I was directed by CHIEF OF DEPARTMENT GANCI to:
Battalion 9 , B.C. Geraghty and Batt. F/F Alan Feinberg responded at 0905 as indicated on ticket to Lobby C/P of # 1
WTC. Unit has no way of knowing if this was location members reported to. Both members were lost at the incident. !"

Battalion 9 recorded 4 hours and 30 minutes op. time because Bn. 3 B.C. Hawkins relocated to quarters of Battalion 9.

B.C. Nardone, responded to scene with Eng. 505 - Ordered to set up C/P by Chief Cruthers on West St and Warren St.
Operated C/P directed units into the site when called for by various I/C's. Relieved by B.C. Narbutt Bn. 51. Set up
another C/P at West and Vesey St. Upon collapse of # 7 WTC ordered to operate inside 140 West St. (Verison) to check for
fire or collapse damage. Set up LCP and directed, BC.SalJka Bn.18, B.C. McKeon, B.C. Blatus, L-21, E-278, E-226, L-155,
L-148 L-l 1, E-64 all recalled units . Units stretched three lines from S/P and operated into Expo. # 3 ( # 7 WTC). No
fire extension into Verison and some strutural damage on the # 4 side.
Operated with MTA dewatering unit attempting to pump out basement of 140 West St. Returned to qtrs 9/12/Olappox. 0400
hrs.
B.C. Williams -Responded to scene on E-505- Operated under Chief Fellini at West and Vesey , then ordered to operate
under D.C. Blaich at West and Liberty , supervised units in area with searches of voids. Returned to qtrs. appox. 0430
hrs. 9/12/01
B.C. Maier - Reported to site on West St at 2345 hours. Reassigned to Church and Vesey to supervise Tower Ladder Ops.
Reassigned to side IFO Eng. 10 - Returned to qtrs. 9/12 at 1230 hrs.
September 13 - B.C. Williams - returned to site - Ops. under D.C. Visconti at West C/P.
9/13/01 B.C. Hodgens - responded with members of E-54 and L-4 under command of D.C. Fox Div. 6. Units performed
excavation and checked voids while iron workers cut and removed steel beams.
9/14 - B.C. Nardone Relieved B.C. Hawkins Bn.17, at Tower # 1 near Stair B - ops under D.C. Visconti - with B.C. Kelly
and B.C. Holtzmeir, Supervised units in removing several members of Ladder 5 and Sq. 18 plus several civilains near and
in Stair B. Relieved By B.C. Salaka Bn.18 at appox. 0330 9/15/01
Department went to ABC Groups for Batt. Chiefs - no further record of Battalion 9 unit oper. Any Chiefs returning did
so under WTC Command and the ABC group system!

I was directed by COD GANCI to:
S£t up command post ifo 2 World Financial Center. Command Post destroyed after collapse of
South Tower. Responded to new command post at vessey and West Street and was ordered to operate
under DC Blaich, Div. 11 on Liberty Street until relieved by AC Fellini.
Returned to quarters with remaining members of Engine 22 and Ladder 13.
Operated from 0930 until 2230 on 9-13-01 in West Central. / / /// ~

