debated the possibility of boycotting the Olympics, but COC Nederland does not support such an action. The LGBT community in Russia is very vulnerable, van Dijk said, noting public opinion in Russia is against gays and lesbians who remain susceptible to anti-LGBT violence. Calling for a boycott would only give power to the anti-gay sentiments in Russia and make them more vulnerable because they would be the international conspirators that have spoiled the big Russian party of the winter games. Van Dijk stressed his organization feels its better to keep communication lines open with the Russians as opposed to boycotting the Sochi games. He also said he feels it is important for COC Nederland and other LGBT advocacy groups to take into account their Russian counterparts who do not support calls to boycott the Olympics. We always want to put the opinion of the people that we are working [with] there in front, van Dijk said. The Russian LGBT movement sent a very clear signal: Dont boycott, but come over and show us your diversity. Make a statement during the games instead of leaving us alone and boycott.

Figure skater Johnny Weir, whose husband is of Russian descent, told CBS News last month he is not afraid of being arrested while in Sochi. Gay New Zealand speed skater Blake Skjellerup said he plans to wear a rainbow pin during the Olympics if he qualies to compete in them. [The IOC] started rst by saying the Olympic games should not be used for political signals, van Dijk noted. After that they banned rainbow signals, which sort of implies that they think giving a voice to either your own sexual orientation or solidarity with other people is a political statement. Van Dijk spoke with the Blade two days before President Obama met with two Russian LGBT rights advocates and seven other human rights activists during the G-20 summit in St. Petersburg. The ongoing outrage over Russias LGBT rights record coincides with the

400th anniversary of friendship between Russia and the Netherlands. COC Nederland in April organized a protest against Russian President Vladimir Putin outside the meeting he had with Dutch Prime Minister Mark Rutte in Amsterdam. A rainbow ag also ew at half-staff over Amsterdam City Hall and at other locations throughout the city while Putin visited. More than 3,000 people last month protested Russias gay rights record during a Kremlin-sponsored concert in Amsterdams Museumplein that van Dijk said was designed to acquaint the Dutch audience with the beauty and diversity of Russian culture. We said well we understand the beauty and diversity of Russian culture and we fully agree, van Dijk told the Blade. But when the same government that is presenting us with this concert is ghting against diversity in their own country, we dont want them to bring any propaganda here. So we decided to precede their concert with our own manifestation.

Frank not interested in chairing Federal Reserve


Former lawmaker cites age, GOP opposition as reason hed decline
By CHRIS JOHNSON cjohnson@washblade.com President Obama has yet to make a decision on who hell name as the next chair of the Federal Reserve, but one nancial guru not interested in the job is retired gay Rep. Barney Frank. Frank, who formerly represented Massachusetts as the longest-serving openly gay member of the U.S. House, told the Washington Blade on Tuesday he has no interest in the job. Its not on anybodys radar screen, Frank said. If it were offered it, I would not be interested. Its a 14-year term. Im 73 years old. It ought to be a felony for a 73-year-old to accept a 14year term, and Im just tired out after 45 years. Some see Frank as a good t as for chair of the Federal Reserve because he served as chair of the House Financial Services Committee and took a lead role in crafting nancial reform legislation commonly known as Dodd-Frank. But Frank said he also doesnt have the expertise to head up the governmental institution responsible for serving the central banking system of the United States. To be honest, I am not an economist and Ive studied a lot of stuff, but I think you have to be a better technical economist than I am to even be considered, Frank said. Further, Frank said theres no remote possibility that Obama would name him for the position because Republicans would obstruct his conrmation in the Senate. Given the fear that most Republican senators have of alienating the rightwing who vote in their primaries, theres no way any of them would want to be accused of having supported me, Frank said. Voting for a chair of the Federal Reserve in a same-sex marriage would be toxic in their primaries. Speculation on who would be named the next chair of the Federal Reserve intensied on Sunday after Larry Summers, former director of the White House National Economic Council, withdrew his name from consideration before Obama named anyone to the post. White House Press Secretary Jay Carney said Tuesday Obama hasnt made a decision on wholl be the nominee and the selection process is ongoing. And obviously Larry Summers has asked not to be considered and the process moves forward, Carney said. And when the president has an announcement, thats when youll hear what his decision is. Another widely cited possibility as successor for outgoing chair Ben Bernanke is Janet Yellin, vice chair of the Federal Reserve. According to the Hufngton Post, shes already received an endorsement from Sen. Chuck Schumer (D-N.Y.). Frank said he backs the idea of selecting a nominee such as a woman or an openly gay person who would break the glass ceiling for a minority group. I think thats true of any position, Frank said. I think diversifying beyond straight white guys is a good thing. Its great President Obama has made some progress on that. But yeah, Im sorry Chris Quinn didnt get elected mayor of New York. I was a believer.

