Foreword
3 4 VSO is the worlds leading independent, international development organisation that works through volunteering. We believe that change happens because people make it happen. Providing food, infrastructure and machinery is important, but we believe people are the key to overcoming poverty.
Thats why we work through volunteers. Drawn from many backgrounds and all walks of life, they give their expertise, their time and their passion. By sharing their skills and expertise with others, from community groups to government ministries, volunteers working in development provide a powerful, cost-effective way to create lasting results. Together we work to improve poor peoples access to quality essential services, information, technology and ideas that link them to local development and to the wider world. VSOs approach builds on the strength of local communities to help poor and marginalised people to understand their rights and to fulfil their potential as active, equal and fully-valued members of their society. to Indonesia to work as volunteers and has provided more than 3 million hours of capacity building through those volunteers. VSOs vision in Indonesia is a peaceful and just society, where an inclusive culture of volunteering for sustainable development is valued and supported by citizens and their governments. This new country strategy focuses on the development of active citizenship in Indonesia. We will support the engagement of Indonesians in their own development, and promote volunteering as an effective means to alleviate poverty and disadvantage. VSO will also implement model programmes focused on climate adaption and resilience, working with disadvantaged communities in Eastern Indonesia to develop secure livelihoods, whilst ensuring sustainable management of their natural resources. A key approach of the VSO Indonesia strategy will be to mobilize the skills, experience and passion of Indonesians volunteering in Indonesia and abroad, to enable both the government and active citizens to fight poverty more effectively. We will continue to use international volunteers from Cuso and VSO to support this approach, and to fill positions for which an international perspective is required.

Welcome to the VSO Indonesia 2013 2017 Country Strategy, which provides an introduction to the objectives, programmatic focus, methodology and anticipated impact of VSOs work in Indonesia. This document sets out a new programme model for VSO Indonesia that works at the national level, and seeks to blend the experience and skills of both international and national volunteers to address the challenges faced by the most disadvantaged in Indonesia. This strategy is the result of extensive participation and consultation with VSO staff, volunteers, partners, donors, community members and other key stakeholders.

VSO in Indonesia
VSO has operated in Indonesia since 1968, with a primary focus on education, health, agriculture and natural resources management programmes across the islands and Provinces of Java, Sumatra, Kalimantan, Sulawesi, NTT, NTB, Maluku and Papua. The programme has been almost exclusively delivered through the placement of long term, expert international volunteers in disadvantaged communities. Over this time, VSO has brought more than 1,000 professionals

VSO Indonesia Country Programme


Two hundred and forty million people live in Indonesia, spread across a chain of more than 17,000 islands. Located between Asia and Australia, it is the fourth largest democracy in the world, containing the worlds largest Muslim population. The context in Indonesia has changed beyond recognition in the past twenty years. Indonesia is now a middle income country with a fast-growing economy, and huge potential to exert regional and international influence. Yet there are still very significant numbers of people living in poverty in the country, and the challenge is now how to bridge the gaps between the richer and poorer areas of the country, and how to harness the significant human resources that exist within the country to do this.

Our Focus
Active Citizenship
In response to the changing context of Indonesia, and research into the key added value VSO can bring to the country, VSOs primary strategic focus is on promoting and supporting Indonesian people to engage in their own development, through volunteering to fight poverty and disadvantage.

Climate Adaptation and Resilience


The effects of climate change are likely to have a considerable impact on future development, and on poverty reduction efforts in Indonesia. Developing community resilience to climate change is key to reducing vulnerability within poor communities, and successful adaptation means people becoming increasingly able to make informed decisions about their lives and livelihoods in a changing climate. During the lifetime of this strategy, VSO will continue to implement high-quality development programmes delivered through skilled volunteering in some of the poorest areas of Indonesia. Building on VSOs strengths in programming, partnerships, and existing geographical focus these programmes will focus on climate resilience supporting disadvantaged rural and coastal communities to develop secure livelihoods whilst ensuring sustainable management of their natural resources.

Implementation through volunteering


At the heart of VSO Indonesias approach is a people-to-people model of development. Support to partners is provided through a range of interventions, including: National volunteering: VSO provides support to local organizations to develop and nurture their volunteering programmes, drawing on VSOs 50 years experience in developing and managing volunteer programmes. Support is provided through the provision of training and consulting services, knowledge sharing, and where appropriate through volunteer placements. Promotion of volunteerism and social responsibility: VSO undertakes a range of activities to support the growth of volunteerism in Indonesia, including: awareness raising, managing the Indonesia Volunteering network, sharing knowledge, best practices and case studies, conducting research, and providing information on volunteering opportunities across Indonesia. International volunteering: VSO will continue to bring experienced professionals from across the world to work as volunteers in Indonesia where key skills gaps are identified. Volunteers help to build capacity within partner organisations, transfer technical expertise and share learning, whilst living and working alongside local colleagues. Inter-Island Volunteering: VSO is piloting an Inter-Island Volunteering programme, placing skilled professionals from the more developed parts of the country in more disadvantaged areas. The programme provides a unique opportunity for Indonesians to experience life in another part of the country and to share their skills. It is an opportunity for individuals to grow and learn, as well as develop some valuable experience in community development. Employee Volunteering: VSO recognises the potential of employee engagement and volunteering within the private sector to contribute to Indonesias development. VSO provides support to companies to develop high-impact employee engagement programmes through training, consultancy and mentoring, and brokering opportunities between companies and community organisations. Youth Volunteering: Recognising that youth are key stakeholders in the development process in Indonesia, VSO provides support to key government and civil society partners to encourage the development of high-impact youth volunteering programmes. IndoVols sending skilled volunteers from Indonesia: VSO recognises the talent and interest that exists in Indonesia for international development, and will continue to draw from the wealth of experience within Indonesia to recruit skilled Indonesian volunteers to work in VSOs programmes in Africa and Asia, through the IndoVols programme.

Our impact
To address the unequal and unjust power relations between people in Indonesia, VSOs programme will work directly with civil society, individuals, government and the private sector, to harness Indonesias traditional values for volunteering and giving, and help to transform these into a movement of active citizens for social responsibility; where institutions and individuals work together to benefit society at large by performing activities that directly advance social goals. During the life of this strategy, we will draw on VSOs global expertise in development and management of high quality volunteering for development programmes, and provide a range of services to individuals, civil society, government and the private sector in this area, helping them to develop new programmes and increase the impact of existing ones. By 2017, the profile and scope of volunteering for development in Indonesia will be substantially increased, with more high quality volunteering programmes and more Indonesians engaged in meaningful volunteering activities. VSO Indonesia will be established as the premier source of knowledge and expertise in volunteering for development in Indonesia, and we will be able to show clear outcomes and impact for disadvantaged groups, demonstrated by stronger and more resilient communities, and improved livelihoods indicators among target populations.

Partnership: the way we work


VSO Indonesia works through local partnerships with a range of actors, including civil society, government, media and the private sector. We seek to build strong, lasting partnerships which can affect change at a local and national level. Our commitments to our partners include: Commitment to inclusion and participation of partners and key target groups in partnership processes. Commitment to listen to partners and to handle partners complaints effectively and efficiently. Commitment to regular and ongoing learning with partners. Commitment to work with partners to monitor each others performance and the quality of our partnership. All interventions will be determined through consultation with partners and an assessment of needs and capacity, to ensure appropriateness and to maximise the impact of VSOs support.