Work Performed

Upon arrival found DC Hayden in command of tower 1 .1 was directed by DC


Hayden to proceed to the 21st and also the 25th floor. Because there were reports
of people trapped at these locations. I found Lad. 110 at the staging area and we
proceeded to our initial assignment. I found that there was an elevator that was
working and ferrying people back and forth to the 16th floor. Myself and the
members of Lad. 110 took this elevator to the 16th floor. And then went up to the
21st floor and also the 25 floor to carry out our assignment. We went up the B
stairway and were pushing past civilians coming down until approximately the 19th
floor. When the last of the pack of civilians stopped coming down. (There were
still stragglers) At the 25th floor I informed ladder 110 that I was proceeding up to
the fire floor, and told them to also go up to the upper floors at their own pace. 1
was going up and every few floors I checked on the conditions in the hallways. I
got up to the 35th floor and saw that there were a number of units at that location
sort of a staging area. As I went out of the stairway into the hallway, the sound of
the south tower collapsing was heard. No one at this time knew what this sound
was. When the sound stopped I tried to find out what had occurred via handi-
talki. There was no response. After a short time , I realized that the south tower
collapsed and again was trying to establish communications with anyone for
directions. With no communications forthcoming and realizing that whatever
caused the south tower to collapse could also affect the north tower, and also
realizing that almost of all of the civilians were also already evacuated from the
building I called for the withdrawal of all personnel, from the north tower. I
communicated this through both channels of the handi talki and also via a hand
held bullhorn, which I used, in all three of the stairwells A B C . After a few-
seconds and the evacuation proceeding someone (unknown) transmitted on the
handi talki and wanted to know who called for the evacuation and to STOP the
evacuation I tried to communicate with the command post again and tell them that
Battalion 11 called for the evacuation of the north tower. I do not know if
anyone at the command post heard any of my communications. (This was after the
south tower collapsed). After a few seconds A call came from 4 C (Charlie) I
think it was 4C, to continue the evacuation. I have tried to verify this with
various Staff chiefs who were on the scene at the time, but every ones recollection
and time sequence differs. I stayed on the 35th floor until it was completely
evacuated and until people stopped coming down the stairs. I went down stairway
C and did a quick sweep of every floor on the way down. And continued down the
C stairwell sweeping each floor and the way down and leaving no one. The
evacuation proceeded orderly until I reached approx. The 19th floor in the C
stairwell. At this point every one was backed up we were at a stand still. I forced
my way down a few more floors and shouted thru the bullhorn to find out what
was holding everybody up. Apparently when the south tower collapsed debris
entered both south-facing stairways A and C making them impassable. After a
quick raconteur I determined that the B stairway was still passable and started
moving all the people from A and C into B. I still swept each floor on the way
down and made it down to the twelfth floor where I found approximately
twenty disabled people congregated in an office along with approximately
thirty other people who helped them get down to this level.. Again I assume that
they could not proceed further down due to the blocked stairway. First we
evacuated the helpers via Fireman escort to the b stairway. And then we started to
remove the handicapped, old, people with walkers. I assigned a few firefighters to
each person and continued the evacuation. Again sweeping each floor and taking
up the rear but now in the B stairway the only stairway that was passable. I got to
approximately the sixty floors when the north tower collapsed. After the collapse
there were twelve people alive in a void that stretched from the fifth floor to a little
past the second floor. In this void there was All of ladder 6 -Capt. Jay Jonas FF
MikeMeldrum, FF-Toin Falco FF D'agistino- Matt Komorowski FF Bill Butler-—
Lt. Kross 116 It Mcglynn L39 ff Bacon L 39 . Also PAPD David
Lim and civilian Josephine Hnrris ( guardian Angel story DATELINE ) In a
separate void under us was two more FF from L.39 FF Coniglio and FF
Effermiddies. And in still another area cut off from both of the voids was B.C.
Painty. Who was pinned and calling for help 9 We communicated through the
handi talki And I continually was giving May days on all of the channels for
help. After some time ??? I made contact with BC Mark Ferran Batt. 12
After another stretch of time ?? hours by this point from the collapse of tower
1 . We noticed a small opening above our position. I climbed up to the opening
and was on the top of a huge pile of debris in the rubble field. I was still
communicating with BC Ferran who was trying to reach our position with
members of Ladder. 43 (see mark Ferrans report and submission of Meritorious
action ) After another long wait members of ladder 43 arrived at our position .
They could not climb up to our position. At this point I climbed down the face of
the pile. And Stretched Ladder Co. 6 live saving rope behind me. So that others
could follow down and members of Lad. 43 could also use to climb to our position
and relieve the members caring for Josephine Harris and some of our injured
firefighters and also to dig for the members that were trapped below us. Our exit
from the rubble field was blocked in every direction. We could not go out the
way ladder 43 came to us through build #5 due to fire cutting off the way they
came in. Actually there was fire in building 5 6 7 all of which surrounded our
position. We climbed out eventually unassisted before build # collapsed. When
I reached the command post I reported to Chief Fellini and informed him that there
were still members trapped under the position that I was in and that a rescue
attempt had to be made. Chief Fellini organized a group of firefighters under the
direction of BC Salka who I directed into the rubble field to the locating of the
firefighters and Josephine who needed assistance. After this I was placed in an
ambulance and transported To Saint Vincent's Hospital To attend various injuries.

Responded to WTC # 3 via FDR Drive. BC marchbanks & Be Scheffold reponed to DC Galvin in the lobby of WTC # 3. FF
Donohue was ordered to move car away from falling debris. As Both chiefs were supervising removals in the lobby of the
hotel WTC 2 collapsed trapping BC Scheffold & Marchbanks. BC Scheffold & Marchbanks were killed when tower 1 later
collapsed.

Engine 21 entered the North Tower to evacute people in the Nortn tower via the
stairwell. Engine 21 made it up to the 27th floor.

supplied TL-163 for wash down at site. E-21 was being relayed water by E-153. E-21 also

hours and was told to take up by chief in charge of WTC command post.