Film explores lives of trans inmates

A screening of the documentary Cruel and Unusual will take place on Oct. 1 at 7 p.m. at Space 2640, 2640 St. Paul St. in Baltimore. The 2006 lm, directed and produced by Janet Baus, Dan Hunt and Reid Williams, follows ve transgender women incarcerated in mens prisons across the U.S. from Wyoming to New Jersey and Florida. Denied medical and psychological treatment, victims of rape and violence, the documentary Cruel and Unusual asks if the punishment for their crime is indeed cruel and unusual. The lm took three years to make. The directors initially made contact with approximately 100 transgender prisoners. Although they had planned to feature trans men in the lm, they decided to focus only on trans women due to the different issues experienced by the two groups and the complex nature of the issues they face in prison. To this end, they interviewed trans women in six different prisons. According to the lm, transgender people are more likely than average to be imprisoned, and when in prison often face sexual violence from other prisoners. Often transgender prisoners are kept in solitary connement to protect them from other inmates. The lmmakers set out to ask whether this

HIV researchers hopeful about monkey vaccine


PORTLAND Researchers at Oregon Health & Science University are hopeful that an HIV/AIDS vaccine candidate that was successful in clearing simian immunodeciency virus (SIV) will also eradicate HIV in humans, the school announced in a press release last week citing a study that was published in the journal Nature on Sept. 11. To date, HIV infection has only been cured in a very small number of highly publicized but unusual clinical cases in which HIV-infected individuals were treated with anti-viral medicines very early after the onset of infection or received a stem cell transplant to combat cancer, Dr. Louis Picker, associate director of the Oregon Health and Science University Vaccine and Gene Therapy Institute, wrote in the press release. This latest research suggests that certain immune responses elicited by a new vaccine may also have the ability to completely remove HIV from the body. The researchers tested a vaccine for a specic kind of simian immunodeciency virus (SIV) called SIVmac239 on 16 rhesus macaque monkeys. This version is up to 100 times more deadly than HIV and monkeys typically die within two years. The vaccine used the cytomegalovirus (CMV), which is part of the herpes family. Researchers modied the virus natural ability to spread through the body, instead having it tell all the various parts of the immune system particularly the T-cells that can ght off SIV infection to target the SIV, the press release said. All the monkeys were vaccinated and then exposed to SIVmac239. In nine of the cases, the monkeys immune systems were able to ght off infection and destroy the virus. Those monkeys remained infection free between oneand-a-half to three years later. Researchers are still trying to determine why it worked in some of the monkeys but not others, according to the press release. The researchers in the latest monkey study want to try the vaccine method on humans with HIV, but acknowledge that they still have to make sure it is safe. They hope the rst human clinical trials can start within two years, the announcement said.

Colorado insurer offers trans coverage


DENVER A new health insurance company that is offering some of the lowest prices for health coverage in Colorado said last week it will also cover transgender care, Solutions, a project of the Buechner Institute for Governance at the School of Public Affairs at the University of Colorado, Denver, reported. Colorado HealthOP, a new non-prot member-owned health cooperative formed with federal grants money under Obamacare, has vowed that it will not discriminate, the project reported. Currently most plans sold in Colorado and around the country specically bar medical care for transgender people. That means most health carriers wont pay for hormone treatments or gender reassignment surgeries, the article said.

Fla. lobbying efforts pay off after 7 years


WILTON MANORS, Fla. The City Council of Boca Raton, Fla., voted 4-1 last week to update its 47-year-old anti-discrimination policy and extend the same health insurance partner benets to same-sex municipal employees that it offers oppositesex partners, South Florida Gay News reported. Rand Hoch, president of the Palm Beach County Human Rights Council, had been lobbying the group for years, the paper reported. Between Hochs rst request seven years ago and the citys vote to expand coverage last week, in January 2011 the city council voted to opt out of a Palm Beach County Equal Employment Ordinance that protected its LGBT employees from discrimination based on their sexual orientation, the Gay News reported. No city resident asked for this invidious action to be taken, Hoch was quoted as having said in the Gay News article. He credited Ahnell and City Attorney Diana Grub Frieser with the legal maneuver in a press release. There is no record of any elected ofcials, anywhere in the United States of America, who have opted out of any civil rights laws in this century, and perhaps longer, Hoch said in the article. But during the vote to expand equal protection and insurance benets for the citys LGBT employees, however, Boca Deputy Mayor Susan Haynie, now a 2014 mayoral candidate, took a different position. I think its the right thing to do, Haynie said, according to the South Florida Gay News report.

