INTRODUCTION Purpose and structure of the report The Site Selection Methodology Paper (May 2009) (paragraphs 2.3.29 - 2.3.34) outlines the process to be used to create the preferred list of shaft sites, and this process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that will be addressed in each site suitability report, but they depend on the relevance to the site and professional judgement made in the assessments. This report was prepared through the assessment of information from the perspective of a number of technical disciplines: Engineering, Planning, Environment, Property and Community. The reports have been prepared on the basis of the information listed in Appendix 1 - Sources of Information, and this level of information is considered to be appropriate to the current stage. The Background Technical Paper provides information on the requirements for different site types, their sizes and typical activities/facilities within the sites. Each site suitability report considers a particular site on its own merits. In addition, an engineering options report was produced. Information from both of these reports will feed into the technical assessment of how well the site may fit in with tunnel design options, ensuring combinations of sites spread across the length of the tunnel route provide a reasonable spatial distribution of sites (that will best assist with the construction of the tunnel, operation and maintenance). This is considered in the Preferred Scheme Report. Background The process for selecting sites is set out in the Site Selection Methodology (May 2009) paper. The final part of Stage 1 includes this report. The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C - Creation of the Preferred List of shaft (and CSO) sites - site data, site visits, site suitability reports, engineering options report and optioneering workshops that will result in the Preferred Scheme Report.

Consultation The Thames Water project team held meetings with London local authorities, statutory and other stakeholders to review the provisional short list of shaft and CSO sites. All general and site specific comments can be found in a separate report titled Consultation on the Short List of Sites: Consultation Feedback Report. These comments were considered to help determine the final short list of sites, but they were also considered at the optioneering workshops. Further meetings were held with London local authorities, statutory and other stakeholders between January and March 2010. Comments are included in this report.

SITE INFORMATION Site and surroundings This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. S61WH is sited in Battersea Park, a Grade II* registered park and garden located in the London Borough of Wandsworth. The site is bounded to the north by the River Thames, to the east by Queenstown Road and Chelsea Bridge, to the west by Albert Bridge Road and to the south by Prince of Wales Drive. There are multiple accesses to the park from the surrounding highway. The park contains woodland, grassed areas, a lake and gardens and a diverse range of community facilities and public amenities. A site location plan is attached as Appendix 2. The proposed working site areas are situated in the northeast corner of Battersea Park, adjacent to the park entrance from Queenstown Road. The site abuts Carriage Drive North. The working area consists of mature and semi-mature woodland and formal riverside grassed areas. The land is elevated and falls away to the south and west, creating a mound. The area to the base of the mound contains a floodlit sporting complex, comprising a full size running track and an enclosed hard surface area, with tennis courts and a five-a-side football pitch. There are a further ten clay-court tennis courts on the west side of the running track. Carriage Drive East, which lies to the west, provides some severance from the remainder of Battersea Park, which extends to the west and south of the proposal site. The surrounding area, in the immediate vicinity of Queenstown Road, is predominantly residential. There are several seven- to nine-storey residential blocks situated on the east of Queenstown Road, immediately opposite the proposed site. The site is covered by various planning and environment designations in the Wandsworth Unitary Development Plan. All the mapped designations are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4. There is road access to the site via Carriage Drive North, which is off the A3216 (Queenstown Road). The site is 0.7 miles to a potential rail access point at Battersea Pier Sidings, and less than one mile to London Underground stations. Wharfage/jetty is possible at this site, although no such facilities exist at present. A transport plan for the site is attached as Appendix 5.

2.1.10 Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6: Albert Road Bridge at the western edge of the site Chelsea Road Bridge at the eastern edge of the site Four wells potentially within the site. 2.1.11 The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches and may not be shown on the services and geology plan. 2.1.12 Information on the geology specific to this site can be found within the services and geology plan which is in Appendix 6. This plan shows that the shaft would be founded in London Clay. 2.1.13 The Crossrail Line 2 safeguarded route passes through the middle of the site. If this site is selected, there would be dialogue with Department of Transport to consider matters as applicable, such as timing, engineering constraints, cumulative effects of the projects, potential for site sharing, etc.

Type of site The site S61WH is being considered as: a double main shaft site a main shaft site an intermediate shaft site.

For a double main shaft site, the two shafts are located a sufficient distance apart to allow the length of tunnel in between to be used by both tunnel drives as a back shunt for the construction trains. In the permanent works, one shaft would be backfilled or capped off below ground level. In the latter case, a high level connection to the other shaft may be required to ventilate air from the capped shaft when the system fills. PROPOSED USE OF SITE CONSTRUCTION PHASE The proposed construction phase layouts for the shaft sites are located in Appendix 7 Construction Phase Layout, and are based on a preliminary assessment. The construction phase layout drawings are illustrative and show: the layout as a double main shaft site the layout as a main shaft site the layout as an intermediate shaft site potential access points.

These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Photographs of typical activities associated with the shaft construction phase are provided in Appendix 7. Potential above ground construction features (dependent on type of shaft) include: approximately 3m high hoarding around the site boundary welfare facilities, temporary structures, approximately 3m high grout plant, approximately 3 to 5m high, including silos mobile crane, approximately 30m high gantry crane, approximately 8m high.