Remarks:

OPERATIONS:
Engine 22 responded to Box 9998, operating in the North Tower. Assisting in the removal
of civilians in stairway "C", Tower 1 until the order to evacuate was given.
FF's. McWilliams, Kane, Elferis, and Casoria were trapped in the subsequent collapse of
Tower 1, and sucumbed to their injuries.
FF's. Clinton, and Maffei returned to quarters with minor injuries.
Capt. Bowles was removed to the hospital with a broken right arm.

OPERATIONS:
Upon airival at Box 3087 Engine 23 found a heavy involved fire 01 numerous floors of
both towers of the World Trade Center complex.Engine 23 was ordered to the 21st floor
of the Harriot Hotel ay Division 3 to perform necessary operations Engine 23 never took
up from this Box.

E-35 was dispatched to West and Vesey Sts.

OPERATIONS:
E-35 was moving towards #3 Financial center when tower #1 collapsed. Immmediately,
after the collapse,E-35 members moved to the front of #6 WTC to start searching for
victims. Members also stretched and operated a 2 1/2 line from E- 24 at and under the
North Bridge.Members continued to operate in a search,rescue,and firefighting mode for
the next few hours.

E39 reported in to the command post in the lobby of 1 World Trade Center and was
ordered to start walking toward the upper floors via the B stairs. At the 31st floor, the
building began to shake. The battalion chief on the floor ordered all companies on the
floor to evacuate the building. While walking down the B stairs, the building collapsed
trapping Engine 39 in the stairway. After several hours in the stairway, E39 was able to
climb up and out of the stairway with the assistance of incoming units.

OPERATIONS:
Lt. Ginley and Firefighters Mercado, Lynch and D'Auria descended tower 4 escalator,
assignment from Command Post unknown. Firefighter D'Auria later recovered in January,
approximate position tha corridor leading to tower two from Building 4, Firefighter Gary
recovered in September operating with CFR-D equipment on West St. Firefighter Shea
found amongst rubble after tower two collapse and transported to Jersey City, currently
on medical leave.Remaining members still listed among misstng. Engine 40 spare
pumper remained at scene pumping for unkown period of time.

WAS ORDERED TO LIBERTY ST. TO CLEAR STREET OF ANY OBSTRUCTIONS.
PROCEEDED WITH ALL MEMBERS TO THE LOCATION OF LIBERTY AND WEST ST.
WHILE AT THIS LOCATION TOWER 2 COLLAPSED. AFTER COLLAPSE ACCOUNTED
FOR ALL UNIT MEMBERS. INITALLY, MEMBERS INJURED WERE MISSING BUT
AFTERWARDS ALL WERE FOUND. LT. PATRICIELLO AND FR. KENNEDY REMAINED ON
THE SCENE UNTIL ABOUT 2100 HRS ASSISTING WITH RECOVERY EFFORTS AND
ESTABLISHING WATER SUPPLY LINES VIA FIREBOATS.

ARRIVED AT SCENE AND MADE OUR WAY SOUTH ON WEST STREET AMID HEAVY
DEBRIS. WE CROSSED WEST STREET BY GOING UNDER THE COVERED WALKWAY AT
THE SOUTH END OF THE COMPLEX AND MADE A DASH INTO THE HOTEL LOBBY
COMMAND POST AND REPORTED IN TO DC GALVIN. WE ALONG WITH E-22 AND L-13
WERE INSTRUCTED TO FOLLOW BUILDING PERSONELLTO AN ELEVATOR BANK IN
THE SOUTH TOWER AND PROCEED TO THE 44TH FLOOR, THE LOWEST REPORT OF
FIRE AT THAT TIME, AND WORK OUR WAY UP. DC GALVIN ALSO INFORMED US THERE
WERE NO COMMAND POSTS SET UP ON THE UPPER FLOORS AT THAT TIME.

