This is really a very good pork. The fund he allotted here at the EVRMC is really a big help to our people, especially to our indigent patients, Dolly Casio, information officer of the EVRMC, said. We just hope that the pork of our senators and congressmen will not be removed because this is a great help to our poor brothers and sisters here in Eastern Visayas, Casio said. In the case of Leyte Rep. Ferdinand Martin Romualdez, he has allocated P1.5 million at the EVRMC intended for poor patients coming from Tacloban and seven towns of Leytes first district, the solons congressional representation. The patients who want to avail of Romualdezs medical assistance visits his congressional offices located at the Nipa House at Jones Street or at Real St., both in Tacloban, to get a check-like paper that is to be presented to the hospital. Tanauan farmers suer from price hike of rice

TANAUAN, Leyte They are producing rice but theyre also taking a toll of recent staple food price hike. A group of 45 farmers in the sleepy village of Tugop in this town, bear the heat of the sun nearly noontime, just to earn an average of P50 from three to four-hour manual rice harvesting work. Our wage is just enough to buy a kilogram of milled rice. We cant afford to buy fish and meat anymore for our side dish, said Marilyn Lagarto, a 34-yearold laborer. She works hard to help her husband raise enough money for food sustenance of their three children. If Lagartos family is struggling, the situation of his neighbor, Manrico Creer, a 41-year-old father, is far worse. Creer and his wife both work in a rice farm to feed their 11 children. A big chunk of our budget goes to buying rice. Most of the time, our side dish is just lawlaw, Creer told this writer while fastly cut rice stalks one sunny midday. Lawlaw is a fimbriated sardine buried and preserved in salt, commonly eaten by impoverished families who have no other alternative to enhance the taste rice. Scanty income from manual farm labor forced parents to let their children work in rice fields instead of sending them to school. If more members of the family do the labor, a family gets more money to buy rice and side dish. Farmers have to endure the heat of sunlight and itchiness caused by rice stalk. Adding up to the heat is the very dry ground due to poor irrigation system. Vivencia Indic, a 56year old grandmother who was also engaged in manual rice harvesting, explained that their wage depends on the number of farm workers and volume of harvest. Normally, the group of laborers gets a sixth fraction of the value of total output as their compensation. They divide the amount among themselves. For instance, if the produce is 20 sacks (the average harvest in the village for every farm), laborers get a share of 3 sacks. Presuming that a sack weighs 50 kilograms and the price of unhusked rice is P14 per kilogram, workers would receive P2,100 pay. If there are 40 of them in the group (the average size), each one of them would only get P52 pay, just enough to buy a kilogram of rice. Farmers have the option to keep the unhusked rice but it would take time and additional cost to dry and mill the grains. They just prefer to sell the produce and get money so they could easily buy rice for lunch or dinner. The National Food Authority (NFA) said rice farmers also buy rice at a high price because they are also consumers. A trader buys rice grains at P14 per kilogram and sells wellmilled rice to retailers at P40. Retailers then sell the staple food to consumers at P45 per kilogram. Thats the nature of rice business. Farmers burden will be lessened if they would keep paddy rice, dry it and mill the grains on their own, said NFA regional information officer Mary Agnes Militante. Food price adjustment during this period is expected since the country is still experiencing a traditional lean months, according to authorities. Lean month period is the time of year when there low rice harvest. Rice is considered as staple food in the Philippines where most people eat rice every meal. In Leyte province alone, every person consumes an average of 117 kilograms each year. As of last week, modal retail price of well milled rice per kilogram is pegged at P42.33, regular milled rice at P39.43 and premium rice at P46.20. This price is up than the P39.42, P36.20 and P43.85 for well-milled, regular milled and premium, respectively. The NFA expects the price of commercial rice will start to go down next week as the country approaches harvest season.

Teresita is one of the 43 household beneficiaries of the said barangay for the Kalahi-CIDSS sub-project, and a mother grantee of the Pantawid Pamilyang Pilipino Program (4 Ps). She explained that if it was not for the programs of the DSWD, they could not even provide and sustain the needs of their 13-year-old granddaughter at school. Tears rolled down her cheeks as she recalls how her granddaughter became an orphan. According to her, the mother of her grandchild died after giving birth, while the father left without a word. Since then, she and her husband stood as parents to her. Her husband still struggles to meet their daily needs as a laborer. She shared that at

the start of the sub-project implementation, her husband already wanted to serve as one of the volunteers. As senior citizens, they both believe that they still play an important role in decision-making and community involvement. Teresita also expressed how she wished they will also be covered by the DSWD Social Pension Program. During the inauguration, the elderly residents like Teresita expressed their gratitude for how the Kalahi CIDSS and other DSWD programs have reached their barangay. They may grow old and leave the younger generations behind, but this project remains. Such is a souvenir of their hard work and a memory for them to cherish as a community working as one. (DSWD-Joan