PROPOSED USE OF SITE OPERATIONAL PHASE Operational requirements The indicative operational phase layouts for the shaft sites are located in Appendix 8 Operational Phase Layout, and are based on a preliminary assessment. The generic elevations of structures shown on the operational phase layout are located in Appendix 8 and provide an illustration of typical examples of the permanent structures which are applicable to shaft sites. The underground infrastructure at this site is likely to be made up of a shaft, double flap 1 valve chamber and a 10m wide overflow culvert . The above ground infrastructure at this site is likely to comprise a ventilation column 10m high and 3m diameter, a ventilation building 5m x 15m x 5m high and a 20m x 10m top structure with openings. The top structure is to provide access and egress into the main shaft and flap valve chamber.

The top structures are envisaged to be finished at a level of 107m tunnel datum (TD) (7mAOD), and since the ground level mean value at this site is 104mTD (4mAOD), the top structures would be raised to approximately 3m above the current ground level. For further information on the generic layout of this top structure, refer to Appendix 8. (It is, however, suggested that the ground level adjacent to the river is nearer 105mTD (5mAOD), in which case the height above ground for the top structure would become 2m.) Hardstanding would be provided to the top structures. The site would be fenced. Preliminary data associated with the operational phase are provided in Table 4.1. Restoration and after-use The portion of the site not occupied by the permanent works would be restored to its original condition on completion of the construction works. If any buildings were demolished, these would not be reinstated unless required.
It was anticipated that an overflow culvert would be required at shaft sites when the assessment in this report was undertaken. Although this was subsequently changed with overflow culverts no longer required at all sites, the assessment was not revised as it was considered that the difference would not change any disciplines conclusion on the suitability of the site. 2 It was anticipated that the ventilation column at shafts sites would be 10m high when the assessment in this report was undertaken. Although this was subsequently changed to 15m high, the assessment was not revised as it was considered that the difference would not change any disciplines conclusion on the suitability of the site. 3 It was anticipated that the elevation of top structures at both CSO and shaft sites would be finished at 107mTD when the assessment in this report was undertaken. ENGINEERING ASSESSMENT Access This section should be read in conjunction with Section 7.2. Road

There is an existing road to access the single and double main shaft sites and the intermediate shaft site. The access point to the sites is located on Queenstown Road (A3216) and goes along Carriage Drive North/The Parade. For both single and double main shaft construction sites, an egress point has been proposed south of the access point onto the A3216 in order to create the possibility for a one-way system for construction traffic this assumes that the western site vehicles could circle around the facilities, which might be difficult in practice. For the operational phase, there would be road access to permanent works from Carriage Drive North. The permanent works would be positioned around the easterly shaft as the westerly shaft would be capped. Rail

There is a local rail network to the site (access point at Battersea Pier Sidings). The use of the sidings is to be confirmed with the train operating company. There are London Underground stations local to the site (Sloane Square, Victoria and Pimlico). River

For the single and double main shaft sites, the construction of wharfage/jetty facilities is feasible, but a 100m exclusion zone to the west of Chelsea Bridge and to the east of Albert Bridge would need to be maintained. A large area of river frontage would be used to provide jetties of sufficient length. For the double main shaft site, the layout adopted does not suit a combined jetty arrangement and hence individual jetties have been indicated on the construction layout plan. There would also be an impact on river usage/navigation. It would be necessary for this to be examined in detail in the form of a specific risk assessment (including modelling of barge movements), which would require discussions with and approval of the PLA. Material movement for an intermediate shaft site would likely be by road. However, as the site is adjacent to the foreshore, there may be feasible opportunities to use barge access as described above. Construction works considerations Demolition of features such as tennis courts may be required. Data available on third-party assets and significant utilities show that the main items in this area of concern are the Crossrail Line 2 Safeguarded Zone, Albert Road Bridge and Chelsea Road Bridge. The shafts have been located outside the Cross Rail Line 2 Safeguarded Zone and the shaft locations have been chosen to minimise impact on both bridge abutments. Construction methods would be adopted, as appropriate, to mitigate potential settlement of these assets. The temporary working areas have been chosen to accommodate the jetties along the river front and to minimise impact on the Japanese Pagoda, the Childrens Zoo, the Millennium Arena and the pleasure gardens, all of which are located within Battersea Park. The route of the main tunnel towards the east is likely to pass under multi-storey modern blocks of flats and a railway line. Moving the shafts further south to avoid these assets is not considered to be viable, given that this would result in a longer main tunnel, and the impact on features within Battersea Park should be kept to a minimum.

