DGE&T : History
Directorate General of Employment and Training (DGE&T) previously known as Directorate General of Resettlement and Employment was set up in July 1945 for resettling of the demobilized Defence service personnel and discharged War Workers in civil life.
After Independence, its scope was extended to cover, employment service to all categories of job-seekers in early 1948, and training services to all civilians in 1950.
The day-to-day administrative control of the Employment Exchanges and Industrial Training Institutes (ITIs) was transferred to the State Governments in 1968. Contd.

Contd.
Apprentices Act was enacted in 1961 to regulates the programme of training of Apprentices (on the job training) for optimum utilization of training infrastructure available in industry to meet the skilled manpower requirement of Indian Industry. Instructors training was started for the Instructors at ITIs. Subsequently, training for industrial workers in advanced areas, training for Foremen / Supervisors was also started. To develop and disseminate instructional materials for the use of instructors and trainers of various trades, under ITI and apprenticeship training, CIMI was set up. To improve the quality and efficiency of Vocational Training, a World Bank assisted Vocational Training Project was operated from 1989 -98

With the globalization of the economy, responsibility of DGE&T has been increased to provide to the Indian industry, trained manpower to compete in the global market. Presently, 10 lakh skilled manpower, ready for the industrial manpower needs, are trained annually in the demand oriented skills under the aegis of DGE&T. Only 5 percent of the Indian industrial workforce is skilled as compared to the 85 percent of the south east Asian countries. This number has to be increased to compete in world of work. DGE&T plays an important role to increase the industrial growth of the country and subsequently to increase the gross domestic product (GDP) by way of imparting need based training. DGE&T engage nearly 8 percent school leaver of the country and helps to make them employable in the world of work.

Responsibilities

Vocational training being a concurrent subject, both Central and State Governments share the responsibility. Laying down of policies, standard, norms for affiliation, guidelines, conducting of trade test and certification is the responsibility of the Center Government Implementation of vocational training programme rests with the respective State Governments Identify yourself.

938 Employment Exchanges (including 40 Special Employment Exchanges for Handicapped throughout India. 41 Special Cells for Handicapped have been created in 41 Employment Exchanges. Most of the States has a Directorate of Employment located in the State capital.

Popularly known as ITI training is Craftsmen Training imparted in 43 Engineering and 24 Non-engineering trades through a network of 4465 ITIs located allover the country with a seating capacity of 6.51 lakh. Craftsmen Training in 22 trades is also imparted through 6 Model Training Institutes (MTIs) in the field Instts. Of DGE&T. Besides, one National Vocational Training Institute (NVTI) for women and 10 Regional Vocational Training Institutes for women (RVTIs) have been imparting craftsmen training in women's occupation. More than 2800 trainees have been undergoing trainees during the year 2001-02.

About 70% of the ITI training period is allocated for imparting practical training. Theoretical training is given in subjects related to Trade Theory, Workshop Calculations & Science, Engineering Drawing and Social Studies ( which also includes a module on Information Technology ). In order to reorient the training modules as per the changing skill requirements of the industries, Craftsmen Training on modular pattern is offered in 4 Model Industrial Training Institutes (MITIs) under the DGE&T. A total of 417 trainees have been undergoing training in these MITIs.

Two Advanced Training Institutes in Electronics and Process Instrumentation set up at Hyderabad and Dehradun offer advanced vocational training courses in the field of Electronics and Process Instrumentation. In a total of 1711 short-term and long- term courses, training to 25,417 Industrial manpower / participants have been imparted in these Institutes.

Short-term / tailor-made programme and long-term courses are conducted at two Foremen Training Institutes to train the existing & potential shop-floor Foremen & supervisors in technical & managerial skills. A total of 28,360 Foremen/Supervisors of Industry/ ITIs have been trained so far.
Central Instructional Media Institute (CIMI) at Chennai was established to develop and disseminate instructional materials in the form of Instructional Media Packages (IMPs) for use of instructors and trainers of various trades under CTS and ATS. CIMI was granted autonomy w.e.f. from 1.4.1999. CIMI has published 77 books containing Written Instructional Materials (WIMs) for various trades under the craftsmen training scheme besides various Charts etc.

has been identified by the Department of Public Enterprises as one of the nodal agencies for counseling, retraining and redeployment of employees availing VRS from central PSUs.

TRAINING
Training facilities exclusively for women are being offered by the DGE&T at one National Vocational Training Institute (NVTI) for Women and 10 Regional Vocational Training Institutes (RVTIs) for Women. With a total seating capacity of 2068, more than 22,500 women have been trained.
In the State Sector, there exists a net work of women exclusive ITIs (231) and special Wings for women in General ITIs (534) with a seating capacity of 46,750, offering craftsmen training in various engineering and non-engineering trades.

The National Employment Service in India has completed over five decades. Ever since its inception, the network of employment service has expanded from 18 Employment Exchanges to 958 Employment Exchanges as on 30.6.2000. One of the important roles played by the Employment Exchanges is to motivate and guide the unemployed youths for self-employment. In 23 selected Employment Exchanges, special cells for promotion of self-employment have been working. As on July,2001, about 0.71 lakh applicants had been helped to take up self-employment; and as on 31.7.2001, 1.84 lakh applicants were on the Live Register of these Cells.

360 Vocational Guidance Units and 85 University Employment Information and Guidance Bureaux have been functioning in the District Employment Exchanges and Universities to give Vocational Guidance to job-seekers. To maintain authentic Labour Market Information, DGE&T has been implementing the Employment Market Information (EMI) programme. The programme covers all establishments in the Public Sector and non-agricultural Estts. in the Private Sector employing 10 or more workers. A total of 2.81 lakh establishments were covered.

22 Coaching-cum-Guidance Centres for SCs/STs have been set up where Vocational guidance and training in confidence building is provided to job seekers. Besides, the facilities is provided for practicing short hand and typing are arranged to SC/ST job seekers in the 13 Coaching-cum-Guidance Centres. These Centres have also been arranging prerecruitment training programmes for SC/ST candidates to improve their employabilitys in the competitive examinations conducted by Staff Selection Commission, Banking Service Recruitment Board etc. for Group C and equivalent posts.

17 Vocational Rehabilitation Centres (VRCs) for handicapped have been functioning in the country out of which, one Center at Vadodara has been set up exclusively for handicapped women. These Centres evaluate the residual capabilities of handicapped persons, to provide them adjustment training in order to facilitate their economic rehabilitation. Placement service to the disabled Exservicemen/Border Security Force personnel and their dependents are provided through an Exservicemen Cell set up in DGE&T.

Center for Research & Training in Employment Service (CIRTES) is responsible for training of officers in the Employment Exchanges. Research in matters relating to various activities of the employment services. Brining out the career literature. During 2000, (April-Oct.), the Instt. organised four training courses for Employment Officers and released three career publications.

DGE&T is neither responsible for employment generation in the economy nor does it formulate employment policy and implement any employment generating scheme. Its role is to coordinate and oversee the employment generation taking place in the economy. 8 to 9 per cent of the total employed are in the organized sector, i.e., unorganized sector dominates the employment-scenario.

in the organized sectors nearly stagnant, i.e., the scope for additional employment generation in the organized sector is less. Therefore, growth of regular salaried employment in this sector for the youth will be limited. Significant employment generation is taking place in the tertiary sector, particularly in the services sector.