OPERATIONS WTC BOX 8087, ENGINE 47

WE FOLLOWED THE BUILDING PERSONNEL TO AN ELEVATOR BANK AND


FOUND ONE ELEVATOR OUT OF 12 THAT WAS STILL OPERATIONAL. WHAT
WE DID NOT KNOW AT THAT TIME THAT HE HAD ACTUALLY TAKEN US TO
THE NORTH TOWER (1 WTC). E-22 AND L-13 PROCEDED INTO THE ELEVATOR
AND TO THE 24™ FLOOR. MY CONTROLL MAN, FR. CACCHIOLI
ACCOMPANIED THEM TO MAN THE ELEVATOR. AFTER DELIVERING L-13 TO
THE 24™ FLOOR FR. CACCHIOLI AND A MEMBER OF L-13 CLOSED THE DOOR
TO PICK UP E-47 IN THE LOBBY. AS SOON AS THE DOOR CLOSED THE POWER
WENT OUT AS A RESULT OF THE SOUTH COLLAPSING. FR. CACCHIOLI AND
THE OTHER MEMBER WERE ABLE TO FORCE THEIR WAY OUT OF THE
ELEVATOR. IN TOTAL DARKNESS EACH MEMBER ENDED UP GOING IN
DIFFERENT DIRECTIONS. FR. CACCHIOLI FOUND A STAIR CASE AND STARTED
MAKING HIS WAY DOWN. HE HAD TO FIND A DIFFERENT STAIR ON A LOWER
DUE TO OBSTRUCTIONS. HE FELL NUMEROUS TIMES DUE TO THE LACK OF
VISIBILITY AND LARGE PIECES OF DEBRIS. MAKING HIS WAY TO THE LOBBY
EXIT DOORHE HAD TO FORCE HIS WAY OUT OF THE STAIREAY DUE TO A
BLOCKAGE IN THE LOBBY. HE MADE HIS WAY OUT OF THE LOBBY AND
HOOKED UP WITH E-47 MPO IN THE STREET JUST PRIOR TO THE COLLAPSE
OF THE SECOND TOWER. BOTH MEN RAN NORTH UP WEST STREET BUT
WERE QUICKLY OVER TAKEN BY THE DUST CLOUD. THEY PROCEEDED
THROUGH THE DUST NORTH ON WEST EVENTUALLY JOINING UP MANY
BLOCKS NORTH OF THE COLLAPSE.
THE REST OF E-47 WAS IN THE LOBBY WAITING THE RETURN OF THE
ELEVATOR WHEN THE POWER IN THE WHOLE BUILDING WENT OUT.
SECONDS LATER WE WERE CONFRONTED WITH HEAVY WINDS AND LARGE
PIECES OF DEBRIS FLLYING THROUGH THE LOBBY. ALL THE WINDOWS IN
THE LOBBY HAD BEEN BLOWN OUT BY THE FORCE OF THE FIRST PLANE
CRASH CREATING A LARGE OPEN VESTIBULE WITH LITTLE PROTECTION. FR
MURPHY AND FR VIOLA WERE BOTH STRUCK WITH DEBRIS LARGE ENOUGH
TO KNOCK THEM DOWN AND KNOCK OFF FR VIOLAS HELMET. FR TURILLI
AND I WERE BOTH TOSSED INTO A WALL. WHEN THE SHAKING, THE WIND
AND THE THUNDEROUS NOISE FINALLY STOPPED I INSTRUCTED ALL
MEMBERS TO TURN ONTHEIR FLASH LIGHTS AND THEN CALLED FOR A
QUICK ROLL CALL. DURING WHICH FR VIOLA INFORMED ME HE WAS
INJURED AND LOST HIS HELMET. I PLACED MY HELMET ON HIM AND AFTER
A QUICK SEARCH FOUND HIS HELMUT. FR MURPHY ALSO INFORMED ME HE
WAS INJURED. I INSTRUCTED THEM TO STAY TOGETHER WHILE I MADE
CONTACT WITH FR CACCHIOLI. CONTACT WAS MADE AND I WAS INFORMED
HE WAS IN THE STAIRS AND ON HIS WAY DOWN. I TOLD HIM WE WOULD
MEET HIM AT THE RIG. I RECONNECTED WITH THE REST OF THE MEN IN THE
LOBBY AND TOLD THEM TO GRAB ONTO EACH OTHER SO WE COULD EXIT
THE BUILDING TO GET MEDICAL HELP FOR THE INJURED MEMBERS. ALONG
THE WAY OUT WE MET NUMEROUS CIVILIANS LOST IN THE DARKNESS
TRYING TO EVACUATE THEY WERE INSTRUCTED TO GRAB ON FORMING A