The proximity of the shafts to the river results in the tunnel alignment deviation from the centre of the river being minimised. It is likely that the proposed works can be constructed within the overall construction programme. Permanent works considerations For the double main shaft site, the westerly shaft was chosen to be capped, with the easterly shaft accommodating all permanent works to facilitate future access. The top structures to the shaft and flap valve chamber would be 5m above ground level. Health and safety There are no unusual health and safety issues with this site. PLANNING ASSESSMENT Introduction The planning assessment builds on the advantages and disadvantages reported in Table 2.3 and covers the following areas: Planning applications and permissions Planning context Planning comments.
6.2 6.2.1
Planning applications and permissions An initial desktop search of the London Borough of Wandsworth online planning applications database identified various planning entries relating to diverse works within Battersea Park submitted within the last five years applicable to the site. Planning permission has been granted for a range of improvements/refurbishment of facilities that have enhanced the function of Battersea Park as public open space and an important registered historic park. It is noted that the restoration of the park was a Big Lottery Fund project, involving significant investment. Planning context The following is a summary of the relevant local planning policies and designations which are applicable to the site working area, taken from the current statutory development plan for the borough. The local plan comprises the saved policies from the Wandsworth Unitary Development Plan, adopted August 2003, and the Consolidated London Plan, adopted February 2008. Under Policy R1, Thames Policy Area, development of sites of 0.5 hectare and over will only be permitted if it includes a mix of uses, including housing, business, industry, river-related activities and other employment generating activities; and lastly leisure activities, pubs and restaurants, hotels, community, education, health, small-scale retail uses, visitor attractions and open space. Policy R2 requires provision to be made to incorporate a route through the site for walkers and cyclists. Under Policy TBE14, Archaeological Priority Area, where development involves ground disturbance, the council will require developers to undertake an archaeological investigation. As appropriate, the council may, under Policy TBE15, require the preservation of findings either in situ or by excavation. Conservation Area Policy - the proposed development is likely to impact upon the Battersea Conservation Area, located adjacent to the proposed development site. Policy TBE10 prohibits development which would harm the character, appearance and setting of a conservation area.

Policy ON6, Historic Parks and Gardens, prohibits development that would harm the character, setting or historic features of historic parks and gardens. Listed Building the northeast entrance gates are Grade II listed and included within the working site area of the double shaft option. There is a further Grade II listed Pump House north of the lake, positioned 320m south of the working area. Policy TBE12 prohibits partial or total demolition of listed buildings unless it is no longer practicable to continue the exiting use and there are no viable alternative uses. Partial demolition is allowed where special architectural and historic interest would be enhanced. Policy TBE13 prohibits development that would harm the setting of listed buildings. Policy GEN12, Housing - there are residential properties to the east of the site, on the opposite side of Queenstown Road. In determining proposals for development, the council will seek to protect and enhance the character and amenity of residential areas. Policy ON4, Metropolitan Open Land the site is within Metropolitan Open Land (MOL). There is a presumption against development that is not compatible with the openness of MOL, except in very special circumstances. These include outdoor sports facilities and other uses that preserve the open nature of the land. However, the policy provides that essential engineering operations may be permitted, provided they do not conflict with this purpose. Policy ON5 will not permit development on land close to or adjacent to MOL if it will prejudice the environmental character or visual amenity in terms of height, appearance and boundary treatment or uses. Policy ON7, Green Chain Links, prohibits development that would harm the open nature of any open land that might contribute towards the Green Chain or links between open spaces, and especially between MOL and where they form strategic links between boroughs.

6.3.10 Policy ON1, Public Open Space, prohibits development which would result in the loss of open space or part of an open space. More specifically, development is prohibited where the open space contributes to the character and appearance of its surroundings, there is potential for formal or informal recreation or there is a general deficiency of open space within the area. Policy ON2 prohibits development leading to the loss of allotments, unless no long-term need is demonstrated. Policy ON3 will permit development on open spaces where it complements the environmental and recreational functions and does not harm their openness, landscape, character or appearance. 6.3.11 Policy LR1, Play Equipment, will prohibit development involving the loss of childrens play facilities unless the council has identified no need for the facility, the use harms residential or other amenity, or the facility is replaced by an equivalent area in a more appropriate location. 6.3.12 Policy ON9, Tree Preservation Order, states that planning permission would not be granted for development which would result in damage or loss of trees of amenity value, unless removal is in the interest of good arboriculture practice or adequate replacement planting is proposed. 6.3.13 Policy ON8, Statutory Local Nature Reserve, prohibits development that would harm sites of nature conservation importance, including SSSI, Local Nature Reserve, or protected species, unless it is subject to mitigation to reduce harm, subject to conditions, or if there are overriding material considerations. 6.3.14 Refer to Appendix 3 - Planning and Environment Plans for a location plan illustrating the policies and designations covering the site. 6.4 6.4.1 Consultation comments A series of consultations on the shortlisted sites were held with London local authorities, statutory and other pan-London stakeholders during July to September 2009 and January to March 2010. This section summarises factual comments that have been made by consultees, and which have informed the SSR assessments.