Our fascination with everything Hillary


2016 favorite is already a full-time beat for some reporters
and hoping that President Obama will be successful in his efforts to succeed in ridding Syria of chemical weapons and averting getting the U.S. involved in a war there. What may be happening today is the realization of the hopes and dreams so many placed in what we believed to be the presidents vision of the world when he was awarded the Nobel Peace Prize before having done anything to earn it. We believed that he would do everything he could to keep the world safe without resorting to military action. Its nice to know that the Times has already assigned a full-time reporter to cover her every move. I am sure that Amy Chozick will be looking to get many more front-page stories out of this beat. This also isnt the rst column that Dan Balz of the Post has written on Hillary and she will provide him with many more columns and the Post with many more chances to use nearly quarter page pictures of her. (Ive written a few columns on Hillary myself.) The Post is following the story of Jeffrey Thompson and U.S. Attorney Ron Machens efforts to nd something to indict D.C. Mayor Vincent Gray with. Thus far it appears that Machen hasnt found anything in his nearly three years of looking. But Jeffrey Thompson is now providing the Post with a continuing story and Machin has uncovered a connection to the Hillary 2008 campaign. The rst Post story, though not till toward the end of nearly a full page, said

I have a fascination with Hillary Clinton and have admired her since I rst met her in 1990. Today its clear that that fascination is pretty universal and media outlets across the nation understand that putting her on the front pages and featuring numerous stories about her even in the midst of the chaotic situation in the world today will continue to sell newspapers. On Sunday, Sept. 15 there were two papers delivered to my door, the Washington Post and the New York Times. The Times had a story about Hillary on the front page and the Post had one on page A2. The Daily Beast had one as well. Each of the stories talks about her yet-unannounced presidential campaign. And remember that its less than eight months since President Obama was sworn in for his second term. Many of us are watching the news

there doesnt seem to be anything to connect Thompson to Hillary directly or to anything the campaign did illegally. Balz seems to conrm that conclusion in his Sunday column. But then the Post in its rst column used a picture of Hillary instead of Thompson with the story since they felt it would attract more attention and the Balz column, which only incidentally mentions the Thompson story, uses a great picture of Hillary in Scotland receiving an honorary degree from St. Andrews University. The Times story by Chozick is about Clinton and Bidens friendship and how there have been some awkward moments. She writes that, In December 2011, pollsters working for President Obamas re-election campaign asked voters in battleground states a question: Would you be more likely to vote for Mr. Obama if Hillary Rodham Clinton were to campaign for him? She goes on to write, Of course, Mrs. Clinton, if she remained Secretary of State, could not participate in a political campaign. So the poll, and the former rst ladys popularity, only intensied speculation that Mr. Obama was considering moving Mrs. Clinton onto his ticket replacing Vice President Joseph R. Biden, Jr. A lot of old speculation rehashed but it did reach the level of a front-page story. We are in for a continued stream of stories about Hillary that will dissect everything she does or says until she nally declares that she will run and I think she will. Between Ready for Hillary with its now nearly one million supporters and Priorities,USA the Super PAC that raised money for Obama now retooling to raise funds for Hillary, everything will be ready for her announcement.

D.C. residents a pawn in Walmarts chess match


Retail giant backs city into a corner, penalizing underserved areas
legislation passes, it would ensure that Walmart, the wealthiest corporation in the world, pays its employees something approaching a living wage rather than the poverty wages it is known for. The legislation also applies to a few corporations other than Walmart, but lets be real, this is mostly about Walmart. On the other hand, if LRAA passes, Walmart is threatening not to build the two planned stores east of the river and the one in Ward 5, which are slated to be built in communities where retail is needed most. Mayor Gray succumbed to Walmarts threats and vetoed the legislation. Just enough Council members appear to have followed suit to prevent overriding his veto. Many people who oppose Walmart because of its abhorrent labor practices softened their stance solely because muchneeded retail was going to underserved communities. Although I am one of those who oppose Walmart, the argument that vetoing LRAA may delay development at Skyland Town Center in Ward 7 for a generation did give me pause. Then it hit me. We would not even be having this debate if Walmart built the rst D.C. stores at Skyland Town Center and Capital Gateway, both in Ward 7, instead of in Northwest. Walmarts leverage is based on the fear that it is those communities only hope to get major retail. I guarantee you that if the stores currently under construction were the two in Ward 7, the LRAA vote would not have even been close. It would have passed the Council by a veto-proof margin and Mayor Gray would have signed it. So, we are mere pawns in Queen Walmarts chess match because city ofcials failed to request that Walmart build the Ward 7 stores rst and now Walmart has backed the city into a corner. Eric Jones, a local political operative, sees the situation differently. The reason the East of the River projects have not been started is not because of Walmart. There are other things that need to be done prior to Walmart coming to these locations, but if Walmart doesnt come to these locations, the projects wont get off the ground, Jones said. If that is the case, Walmart sure did not spend any time explaining why it did not build the East of the River stores rst during its massive public relations blitz. Then again, it did not have to. Our city ofcials were too busy allowing Walmart to make the rst move and then reacting to Walmarts moves. Some of the criticism, such as that the living wage jobs will not necessarily go to D.C. residents are potentially valid, but if the contention is that the major benet of Walmart coming to D.C. is for residents who lack access to retail to have retail in their community, with lesser regard to the jobs aspect, then it makes even less sense that the city did not push Walmart to build the East of the River stores rst. Ask yourself this question: If Walmart had begun construction on the stores at Skyland Town Center and Capital Gateway, then threatened not to build the remaining stores, would you support the $12.50 minimum wage, knowing that Walmart is already coming to the communities that need it most? If your answer is yes, then you have your answer about whether you should support the LRAA. Walmart disregarded the Districts needs when it chose to build the three Northwest stores rst and city ofcials let retail-starved communities down when they did not insist that the rst stores be built East of the River. Walmart should not be rewarded for choosing to build in Northwest and then conveniently using LRAA as an excuse not to build stores in the communities where they are needed most. I will concede that the LRAA is not perfect legislation, but sometimes the perfect is the enemy of the good, and the LRAA is a very good step in the right direction.

