PETA India 20 September 2013 Anil Kumar Rao, IPS IGP Rohtak Range Haryana Police via email: igroh@hry.nic.in Dear Mr Rao, I am writing from Mumbai based People for the Ethical Treatment of Animals (PETA) India, the most well known animal protection group in the country, to request you to immediately deploy officers to check on the welfare of dogs bred by Narender alias Billu, who as you know, is a canine farm owner, from Garnauthi village in Haryana's Rohtak district who has been arrested for butchering his daughter and her lover in full public view. We have confirmed People for Animals Haryana is willing to offer its full support and assistance to you: www.pfaharyana.in. There is good reason to believe the dogs Billu used for breeding may have been mistreated and may need urgent care. The US Federal Bureau of Investigation (FBI) has found that a history of cruelty to animals regularly appears in the backgrounds of serial rapists and murderers, and the standard diagnostic and treatment manual for psychiatric and emotional disorders used in the US lists cruelty to animals as a diagnostic criterion for conduct disorders.
Examples of this fact include: Moninder Singh Pandher, whose house the Noida serial child murders took place in, reportedly enjoyed hunting animals. Veerappan was an elephant poacher, murderer and abductor. American serial killer and cannibal Jeffrey Dahmer impaled the heads of dogs and cats

on sticks while serial killer and rapist Ted Bundy had tortured animals. In the UK, the abuser of

"Baby Pa 17-month old boy who was found dead in his bed with a broken back, his fingertips sliced off, and his fingernails pulled out with pliers and who was also punched so hard in the face that he swallowed a tooth-- tortured animals, including frogs, whom he would skin before breaking their legs. Dogs used for breeding are already commonly abused. They are typically kept in filthy cages so small they can hardly turn around, are often underfed and malnourished, and sometimes even face beatings or other physical punishment when they bark. As you know, causing animals to suffer is a violation of the Prevention of Cruelty to Animals Act 1960. However considering the violence of the crime by Billu and lack of remorse reportedly shown by him, we fear the dogs may have suffered even more abuse. Whats more, it is unclear now with Billu and his wife having reportedly admitted to being involved in the murders, who is there to feed and care for the dogs.