London Borough of Wandsworth 6.4.2 The council stated that Battersea Park is owned by the borough, and is designated both as Metropolitan Open Land and as a Grade II* registered park and garden. The council has spent 12 million refurbishing the park, which is used for major events and includes a zoo, car park and tennis courts. Concerns were therefore raised about the use of the site. The site would affect the main entrance to the park. Residential properties are located across the road from the site and there is a safeguarded route for Crossrail 2 within the vicinity. English Heritage 6.4.3 English Heritage advised that the site is viewed as a prize asset and is not preferable, particularly due to the Big Lottery Fund restoration project (2004-2005). The park is Grade II* registered, and the site would affect listed structures and community uses. Environment Agency 6.4.4 The Environment Agency advised that the site would require a jetty and there would be a need to avoid the lake area. There are no significant concerns regarding biodiversity issues, but there is a possibility of tree issues arising from use of the site. The trees are aligned with the river and wall. The key issue for the Environment Agency is whether any work is needed on the wall. Port of London Authority 6.4.5 The Port of London Authority stated that navigationally, the site is good and that it may be possible to use the site, although it may be necessary to remove some buoys. The Festival Gardens pier, which went 30-40m into the river, used to be located at the site. It is possible to get 1,000 tonne barges to the site. Transport for London 6.4.6 Transport for London stated that a section of Battersea Park is safeguarded for Crossrail 2 (Chelsea/Hackney). Other statutory consultees 6.4.7 6.5 6.5.1 No comment. Planning comments Battersea Park is a well used public facility, serving both local people and visitors to the area. The proposed working areas for the main and double main options, both being greater than 10,000 square metres, will constitute major development. Due to the number and type of designations affecting the site, it is unlikely to be acceptable for use for any of the shaft options proposed, but particularly the double and single main shafts. Impact on the heritage conservation, loss of woodland habitat including protected trees and landscape, and loss of residential amenity are the main concerns arising from this proposed site. Consideration is also given to the proximity to sporting facilities southwest of the site and residential properties to the east. The proposal site would utilise the entire woodland between the eastern perimeter fence and the sports track an extensive portion of the Battersea Park. This is particularly relevant to the double main shaft proposal, which would result in the temporary loss of 2 39,620m of park, protected woodland, tennis courts, river access and Grade II listed entrance gates on the northwest area of the working site for a significant length of time. There would be loss of woodland and park environment, and also some of the sports facilities nearby for both the single main and intermediate options. A fuller assessment of the environmental impact is considered in Section 7 of this report. The overall impact of the single and double main proposal sites is likely to be significant and require considerable mitigation. Views of the site from the opposite side of the river, and from Chelsea Bridge and Albert Bridge, would also be significantly affected,

particularly in the case of the single and double options, which propose a large amount of temporary infrastructure in the river. 6.5.5 The site is located within the Battersea Park Conservation Area and is integral to its historical character and appearance. The park is also a Grade II* registered park and garden. The construction works and after-use structures may be seen as incongruous and not in keeping, and the loss of trees is likely to have a considerable impact on character and appearance. The feasibility and impact of vehicular movements through the Queenstown entrance gates, which are Grade II listed, would require further investigation. The proposed working areas and eastern shaft site are situated approximately 50m from the nearest dwellings along Queenstown Road. This separation distance may be considered to be sufficient to protect amenity in terms of noise and dust, with appropriate mitigation, however, the visual impact may be significant. The relocation of the site further west or south may increase separation from local residents. However, this would cause the proposal site to impact on other community facilities or extinguish other characterising features, which would also be an undesirable outcome. It is likely that construction hours would need to be consistent with those normally in operation within residential areas, restricting construction works to the hours of 8am to 6pm during weekdays, 9am to 1pm on Saturdays and excluding Sundays. There may be conflict with the designations and policies that cover extensive areas of the borough, such as the Thames Policy Area and nature conservation area, as a result of the proposed jetties and overhead conveyors for the importing and export of excavated material. The structures and the construction process may be highly visible and prominent within the Thames Policy Area and impact upon views to and from the location, especially those seen in context of Chelsea Bridge and Albert Bridge. For the double shaft option, there are four operational structures and their impact could be significant within this context. The construction works and remaining above ground structures will also be highly prominent, and it is unlikely that satisfactory mitigation will be possible. The route of the green chain links passes along the river frontage, north of Carriage Drive. The route may be lost or impeded by the overhead conveyor structure.

6.5.10 Furthermore, the proposal site requires the loss of a number of rights of way and informal routes, or desire lines, through the immediate area. The status of these routes is unknown. The route proceeding south from the Queenstown entrance and a second route leading south through the woodland from Carriage Drive North would be impeded during the construction of the shaft. These are likely to be protected through council policy and the highways act. 6.5.11 The site is within an archaeology priority area, and suitable investigation and remediation works would need to be agreed with the LPA in accordance with policies TBE14 and TBE15. Further appraisal of the archaeological potential on the site is provided in Section 7 of this report. 7 7.1 7.1.1 ENVIRONMENTAL APPRAISAL Introduction The following sections summarise specialist assessments which are provided in Appendix 9 Environmental Appraisal Tables. Transport Main and intermediate sites 7.2.1 The site is considered to be suitable as either a main or intermediate site in terms of transport constraints and requirements. The route to the TLRN, railway and the river are easily accessible from the site. To achieve highway access for construction traffic, the removal of a speed hump may be required to allow access to the TLRN, and the park gates may require removal. Temporary traffic management may be required at The Parade junction with Queenstown Road to manage access to the park.