HUMAN CHAIN. WE EXITED THROUGH THE LOBBY WINDOWS ONTO WEST


STREET. HELPING OUR INJURED ACROSS THE STREET AMID HEAVY FALLING
DEBRIS WE MADE OUR WAY UP WEST STREET THROUGH HEAVY SMOKE AND
DUST. WE FOUND THE AMBULANCES ONE BLOCK UP AND SECURED MEDICAL
HELP FOR THE INJURED MEMBERS. FR TURILLI AND MYSELF NOW TRIED TO
MAKE OUR WAY BACK TO THE TOWER BECAUSE OF ALL THE MAYDAY
TRANSMISSIONS. WE MADE IT AS FAR AS THE FEDERAL BUILDING WHEN WE
HEARD A RUMBLING OVERHEAD. WE LOOKED STRAIGHT UP TO SEE THE
NORTH TOWER COLLAPSING. WE TURNED AND RAN UP WEST STREET BUT
WERE QUICKLY OVERTAKEN BY THE DUST CLOUD. WE TOOK COVER
BEHIND A CAR AND SHARED OUR MASKSWITH OTHER MEMBERS ALSO
SEEKING REFUGE. AFTER WHAT SEEMED LIKE A HALF HOUR STILL IN
TOTAL DARKNESS WE SLOWLY MADEOUR WAY UP WEST STREET BUMPING
INTO VEHICLES THAT TURNED OUT TO BE RIGS WITH THEIR LIGHTS STILL
ON, THEY WERE ONLY VISIBLE FROM A FEW INCHES AWAY. WALKING OUT
OF THE CLOUD WE ENDED UP WELL NORTH OF THE TRADE CENTER.
FR LIZZUL E-47 MPO WAS ASSISTING ANOTHER MPO DIRECTLY IN FRONT
OF THE TOWER. HE HEARD THE LOUD RUMBLE FROM THE SOUTH TOWER
COLLAPSING AND QUICKLY RAN INTO THE BUILDING DIRECTLY ACROSS
FROM THEM. MAKING HIS WAY AROUND THE BACK OF THE BUILDING HE
ENDE UP NORTH OF THE TOWERS ON WEST STREET. THERE HE MET UP WITH
FR CACCHIOLI JUST PRIOR TO THE SECOND COLLAPSE.
JUST AFTER WE LEFT THEM FR. MURPHY AND VIOLA WERE INSTRUCTED
TO EVACUATE THE AMBULANCE AND RUN WEST TOWARD THE WATER TO
ESCAPE THE SECOND COLLAPSE. BOTH MEMBERS WERE ALSO ENGULFED BY
THE SECOND DUST CLOUD AND EVENTUALLY MADE THEIR WAY TO A MEDIC
STATION AND TRANSPORTED TO ST. VINCENTS HOSPITAL. BOTH WERE
TREATED AND RELEASED.
THE REST OF THE MEMBERS EVENTUALLY MET UP ON WEST STREET IN
FRONT OF STUYVESANT HIGH SCHOOL. ABOUT A HALF HOUR LATER A
SUSPECED BOMB WAS FOUND IN THE SCHOOL AND WE WERE FORCED TO
RETREAT FURTHER UP WEST STREET.
WE REMAINED THERE UNTIL APPROXIMATLY 2030 HOURS WHEN WE
WERE TRANSPORTED BACK TO QUARTERS. ALL REMAINING MEMBERS
WERE SEEN AT ST LUKES HOSPITAL FOR EYE AND LUNG IRRITATION.

and throat irritation and ali ware treated & released.

OPERATIONS:
E-53 reported to command post at 2 World Finical Center @ 0918 hrs. Received orders to
remove various apparatus from middle of West Street so traffic could flow. After
removing those rigs, E-53 reported back to the command post. E-53 then received orders
to enter # 2 WTC. As E-53 walked toward the Vista Hotel, the South Tower collapsed. The
members of E-53 operated the rest of the day & night at various locations and at various
tasks. These Fire Fighters performed above and beyond the call of duty.
Engine-53's apparatus operated for over 5 days at the Hudson River and Vessy Street
being supplied by Marine One and supplying various tower ladders during that time.

Engine 65 reported in to command post established on north side of 1 World Trade
Center. Ordered by Chief in Charge to operate on the upper floors with Engine 39 in the
north tower(1 World Trade).Lt. Piambino ordered members to bring up roll ups and an
extra Scott cylinder using the " B " stairs. Members had reached the 22nd floor when the
south tower collapsed. Realizing the unsafe condition which existed,Lt.Piambino ordered
members out of the building.