DSWD conducts orientation among students of its 4Ps program

TACLOBAN CITY The Department of Social Welfare and Development (DSWD) here in the region conducted an orientation on its Pantawid Pamilyang Pilipino Program (4Ps) in the different universities in the region as part of its campaign to continuously promote its advocacy on education for less fortunate yet deserving children and to reduce the number of poor and hungry families. Just this month, the DSWD visited Leyte Normal University, Visayas State University (VSU) Tolosa and VSU Alangalang to impart lectures on anti-trafficking law, scholarship grants and budget management which will positively contribute to the enhancement of the lives of the 4Ps beneficiaries. Instructors, student leaders and campus journalists from their partner universities also participated in the orientation for a greater chance of program expansion. According to DSWD-8 social marketing officer Michelle Calzado, the department seeks partnership to the different universities in the region as schools are the primary initiators of learning and development which could surely strengthen the advocacy on the programs they are implementing. Through close partnership with universities or the academe, the 4Ps beneficiaries learn more about the program and they have the knowledge on their individual rights and responsibilities. In connection, the bawal ang Epal ditto campaign was also introduced so that they will be informed and protected from the inappropriate use of the 4Ps by some politicians. (ELAINE

EV has only one geologist: MGB chief says

TACLOBAN CITYThe lack of geologist in Mines and Geosciences Bureau regional office hampers the accomplishment of the 1:10,000 scale of geohazard mapping and assessment in the region. The regional office of the MGB has only one geologist, confirms its regional director, Alilo Ensomo. We badly need geologists especially at this time. We are exhausting all efforts to complete the geohazard survey and assessment this year in order to address the clamor of the local government units in the preparation of their disaster-preparedness plans, Ensomo said. Director Ensomo stressed that the region is prone to natural calamities like landslides, floods, volcanic tremors and the specific and accurate information about these dangerous places are all coming from geologists and are necessary to prevent, or, at least mitigate these disasters. `That is how important geologists are and yet they are leaving, Ensomo said. It was learned that many of the geoscientists at the MGB and the Philippine Institute for Volcanology and Seismology (Phivolcs) are gone. In addition, even big mining companies are experiencing an acute lack of geologists and mining engineers. And the worst, only three schools, namely, the Mapua University, Adamson University and University of the Philippines, teaches geology and even professors are being lured away by high paying jobs implementing here in our region are pursuant to Republic Act No. 7586 or the National Integrated Protected Ares System Law. So basically, these programs are part of the national strategies in sustaining the development of our marine resources and environment, said Makabenta. The NICMPSD is set to give direction, support and guidance to local government units and stakeholders in the expansion and execution of their local integrated coastal management programs. The CTI- CFF is anticipated to protect the marine and coastal biological resources for the future generations and to guard the region from over fishing, destructive fishing practices, unsustainable coastal development, pollution, and imabroad. Nevertherless, Director Ensumo said MGB and even mining companies is now offering scholarships to deserving high school graduates for a Baccalaureate degrees in Geology, Mining Engineering and Metallurgical Engineering in next school year. We could probably institute measures also to help ensure a stable supply of geoscientists, by keeping good professors home, private mining companies should explore engaging the participation of the faculty of UP, Adamson and Mapua in their research and in the exploration stages of their operations. And this would provide additional incentives for these talents to remain in the universities, Ensumo said. (JAZMIN