The site has an adequate PTAL rating and is considered suitable for public transport access. Some parking is available within the park, and an area of the park near to the indicative works area is likely to be required for parking for site workers. The location of the indicative works area is likely to require diversion of the Thames Path and National Cycle Route 4, or partially closing these during construction of a new road and during operation of the site. Double main site

The site is considered to be suitable as a double main site. The route to the TLRN, railway and the river are easily accessible from the site. River access is possible as the site is located adjacent to the river. There is some potential for the workforce to utilise public transport for site access. Some parking for the workforce could be provided onsite. Pay and display on-street parking available in the area is unsuitable, due to the four-hour time limit. The Thames Path and National Cycle Route 24 will require diversion around the site, as will The Parade. Traffic management in the form of signals phased with the nearby signalised junction should be considered to improve site access/egress. Parking spaces displaced by the use of the Battersea Park car park will require relocation to another area of the park. Archaeology On the basis of the current information available, this site is categorised as potentially suitable for either a main, double main or intermediate site. Although there are known archaeological remains within the wider site, to date these are isolated and the archaeological potential in the area of indicative works is likely to be relatively low. Due to a lack of previous investigations in the area, the detailed nature and extent of any other potential archaeological receptors cannot be confidently predicted at this stage. Built heritage and townscape The site is considered to be less suitable as either a main, double main or intermediate site in relation to built heritage and townscape, due to potential direct impacts on the Battersea Park Conservation Area and Grade II* registered park and garden, in addition to indirect impacts on a high number of built heritage receptors within a 250m radius of the site. There is also the potential for direct adverse effects as a result of the possible need to remove the Grade II listed entrance in the northeast of the park to facilitate access to the site. Mitigation may be achievable but further desk-based assessments would be required to assess the suitability of such measures. From a townscape perspective, and on the basis of the current information available, the site is considered to be less suitable due to potentially severe direct adverse impacts on the character of the park, a public open space and local views, both during construction and operation. A higher magnitude of impact on built heritage and townscape receptors, specifically on the Battersea Park Conservation Area, could be anticipated for the double main shaft site than for the single main shaft, and subsequently the intermediate shaft. This is due to a larger works area, the number of mature trees affected, and an increased prominence within views from the River Thames and the surrounding area. The potential to mitigate for adverse effects is likely to be more difficult to achieve for the double main shaft site than for the single main and intermediate shaft sites. Water resources hydrogeology and surface water In terms of hydrogeology, and on the basis of the current information available, this site is considered to be suitable as either a main, double main or intermediate site because the drop shaft is to be constructed in London Clay (non-aquifer). No impact on the Chalk aquifer is expected. The Chalk piezometric head is likely to be approximately 2.37m above the base of construction and should be taken into account in the engineering design.

The superficial deposits at the location comprise Langley Silt Member underlain by Kempton Gravel, classified as a minor aquifer, which is likely to be the subject of limited impacts on flow due to the use of a diaphragm wall or caissons. In respect of surface water resources and on the basis of the current information available, this site is suitable because there is no direct pathway to the River Thames for pollution. Standard mitigation is likely to be required, particularly to protect the ponds onsite from pollution. Ecology (terrestrial and aquatic) The site is considered to be less suitable as either a main, double main or intermediate site in relation to ecology. This is based on the ecologically sensitive nature of the site, potential impacts and likely requirements for extensive survey and habitat compensation. The current indicative site layouts are likely to result in temporary and permanent land-take from the Battersea Park site of metropolitan nature conservation interest, and local nature reserve. Permanent land-take will require compensatory provision which could involve offsite solutions. Temporary land-take from Battersea Park or the River Thames foreshore may require sensitive working practices and potentially some compensatory provision. Indicative plans for the main and double main shaft sites identify the need for jetties within the River Thames. This may require arduous post-works restoration and compensatory habitat provision as a result of impacts on foreshore habitat. The double main shaft site is likely to result in the greatest area of land-take from within the river and may necessitate a greater level of compensatory habitat provision. The site will require an ecological survey, as it appears to be an area of dense tree canopies and may provide a habitat for a range of notable terrestrial species. Flood risk This site is considered suitable as either a main, double main or intermediate site in relation to flood risk, because the whole site is defended from flooding up to the one in 1,000-year level. Furthermore, the area of the site that is to be used is at least partially within Flood Zone 1 less than a one in 1,000-year risk of flooding. An FRA would still be required to determine the potential for any encroachment into the flood zone. There is likely to be space for SuDS, although further investigations are required to identify the potential to accommodate infiltration SuDS. Air quality The site is suitable for use as either a main, double main or intermediate site in relation to air quality. There is potential for fugitive emissions of dust during construction to have a perceptible impact at residential receptors closest to the site. These impacts can be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts, however this could potentially be mitigated by minimising the movement of HGVs during peak hours. Noise Based on the information currently available, the site is considered to be suitable as either a main, double main or intermediate site, due to the proximity to Queenstown Road and the resulting relatively high, existing noise levels. However, the number of vehicles associated with the construction phase and the proposal to operate 24 hours has the potential to cause disturbance to properties along Queenstown Road, especially at night-time. It may be necessary to limit the noisiest activities to daytime working only. Land quality