OPERATIONS:
Engine 74 responded on the 5th alarm transmitted via voice alarm for World Trade
Center Tower #2 (south tower) just after the second jetliner hit that building. Responding
were Lt. Stephen A. Nichols, FF's Michael Shagi, Jeffrey Johnson, Ruben Correa, Patrick
Carey and John Breen. FF's Daniel Kinzel and Michael Lynch, who worked the previous
night tour, requested to respond with the company but were ordered to stay behind by Lt.
Nichols.
E-74 responded via the West Side Highway and arrived at the scene in about 10
minutes. The apparatus was parked on West Street just north of the north tower. The
members of E-74 proceeded down West Street toward the Marriott Hotel. They were
forced to walk down the west side of the street to avoid falling debris and people jumping
from the north tower. West Street was littered with debris, bodies and body parts.
E-74 entered the hotel via the West Street entrance and reported to D.C. Galvin at a
command post. The chief ordered E-74 and E-54 commanded by Capt. David Wooley to
the 22nd floor of the Marriott Hotel for a report of victims trapped on that floor. The
companies were also ordered to switch their radios to channel #3. In spite of a report of
more incoming aircraft, E-74 and E-54 made their way to the elevators and proceeded to
the upper floors of the hotel.
E-74 departed their elevator on the 18th floor and walked to the 22nd floor. E-54
arrived on the 21st floor and walked up from there. The two companies made a thorough
search of the 22nd floor but no victims were found. However, what appeared to be the
landing gear of the aircraft was found embedded in the floor after it had crashed through
the roof. Lt. Nichols and Capt. Wooley decided that their services were needed more
elsewhere and began to return to the lobby command post for reassignment in the south
tower. Ladder Co. 11 and Engine Co. 23 arrived at the 22 nd floor to assist in the search.
All four companies returned to the 21 st floor to procure the elevators for a return trip to
the lobby. A second ladder company joined them on the 21st floor (company number of
the 2nd ladder is unknown). After about a minute with no progress in getting an elevator,
Lt. Nichols decided to return to the 18' floor to see if their elevator was still there. All
five members of E-74 left the 21st floor elevator lobby and proceeded toward the south
stairway.
Just seconds after leaving the elevator lobby, a light rumbling noise was heard
followed immediately by a tremendous explosion and concussion that threw the members
of E-74 forcibly to the floor. The building shook violently for about 20 seconds leaving
the members of E-74 with no option but to cover up and wait until the shaking stopped.
When the earthquake-like shaking subsided, the members of E-74 found themselves
covered in debris, in total darkness and in a thick cloud of choking dust and smoke. Lt.
Nichols took a head count and was able to account for FF's Johnson and Breen. FF
Carey was able to escape to the stairway and to the lower floors. FF Correa was
unaccounted for along with all of the members of the other 4 companies in the 21st floor
elevator lobby. Lt. Nichols and FF Johnson transmitted numerous Mayday messages but
received no reply from any source. Lt. Nichols, FF's Johnson and Breen attempted to dig
through the large wall of debris completely blocking the hallway just behind them. They
yelled into the debris many times for FF Correa and the other companies but no sound
came from the wreckage. Faced with an impenetrable wall of debris and no
communications possible, the three members of E-74 agreed that they had to leave and go
for help. The three members descended via the stairway checking numerous floors and
finding the hallways blocked by debris in the same place as that of the 21st floor.
Lt. Nichols, FF's Johnson and Breen descended the stairway to the 6th floor where
they found that the stairway was completely blocked by debris. They left the stairway
and entered the 6th floor hallway where they found FF Carey and a group of other firemen
who survived the first collapse. Among them were the following members of Ladder
Company 12: Lt. Petti, FF's Mullen, Juarbe, Kothe, Rivera, Tansey, Mazy, and
McGimpsey. A few other firemen were also present but their names and company
numbers are unknown. Upon looking out a hotel room window, it was evident by the
debris in the street that at least a partial collapse of one of the towers had occurred and it
was feared that another major collapse or more falling debris were imminent.
The surviving firemen on the 6th floor were gathering together search ropes and tying
together hose lines in an attempt to escape from the 6th floor by sliding down the outside
of the building. Lt. Nichols surveyed the situation and decided that this escape plan was
far too dangerous and that an alternate means of escape had to be found. Lt. Nichols
gathered the members of E-74 and they returned to the stairway where they were able to
dig through the debris blocking the stairs. FF Johnson used the reduced profile maneuver
and was able to get down to the 5th floor and reported that the stairway was fairly clear
from there. Lt. Nichols, FF's Carey and Breen then descended to join FF Johnson. The
other firemen abandoned the rope slide and followed E-74 to the 5th floor. Lt. Petti, FF
Mullen and FF Juarbe of Ladder 12 ascended the stairs to attempt to rescue a member of
Ladder Company 4 who was giving Mayday messages and was trapped on the upper
