PHASES OF DEVELOPMENT
Phase 1 (0 to 2nd year and ongoing): Laying the Foundation Information gathering for the creation of a databank based on existing and future engagement initiatives Creation of dialogues with governments and communities via extension of existing dialogues creation of new dialogues with new dialogue partners identify areas of joint priorities Creation of Malaysian talent pool for capacity building and training programmes Design programmes for capacity building and training, including the development of a talent pool from preferred partner countries Implementation of programmes for capacity building and training Phase 2 (3rd to 4th year): Deepening Ties Continuation of updating of databank Continuation of dialogues to include cooperation and collaboration in research and consultancy Continuing the training and development of local talents from preferred partner countries Local talent pool from the preferred partner countries to develop their own home grown capacity building and training programmes that meet the needs of their respective countries

Phase 1 (0 to 2nd year and ongoing): Laying the Foundation Creation of databank: Document existing programmes on global engagement Identify other potential preferred partner countries Collect strategic information on preferred partner countries Creation of dialogues: Conduct a review of dialogues with existing partners Identify other potential preferred partner countries Initiate new dialogues with newly preferred partner countries Identify key strands and opportunities for strengthening relationship with the newly preferred partner countries Identify joint priorities with newly preferred partner countries Creation of talent pool: Engage with the Council of Professors in Malaysia for identifying available human resources in Malaysia Create first tier of Malaysian talent pool for capacity building Identify new Malaysian talents for succession planning in talent management Training of new Malaysian talents for next tier of talent pool for capacity building Training of local talents from preferred partner countries, with funding or financial assistance from Malaysia Design and implement programmes: Design programmes for development that will facilitate knowledge transfer Implement new programmes that have been designed for preferred partner countries

ACTION PLAN
Phase 1 (0 to 2nd year and ongoing): Enriching Educational and Training Experience Identify emerging and future skills needs and workforce development needs required by preferred partner countries Identify suitable short courses that can be a feeder into diploma and degree programmes Initiate and implement strategic promotional and marketing activities for short courses in preferred partner countries Form independent body for regulatory and certification in quality assurance of skill-based courses Collaborate with respective professional qualifying bodies and industries for input and participation in skillbased training Enable local technical and vocational education and training-based institutions to provide short courses to international students Identify short courses offered by providers that are eligible for Accreditation of Prior Experiential Learning (APEL) credits into diploma and degree programmes Phase 2 (2nd year and beyond): Partnership in Education and Training Provide joint venture and collaboration opportunities between or within local and international environment accommodating credit transfer for further studies or partial credit transfer towards completion of programmes at local institutions Develop recognition of technical and vocational training programmes by preferred partner countries Market the technical and vocational training programmes via appropriate forms of transnational education Phase 3 (3rd year and beyond): Collaborative Partnerships Provide placements, internships and apprenticeships for skilled international students in local entities (public and private)
