Tanauan farmers suer from price hike of rice

TANAUAN, Leyte They are producing rice but theyre also taking a toll of recent staple food price hike. A group of 45 farmers in the sleepy village of Tugop in this town, bear the heat of the sun nearly noontime, just to earn an average of P50 from three to four-hour manual rice harvesting work. Our wage is just enough to buy a kilogram of milled rice. We cant afford to buy fish and meat anymore for our side dish, said Marilyn Lagarto, a 34-yearold laborer. She works hard to help her husband raise enough money for food sustenance of their three children. If Lagartos family is struggling, the situation of his neighbor, Manrico Creer, a 41-year-old father, is far worse. Creer and his wife both work in a rice farm to feed their 11 children. A big chunk of our budget goes to buying rice. Most of the time, our side dish is just lawlaw, Creer told this writer while fastly cut rice stalks one sunny midday. Lawlaw is a fimbriated sardine buried and preserved in salt, commonly eaten by impoverished families who have no other alternative to enhance the taste rice. Scanty income from manual farm labor forced parents to let their children work in rice fields instead of sending them to school. If more members of the family do the labor, a family gets more money to buy rice and side dish. Farmers have to endure the heat of sunlight and itchiness caused by rice stalk. Adding up to the heat is the very dry ground due to poor irrigation system. Vivencia Indic, a 56year old grandmother who was also engaged in manual rice harvesting, explained that their wage depends on the number of farm workers and volume of harvest. Normally, the group of laborers gets a sixth fraction of the value of total output as their compensation. They divide the amount among themselves. For instance, if the produce is 20 sacks (the average harvest in the village for every farm), laborers get a share of 3 sacks. Presuming that a sack weighs 50 kilograms and the price of unhusked rice is P14 per kilogram, workers would receive P2,100 pay. If there are 40 of them in the group (the average size), each one of them would only get P52 pay, just enough to buy a kilogram of rice. Farmers have the option to keep the unhusked rice but it would take time and additional cost to dry and mill the grains. They just prefer to sell the produce and get money so they could easily buy rice for lunch or dinner. The National Food Authority (NFA) said rice farmers also buy rice at a high price because they are also consumers. A trader buys rice grains at P14 per kilogram and sells wellmilled rice to retailers at P40. Retailers then sell the staple food to consumers at P45 per kilogram. Thats the nature of rice business. Farmers burden will be lessened if they would keep paddy rice, dry it and mill the grains on their own, said NFA regional information officer Mary Agnes Militante. Food price adjustment during this period is expected since the country is still experiencing a traditional lean months, according to authorities. Lean month period is the time of year when there low rice harvest. Rice is considered as staple food in the Philippines where most people eat rice every meal. In Leyte province alone, every person consumes an average of 117 kilograms each year. As of last week, modal retail price of well milled rice per kilogram is pegged at P42.33, regular milled rice at P39.43 and premium rice at P46.20. This price is up than the P39.42, P36.20 and P43.85 for well-milled, regular milled and premium, respectively. The NFA expects the price of commercial rice will start to go down next week as the country approaches harvest season.

Teresita is one of the 43 household beneficiaries of the said barangay for the Kalahi-CIDSS sub-project, and a mother grantee of the Pantawid Pamilyang Pilipino Program (4 Ps). She explained that if it was not for the programs of the DSWD, they could not even provide and sustain the needs of their 13-year-old granddaughter at school. Tears rolled down her cheeks as she recalls how her granddaughter became an orphan. According to her, the mother of her grandchild died after giving birth, while the father left without a word. Since then, she and her husband stood as parents to her. Her husband still struggles to meet their daily needs as a laborer. She shared that at

the start of the sub-project implementation, her husband already wanted to serve as one of the volunteers. As senior citizens, they both believe that they still play an important role in decision-making and community involvement. Teresita also expressed how she wished they will also be covered by the DSWD Social Pension Program. During the inauguration, the elderly residents like Teresita expressed their gratitude for how the Kalahi CIDSS and other DSWD programs have reached their barangay. DSWD conducts orientation among students of its 4Ps program