floors. After the collapse of the north tower they were never heard from again and are
listed as missing.
When E-74 reached the 5th floor, screams for help were heard coming from the 4th
floor. E-74 yelled back and were able to ascertain that five civilians who said they were
from the N.Y. Times were trapped on the 4th floor. The members of E-74 had to use the
reduced profile maneuver again to get through more debris to get to the 4th floor. The
five men were located and led to the stairway and taken to the half landing between floors
3 and 4. The stairway was blocked by debris below the half landing but the side of the
building had previously collapsed and the stairway was open to the outside.
FF's Johnson and Carey climbed down the debris to an exterior terrace just below the
half landing on the 3rd floor level. They propped up a piece of metal against the stairway
and three of the five civilians were lowered to the terrace via this metal ramp by Lt.
Nichols and FF Breen. Lt. Nichols decided that the metal ramp was not safe for one of
the remaining men who was about 75 years old so he had the elderly man and the last
civilian remain in the stairway until a safer means of escape could be found.
FF's Johnson and Carey led the three civilians on the terrace to a large conference
room in the southwest corner of the building while Lt. Nichols and FF Breen cleared a
small area of the stairs to remove the elderly man. Lt. Nichols descended to the exterior
terrace and FF Breen then began to lower the elderly man down to him. At this time a
rumbling noise was heard again and hurricane force winds were felt. This was again
followed by a loud explosion and earthquake-like shaking of the building that lasted for
about 20 seconds. FF Breen managed to get the elderly man and the fifth civilian back to
the half landing where they stayed safely until the collapse of the second tower was over.
Lt. Nichols was trapped on the exterior terrace and could only cover up and stay as
close to the building wall as possible to avoid falling I-beams, concrete and other debris.
By the time the collapse ended Lt. Nichols found himself in a lean-to void and
completely buried in rubble. It took him about 10 minutes to tunnel himself out of the
rubble. At that point he found FF Breen, FF Rivera of Ladder 12, the elderly man and the
last civilian in the stairway looking for a way out. They were able to find an I-beam
propped up against the 3rd floor terrace that was suitable as an escape ramp. FF Rivera
slid down the I-beam first and Lt. Nichols and FF Breen lowered the two civilians down
to him one at a time. FF Breen then descended the I-beam followed by Lt. Nichols. The
civilians were then led away from the danger area and handed over to EMS personnel. A
total of five members of Ladder 12 escaped the building but the fate of the other firemen
from the 6th floor is unknown.
FF's Carey and Johnson kept the other three civilians in the southwest conference
room during the collapse of the second tower. FF Carey was buried in rubble and
became separated from FF Johnson by a wall of debris. He was able to dig himself out of
the debris and was then forced to hang drop from the 3rd floor terrace onto a pile of
rubble. He was then able to escape from the area from there and was later taken to St.
Vincent's Hospital for treatment of the injuries sustained in the two collapses.
FF Johnson stayed with the three civilians in the conference room. After the second
collapse FF Johnson surveyed the area and was able to find a window that had an I-beam
propped up a few feet below. FF Johnson was able to single-handedly remove the three
civilians by lowering them one at a time from the 3rd floor conference room window to
the I-beam by using a curtain as a rope. FF Johnson then slid the three civilians down the
I-beam to a rubble pile that led to ground level. He then led the civilians through a maze
of rubble and debris away from the danger area to safety.
After leaving the collapse area, Lt. Nichols and FF Breen made their way to the
vicinity of Battery Park. FF Johnson reported in by radio and joined them there. Many
attempts were made to contact the ECC FF Shagi but no answer was received. It was
feared that he too was lost. Lt. Nichols went to a command post near Battery Park and
reported that FF Correa, FF Carey and FF Shagi were missing.
Lt. Nichols, FF's Johnson and Breen remained in Battery Park for about a half hour
until they learned that a main command post was set up in the area of Vesey Street. They
made their way to that location and again reported that three members of E-74 were
missing. They then went to a staging area north of the collapse area on West Street. A
few hours later the three were taken back to E-74 quarters by a messenger van. It was
then learned that FF Carey and FF Shagi were in the hospital and being treated for
injuries received in the two collapses. FF Correa and the rest of the firemen in the 21st
floor elevator lobby were never found and are still listed as missing.
FF Shagi remained in the street with the apparatus. He carried many Scott cylinders
into the buildings and assisted stretching hose lines. When the south tower collapsed, he
was struck by a police car while running away from the falling debris causing injury to
his right knee and right ring finger. He was also hit in the back, shoulder and neck by
falling debris. He had chest pains and was removed from the scene by EMS and taken to
St. Vincent's Hospital.