CAMP KANGLEON, Palo, Leyte- A police tracker team arrested the most wanted person in Northern Samar, tagged as a member of robbery gang operating in the area and neighboring provinces, Tuesday evening. PCSupt. Elmer R. Soria, police regional director, identified the suspect as Dante Agas, 29, who was arrested on the strength of an arrest warrant issued by Regional Trial Court Judge Decoroso Turla of Branch 23 in Allen town, also in Northern Samar. Agas is facing charges for robbery in band with a recommended bail of P100, 000, Soria informed. He added that a police tracker team from Northern Samar Police Provincial Office and Catarman police station led by PSInsp. Joy Leanza nabbed Agas in his hide-out in Brgy. Since the start of this year alone, more than 4,000 poor patients from the first district has availed of Romualdez pork barrel, also known as the Priority Development Assistance Fund.(PDAF). Thelma Lapinig, pharmacist III at the EVRMC, said that personally she would feel sad if the medical assistance allotted by Romualdez and other congressmen of the region would be removed. There is really no denying that the funds that they have set aside here at the EVRMC are really a big help to our people. And dont you know that even those that are not really fortunate in life also benefits from this financial assistance from our congressmen? she said. According to her, the The lawmen were armed with an arrest warrant issued by Judge Ma. Daisy Gonzalez of RTC branch 25 in Maasin City. The criminal case, docketed as number 12-11-3882, has a recommended bail of P50, 000. The arrested wanted persons are currently under the custody of station lockup cells pending return of warrant of arrest to the issuing court, Soria said. The police official earlier directed his men to intensify the campaign for the arrests of wanted criminals as the barangay elections draws nearer to prevent election-related incidents as some unscrupulous politicians might utilize them to advance their political interests. In some instances, these young athletes are not given proper instruction and training, merely drawing inspiration from sports events that are shown on television. There is lack of development programs that would hone the skills of our youth who are interested in learning the fundamentals of the sport they love to play. Here is where our local government units must deliver by way of formulating a sports program that will discover youths who can be trained in sports and participate in competitions. So much is needed to have a sports program that would respond to the needs of the youth and provide a pool of athletes that would someday represent the country in the international sports arena. The anomalies created by the P10-billion Priority Development Assistance Funds, known as pork barrel scam manifested the different understanding on legal procedures by and between Senators Drilon and Guingona, Jr., both are lawyers. am under obligation to return the generosity. This increasing narcissism and entitlement among us, warns that when living rooms are filled with participation trophies, its part of a larger cultural message: to succeed, you just have to show up. In college, those whove grown up receiving endless awards do the requisite work, but dont see the need to do it well. In the office, they still believe that attendance is all it takes to get a promotion. In my training alone yesterday, the speaker tossed trophies in the form of nuts and candies. Sort of praising and rewarding learners for their patience and cooperation. It is clear. Awards can be powerful motivators, but nonstop recognition does not inspire to succeed. Instead, it can cause underachievement. In life, were going to lose more often than we win, even if youre good at something. When children make mistakes, our job should not be to spin those losses into decorated victories. Instead, our job is to help kids overcome setbacks, to help them see that progress over time is more important than a particular win or loss, and to help them graciously congratulate the child who succeeded when they failed. ing with inordinate desires and ambitions. The problems are many indeed. So we just have to remind ourselves of basic truths that actually are very beautiful to consider and are also practicable, if only to more effectively address these problems. Parents, to be sure, have to be keenly aware that they are the first and direct link between God and their children. Its through them that a human person, a child of God is brought into existence. As such, they have to be always conscious of their God-given mission as parents. They cannot constrict the understanding of their parenthood by restricting it to its merely natural basis, which in the last analysis would always point to God as the creator and lawgiver of the nature of parenthood. They have to have the mind of God always when dealing with their children. We have to remember that God always intervenes in the lives of everyone, and he uses us as human instruments in that abiding divine intervention in our life. And parents are one Admit it; this is not the worst that this country has gotten itself into. Admit it too that there was a far worse scenario in the past that got one citizen into reconsidering his lineage. Admittedly though, this may well be as embarrassing to the world of nations as before. For one, although I am sure that this is not the very first scam which has gotten the Priority Development Assistance Fund of our solons involved, the current scam that has for its mother the now incarcerated Janet Napoles is by far the largest, the most widespread, the most perverse, the most systematic and quite frankly, the most embarrassing of it all. So large, so widespread, so perverse and so systematic in fact it has become very embarrassing that this is the first time three of our Senators (probably more are coming) and a bunch of our Congressmen (probably even more are coming too) have been charged in the Office of the Ombudsman with charges of plunder, bribery and corruption for allegedly getting kickbacks by funnelling their respective funds to bogus NGOs created by Napoles. As if the misadventures of Napoles and her cohorts were not enough to rattle this nations foundation, Nur Misuari and his MNLF woke up one day and decided to wreak havoc in the city of Zamboanga. Call it blind ideology, call it selfishness, call it even pathetic but the stunt of Misuaris MNLF is inexcusable especially to the men and women who died senselessly by their hands. And as if those senseless deaths were not enough to showcase our races propensity for violence, we hear of news of a young lass getting butchered to her death by six young males who, as it turned out, did it out of a measly sum of money, which makes one think that somehow it is Napoles and her solon cronies that should be blamed for her death. That is so because one grain less in the table of a hungry Filipino family is one reason more for its head to look for the missing grain, come hell or high water, by hook or by crook. That is so because a peso stolen from our coffers is one reason more why we only have social inequality and injustice, why the rich only becomes richer and the poor, only much poorer. All these make you think that this nations plight is but a hopeless case. It