TACLOBAN CITY The Department of Social Welfare and Development (DSWD) here in the region conducted an orientation on its Pantawid Pamilyang Pilipino Program (4Ps) in the different universities in the region as part of its campaign to continuously promote its advocacy on education for less fortunate yet deserving children and to reduce the number of poor and hungry families. Just this month, the DSWD visited Leyte Normal University, Visayas State University (VSU) Tolosa and VSU Alangalang to impart lectures on anti-trafficking law, scholarship grants and budget management which will positively contribute to the enhancement of the lives of the 4Ps beneficiaries. Instructors, student leaders and campus journalists from their partner universities also participated in the orientation for a greater chance of program expansion. According to DSWD-8 social marketing officer Michelle Calzado, the department seeks partnership to the different universities in the region as schools are the primary initiators of learning and development which could surely strengthen the advocacy on the programs they are implementing. Through close partnership with universities or the academe, the 4Ps beneficiaries learn more about the program and they have the knowledge on their individual rights and responsibilities. TACLOBAN CITYThe lack of geologist in Mines and Geosciences Bureau regional office hampers the accomplishment of the 1:10,000 scale of geohazard mapping and assessment in the region. The regional office of the MGB has only one geologist, confirms its regional director, Alilo Ensomo. We badly need geologists especially at this time. We are exhausting all efforts to complete the geohazard survey and assessment this year in order to address the clamor of the local government units in the preparation of their disaster-preparedness plans, Ensomo said. Director Ensomo stressed that the region is prone to natural calamities like landslides, floods, volcanic tremors and the specific and accurate information about these dangerous places are all coming from geologists and are necessary to prevent, or, at least mitigate these disasters. `That is how important geologists are and yet they are leaving, Ensomo said. It was learned that many of the geoscientists at the MGB and the Philippine Institute for Volcanology and Seismology (Phivolcs) are gone. In addition, even big mining companies are experiencing an acute lack of geologists and mining engineers. And the worst, only three schools,namely, the Mapua University, Adamson University and University of the Philippines, teaches geology and even professors are being lured away by high paying jobs implementing here in our region are pursuant to Republic Act No. 7586 or the National Integrated Protected Ares System Law. So basically, these programs are part of the national strategies in sustaining the development of our marine resources and environment, said Makabenta. The NICMPSD is set to give direction, support and guidance to local government units and stakeholders in the expansion and execution of their local integrated coastal management programs. The CTI- CFF is anticipated to protect the marine and coastal biological resources for the future generations and to guard the region from over fishing, destructive fishing practices, unsustainable coastal development, pollution, and imabroad. Nevertherless, Director Ensumo said MGB and even mining companies is now offering scholarships to deserving high school graduates for a Baccalaureate degrees in Geology, Mining Engineering and Metallurgical Engineering in next school year. We could probably institute measures also to help ensure a stable supply of geoscientists, by keeping good professors home, private mining companies should explore engaging the participation of the faculty of UP, Adamson and Mapua in their research and in the exploration stages of their operations. Northern Samars No. 1 most wanted man captured