D.C. has long been a city with massive wealth disparities and those disparities only seem to be getting worse. What is different today, however, is that city ofcials seem to be catering to corporate interests over vulnerable residents more than ever. I can understand why Mayor Gray and the D.C. Councils decision over whether to support the Large Retailer Accountability Act (LRAA), which would require businesses that are more than 75,000 square feet and have more than $1 billion in sales to pay a minimum wage of at least $12.50 an hour, was difcult. On one hand, if the

group is upset that more parking is not being built. Parking requirements, often higher than utilized, add astronomical construction expense and signicantly inate rents and prices. Each level burrowed into the ground costs signicantly more than the one above and the rst one eliminates usable space at ground level. Developers seeking permission to provide no dedicated parking is slowly increasing, usually requiring prohibition of tenant parking permit eligibility. Lowered parking provision in transit-convenient locations is increasingly allowed and the Ofce of Planning has already approved the Shaw project. Anticipated adoption of new zoning regulations in the works for six years will soon codify this shift in ofcial attitude, if only by limited measure. Complaints over parking often originate with longtime house-dwelling residents with an astounding sense of entitlement. Its as if they expect to tie up their horse outside the front gate like exurban gentry regardless of whether they have a second, or even third, vehicle parked out back off an alley. Increasingly byzantine residential street parking rules leave many a neighborhood visitor or local business customer bewildered, even angry. A growing tension in the urban connes of a maturing city with a growing population and integrated commercial zones is the battle over cars and where to put them. Following several years of intensifying new residential construction, nearly 17,000 additional apartment units and 2,000 condos are already scheduled for delivery in the next 36 months. More people, and inevitably more cars, are coming. Although the Districts population increased by more than 40,000 over the past decade, car registrations have remained relatively at. Offsetting new carenabled residents is a reduction by some existing households in the number of autos owned. The ratio of all local registered vehicles to driving-age residents remains well over half. Three-fourths of those moving into the District in the past 10 years have been 18-to34 year-olds and single-person households are the highest in the country at just under 50 percent. Many of these younger singles do not own cars. Regardless, continuing inux of largely afuent inhabitants will likely maintain net car use at current levels or slightly higher. As D.C. accelerates its ascent as a world-class destination for shopping, entertainment and nightlife, more metroarea residents are traveling into the District to take part. With an early-shuttering subway designed more for daytime worker inow offering limited coverage areas and only scattered locations, many residents and most surrounding nighttime consumers rely on four wheels to partake in twolegged fun. While a vibrant city with a walk-able environment in many areas may slowly see a reduction in car use over time, that process will be both slow and arduous. For those stuck in tedious peak-hour trafc or struggling to nd parking space, it already is. Despite a robust range of alternative options, from bike to bus to subway to a soon-to-be small-scale novelty retro trolley, it isnt going to get easier anytime soon. In fact, to the chagrin of many drivers, it is explicit District government policy to not make it easy to own a car, or at least to use it and with good reason. The city simply cannot remain as heavily reliant on them, or see ownership numbers increase, without exacerbating already clogged streets and curbsides. That Shaw apartment building with easy access to public transit and convenient to commerce is the way to get there.