PETERS CONFESSION
Once when Jesus was praying in solitude, and the disciples were with him, he asked them, Who do the crowds say that I am? they said in reply, John the Baptist; others, Elijah; still others, One of the ancient prophets has arisen. Then he said to them, But who do you say that I am? Peter said in reply, The Messiah of God. He rebuked them and directed them not to tell this to anyone. He said, The Son of Man must suffer greatly and be rejected by the elders, the chief priests, and the scribes, and be killed and on the third day be raised.

BOATS OF PRAYER
To see someone in prayer is a touching sight. For a while, they have become unmoved by the grip of society, work and role. The body gathers itself before the Divine, and stillness deepens. The blaring din of distraction ceases and the deeper tranquility within the heart envelopes the body. Jesus often took himself to this kind of prayer, an intense communion with God. Once, as he was praying alone, the disciples were with him (Lk 9:18). Jesus must have, in his prayer, asked his Father to enlighten his disciples as to who he was; and his prayer was answered, for at least Peter could declare, You are the Christ of God (v.20). Do we ever pray for others as intensely as Jesus prayed for his disciples? It is consoling to remember that there are old and feeble nuns in forgotten convents, who live out their days by creating little boats of prayer, to ferry nourishment to a hungry world. There are also monks in monasteries, whose wonderful chorus of prayer keeps human life civilized and somehow still balanced. In our precarious and darkening world, we would have destroyed everything long ago, were it not for the light and shelter of prayer. Every time you pray for others, you add to the light and harmony of humankind. Sowers Seeds: Saint Alphonsus Liguori says: We show true love for our body when, in view of eternity, we deny it in this world what is unlawful according to the spirit. It is in view of acquiring eternal joy that we subject our body to effort and mortification. Blessed James Alberione, Founder of the Pauline Family

IT doesnt do us harm if from time to time we remind ourselves of certain basic duties. Given the rapid flow of events nowadays, chances are high that even the most fundamental responsibilities are taken for granted. Among these duties are those of parents toward their children. Truth is a number of problems are sprouting nowadays whose causes can be traced to a certain extent to parental neglect. These problems, of course, vary according to the circumstances of the families and parents. I have seen habal-habal and jeepney drivers, for example, bringing little children and even infants in

their vehicles. I imagine its because the poor fellows do not have anyone else to leave their little children in the house when they do their work. Among middle-class families, I have also seen cases where the parents are out of the house the whole day, presumably working hard for the family, but without spending time with the children. As a result, many of these children grow unsupervised and likely end up wayward. As to the well-to-do families, there is a tendency to spoil the children who are given practically everything to satisfy their most ridiculous whims and caprices. the already worse almost four years into his rule. His daang matuwid ought to supposedly repress it, not make it worse. The problem maybe is not the daang matuwid itself. Nor is it a problem that the daan is quite bumpy. Maybe the problem lies on how we are taking it, that is to say that maybe we are traversing it by foot when we should be passing through it in a cab. Maybe the idea is not only to take his daang matuwid but most importantly, to complete the journey at the shortest time possible. Surely, taking it by foot would not be even close to doing the trick. And if such cab of deliverance does exist, I call shotgun.

respondent Flaviano to appear and testify before it in connection with its investigation of the alleged misuse and mismanagement of the AFP-RSBS funds, it did so pursuant to its authority to conduct inquiries in aid of legislation. This is clearly provided in Article VI, Section 21 of the Constitution, thus: The Senate or the House of Representatives or any of its respective committees may conduct inquiries in aid of legislation in accordance with its duly published rules of procedure. The rights of persons appearing in or affected by such inquiries shall be respected. Hence, the Regional Trial Court of General Santos City, or any court for that matter, had no authority to prohibit the Committee from requiring respon-

dent to appear and testify before it. Well this is against the court, how about the Ombudsman? The same decision states: In the instant case, the complaint against respondent Flaviano regarding the anomaly in the sale of Lot X, MR-1160 was still pending before the Office of the Ombudsman when the Committee served subpoena on him. In other words, no court had acquired jurisdiction over the matter. Thus, there was as yet no encroachment by the legislature into the exclusive jurisdiction of another branch of the government. Clearly, there was no basis for the respondent Judge to apply the ruling in Bengzon. Hence, the denial of petitioners motion to dismiss the petition for prohibition amounted to grave abuse of discretion. It is clear from the above-cited ruling that Gu-

