Cell Reselection
Which kind of
measurement?

According to a set of optional thresholds

No measurement
Threshold

Measurements are performed

Three thresholds are defined (sys info 11/12):

Sintrasearch,
Sintersearch
Ssearchratn

3 types of measurement: intra-frequency, inter-frequency, inter RAT

If the threshold is not broadcast, associated measurements are performed
NORTEL NETWORKS CONFIDENTIAL

Cell Reselection
How to compare cells
of different RAT?

Using Mapping Functions (broadcast in Sysinfo 3/4) Qmap

QmapQqualmeas or Qrxlevmeas according to qualityMeas value.

Cell s

Cell n1
Cell n2

Eligible cell:
Squal > 0 and Srxlev > 0
Cell ranking R criterion:
Rs = Q map,s + qHystxs (x=1 or 2)
Rn = Q map,n - qOffsetxs,n - TEMP_OFFSETn*W(Penalty_Timen Tn)*(1-Ln) (x=1

RACH Management
RACH

- provided by RNC
- provided by Node B
- measured by UE

Management of the RACH power includes:

Open loop power control : it determines the initial power

of the first RACH preamble
Pini = P-CPICH DL Tx Power + UL interference + Constant Value P-CPICH RSCP
Default values for RACH access are provided in the System Information

Power ramping : increases preambles transmission power by P0 (SI)

Call Admission Control

Call Admission Control function is activated upon
reception of a RAB assignment request message
from the Core Network

Call Admission Control covers 2 distinct functions:

Check Admission Criteria and decide:

To grant the requested service within the requested QoS

parameters
Reject the requested service

Allocation of resources

Radio resources (power, codes, etc)

Transport resources (Iu, Iur, Iub)
iBTS and iRNC resources (CPU, etc)

NORTEL NETWORKS CONFIDENTIAL

CAC Algorithm UMTS01

Resource Reservation is done, and covers 2 distinct functions :

Check Admission Criteria

Allocate the resources
Resource Reservation in 7 steps :

Iub Resource reservation

Iu Resource reservation
Reservation of down-link power
OVSF code allocation
Admission of up-link Interference budget
Reservation of RNC Interface-Node resources
Reservation of BTS CEM resources
NORTEL NETWORKS CONFIDENTIAL

CAC Algorithm UMTS01

Iub & Iu Resource Reservation:
Selects QoS identifier for the requested RB
QoS identifier configured at OMC according to
traffic class
Based on QoS a transport Channel (CID) is
reserved on Iub/Iu

CAC Algorithm UMTS01

Reservation of down-link power:
RNC provides a DL power partitioning mechanism
to guarantee that DL power is reserved for each
traffic type
Reserving Power Algorithm. 2 algos foreseen for
UMTS01 (cell configured):
(Pinit + delta). Pinit is calculated from Link Budget
based on measured CPICH Ec/N0
(Pmax delta). Pmax, corresponding to the max
power which will be allocated to the Node B for the
call (Pmax used in the inner loop power control)
Delta is a margin which is a configuration parameter
Auto-adaptation algorithm for delta is under
development for later Releases based on the BTS
transmitted carrier power which will be reported by
the Node B

OVSF code allocation

admission is based on code availability
Code Tree is run from up to down
Reservation of up-link Interference budget:
Overall interference level in a cell measured
with UL RSSI
RNC compares with a configured threshold to
check if the criteria is met, and call admitted
Only for new calls (no incoming HO)
Reservation of RNC Interface-Node resources:
If processing resources are available, the RNC
reserve those resources for this user
Reservation of BTS CEM resources:
RNC sends radio_link_setup_request to
NodeB
NodeB allocates physical resources (CEM) and
sends back a radio_link_setup_response