CAMP KANGLEON, Palo, Leyte- A police tracker team arrested the most wanted person in Northern Samar, tagged as a member of robbery gang operating in the area and neighboring provinces, Tuesday evening. PCSupt. Elmer R. Soria, police regional director, identified the suspect as Dante Agas, 29, who was arrested on the strength of an arrest warrant issued by Regional Trial Court Judge Decoroso Turla of Branch 23 in Allen town, also in Northern Samar. Agas is facing charges for robbery in band with a recommended bail of P100, 000, Soria informed. He added that a police tracker team from Northern Samar Police Provincial Office and Catarman police station led by PSInsp. Joy Leanza nabbed Agas in his hide-out in Brgy. Cervantes in Catarman at past 7:00 p.m. The suspect is believed to be one of those behind a number of armed robberies of establishments and is tagged as the province number one most wanted criminal, Soria disclosed. Meanwhile, in Maasin City, highway robbery suspect Jefred Rustila, 24, was collared in his hide-out in Sitio Kabining, Brgy. Tigbawon at past 5:00 p.m. Tuesday. Soria informed that a police tracker team from Malitbog police station under PSInsp. Gracila Sabas arrested the suspect after receiving information from an informant on his whereabouts. So much is needed to have a sports program that would respond to the needs of the youth and provide a pool of athletes that would someday represent the country in the international sports arena. People are aware that local government units have funds that

In college, those whove grown up receiving endless awards do the requisite work, but dont see the need to do it well. In the office, they still believe that attendance is all it takes to get a promotion. In my training alone yesterday, the speaker tossed trophies in the form of nuts and candies. Sort of praising and rewarding learners for their patience and cooperation. It is clear. Awards can be powerful motivators, but nonstop recognition does not inspire to succeed. Instead, it can cause underachievement. In life, were going to lose more often than we win, even if youre good at something. When children make mistakes, our job should not be to spin those losses into decorated victories. Instead, our job is to help kids overcome setbacks, to help them see that progress over time is more important than a particular win or loss, and to help them graciously congratulate the child who succeeded when they failed. ing with inordinate desires and ambitions. For one, although I am sure that this is not the very first scam which has gotten the Priority Development Assistance Fund of our solons involved, the current scam that has for its mother the now incarcerated Janet Napoles is by far the largest, the most widespread, the most perverse, the most systematic and quite frankly, the most embarrassing of it all. So large, so widespread, so perverse and so systematic in fact it has become very embarrassing that this is the first time three of our Senators (probably more are coming) and a bunch of our Congressmen (probably even more are coming too) have been charged in the Office of the Ombudsman with charges of plunder, bribery and corruption for allegedly getting kickbacks by funnelling their respective funds to bogus NGOs created by Napoles. As if the misadventures of Napoles and her cohorts were not enough to rattle this nations foundation, Nur Misuari and his MNLF woke up one day and decided to wreak havoc in the city of Zamboanga. Call it blind ideology, call it selfishness, call it even pathetic but the stunt of Misuaris MNLF is inexcusable especially to the men and women who died senselessly by their hands. And as if those senseless deaths were not enough to showcase our races propensity for violence, we hear of news of a young lass getting butchered to her death by six young males who, as it turned out, did it out of a measly sum of money, which makes one think that somehow it is Napoles and her solon cronies that should be blamed for her death. That is so because one grain less in the table of a hungry Filipino family is one reason more for its head to look for the missing grain, come hell or high water, by hook or by crook. That is so because a peso stolen from our coffers is one reason more why we only have social inequality and injustice, why the rich only becomes richer and the poor, only much poorer. All these make you think that this nations plight is but a hopeless case. It

To see someone in prayer is a touching sight. For a while, they have become unmoved by the grip of society, work and role. The body gathers itself before the Divine, and stillness deepens. Do we ever pray for others as intensely as Jesus prayed for his disciples? Seventy jeepney drivers attended a symposium about the responsibilities towards environmental protection and preservation last September 13, 2013 at Barangay Calaparan, Arevalo, Iloilo City. TACLOBAN CITY-The Department of Trade and Industry (DTI) observed a high rate of compliance of Fair Trade Law (FTL) among big establishments in Hilongos, Leyte and its neighboring towns during the FTL enforcement it conducted on September 19, 2013. Candelaria Duavis, DTI trade and industry development specialist, said the enforcement aims to monitor establishments if these enterprises are compliant to the fair trade laws. We ensure that establishments undergo the proper process prior to their operation. First and foremost, an establishment must have

a business name and be registered. Also its products must have quality product markings and price tag, she added. There were 152 establishments monitored, 62 of which were from Hilongos, 50 from Bato and 40 from Hindang, all in Leyte. Only five establishments were seen with FTL violations. The compliance of FTL in Hilongos, Bato and Hindang is very high though there are cases of tolerable violation. We were able to record only 4 cases of Price Tag Law violation and a case concerning quality product markings, Duavis said. Regarding the Price Tag

