New regulation issued for registering permanent residence by

The new circular which replaces the Joint Circular N°: 06/TT-LT (issued in
January 1997) and Joint Circular N°: 04/2005/TTLT-BCA-BNG (issued in
November 2005) sets forth the documentary requirement and procedure for
registering permanent residence in Vietnam by those Vietnamese who are
citizens or residents of a foreign country.

Under this new Joint Circular, a Vietnamese who are


citizens or residents of a foreign country may apply for
registration of permanent residence of Vietnam either at the
Vietnamese embassy/consulate or Department of
Immigration in Vietnam by providing the required
documents.

Who May Register


Among those who are eligible for registering for permanent
residence in Vietnam include:
(i) People holding a valid passport or the equivalent
issued by a foreign government;
(ii) People holding a valid resident document in a foreign
country.

People who have renounced their Vietnamese citizenship


must apply for reinstating the Vietnamese citizenship first
before they can apply for permanent residence.

Where to register
Registration can be conducted at the embassy or consulate 
where the applicant resides. In case the applicant is
currently in Vietnam, the registration is conducted at the

(iii) Document showing registrant’s Vietnamese origin
(birth certificate, ID card, etc.)
(iv) Photograph

Effective Date
This circular takes effect 45 days after the date of issuance.