Wafes, oysters, pizza, tapas and more new dining spots offer many options
By JONATHAN HOWARD The restaurant business is a fast moving one. Restaurants open and close at the blink of an eye. However, the rapid pace of restaurants opening on 14th Street is astonishing. Heres a review of what is hot on the street, some personal favorites and some places to avoid. B Too (1324 14th St., N.W.): If youre looking for the full Belgian experience with classics reinterpreted by Chef Bart Vandalay, then B Too is the place to try. Refreshed versions of Belgian dishes are all over Vandalays menu including wafes topped with sausage and pastries stuffed with potatoes and bacon. This restaurant pays homage to Belgian beer with more than 150 bottles varieties. Be prepared to pay a few extra bucks, as the price point is a bit high. Drafting Table (1529 14th St., N.W.): When The Drafting Table opened last year, I wasnt overly impressed by dinner, but I enjoyed the brunch menu. While I havent returned, this restaurant still remains a favorite neighborhood pub. Etto (1541 14th St., N.W.): Peter Pastan and Amy Morgan of 2 Amys and Ted Curtz and David Rasnar of Garden District (formerly The Standard) bring this 42-seat Italian eatery to Logan Circle. Chef Cagla Onal Urel serves up pizzas, salads and a few other specialties. Washington Post reviewer Tom Sietsema gave Etto three stars; I was not as impressed. Le Diplomate (1601 14th St., N.W.): Right across Q Street from Etto is my favorite new dining establishment in the neighborhood. After reviewing Le Diplomate as it opened, I have returned numerous times, and each time I have had excellent food and fantastic service. I even brought my very picky father to Le Diplomate, and to my surprise, he was blown away by every bite. If you dine at Le Diplomate and are unsure of what to eat, I recommend my current favorite dish the sea scallops, and for dessert, the absolutely divine crme brulee. Ghibellina (1610 14th St., N.W.): This restaurant is an Italian-inuenced gastro pub. The wood oven-red pizzas are delectable, smoky and blisteringly hot. My favorite thing? You get to cut your own pizza with scissors; pizza shears to be exact. Pearl Dive (1612 14th St., N.W.): When Pearl Dive Oyster Palace opened in 2011, Jeff and Barbara Black were trailblazers of sorts. Now this oyster bar is always packed and in the center of all the action on 14th Street. Even if you arent a fan of oysters, you can just have a drink at Blackjack, the bar upstairs. Barcelona (1622 14th St., N.W.): Its not open yet, but you may have seen the beautiful patio that is in the former BodySmith space. This is soon to be a tapas bar named Barcelona. I wonder

how Barcelona will do against already established Estadio right down the block? M Caf Bar (1634 14th St., N.W.): The newest of the Italian restaurants to hit the street calls itself a contemporary Italian restaurant. To me, the space is reminiscent of a hotel lobby and the food is slightly above average. If youre craving contemporary Italian food, I would recommend Posto over M Caf Bar. Bar di Bari (1401 R St., N.W.): On the corner of 14 and R Streets is a new coffee and wine bar called Bar di Bari. Considering that I am sitting outside at this location writing this column, I would say its a great place to linger, enjoy a coffee, a light snack or a glass of wine. The people watching is great and the staff is friendly. Doi Moi (1800 14th St., N.W.): About three weeks ago Mark Kuller and Haidar Karoums new restaurant Doi Moi opened, featuring southeast Asian cuisine. While I havent yet had the pleasure of dining here, the early word from EaterDC is positive with locals praising the food, the atmosphere and the chic unmarked basement bar. Teds Bulletin (1818 14th St., N.W.): Homemade pop tarts, adult milk shakes, awesome grilled cheese (ask for

it with Mac and Cheese in it) and great chili, what more could you ask for? Im a huge fan of all the fare at Teds. Matchbox (1901 14th St., N.W.): If you want more than what is offered at Teds Bulletin, then head across the street to sister restaurant, Matchbox. Pizzas and mini burgers are the specialty at Matchbox (my favorite pizza is the Matchbox Meat) but if you arent in the mood for those items then you can try a steak, grilled salmon or scallops. I love sitting at the back pizza bar, watching the nimble hands of the chefs prepping the pizza. Diegos (2100 14th St., N.W.) This Tex-Mex restaurant, from the owners of Dupont Italian Kitchen, was opened for approximately two weeks before the owners let Chef Jessica Sidman and the rest of the staff go and closed the doors. Owner Michael Askarinam was not satised with the food or service. Diegos is supposed to open soon with a new chef and new staff. Kapnos (2201 14th St., N.W.): Mike Isabellas newest restaurant Kapnos did not impress me on my rst visit, although the adjoining sandwich shop G was enjoyable.

BLAKE Whether weve worn Coco Chanels little black dress or an impeccably tailored Ralph Lauren tuxedo, its clear that black evening attire has long been associated with elegance, both understated and timeless. In 1983, however, the late Italian fashion designer Gianfranco Ferr gave us the freedom to try something new by proclaiming that grey was the new black. The assertion that X is the new Y is something we now hear frequently. As we age were told that 30 is the new 20 or that 50 is the new 30. The Netix television series tells us that orange, not grey, is now the new black. With respect to hair, the grey of 1983 is now the new blonde. Dont believe me? Check out Meryl Streep in The Devil Wears Prada and Anderson Cooper in anything at all. So how does this translate to the D.C. real estate market? First, urban is the new suburban. Todays urban environment has transcended from concrete ofce buildings and streets that roll up after 5 p.m. to vibrant city centers catering to life before, during and after work. The value ascribed to a high walking score is evidence that the suburban strip mall is an outmoded concept and that highdensity living is here to stay. At the same time Ferr was encouraging us to make the bold transition from black to grey I was working in a gritty area of D.C. known chiey for prostitutes and panhandlers. (I was neither.) When the workday ended, we all scurried home to our respective corners of Virginia and Maryland, looking forward to dinner at Applebees or, for that special occasion, at Red Lobster. Once we were ensconced in our suburban communities, prying us out to return to the city or even the neighboring state was next to impossible. Now urban dwellers reap the benets of eliminating a long commute. They pop home from work to change then leave their dry cleaning with the concierge as they round the corner to the gym or the local watering hole. Later they may attend the theater or a sporting event, or just hang out by the