SOCIO-ECONOMIC AND COMMUNITY ASSESSMENT Socio-economic profile The site is in the Queenstown ward, which has a mixed population with a range of ages and ethnicity. The ward has a higher percentage of unemployed people than the average for London and England. Conversely, the ward also has a higher percentage of people with high-level qualifications. This implies the possibility of different sections of the community having widely divergent lifestyles and socio-economic status. Battersea Park, as a key London park, is likely to play an important role in helping people from the local community integrate, as well as being a magnet for Londoners further afield. Issues and impacts Double main shaft site

8.2.1
The proposed location of the double main shaft site within the park will take up more than half of the riverside edge of the park. The areas of riverside open space are likely to be highly valued by those visiting the park as they provide views over the river and, due to the parks topography, views over the rest of the park. The site will be located on part of the Festival Pleasure Gardens, a car park and the entire Chelsea Bridge Fields area of the park. The car park is likely to be heavily used, given its proximity within the park to the Millennium Arena sports facilities. As a public open space, the grassy mound in Chelsea Bridge Fields has a unique ambience due to its location at the entrance to the park, its contours, its lush foliage, and the vantage point it provides for users over activities in the rest of the park. Site visits indicated a high level of use of the corner of the park (the area proposed for the works) by professionals in after work hours, as a running, walking or jogging area. Cyclists also appeared to use this peripheral section of the park as a rest stop. Children were also present, and there was evidence of informal desire lines through the grassy area of site for children and adults, cyclists and pedestrians. The Millennium Arena and associated tennis courts and multi-purpose playing surfaces opposite the south-eastern edge of the works is likely to be affected by the sites use. The facility appears well-used, with junior athletics courses in school holidays and the Serpentine Running Club regularly using the track for training. Also likely to be affected is the childrens zoo, which is located to the south of the site. As a whole, the proposed works area is likely to be valued by local and other users as public open space. The areas of Battersea Park near the proposed works area may also experience visual and noise disruption, which is likely to have a noticeable impact as the park is valued for its tranquillity, especially in its interiors. The proposed works area on the raised mound of Chelsea Bridge Fields to some extent provides a buffer for the interior of the park from Queenstown Roads noisy traffic. The residential development opposite the site on the east appears to be at sufficient distance from the proposed works to enable effective mitigation of likely impacts. Main shaft site

Intermediate shaft site 8.2.14 The proposed location of the intermediate shaft site within the park means that the likely issues and impacts are very similar to those detailed above for a main shaft site. 8.2.15 The greatest impacts are likely to be caused by the loss of a unique area of the park, although it appears unlikely that riverside access would be restricted. The Millennium Arena and associated tennis courts and multi-purpose playing surfaces opposite the worksite are still likely to be affected by the sites use but to a lesser extent, due to the increased separation from the works area and reduced intensity of working. 8.2.16 The Festival Pleasure Gardens, childrens zoo and residential development appear unlikely to be significantly affected. 9 9.1 9.1.1 PROPERTY ASSESSMENT Introduction The sites under consideration for a main shaft, a double main shaft, or an intermediate shaft are located within Battersea Park. The circa 80-hectare/200-acre site houses a zoo, boating lake, bandstand, all-weather games pitches, tennis courts, running tracks, and football pitches. Crown Land and Special Land comments Land referencing information provided suggests that the site is held by Wandsworth Borough Council, the Crown Estate and Berkeley Homes. The site could, therefore, be considered as Special Land. Prior to selecting the site, the responsible authority must be consulted so that it can be established whether there are any fundamental issues arising that might prejudice the practicability of using the land. With co-operation of the authority, there should be no risk to the project. However, with justifiable objections to the selection of this site, the authority could prevent it from being used for this purpose. Risk to the project then becomes significant, with no measurable timescale for addressing and overcoming the objections. The land may also be considered as open space and therefore it may be classified as Special Land under sections 16-19 of the Acquisition of Land Act 1981. If this is the case, and if an acquisition cannot be agreed, a special ministerial procedure may be needed before the Order is confirmed. On account of the temporary nature of the majority of the area to be acquired, difficulties are not anticipated with the special procedure and there should be no consequential delay to the programme, provided the land-take is minimised. In this context, the large site required for a double main shaft may be regarded as unacceptably large.