Remarks:
FF Correa was never found and is presumed killed in action. Lt. Nichols suffered injuries
to his right knee, lower back and a concussion. FF Carey suffered injuries to his back,
and shoulder. FF Shagi suffered chest pains and injuries to his right knee, right ring
finger, shoulder, back and neck.

of both towers .Apparatus destroyed as a result of collapse. From temporary staging area
unit began a perimeter search along Vesey St to West St. Unit evntually operated under
Command Post established at West and Chambers St. teaming up with members
reporting in from recall.
OPERATIONS:
Reported to Command Post on West St IFO 2 World Financial Center with rollups.Stood
fast at staging area behind Command Post until South Tower collapsed.Unit took shelter
in parking garage under 2 WFC,located exit tied off and deployed search rope
establishing verbal contact with other units in garage directing the units on to line and
out of area.After all personnel in area had exited E76 regrouped and left through stairwell
on west side of the garage.E76 operated under a temporary staging area located at Vesey
St. and North River.

Ladder 13 responded to WTC on the second 5th alarm transmitted, responding to the
command post at West and Vescey streets. Capt. Hynes, Fr. Stajk, Fr. Hetzel and Fr.
McHugh remains have been recovered. Fr. Sabella is still missing. Fr. Graziano is full duty
in L-13.

OPERATIONS:
L-13 was ordered to 44th floor of north tower for search and evacuation. Shortly after
reaching the 24th floor the south tower collapsed and members in the north tower were
ordered to evacuate. Ladder 13 conducted searches on the 24th floor and below while
using the "B" stairwell to evacuate. Fr. Graziano was assisting a civilian down the "B"
stairwell and exited the north tower seconds before it collapsed. He last saw the other
members of L-13 in the lobby of the North tower near the "b" stairwell.

Recalled members of the company reported to command post in Batt. and were transported to WTC. Each
day after that, two teams of 5 firefighters and one officer were detailed by the Batt. bus to the
site. This occured until the A,B, & C Groups were established. After that, members were detailed to
the Task Force.
Each time at the site, members worked in bucket brigades, searched voids, removed bodies, and
operated a Tower Ladder stream.

collapse. Escaped into loading dock area. Missing oae E tember at this time,
transmitted mayday returned to Command Post area to find member; remaining
members searching area for member and found approx. J.O walking wounded.
OOD directed two FFs to lead these people through loading dock to STW. "C". of
W.F.C. and out back to River. On ramp to W.F.C. found! approx. 350 Ib. EMS
worker with broken leg and arm, unable to move. Placed! him on gumey and OOD
ordered he be removed via same route, Member from Lsjdder 6 (recall?) joined
remaining members L-16 at this time. While OOD searc tied loading dock area,
unsuccessfully, for L-16 member, found approx. 5 peop e in area and told them to
evacuate via STW "C" to River at this time L-16, LCC a id L-6 FF notified OOD
they had EMS patient in second level sub-basement whe; e elevator took them.
OOD ordered elevator abandoned; FF's to stand fast witp patient and OOD would
get help to transport patient up four flights of stairs.

OOD started up stairs to get help and searching in general area of stairs for any
"stragglers". Two flights below exit to rear, heard deep rumbling followed by
cloud of debris propelled by force of Tower 1 collapse. DOD proceeded to rear of
W.F.C. Found three FF's L-16 and one FF E-53. Members descended to area
where EMS and two FF's were and transported EMS up tairs and then to Marina,
where EMS was transported via P D. boat to pans unkncjwn. Various other
F.D,N.Y. member? and civilians transported via various tvatercraft.

OOD saw unknown B.C. and inquired as to where Comi land Post was. B.C. stated
"Go South", L-16 headed south along River (at this ttmi: missing aD tools). At the
foot of Liberty Street (7), OOD saw Commissioner Gregory and inquired where
was Command Post. Commissioner Gregory stated he v ras Command Post and
ordered L-16 to help stretch 3 V* inch line from Fire Boaf- L 16 assisted in stretch a
few blocks to manifold. L-16 then proceeded north to
member near marina in good shape, and then proceeded 'to search various areas of
building and rubble pile where Command Post was. Unsuccessful on finding any
victims. OOD ordered FF's to proceed North to find Command Post, staging area.
Took 20-mlnute break in restaurant to rehydrate and members called home. At this
time also received information that Engine 39 was trapp :d in North Tower.
Ordered by Command Post to "stand fast".
I
L-16 ordered to Stuyversant H.S. for R.C. OOD reported all on duty members L-
16 accounted for. At about this time. #7 W.T.C. collapsed. L-16 ordered into
Stuyversant H.S. for possible medical aid and R&R B.Cp.O. North Command Post
L-16 on duty members and apparatus SL9414 ordered tc return to quarters @
approximately 2000 hours 9/U/01.

SURE IF IT WAS SOUTH OR NORTH TOWER). IN LOBBY APPROX. 1 MIN. BEFORE 1st
TOWER COLLAPSED. ALL MEMBERS OF L22 EVENTUALLY GOT OUT TO WEST ST.
