VP Binay donates P12 million for housing program of Tanauan


TANAUAN, LeyteVice President Jejomar Binay promised to give P12 million for the socialized housing program of this town. Binay made this promise during his Wednesday visit of this town, 17 kms away from the regional capital of Tacloban. Earlier, municipal officials sought financial assistance to the Vice President on their socialized housing program. The request of the officials, made in a form of a resolution, was submitted to the Vice President during his visit to the town on Wednesday. Town Vice Mayor Ronald Flores said that they approved Resolution Number 2013-64 seeking financial assistance to the Vice President during their Sept. 16, 2013 session. The resolution states that the absence of decent and affordable housing facilities remains to be one of the most pervasive socio-economic problems not only by the entire country but of the municipality of Tanauan also, which the government needs to confront, given the present situation , that there are about 60% of the Filipino households belong to the poverty threshold. Meantime, in a separate operations conducted by the Regional Special Operations Group, one Lorden Mangaron,34, married, jobless and a resident of Brgy. 3, Matalom town in Leyte, was nabbed on Tuesday. Mangaron was nabbed after handing P500 worth of suspected shabu to an undercover cop who acted as poseur-buyer at around 4:15 p.m. Tuesday just outside his house, Soria said. A small heat-sealed sachet containing around 0.3 grams of suspected shabu granules was recovered during the buy bust, he added. The RSOG, led by PSInsp, Dinvir Revita, immediately brought the suspect to Matalom police station as a case for violation of the Dangerous Drugs Act of 2002 was filed against Mangaron. Recovered suspected illegal drugs were brought to the Southern Leyte Provincial Crime Laboratory Office in Maasin City for qualitative and quantitative examination and determination of the presence of methamphetamine contents. Soria informed that for the month of August alone, anti-illegal drug operations in the region by the Regional Special Operations Group 8 (RSOG8) and different AntiIllegal Drugs Special Operations Task Groups (AIDSOTG) resulted in the arrest of 46 drug personalities in 43 operations resulting in the seizure of P120, 000 worth of illegal drugs and filing of 42 drug charges in different courts in Eastern Visayas. Ex-Army Intel officer arrested in anti-drug operation


CAMP KANGLEON, Palo, Leyte Police operatives in Catbalogan City arrested a former intelligence officer of the Philippine Army on Wednesday, resulting to the seizures of sachets of shabu and several ammunitions. Chief Supt. Elmer R. Soria, police regional director, said that arrested by the members of the Catbalogan city police was Randy Curiano, said to be a former intelligence officer of the 34th Infantry Battalion and a resident of Barangay Canlapwas of said city. The police team led by Chief Inspector Marben Ordonia conducted a buy bust operation at around 5:30 a.m. Wednesday in Brgy. Canlapwas leading to Curianos arrest and the confiscation of one small heat-sealed sachet of suspected shabu and the P500 buy bust money. Subsequent implementation of search warrant in the suspects house led to the confiscation of seven more sachet of suspected shabu worth P7, 700 and several drug paraphernalia that included lighters, tooters, scissors, plastic sachets, digital weighing scale and mobile phones. The police also recovered a hand grenade, one magazine of .45 caliber with 7 ammunitions and several ammunitions for calibers 7.62mm, .38, .45 and .22. Curiano is now detained at the Catbalogan police station lock-up cell while proper charges are being prepared for filing in court against him. Confiscated illegal drugs were brought to the Regional Crime Laboratory Office 8 for chemical analysis, the police official added.

This was disclosed by city personnel ofcer Teola Brosas, referring to the two task forces, namely Task Force Cancabato and Task Force Balyu-an. The two special task forces were created by Mayor Romualdez on September 9 of this year and were divided into 36 teams composed of about 300 personnel of the City Hall. Brosas said that the members of the task force must be hands-on in their respective assignments because there are four ways to check their presence such as, the biometrix, log sheet, daily accomplishment report, and actual personnel audit at post. Brosas further stated that per Mayor Romualdez, these efforts are meant to make Tacloban a safe and a better place to live in. Brosas named the following departments with their respective assignments. City Health to enforce health and sanitation related aspects, City Assessor- to monitor, enumerate, inspect and impose applicable laws specially on idle lands, other related functions, City Engineering Office to monitor, inspect and remove all obstructions, illegal structures, other engineering functions, City Treasurer, Business and Licensing to check on licenses, permits of all business operators, other related functions, City Veterinary Ofce to ensure animals coming in, and meats going out, at the Citys Slaughter House and into the markets are safe for human consumptions- to include those that that are being slaughtered outside the slaughter house for lechon purposes. They too are in charge of stray animals, on the loose. City Social Welfare Office to enforce minors ordinance, anti-mendicancy and anti-vagrancy ordinances. Tomeco to enforce trafc laws, the Helmet law and other related functions and powers. Paperless session system of Leyte SP receives commendation from DENR