Soldiers from EV extend assistance families affected by Zamboanga armed battle

C AT B A L O G A N CITY- The 8th Infantry Division Philippine Army based in Camp Lukban, this city, finally delivered the relief items to the evacuees in Zamboanga City. The relief goods consists of 10 sacks of rice, 11 cartoons of canned goods, 19 cartoons of noodles, assorted medicines, assorted laundry items, 52 sacks of clothing and cash amounting to P8,925.00. Leyte Samar Daily Express learned that the donated assorted goods and cash were sent to their Central Command (Centcom) in Cebu City last Sept 21, 2013 through the Philippine Navy ship BRP Bagobo AT 293. Meanwhile, B/ Gen. Jet Velarmino, division commander of the 8thInfantry Division, expressed gratitude to all individuals and groups for their contributions towards the relief efforts made for the evacuees of Zamboanga and call upon also other kind hearted individuals to show similar spirit toward this cause. Velarmino also extended their deepest condolences to the families and loved ones of their fallen comrades who offered their lives to protect civilians and to maintain peace in Zamboanga. To recall, more than 82,000 people from 15 barangays of Zamboanga were affected by the armed battle between government forces and the Misuari-led faction of the Moro National Liberation Front (MNLF). Records from the National Disaster Risk Reduction and Management Council (NDRRMC) revealed that a total of 82,106 persons or 16,533 families have been affected in 14 barangays in Zamboanga and one barangay in Zamboanga Sibugay province. A majority of the evacuees, more than 50,000 of them, are at the Joaquin Enriquez Sports Complex in Zamboanga.

NSM Highlights Statistics that Matter to Every Filipino

TACLOBAN CITYThis October, Eastern Visayas will celebrate once again the National Statistics Month (NSM). Now on its 24th year, the celebration focuses on the theme, Statistics that Matter to Every Filipino, highlighting the vital roles that data and statistics play in the everyday lives of Filipinos. At the national level, the opening of the National Statistics Month will coincide with the 12th National Convention on Statistics, the biggest gathering of statisticians and various stakeholders of statistics all over the country, on October 1-2, 2013 at the EDSA Shangri-La Hotel, Mandaluyong City. Distinguished luminaries from the statistical community were invited as speakers and paper presenters to discuss recent theoretical and practical developments in statistics. In the region, the NSM celebration will officially start with two major activities on October 7, 2013: (1) Opening of Statistical Exhibits at Robinsons Place Activity Area (Annex Building) at 1:00 P.M.; and (2) Opening Ceremony cum Statistics Forum at BIR Multi-Purpose Building, Government Center, Palo Leyte at 2:00 in the afternoon. The activities will be hosted by the NSCB and co-sponsored by NSO, BIR, BFAR and NTC. The Interagency Statistical Exhibits will be participated in by around 23 agencies and institutions and will be on display for three days from October 7-9 at Robinsons Mall. The opening ceremony cum statistics forum, on the other hand, will highlight presentations on some statistics critical to every Filipino, to wit: (1) tax collection performance; (2) prices/ inflation; and (3) human development index. It will gather around 150 participants coming from regional line agencies, local government units, non-government organizations and academic institutions, including BS Statistics Students from Eastern Visayas State University. Other NSM activities lined up for the month include symposia, data dissemination seminars, trainings, workshops, statistics quiz, slogan and poster making contests, stat trivia, tree planting, information and education campaign activities such as press conferences, TV and radio guestings, and hanging of NSM streamers and tarpaulins. The NSM Regional Calendar of Activities can be accessed at the NSCB website at http://www.nscb.gov.ph/ ru8. The NSM is celebrated annually for the purpose of promoting, enhancing and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and at the same time eliciting the cooperation and support of the public in improving and enhancing the quality and standards of statistics in the country. It was first observed in 1990 pursuant to Presidential Proclamation No. 647, Declaring the Month of October of Every Year as the National Statistics Month. The Regional Statistical Coordination Committee (RSCC), through the NSCB as its secretariat, spearheads the NSM celebration in the region.

