Introduction Counseling represents a professional relationship between a trained counselor with a

client or group. In other words, counseling is amember service area to help service the clients are assisted through a close relationship with a counselor to cope with, understand and accept themselves and others. The purpose of counseling are Provide information, promoting literacy intellect, provide support, conflict resolution and making decisions. Quality counselors have always desired by every client. It is not easy to find a counselor who truly understand the needs of its clients. Patterson & Welfel (2000) described the characteristic features quality counselors as having stability, nature harmony and have a purpose. Their counselor is important other than the mastery of knowledge, skills or techniques (Cavanagh, 1990). Counselor is someone who works in a professional and qualified in the field of counseling psychology. They specialize related services growth and personal development, psychological testing, behavior modification, mental health, family and others. All bound by the Code of Ethics Counsellor set. Among emphasis on client confidentiality, unconditional help and every client is equally important as well as the right to be respected. Counselors are trained people and important in this counseling service. Counselors are provided with lessons learned and given supervised training in preparation for becoming a quality and effective counselor. A counselor must have certain personal characteristics to enable him to be an effective counselor. To be an effective counselor, the counselor must also comply with a set of ethics. Thus, the relationship between the counselor in counseling and the client is interconnected and counselors should always want to help demonstrate to the client so that the client feel safe and confident with the ability counselor.

The characteristics of a quality counselor Effective counseling process has been identified to be associated with the properties of counselors as well as counseling skills possessed. In creating a comfortable counseling, trained and experienced counselors are needed. Beside that an effective counselor is that he is able to help clients to identify himself and help improve himself for the better and to the benefit for himself and others. The Association of Counselor Education and Supervision (1964) counselor should have identified six basic quality of each individual trust, commitment to humanitarian values, openness, self-understanding, sensitive to the world and commitment to profesion. Combs et.al. (1969) concluded from a series of studies on the characteristics of effective counselors. His findings show effective counselors assume others will be able to solve the problem and can deal with life. They also love together people of common tools and can make self-disclosure of too secretive with self-. Rogers (1961) argues that client perception of counselor attitude is more important than theory or methods belonging to a counselor. Rogers further assert effective counselor must be attractive, simple, friendly, show confidence and reliability. The highest quality available on the effective counselor are : 2.1 A Good Listener An effective counselor should have skills in serving clients. This will only be done if one has the skills, formulate expressions of students, good listening skills, this will help counselors to interpret and thus provide information on finding a solution to the issue or problem students.

2.2 Have high self-confident

Confidence is the basis for the action of doing something right and appropriate to the situation. Confident counselors will act with calm and mature. Even so, confidence is dependent on the capacity in terms of knowledge and skills, or called credibility, this will launch the next cause he believed to help students. This will be attractive to students to further engage.

Empathy Empathy is feeling what counselors felt by others with an attitude aside prejudice and perception of existing controls. This happens because of the feeling of appreciation. This empathy should shown to the students who assisted as it will help the process of solving problems more easily and quickly turn to express love and respect for the student to counselor

Open minded Counselors must have a broad view, not focused on a narrow aspect. An issue or problem students should be viewed in a holistic or comprehensive to this particular issue and it will be wide open to make room for students in choosing actions.

Keep secret to good clients Any information shared in counseling sessions must be kept confidential, except to conceal that information, it can cause harm. Relationships are built on mutual respect and trust can be destroyed by an attitude not keep a secret.

Apart from the quality or characteristics of a counselor in search of the client as discussed above, many other things that should be owned by a counselor to attract clients. A counselor should always look for ways to improve himself with understanding human behavior. To be an effective, counselors must in-depth understanding of human behavior in the context of social and cultural. Counselors also must be able to use this understanding to address problems client. The quality caunselor always Improving their communication with their clients. Counselors should have a broad general knowledge to see the dimensions of biological, environmental and psychological in client development processes. This knowledge will form the basis for assessment on the uniqueness of the organizational aspects of life client.

Counselors should always add his knowledge through the process of learning from observations of behavior verbal and non-verbal behavior, cognitive, affective and psychomotor response from the client during the interview session. Counselors can also refer significant individuals in the client environment. In this context, the counselor will help the client see all three dimensions so as to obtain an understanding. The more perfect of the factors responsible client in question. Therefore, a more accurate model of counseling and brought in line with the client's question let designed. 3.0 Conclusion These characteristics are either natural or cultivated and learned it is important for counselors to help clients. Eligible individuals will be more effective counselor sessions as they are able to understand the client well. Therefore, the effectiveness of the counselor is depends to counselor skills.