Land to be acquired The compensation assessment assumes that the worksite and access to it will be acquired temporarily, via the acquisition of new rights for the period of the works stated in the engineering section above. It assumes that at the end of the works, a smaller area will need to be acquired permanently. Property valuation comments Compensation for the acquisition of new rights is normally based on the diminution in value to the land caused by the acquisition. Compensation for the permanent acquisition of land is normally based on market value. However, compensation for the permanent acquisition of unusual types of property, where there is no general market, can be assessed on the basis of the cost of equivalent reinstatement at a new site, but there must be a genuine intention to reinstate. If compensation is assessed on a diminution in value basis for the new rights (temporary occupation during works, access rights during works, access rights for operational purposes) and on a market value basis for the permanent acquisition, the costs are likely to be relatively low and therefore acceptable. If compensation is assessed on an equivalent reinstatement basis, then the acquisition costs would be significantly higher, but still acceptable. No rights of way or easements have been included in the assessment of this site acquisition cost. Disturbance compensation comments Assuming the proposed working area is located as a far as is practically possible away from the parks main facilities and infrastructure, this will reduce disturbance to the park. It seems probable that a number of trees will need to be removed from the site to enable working. Offsite statutory compensation comments It is unlikely that statutory claims will be forthcoming under either Part I of the Land Compensation Act 1973 or Section 10 of the Compulsory Purchase Act 1965. Site acquisition cost assessment On the assumption that land-take is minimised and much of the park remains open, it seems likely that the acquisition costs will be acceptable. The tunnel route towards the east should be chosen to minimise settlement to a new-build blocks of flats, a railway line and the Battersea Power Station. 10.3 Planning Single and double main shaft sites 10.3.1 This site is considered not suitable for either a single or double main shaft site. 10.3.2 The scale of the development and the land-take associated with both the double and main shaft sites is considered to be too great for this sensitive location, which is subject to a number of policy designations. The conflict with planning policies, including those relating to heritage conservation, Metropolitan Open Land and public open space, is very likely to be unacceptable, particularly given the scale, longevity and prominence of both the construction works and after-structures. Intermediate shaft site 10.3.3 The site is considered less suitable for an intermediate shaft site. 10.3.4 Given the reduced scale of construction activity and permanent land-take, the promotion of an intermediate shaft site may be more successful, however this is still less desirable and would require a significant level of mitigation. 10.4 Environment
10.4.1 Overall, the site is considered to be less suitable as either a main, double main or intermediate site. 10.4.2 The site is suitable from the perspectives of transport, archaeology, water resources, flood risk, air quality, noise and land quality. 10.4.3 The site is less suitable from the perspectives of built heritage and townscape and ecology. 10.4.4 Overall, the site is considered to be less suitable owing primarily to impacts on townscape character and heritage receptors. However, in the case of the single main and intermediate sites, further consideration of the exact location of the works within the wider site may reduce the potential conflicts with these constraints. Additional work would be needed to determine if mitigation is feasible. Likely mitigation considerations for the site would include the following: Built Heritage and Townscape a high quality scheme design to mitigate the potential for direct impacts on a Grade II listed structure, a conservation area and a Grade II* registered park and garden and impacts on the character of the park, a public open space and local views. Ecology the temporary and permanent land-take from Battersea Park Site of Metropolitan Nature Conservation Interest, Battersea Park Local Nature Reserve,

and the Thames foreshore will potentially require extensive ecological surveys and compensatory habitat provision. 10.5 Socio-economic and community Double main shaft site 10.5.1 This site is not suitable, from a community perspective, as a double main shaft site due to the likely cumulative impacts. The areas of the park within the proposed double main shaft site area are likely to be valued by the community as areas of open space. Based on its current use, Chelsea Bridge Fields appears to be a unique open space within Battersea Park, due to its elevation and tree cover. The riverside edge of Festival Pleasure Gardens offers views across the river and over the park, and is therefore likely to be quite popular. 10.5.2 If the site is used, mitigation may involve ensuring good access around the works area into the rest of the park as the site visit found several informal lines of pedestrian movement through the site. Recreating the raised mound on Chelsea Bridge Fields at the restoration and after-use stage may also need consideration, as the mound currently provides a sound buffer and a potentially valued vantage point. Mitigation is likely to involve discussions around replanting or other forms of compensation for mature trees, which are likely to be valued by the local community and other park users and nature enthusiasts. 10.5.3 The loss of car parking facilities within the park may be difficult to compensate, as these facilities are likely to be required, especially for the Millennium Arena close to the current car park. Furthermore, provision of replacement facilities is likely to lead to further loss of open space in the park. Mitigation may involve discussions over car park relocation and relandscaping of any temporary car park areas after use. 10.5.4 Mitigation may also involve minimising disruption to other park facilities, such as the childrens zoo and the Millennium Arena sports facilities, and also minimising disruption to the local area, including nearby residential properties. Main shaft site and intermediate shaft site 10.5.5 This site is less suitable, from a community perspective, as a main shaft site or an intermediate shaft site. 10.5.6 The area of the park proposed for use as a main or intermediate shaft site appears likely to be valued by the community as areas of open space. Based on its current use, Chelsea Bridge Fields appears to be a unique open space within Battersea Park, due to its elevation and tree cover. 10.5.7 If the site is used, mitigation may involve ensuring good access around the works area into the rest of the park, as the site visit found several informal lines of pedestrian movement through the site. Recreating the raised mound on Chelsea Bridge Fields at the restoration and after-use stage may also need consideration, as the mound currently provides a sound buffer and a potentially valued vantage point. The area required for a double main shaft site is considered to be unacceptably large in this context, and the site is therefore considered not suitable for a double main shaft. 10.6.2 The advantage of the site is as follows: Assuming that much of the park can remain open, the acquisition costs will be acceptable.