TACLOBAN CITYThe Department of Environment and Natural Resources here in the region commended the paperless session of the Sangguniang Panlalawigan of Leyte. DENR Regional Executive Director Manolito Ragub said that the initiative of the Leyte provincial board to go on paperless session would not only ease and facilitate all their transactions for the satisfaction of its clients but also promote sound environmental conditions in terms of reduction of paper, pollution, less energy utilization, minimize forest degradation among other benefits for the environment. Ragub, in letter addressed to Vice Governor Carlo Loreto, who is the presiding officer of the provincial board, further added that the paperless session is a laudable innovation which will serve as model for emulation by the local government units of other provinces in the region and even the country. In their session last Tuesday with the motion of the deputy floor leader Board Member Nicolo Villasin, they passed a resolution thanking the DENR-8 office 8 the commendation given to them for implementinga paperless session. Vice Gov. Loreto, for his part,said that he was humbled and happy with the commendation especially that it came from DENR. We are grateful that this initiative is appreciated but to put it in writing and send it to us it is really something. It is a gem of inspiration, he said. With the institution of paperless system in the Sanggunian, all agencies and municipalities who wish to transact with the office they are just required to send one soft copy and one hard copy with their concern unlike before that they have to send at least 15 copies of whatever concern they have with them, Loreto said. DILG conducts training for waterless municipalities in the region


TACLOBAN CITYThe Department of the Interior and Local Government (DILG) here in the region is on their way of solving water problems as they spearheaded a human rightsBased Local Water and Sanitation (WATSAN) Governance training for waterless municipalities on September 17 to 20. DILG Assistant Regional Director Arnel Agabe said that WATSAN Hubs are expected to deliver the identified capacity development programs for the local government units for them to be able to access the funds for the construction of their water supply facilities that is potable, affordable and sustainable. Participating the gathering were representatives from the towns of Alangalang, Dulag and Julita, all in Leyte;Llorente,Gen. MacArthur, both in Eastern Samar; Biri, Las Navas and Palapag, all in Northern Samar. Agabe also said that they expect to attain positive results out of the training. We expect that the participants will acquire new knowledge, skills and value on human rights-based approach; that everybody has a right to water, that the government is a duty-bearer and the community is a claim holder. For long term results, the government has to consider the most vulnerable sector in the community, Agabe said. Investigate

ollowing the ling of charges against those involved in the pork barrel scam, investigations against anomalies in the various levels of government is in order. People are closely watching developments in the investigations being conducted by the National Bureau of Investigation and other government agencies. While cases had already been led against senators and the main culprit by the name of Janet Lim Napoles before the Ombudsman, investigations of others who are involved in anomalous transactions, mainly those having to do with the pork barrel are ongoing. But considering that irregularities in government is not limited to the pork barrel of senators and congressmen, similar investigations at lower levels of government must also be undertaken. There are anomalous projects in the localities that are glaring to the public eye and yet, no investigation is being con-

ducted by the concerned government agency. There are so many anomalous projects that can hardly escape notice by investigators but it seems that nothing is being done. We take for instance public work projects like roads, bridges and school buildings. People are aware that such projects are clearly anomalous even without digging into the technical aspects and specications. People see cracks in newly built or repaired roads and highways. We would notice that such projects would easily deteriorate or be broken just days after its repair or construction. Such defective and substandard projects are all over our places but no investigation is being undertaken to identify the contractors and the corrupt public ofcials involved. One clear case of a dilapidated road that had undergone several repairs and consumed

Overseas Filipino worker Rodolfo Dondon Lanuza was only 25 years old when he was thrown into Saudi prison in August 15, 2000 after defending himself from an aggressor who is a Saudi national which resulted on the latters accidental death. Saudi government then sentenced him to death by beheading on 2002, however Saudis Dammam Grand Court suspended the penalty until the youngest minor child of the victim who at that time of the incident was reportedly three years old, reaches the age of majority. In the course of his jail time in Saudi, Lanuza reportedly converted himself into Muslim religion. What followed were series of appeals by Lanuzas family, Philippine government and Filipino American philanthropist Loida Nicolas Lewis also led in the fund raising abroad. Adding surprise to the campaign, the Saudi King shouldered the 2.5-M rials out of the total 3-M rials blood money for humanitarian consideration. Lanuzas supporters and Philippine government raised about 700,000 Saudi rials for the blood money which was completed on January 2013. On May 23, 2013, the Saudi Reconciliation Committee informed Lanuza that the father of the Saudi family already received the blood money and that the father already signed the Afdavit of Forgiveness (Tanazul) for him.