rooftop pool. So much to do and, well, so much time. Second, $750,000 is the new $500,000. When I moved into D.C. in 1997, a quarter of a million dollars still bought you a 3-bedroom, detached home in Chevy Chase or a large row house with English basement on the southeast side of Capitol Hill. Ten years later, those same homes sold for an average of $890,000 and $683,000, respectively. Last month, the Greater Capitol Area Association of Realtors reported that the average price for a single-family home in D.C. was nearly $720,000. Our Chevy Chase colonial can now fetch $1.2 million and our Capitol Hill row house upwards of $900,000. Third, Small & Efcient is the new Big & Showy. The D.C. version of the mini-mansion is a dying breed and the condominium market is once again on the upswing. Even without formal dining areas, huge closets, or multiple rooms designed for single purposes, condos attract rst-time buyers, move-up buyers and downsizers alike. The smaller footprint of todays upscale condominiums allows developers to focus less on size and more on other items that have become important to the buyers of today. Energy efciency is high on the list, with a proliferation of LEED certied projects, triple-pane windows, high SEER heating systems and concrete used between oors to prevent you from hearing your neighbors go bump in the night. Style is paramount. Upscale materials and bold architectural features may be added to a smaller space at a lower cost. Bulky stereo systems and televisions have been replaced by iPod docks and at screens. Furniture has been scaled to t and the days of the double reclining, console sofa (I hope) are gone. So I ask you, ladies and gentlemen, where else can you travel a short distance to pay more than three times the national average for a small, elegant place to live? Perhaps D.C. is becoming the new Manhattan.

What started out as a back-up plan nearly 26 years ago turned into a highly successful career for Ray Gernhart, and he wouldnt have it any other way. I was pursuing a masters degree in dance therapy, Gernhart explains, when my mom said Why dont you become a real estate agent to give yourself a little more financial flexibility. Another point of pride in Gernharts professional life is owning the largest chain of drug and alcohol rehab centers in D.C. Its one of the best, he says. Our four clinics serve an average of 600 patients in any given month. Of course, Gernharts primary passion is being an agent. Its all interesting. Every situation is different so Im never bored, he says. He believes its essential to create trust in every client relationship. I tell my clients, I know the best stuff on the market, will you trust me to show it to you? Gernhart believes this mutual respect is responsible for much of his repeat and referral business. And certainly a little personality never hurts. He breaks it down like this, I believe 50% of what I do is entertainment, 40% is education and 10% is real estate. Adding, Youve got to have a gimmick, something to make people remember you. He sums it all up with a memorable line from the film Gypsy. If youre gonna bump it, bump it with a trumpet, he says with a laugh.