Access to the TLRN is provided via The Parade and Queenstown Road which leads to the TLRN (A3205). A no-right-turn restriction onto the A3205 exists from Queenstown Road. However it is envisaged that vehicles are most likely to be going to/coming from the east so no problems are foreseen. The Parade is a two-way local park road with a speed limit of 12mph. Queenstown Road is principal route and has a speed limit of 30mph. Access onto The Parade is possible Mitigation required and conclusions The speed humps on The Parade require removal to enable use of the access point for the construction phase. Conclusion: Road access possible from proposed access point. Access route to TLRN is restricted by a speed humps which may require removal. Summary Overall, the site is considered to be suitable for an intermediate shaft site in terms of transport constraints and requirements. The route to the TLRN, railway and the river are easily accessible from the site. To achieve highway access for construction traffic, the removal of a speed hump may be required to allow access to TLRN and the park gates may require removal. Temporary Traffic Management may be required at The Parade junction with Queenstown Road to manage access to the park. The site has an adequate PTAL rating and is considered suitable for Public transport access. Some parking is available within the park, and an area of the park near to the indicative works area is likely to be required for worker parking. The location of the indicative works are likely to require diversion of the Thames Path and National Cycle Route 4 or partially closing during construction of new road and operation of site. Overall, the site is considered to be suitable as a main shaft site for the reasons given for the intermediate shaft site, see left. Battersea park (Est 1854). The site contains 19thc buildings associated with park (see Built Heritage report). No archaeological receptors are recorded within the site. This does not preclude the possibility of unrecorded archaeological receptors of high value being within the site.

Medieval pottery has been found (MLO10509) in the south central area of the site. The foundation of a WWI anti-aircraft battery (MLO68328) and a WWII battery possibly still exists towards the north west corner of site. Possible Bronze Age Peat deposits have been found (MLO22487) immediately outside the NW corner of the site in the Thames foreshore. Construction impact of potential waterlogged deposits containing archaeological remains may require dewatering. This potential impact should be considered given the close proximity of the site to the Thames River. Disturbance of potential remains will be limited as the site has been parkland from the mid 1800s. This may have protected remains of an earlier date.

Potential receptors of medium to very high importance with the potential to be directly affected There is potential for six Grade II listed buildings, one Grade II* listed building, one conservation area and one registered historic park and garden to be directly impacted upon by the development Within the site boundary, most listed structures will not be directly impacted upon by the development proposals. The only listed structures that may require mitigation are the entrance gates at north east entrance should they be removed to allow for access would require Listed Building Consent or, if retained may require adequate screening and/ or a high quality design scheme. Site in the Thames Policy Area, Battersea Park Conservation Area, Green Chains and Links designation runs along the northern boundary of the site, designated as Metropolitan Open Land. Sensitive site in Battersea park that is a Public Open Space. North Carriage Drive to the north of the site with River Thames Chelsea Bridge further north, Queenstown Road to the east with a high-rise residential development in it, Battersea Park to the south and west. The site is covered with mature trees and vegetation. There would be major loss of mature vegetation. The presence and operation of machinery, materials stores and buildings would potentially result in temporary, adverse direct impacts on the character of the Park and temporary, adverse indirect impacts on neighbouring areas. Permanent elements would potentially result in permanent, adverse direct impacts on the character of the Park and would
Retention of trees where possible and protection in accordance with BS 5837. Introduction of landscape scheme to include appropriate surface treatments and planting to replace lost vegetation and relate to the character of the park. Conclusion: Removal of mature vegetation and the presence and operation of machinery, materials stores and buildings on site would severely impact character of the park. Potential views likely to be affected Open views especially from higher floors of residential property to east and users of North Carriage Drive in the park. The development proposals would also have to take into consideration the historic interest of the registered historic park and garden in accordance with English Heritage guidance. The removal of the Grade II listed entrance gates would require Listed Building Consent. Mitigation required and conclusions
Permanent structures at S61WH main have the potential to have a direct impact upon the Grade II* listed Battersea Park Registered Historic Park and Garden and Battersea Park Conservation Area and an indirect impact upon numerous receptors within 250m of the site. Due to its grading, the registered historic park and garden is considered by English Heritage as being of exceptional historic interest, as such any development proposals must take into account the historic interest of the site. The appearance of any above ground structures would need to be carefully considered in the scheme design. The proposed access road to the north east may require the removal of the Grade II listed entrance gates. The development would result in a direct impact upon one conservation area and one Grade II* registered historic park and garden and a potential indirect impact upon 17 listed buildings, one conservation and two registered parks and gardens.
Potential issues
There is potential to reduce any adverse impacts through a high quality scheme design and/or screening but further assessment would be required to ascertain the historic interest of Battersea Park Registered Historic Park and Garden in accordance with English Heritage guidance.
Summary
From a built heritage perspective, this site is considered to be less suitable for the three types of site, based on the current information available and because of potential direct impacts on Battersea Park Conservation Area and Grade II* registered park and garden, in

There is also the potential for direct adverse effects as a result of the possible need to remove the grade II listed entrance in the north east of the park to facilitate access to the site. Mitigation may be achievable but further desk based assessments would be required to assess the suitability of such measures. From a landscape and townscape perspective, and on the basis of the current information available, the site is considered to be less suitable for the three site types due to potentially severe direct adverse impacts on the character of the Park, a public open space and local views, both during construction and operation.

However, the corner of the overall site where the work is to take place is in flood zone 1 less than a 1 in 1000 year risk of flooding, so that majority of works would not be affected by breach event.