Forged ?
Facing indictment for the misuse of government funds that were deliberately channeled through bogus non-government organizations linked to Janet Lim Napoles. The transactions involving numerous fake and inexistent entities that were purposely created to siphon funds out of the pork barrel of lawmakers are now being labeled as forged. The lawmakers reportedly linked to the transactions are building the defenses aimed to rid themselves from criminal liability. But the voluminous papers of the anomalous transactions bare proof that huge funds had indeed been released from the pork barrel of the lawmakers. The names of the lawmakers had already divulged to the public through the charges led by the justice department. Those who were charged vowed to face the cases and clear their names from the accusations. Apparently there were forging of unwritten deals that may have been established between the lawmakers and the now infamous and notorious woman who lured senators and representatives into releasing their pork barrel. It is tough for any ordinary citizen to get near their representative, much more senator whose ofces are beyond the reach of people in dire need. It is truly revolting that many people needing assistance could hardly obtain favor from their elected ofcials to fund legitimate programs and projects that are benecial to the people. People could not avail the benets of government funds that are supposed to answer for their needs. It boggles the mind for people to learn that there were funds in the pork barrel of their lawmakers that were wantonly disposed on anomalous programs and projects. The injury they suffered from the deprivation of basic services from government is enough cause for the people to raise their grievances against the plunder of their taxes. In a desperate move to exculpate themselves from the charges, these lawmakers involved in the anomalous deals had raised claims that they have no participation in the anomalous transactions. One quick excuse was for these lawmakers to disown participation in the anomalous transactions. One senator even went to the extent of hiring accountants while another sought

ASPA When 24 year-old Kae Devantes, senior account manager of MRM Digital Marketing Agency, woke up from her sleep to go about with her regular day as an earning yuppy in the morning of September 6, 2013, she probably did not have any inkling that that would be her last experience of waking up. When she punched out after a hard days work, and on the presumption that she saw the sun setting at the end of that day, she probably did not have any suspicion that that would be her last experience of a setting sun. When she did all that she did on that day of September 6, she probably didnt realize that was her last of experiencing living an entire day on this earthly plain. She probably didnt have the inkling, the suspicion, the realization because her death on September 7 was untimely, if not indeed uncalled for. But her death isnt all that. It was not just untimely; it was not just uncalled for. It was gruesome; it was grotesque in every sense of the said words. The scene of a daughter gagged in her mouth with a handkerchief with her hands tied by the very own seatbelt of her car and who succumbed to death by multiple stab wounds in the neck isnt a scene for a mother, a father, a brother, a sister, a son or a daughter to see. It is not a sight for a decent, a morally upright, a rationale person to see. For being what it is, it is not for a human to see. This leads me to say that violence in this country, if not in the world, has ceased to become a mere sporadic event, it has ceased to become a vague concept. It has, through time, taken a true form; gruesome and grotesque but nonetheless true form. And humanitys frailty isnt the one to be partly blamed for it; it is one to be wholly blamed for it. And such weakness has taken, for quite some time now, its toll on the weak victims. To be sure, Kae Devantes isnt the rst victim of this gruesome and grotesque form that is violence. Many preceded her who suffered even more than she did before life abandoned them. And she denitely wont be the last either. Like a movie star who is popular only until the next best thing comes along, Kae Devantes is the current face of violence only until the next worse thing comes along. Upon hearing of Kae Devantes and the likes of her whose life had to be snuffed mindlessly and needlessly, you suddenly think that may be our concept of justice should be re-written. Upon hearing of a neighbour who got shot down to her death because she didnt succumb to the whims of a robbing prick, you suddenly think that justice in these parts has become as vague a concept as social justice or equality. Upon hearing of yet another victim of violence, you suddenly think that justice here isnt justice after all.

Be that as it may, those whom Kae left behind and we who sympathize for her and them have only one thing to pray and hope for: that they who butchered her to death be brought to this seemingly vague if not elusive concept of justice the soonest, the swiftest, the cruellest. Only that bringing them to justice cannot be done the soonest because the investigative capabilities of our men in uniform are as good as nil to promptly give a face to her killers. Only that bringing them to justice cannot be done the swiftest because expeditious isnt just a term to describe our criminal justice system. Only that bringing them to justice the cruellest cannot be done because the most that they get is a prison term. All these make me think that maybe Rodrigo Duterte is doing the right thing to purge his turf of criminals and bandits. All these make me think that maybe the concept of vigilantes shouldnt be as revolting anymore as it was before and as it is now. All these make me think that maybe dispensing justice should now be more liberated than conventional. Napolcom to recruit new police officers


TACLOBAN CIT Y The National Police Commission (Napolcom) is set to conduct an examination to aspiring police officers and women. College graduates and in-service policemenapp l i c a nt s w i l l t a k e particular examinations at Leyte Normal University on October 20. The examination is divided into four types to determine if the applicant is physically and mentally fit and to ensure if they deserve to pass. According to information officer Paul Cinco, it is important that they conduct examinations to screen the applicants and to make sure that they hire good and deserving police officers. Aspiring police officers must possess eligibility, must have at least 52 in height and must not age beyond 30. However, civil service examination passers are immediately qualified and they can right away apply positions for police officer 1. Furthermore, ranks can the promotion not just of good but of better nutrition. NMIS-8 conducts orientation on meat products handling for homemakers