Dont let higher interest rates deter you
By KEVIN McDUFFIE & TIM SAVOY If you are in the housing market, you may have noticed something that you may nd frightening: interest rates are up. However, this rise in interest rates should not stop you from buying now. If you thought interest rates would stay at 3 percent forever (as they formerly were), you were most certainly mistaken and perhaps a tad nave. Within the last four months, a rise in interest rates up 1.5 percent to 4.5 percent has shocked many potential homebuyers. This gradual rise in interest rates has shocked some potential homebuyers so much that they are no longer in the market to buy. Let us be clear: Do not let this happen to you. Here are some basic reasons why the current market is still the best time to purchase a property in D.C. First, interest rates at 4.5 percent are still historically very low. If you are a buyer looking and feel you should wait for them to go back down, think again. The forecast and climate at the Federal Reserve shows that interest rates will be going up even higher within the next year. Treasury Secretary Jack Lew recently stated at the Washington Economic Club, A lot of head winds are dying down, and banks are better capitalized and the U.S. is seen as a very attractive country for investment. All of these are indicators that interest rates will rise in the future. Now, how about we go through an example. Lets assume you are purchasing a $600,000 property with a 10 percent down payment. If you were lucky and got the lower interest rate back in early May 2013 of 3.5 percent, the P&I or Principle and Interest Payment on your new property would be $2,424 month. The current rate on the same loan with 4.625 percent interest with P&I is $2,776. That is only $350 a month more than our initial example. If we assume within a year home values will increase 10 percent (note: we obviously we cannot predict this estimate for sure as in some zip codes in D.C. this appreciation is much higher, per MLS review), and rates increase 1.5 percent, that payment will be $3,609 a month. That is $833 more than what you would pay in this market. This is of course assuming the predictions pan out. Historically, appreciation in Washington, D.C. cycles up on a veto-six-year cycle, while the stagnate or depreciating markets are typically shorter as only being three to four years. Because we are just into the end of the rst year of appreciation, history should tell us we have another four to ve years to benet from this appreciating market. With the U.S. economy steadily gaining momentum, the Federal Reserve has to increase interest rates to curb ination. With the Federal Reserve chair nominee still up in the air, the markets are poised to be volatile. In addition, many other factors and inuences both domestic and foreign continue to put pressure, good and bad, on rates to increase. And so now we have the moral to the example: Jump in and do not hesitate to buy NOW! History has shown and will prove you are making a wise choice. By JOEY DiGUGLIELMO joeyd@washblade.com HOPE D.C., a social/support group for local poz gay men, has its 25th anniversary gathering Saturday night at 7 p.m. at a private residence in Arlington. Jim Garza, the non-prot groups vice president, discovered the group in 1993, though it had formed in 88 when a small group of HIV-positive men met at MedStar Georgetown University Hospital during clinical trials of possible treatments. They started meeting outside the hospital for moral support and the group has grown tremendously over the years. The HOPE Facebook page has about 700 followers. Garza says anywhere from 50 to 100 attend the monthly gatherings. The locations are kept private to protect members. Anyone interested can get information by calling 202-4665783 or visiting hopedc.org/events. A HOPE hotline is available at 202-466-5783. Garza says even with the treatment options available now, the group is still important. Stigma and the social aspects of it are still a problem, he says. Coping with it, peer support, all those things. Even in this day and age, you feel alienated. We understand there have been huge medical breakthroughs, but theres a social aspect to it and mental aspect and thats what we focus on. The gatherings are informal, though the volunteer-led group has a board of directors and ofcers. At this weekends gathering, hot dogs and hamburgers will be served. Members will bring snacks and its BYOB. You can just be yourself and talk about anything there, Garza says. Garza came to Washington in 1993 and retired from the Navy in 1998. Gay classic is plum part for New York-based actor
By PATRICK FOLLIARD Its a notion to which many gay men can relate. Hes a bitchy queen totally jaded, yet also a wide-eyed romantic. And above, hes a survivor. Thats how Brandon Uranowitz describes Arnold Beckoff, the indomitable drag queen he plays in Studio Theatres current production of Torch Song Trilogy. Penned by raspy-voiced gay icon Harvey Fierstein, the bittersweet comedy chronicles Arnolds intrepid search for love in New York Citys gay bars and determination to create family of own making despite the odds. One morning my agent called and asked if I knew the play, says Uranowitz, 27. Of course, I had. Most every gay actor has read Torch Song. And once they have, it really resonates. Then my agent said he was submitting me for the lead, Arnold. I was thrilled. Going in, my attitude was even if I dont book the job, being able to work on the material even for a short time with director Michael Kahn [Shakespeare Theatre Companys gay artistic director on loan to Studio] is a gift in itself. So that night I re-read the play alone in my apartment in New York City, laughing and sobbing all very Arnold. I just needed to be eating a pint of ice cream to perfect the scenario. But Uranowitz almost didnt get the audition much less the job. The shows casting agent thought his head shot looked much too young. Arnold isnt old, but hes a character with gravitas, and apparently Uranowitzs strong presence and acting chops werent coming through in the photo. Undeterred, his agent persevered and Uranowitz was nally permitted to show his stuff. The audition went well really well, he says. Michael [Kahn] gave me a call back. At the call back he gave me the part. Thats a very unusual and wonderful thing, and may never happen again. Torch Song is comprised of three very different mini-plays in which Arnolds skin thickens as he grows from needy, back room-cruising single to determined gay parent. Along the way he loses his heart to a mixed-up bisexual, settles down with a younger guy and battles his disapproving Jewish mother all while making a living doing drag in downtown Manhattan. For the tough scenes between Arnold and Ma (played here by Gordana Rashovich), Uranowitz says he taps into the misgivings that most gay people experience when theyre contemplating coming out. My own coming out process was pretty smooth, he says. My parents have always been supportive, but even in the optimum circumstances its never an easy thing. What is easy, he quickly adds, is working with Michael [Kahn]. To be in the room with someone who is so smart and who personally relates to the play has been an astounding, magical experience. At 6 years old, Uranowitz started after-school acting classes. Growing up in New Jersey just outside of New York City, he saw a lot of Broadway. His favorites were Tommy, Crazy for You and Sondheims Into the Woods. After graduating from NYUs acting program, Uranowitz rapidly began his professional career. Hes best known for his work in the Broadway musical Baby Its You! and for playing Mark in the national touring company of Rent.

One in a million. Thats the best way to describe your kid. Not that youre biased or anything, but its true. Hes smarter than other peoples children, very denitely cuter and he has more talent in his left foot than most adults possess in their entire bodies. No child can compare to yours, thats a fact. Author Lori Durons son is absolutely, wonderfully fabulous, too, and in her new memoir Raising My Rainbow, shell tell you about C.J. For the past four years, life in Lori Durons household has been separated into two eras: Before Barbie (BB) and After Barbie (AB). BB marks the time prior to a closet clean out, when a collector doll was absently tossed on the bed. AB is what happened when Durons 2-anda-half-year-old son C.J. spotted Barbie and fell in love. AB, he discovered the pink aisles of the toy department at a discount chain, and was awed. Understanding that her role as C.Js parent was not to change him but to love him, Duron indulged her youngest sons choices. This was familiar territory, in fact: his love of all things girly reminded Duron of her gay brother. Throughout most of their childhood, she and Michael spent entire weekends building elaborate doll kingdoms and