ingonas subpoena is in order. Drilon should have approved the issuance thereof to find out what she could reveal to aid the legislators create or amend the law to avoid the PDAF anomaly repeated. Whatever Napoles reveals in the senate committee investigation will not prejudice her because whatever she says will be the same as in her counteraffidavits. The investigation of the Blue Ribbon Committee will not change her position as one of the alleged accused in the multibillion PDAF scam. What puzzles is why Drilon approved a request to subpoena Justice Secretary Leila de Lima and produce principal whistle-blower Benhur Luy, and other witnesses in the scam? Why double standard? since our human condition is hounded also by human weaknesses, temptations and sin. And without compromising their parental authority over their children, but rather enhancing it, parents should know how to be friends to their children, always winning their trust. They should be able to enter into the minds and hearts of their children to help them in the more important aspect of the childrens inner spiritual growth. They have to spend time with their children, and practices and traditions should be created in the family that foster family togetherness and unity, as well as mutual care and concern for one another in the family. When signs of insensitivity to the needs of others, habitual laziness and idleness and inability to fulfill tasks reasonably can be observed in children, parents should not hesitate to give the appropriate discipline. This is a matter of genuine love. As to faith and piety, it would be good that within the family, a continuing catechesis adapted to the conditions of the children be given. This for sure will do a lot of good to the children.

of these human instruments he uses to reach out to children. Parents, of course, take care of their children in their basic needsphysical, emotional, educational, social, etc. More than these, they are the first educators of their children, since parenthood is not simply a matter of begetting children but also a duty of bringing up their children to be mature persons and children of God. They instill in their children not only the human values and virtues but also nurture the spiritual life, the piety, life of prayer, faith, charity, etc. of their

children. In the hierarchy of parental duties, these that refer more to the spiritual and moral life of the children possess greater importance. For this, parents should deal with their children with a lot of affection and understanding, but without compromising the need for discipline which children are always in need of, and much less neglect their duty to educate their children in the faith and morals. Parents should therefore realize that they have to be role models to their children 24/7. Thats why they need to be spiritually and morally strong and vibrant, always realizing the need for continuing spiritual struggle and renewal,

Penro-Leyte warns would-be candidates not to harm trees

TACLOBAN CITYThe Provincial Environment and Natural Resources Office (Penro) here in Leyte warns candidates in the upcoming barangay elections against nailing campaign materials on trees. Forester Loreta Baldonaza said candidates should stick to environment-friendly campaigning to ensure that the environment would remain clean. This idea is to minimize garbage and to youth, said Ruena Mate, officer-in-charge of CCDLAO. Mate added that CCDLAO already collected cornhusks, which would be used for the training on Christmas dcor-making set to be conducted to 30 outof school-youths at the Balyuan Convention Center later this month. CCDLAO is encouraging the people to patronize the products made trough the programs. You may be able to help many families with every product you buy in these sectors, Mate said. (MA.

inflict as little damage on the environment and trees toward the end of the elections, Baldonaza said in an interview with Leyte Samar Daily Express. Baldonaza also said that the candidates should always observe waste avoidance and reduction in their strategy to win and stick to earth-friendly campaign practices to ensure a waste-free election. Let us change the face of Philippine politics with clean elections defined not only by an intelligent electorate, but a trash-free one as well, Baldonaza said. She reiterated a long-standing appeal to spare the trees of campaign materials saying trees are also living things that could get hurt or sick from infection, or die if left untreated for a long time. Under Commission on Elections Resolution 6520, or the Implementing Rules of the Fair Election Act, common poster areas shall be allowed by the election officer only in public

places such as plazas, markets, or barangay centers where posters may be readily seen or read. The Comelec prohibits the posting of campaign materials on trees, schools, shrines, pedestrian overpasses and underpasses, flyovers, bridges, and islands of roads and highways, including waiting sheds, sidewalks, street and lamp posts, and electric posts, among other places. Candidates of parties are also prohibited from sticking campaign materials on ambulances, patrol cars, and government vehicles, particularly those bearing red license plates. Violation of these rules would constitute an election offense punishable under Section 264 of the Omnibus Election Code, she added. Imposable penalties are imprisonment of one to six years, disqualification to hold public office, and for political parties, a fine of not less than P10, 000. (RYAN GABRIEL L.