TACLOBAN CITY -The National Meat Inspection Services-8 (NMIS-8) in collaboration with the Tacloban City Health Office and the City Veterinary Office conducted a series of orientations on proper handling of meat and meat products for homemakers in the different barangays of this city. The said orientation started on August 28, 2013. The activity aims to inform all homemakers about the proper way of handling meat and its products. In addition, it intends to educate consumers on identifying double-dead meat to ensure food safety. Homemakers should have knowledge on proper handling of meat and its products because they are the ones who buy and cook meat, said Dr. Marian Zartiga, NMIS-8s senior meat control Officer. Chopping boards and knives should be cleaned well when handling meat to avoid contamination of bacteria. The person handling the meat should also be in proper grooming because he or she can be a potent source of bacteria. Homemakers are being taught on how to and environmental challenges. As agents of change and sustainable development of the country, it is also our duty to help develop strategies to protect our people, our environment and ecosystem, Pacanan said. 8th ID soldiers return after mission in Cebu


C AT BA LO G A N CITY--- Heroes. This is how the 8th Infantry Division treated the troops of Bravo Company of the 34th Infantry Battalion (IB) who just arrived at Pier two, this city on Tuesday. The troops came from the peace and security mission in Balamban, Cebu. The troops contributed to the peace and security in Balamban and helped the Philippine National Police to secure the area according to its commander Captain Rex Caranzo. The soldiers also conducted medical mission, outreach program to show to the community the true bayanihan spirit, he said. Balamban is a shipyard in Cebu, more attractions on investment are coming in since there are no more threats in the area, Caranzo said. Meanwhile, eighth ID assistant division commander BGen Virgilio Espineli warmly welcomed the returning soldiers. Espineli said that the government troops have significantly contributed to the Internal Peace and Security Plan (IPSP) Bayanihan of the Army. I appreciate your untiring support for the accomplishment of the commands mission. You have demonstrated the picture of a true Army. I know that as you left Cebu, the people there whose lives you touched and helped will never forget you, Espineli said, addressing the 120 soldiers. He urged the troop to continue doing their mandated task and render services. The troops will undergo some two weeks of re-orientation on human rights before they will be sent back to their unit at the 34th Infantry Brigade in Northern Samar under commanding officer Lt. Col. Rodrigo Illustrisimo.

ees Compensation program implemented by ECC, the grant of EC survivorship pension, mandated under Presidential Decree 626, is among the benefits given to employees who died from work-connected accident, disease, or disability. It will be recalled that in 2006, the previous GSIS administration suspended the payment of the pension after the five-year guaranteed period. GSIS President and General Manager Robert Vergara said qualified EC survivors whose pension has been stopped as of August 2012 and those who should be receiving their pension beginning August 2012, will benefit from the ECC resolution. In letters sent recently to EC survivorship pensioners, GSIS requires sur viving legitimate spouses (of deceased EC pensioners) to submit a certificate of no marriage (CENOMAR) issued by the National Statistics Office, stressing that the ECC board resolution disqualifies them from the benefit if they remarried. All qualified EC survivorship pensioners will also be asked later to enroll for eCard, through which their monthly pension will be credited, after the GSIS has created their pension records. When submitting document to the nearest GSIS office, pensioners are further advised to bring two valid government-issued identification cards and a copy of the letter from the GSIS for easy reference. Under PD 626, EC contributions are paid solely by employers in case of work-related contingencies incurred by their employees, such as accident, disease, disability, or death. Employees do not contribute to the Employees Compensation Insurance Fund. The GSIS and the Social Security System are the implementing agencies and fund managers of the EC Insurance Fund for the public and private sectors, respectively. RSOG nabs two women swertres collectors in Samar


C A M P KANGLEON, Palo, Leyte- Two women allegedly engaged in the collection of swertes bet were nabbed by the Regional Special Operations Group (RSOG) of the Police Regional Office 8 (PRO8) in anti-illegal gambling operations in Catbalogan City on Tuesday. Arrested were of Nena Asano, 51, married of Purok 2, Brgy. Guindapunan; and Mylene Ebias, 24, single, of Purok 6, Brgy. 3 Poblacion, both in Catbalogan City, Samars capital. PCSupt. Elmer R. Soria said the RSOG under PInsp. Constantino Jabonete, Jr., arrested Asano at past 5:00 p.m. Tuesday at the vicinity of Brgy. Guindapunan while collecting bet for swertres, an illegal numbers game.