Taclobans coop office launches programs for inmates, PWDs

TACLOBAN CITY In line with city governments effort in providing livelihood assistance to the unemployed and out-of school-youth, the City Cooperative Development and Livelihood Assistance Office (CCDLAO) launched various livelihood programs, among them providing trainings through the coordination of the Office of Extension Affairs of the Eastern Visayas State University. One program launched by the CCDLAOs was the P200,000 worth of loan assistance to Tacloban persons with disabilities(PWDs), which allowed them to generate income by making wooden school tables and chairs while scrap woods were made into key chains. Another was the Basura mo, Pakabuhi ko program, which was adopted by the Basura mo, Pakabuhi hit Preso of the Bureau of Jail and Penology that aims to use empty food wrappers, papers, posters and tarpaulins as major materials in making accessories, bags and wallets. The items produced by the inmates are displayed and sold at the Balyuan Pasalubong Center while the income is divided through a 5050 sharing where 50% is given to the inmates and the other 50% is allotted for buying other materials needed, said Jail Officer I Sandra Luangco. Furthermore, a memorandum of agreement between the city government and EVSU, which provides the partnership of the two agencies in providing livelihood trainings, is set to be approved by the City Mayors Office to grant livelihood opportunities. Penro-Leyte warns would-be candidates not to harm trees

TACLOBAN CITYThe Provincial Environment and Natural Resources Office (Penro) here in Leyte warns candidates in the upcoming barangay elections against nailing campaign materials on trees. Forester Loreta Baldonaza said candidates should stick to environment-friendly campaigning to ensure that the environment would remain clean. This idea is to minimize garbage and to youth, said Ruena Mate, officer-in-charge of CCDLAO. Mate added that CCDLAO already collected cornhusks, which would be used for the training on Christmas dcor-making set to be conducted to 30 outof school-youths at the Balyuan Convention Center later this month. Candidates of parties are also prohibited from sticking campaign materials on ambulances, patrol cars, and government vehicles, particularly those bearing red license plates. Violation of these rules would constitute an election offense punishable under Section 264 of the Omnibus Election Code, she added. TACLOBAN CITYAn official from the National Electrification Administration (NEA) has reminded current members of the board of directors and officers of electric cooperatives on a prohibition mandated under Republic Act 10531. Lawyer Omar Mayo, officer of the Deputy Administrator for Electric Distribution Utilities Services of the NEA, said that the prohibition as stipulated under said law should be followed.

RA 10531, known as the NEA Reform Act of 2013, was approved by President Aquino June of this year wherein under its section 26-A, no person shall be elected as member of the board of director or officer of an electric cooperative if he or she is an appointive or elective official. said that some of those aected by the new law expressed their disappointed. Well, some were sad but we cannot do anything about it because its the law, he said. Mayo said that section 26-A of RA 10531 has affected several incumbent board of directors and officials of dierent electric cooperatives in the country. But we have to respect their mandate.

DySM spearheads tree planting in N.Samar

CATARMAN, Northern Samar-The DySM (Aksyon Radio Catarman) headed by station manager Fermin Honey in coordination with the provincial office of the Department of the Interior and Local Government participated the simultaneous tree planting activity last September 7, 2013. This is in connection with the yearly activity of Kapisanan ng mga broadcaster ng Pilipinas (KBP) nationwide or so-called broadcastreeing which aims to support the national greening program.
