Efficiency Maine Trust, Augusta, Maine Chief Financial Officer June 2010 to March 2012

Responsible for management of the finance and administrative functions and the development of policies and procedures for a start-up agency. This position requires functioning as both the CFO and the chief operating officer, and the functions include overseeing financial management, grant administration, human resource administration, developing policies and procedures, contracting negotiation, reporting, budgeting development and support of the Executive Director and Board of Trustees. As an independent quasi-state agency, there is overlap with state budget, although there is a substantially larger comprehensive budget that is outside of the state budget process. CITY OF BANGOR, Finance Department, Bangor, Maine Finance Director/Treasurer Responsible for citywide budget in excess of $75 million including the municipal budget, capital projects, and six enterprises funds: Bangor International Airport, Bangor Nursing Facility, Bass Park Auditorium, Bangor Civic Center, Bangor Raceway, Sewer Fund, Bangor Municipal Golf Course and Parking Garage. The Divisions managed by the Finance Director included Treasury, Audit (accounting and payroll), Insurance and Workers Compensation (self-funded and self-administered program). Worked with the Citys auditors including the review of and response to the annual management report. In August 1990, the City had not completed its audit for the fiscal year ended June 30, 1989 and could not close the fiscal year ended June 30, 1990 because of a failing internal financial management system. The City had not drawn down funds on numerous Federal Aviation Administration grants for the Citys Airport, nor closed out completed FAA grants. The City needed to restore the City Councils and the publics confidence in its financial reporting and prepare a multi-year plan to upgrade the internal financial management system. Worked with the Citys financial advisor and bond counsel to structure a revenue bond financing for airport improvements, as well as charter change to improve the financial management and financial position of the City.
