All the petroleum products have been classified as per the flashpoint of the product. Flashpoint Class of Petroleu m A B C Products

Below 23 C 23 C to<65 C 65 C to<93 C

Motor spirit, Toluene HSD, SKO, Xylene Furnace oil, LDO

The petroleum product whose flashpoint is 93 C and above are not covered under Petroleum Rules.

License for Storage of Petroleum Products


No license is required for the storage of following kinds and quantities of petroleum products in number of industrially developing countries;

The license is obligatory under Petroleum Rules, of number of countries for the storage and transportation of petroleum products except for the exempted quantities. Generally, in the processing industries two types of licenses are granted under Petroleum Rules, one is for Non bulk storage that is in barrels, and another for bulk storage of Petroleum products.

General Safety Regulation for the Storage Area

drain, sewer, public road etc. 5. All tanks and pipelines carrying petroleum products should be properly and efficiently earthed to prevent generation of static charges. 6. All electric equipments such as motors switches, lights etc. should be flameproof and as per the classifications of the hazardous area. 7. All operations within an installation, storage shed should be conducted by an experienced responsible person well conversant with the Petroleum Rules. 8. The premises should be kept clean and free from all vegetation, waste material and rubbish. 9. No hot work in the tank pipelines should be carried out in the premises without the approval of competent person. 10. No person should enter the tank for cleaning /repair work without the approval of such maintenance.

Precaution During Loading/Unloading of Petroleum Product Through Tank- Lorry


1. 2. 3. 4. 5. The tank lorry should be constantly attended while loading /unloading by the competent person. No tank lorry carrying petroleum products should be parked at a place within 9 meters of any source of fire. Loading of leak or defective tank lorries or unlicensed tank lorries is prohibited. No tank lorry should be loaded /unloaded until its wheels have been secured by efficient brake. The filling discharge faucet and dip pipes to be kept closed while the tank lorry is unloading the petroleum products.

No person should smoke or carry any article capable of causing fire / explosion during loading and unloading operations. No tank lorry should be loaded /loaded until its engine has stopped and battery isolated from the electrical circuit. All petroleum pipelines entering in tank vehicle in loading or unloading area should be electrically continuous and be efficiently earthed. Sound and perfect hoses or metal pipes should be used An earth boss with a flexible cable having robust clamping device should be provided near loading point. The tank lorry should be efficiently earthed. Bonding and earthing connection should not be broken unless the process of loading / unloading is over. The initial rate of filling should not exceed 1 meter per sec until the filling pipe is completely submerged in petroleum but the final rate should not exceed 6 meter per second at the delivery end of the filling pipe. To avoid contamination of petroleum product use correct hose pipe for loading /unloading of particular class of petroleum. While loading/ unloading of petroleum products splashing of product should be avoided to prevent generation of static charges.