pretend shopping. She gured she knew what C.J.s pink xation meant. For sure, pinky-girly things made the little guy happy and Duron didnt want to quash that in her toddler. Her husband, a guys guy, and their oldest son, whos all boy, were also supportive, though somewhat ummoxed. The entire family, therefore, was relieved when Duron found a reason for C.J.s boy-stuff aversion: hes gender nonconforming, and slides on the gender spectrum at his leisure depending on the day, the outt and the occasion. There was a time when he wanted to be a girl when he grew up but today, he self-identies as a boy. Ten or 20 years from now, Duron says, will I be the parent of two boys or one boy and one girl? I dont know. But for now, theyre going to be entering more of the unknown, and loving our son no matter what. It took me awhile to understand what was going on in Raising My Rainbow. Author Lori Duron seemed, initially, to complain a lot in her story. She describes how much work it was to keep others from nding out about C.J.s love of girl stuff, and exasperation fairly oozed from the pages. That doesnt last, though. Its not long before she layers on the selfdeprecating humor while she teaches readers about patience, acceptance, gender and its uidity. Were also treated to a wonderful metamorphosis, as Duron turns from consternated parent to condent pillar. Thats exactly what we need to see. As it turns out, I was disappointed in one thing here: that this book ended so soon.

Small, sassy SUVs


You dont have to sacrice space for style in these crossovers
By JOE PHILLIPS Like butt-hugger briefs and #BeTrue shoes, cute crossovers have become fashion faves. Such mini SUVs with suitable storage and sedan-like rides have higher platforms for better driver visibility. In other words, the better to see and be seen. Strong engines and stepped-up styling add to the swagger, helping small crossovers haul ass and sass. Thats good news for gay and lesbian drivers looking to be stylish both inside and outside the Beltway. BMW X3 $40,000 MPG: 21 city/28 highway 0-to-60 mph: 6.8 seconds Cargo space: 63.3 cu. ft. Sure, BMW which also makes the MINI Cooper now has the uber-tiny X1 crossover. But the X3 is still the trendsetter, even if it was introduced 10 years ago. This is the second-gen model, with a more macho look that works in town or in the Hamptons. Call it Tom Ford chic. BMW also dropped in a new four-cylinder turbo, part of the automakers strategy to switch out some of its V6 engines with more fuel-efcient (but still peppy) four-bangers. It works here, saving more than just pennies at the pump. Plus, the engine shuts off automatically each time the X3 stops in trafc. Just step on the gas, and the engine starts right up again. Like all Bimmers, the cabin is Bauhaus sparse, with an upscale, utilitarian layout to the dash, knobs and switches. And theres generous cargo room (a big plus, compared with the Lilliputian X1). Yet the X3 is still small enough to t in most parking spaces. Biggest downside: the price. And yes, options add up quickly, too. BUICK ENCORE $25,000 MPG: 25 city/33 highway 0-to-60 mph: 9.1 seconds Cargo space: 48.5 cu. ft. Once upon a time, only blue-hairs drove Buicks. But GMs near-death bankruptcy caused the automaker to reinvent itself. By shedding the dowdy demeanor, Buick went from straight-laced to steamy. Think Ms. Jane Brodie transformed into a sexy school marm. The result: stunning vehicles like the all-new Encore, which practically sold out within the rst six months. Snug handling and a superb interior also help, as does the lack of any creaks or rattles a Buick bugaboo for decades. Add in crisp handling, quick brakes and a quiet cabin, and the Encore could pass for a high-priced Lexus. Even the Encores base model comes standard with rearview camera, heated side mirrors, 18-inch alloys and large seven-inch touchscreen. Musthave options: heated steering wheel, rainsensing wipers and two crash-avoidance systems. The only thing that misres is the tepid turbo, which could have used a bit more horsepower. Overall, though, the Encore is reliable, nimble and hip. MAZDA CX-5 $22,000 MPG: 26 city/35 highway 0-to-60 mph: 9.5 seconds Cargo space: 65.4 cu. ft. Like Abercrombie and Fitch, Mazdas have always been sporty yet affordable. But its not just the athletic styling; these vehicles often boast peppy engines and tuner-like handling. And while the full-size CX-9 has been a hit, the same wasnt true for the midsize CX-7 (nixed last year). Enter the compact CX-5, which is smaller than the CX-7 but has more passenger room (especially in the backseat). Its also lighter and like the Buick Encore full of standard features, even on the base trim. Three models available, though the topof-the-line Grand Touring boasts heated seats, blind-spot warning system and ninespeaker Bose audio. The natty cabin with no obnoxious faux wood or cheap chrome is attractive yet uncluttered, a la the BMW X3. And braking and crash-test scores are stellar. As for power, the four-cylinder engine is more than adequate. For more of a racers edge, opt for the slick-shifting manual transmission.
