INTRODUCTION Purpose and structure of the report The Site Selection Methodology (May 2009) paper (paragraphs 2.3.29 - 2.3.34) outlines the process to be used to create the preferred list of shaft sites, and this process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that will be addressed in each site suitability report, but they depend on the relevance to the site and professional judgement made in the assessments. This report was prepared through the assessment of information from the perspective of a number of technical disciplines: Engineering, Planning, Environment, Property and Community. The reports have been prepared on the basis of the information listed in Appendix 1 - Sources of Information, and this level of information is considered to be appropriate to the current stage. The Background Technical Paper provides information on the requirements for different site types, their sizes and typical activities/facilities within the sites. Each site suitability report considers a particular site on its own merits. In addition, an engineering options report was produced. Information from both of these reports will feed into the technical assessment of how well the site may fit in with tunnel design options, ensuring combinations of sites spread across the length of the tunnel route provide a reasonable spatial distribution of sites (that will best assist with the construction of the tunnel, operation and maintenance). This is considered in the Preferred Scheme Report. Background The process for selecting sites is set out in the Site Selection Methodology (May 2009) paper. The final part of Stage 1 includes this report. The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C - Creation of the Preferred List of shaft (and CSO) sites - site data, site visits, site suitability reports, engineering options report and optioneering workshops that will result in the Preferred Scheme Report.

Consultation The Thames Water project team held meetings with London local authorities, statutory and other stakeholders to review the provisional short list of shaft and CSO sites. All general and site specific comments can be found in a separate report titled Consultation on the Short List of Sites: Consultation Feedback Report. These comments were considered to help determine the final short list of sites, but they were also considered at the optioneering workshops. Further meetings were held with London local authorities, statutory and other stakeholders between January and March 2010. Comments are included in this report.

2 2.1 2.1.1

SITE INFORMATION Site and surroundings This site is the only shortlisted site for the Fleet Main CSO. This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. Site C27XA is located on the foreshore of the River Thames, adjacent to Blackfriars Bridge within the City of London. It is rectangular in shape and would be accessed by Victoria Embankment. A site location plan is attached as Appendix 2. Blackfriars Millennium Pier is located within the site. The site also takes up the northern part of the Blackfriars Underpass, although the working area would be located adjacent to it, to the west. To the north of the site, and across Victoria Embankment, are multi-storey office buildings with windows and balconies overlooking Blackfriars Bridge and the site. Blackfriars Bridge and the river wall are listed Grade II and some of the office buildings are also listed. The foreshore site, the adjacent bridge and the embankment are within the Whitefriars Conservation Area. To the northwest of the site is Temple, located approximately 150m away to the west. To the northeast is Blackfriars Bridge and Blackfriars train station. Victoria Embankment is a well-used pedestrian route as well as a cycle path, with views of the rivers South Bank and the OXO Tower, located directly opposite the site. The HMS President is moored beyond the pier to the west and has several function rooms, bars and decks, which are used for various events. There are views from the boat along the river towards the Oxo Tower opposite, and further to the London Eye and St Pauls Cathedral. The site is within a number of the City of London Unitary Development Plan (2002) designated areas, including a Thames Policy Area and St Pauls Height Area. All the mapped designations are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4.

2.1.10 The site is adjacent to the TLRN A3211 Victoria Embankment, but would not be directly accessible as the Embankment splits into an underpass and a ramp up to Blackfriars Bridge. Blackfriars LU and main line stations are less than 0.5km from the site. Blackfriars Millennium pier is within the site. There are no existing wharfage/jetty facilities at the site. A transport plan for the site is attached as Appendix 5. 2.1.11 Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6: Blackfriars Bridge across the eastern end of the site. EDF Bankside cable tunnel along the eastern end of the site. LU Waterloo and City Line through the middle of the site, running north-south. LU District and Circle line outside the northern boundary of the site. Fleet Main Line sewer through northern edge of the site. CSO connection is to this sewer. Low Level Sewer No 1 (LL1) outside the northern boundary of the site. River wall along the northern boundary of the site. Blackfriars Millennium Pier is within the site. Services culvert above LL1 at the western end of the site (contains a 915mm medium pressure gas main and other services). One well with abstraction license, potentially within the site. Page 2

2.1.12 The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches and may not be shown on the services and geology plan. 2.1.13 Information on the geology specific to this site can be found within the services and geology plan, which is in Appendix 6. This plan shows that the shaft would be founded in the Lambeth Group. 2.2 2.2.1 Type of site The site C27XA is a potential site for the interception of the Fleet Main CSO (CS27X). The site CLLAE is a potential site for the partial interception of northern LL1. Although identified separately, C27XA and CLLAE are in practice the same physical site and this site is now being considered to intercept both CS27X and LL1 as: a large CSO site to intercept the Fleet Main CSO and provide a drawdown off LL1 a small CSO site to intercept the Fleet Main CSO and provide a drawdown off LL1. 3 3.1.1 3.1.2 PROPOSED USE OF SITE CONSTRUCTION PHASE The proposed construction phase layouts for the CSO site are located in Appendix 7 Construction Phase Layout, and are based on a preliminary assessment. The construction phase layout drawings are illustrative and show: the layout as a large CSO site the layout as a small CSO site potential access points. 3.1.3 These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Photographs of typical activities associated with the shaft construction phase are provided in Appendix 7. Potential above ground construction features include: approximately 3m high hoarding around the site boundary welfare facilities, temporary structures, approximately 3m high grout plant, approximately 3m to 5m high, including silos mobile crane, approximately 30m high (maximum and not for full construction duration). 3.1.5 3.1.6 Significant foreshore working is required for this site and a large cofferdam or similar construction works would be needed. To enable the construction of the low level sewer interception chamber, the westbound slip lane from A201 Blackfriars Bridge onto the A3211 Victoria Embankment would be closed. A diversion route via the A201 New Bridge Street, A4 Fleet Street, A4 Strand, Arundel Street and Temple Place would be required. The right turn manoeuvre onto Victoria Embankment would use the existing traffic signal controlled junction. The footway adjacent to the excavation would also require closure, with pedestrians diverted via existing pedestrian crossings and the footway to the north of Victoria Embankment. Preliminary assessment of what traffic management would be required is indicated on the temporary traffic management plan. Preliminary data associated with the construction phase are provided in Table 3.1 and are common to both the large and small site scenarios. Table 3.1 Construction phase data Activity CSO site

PROPOSED USE OF SITE OPERATIONAL PHASE Introduction The indicative operational phase layout for the CSO site is located in Appendix 8 Operational Phase Layout, and is based on a preliminary assessment. The generic elevations of structures shown on the operational phase layout are located in Appendix 8 and provide an illustration of typical examples of the permanent structures which are applicable to CSO sites. For both CSO options, the above ground infrastructure at this site is likely to comprise a a ventilation column 10m high and 3m diameter, a ventilation building 5m x 15m x 5m high and a 20m x 10m top structure with openings. The top structure is to provide access and egress into the main shaft and flap valve chamber. The top structures are envisaged to be finished at a level of 107m tunnel datum (TD) (7mAOD), and since the ground level mean value at this site is 104mTD (4mAOD), the top structures would be raised to approximately 3m above the current ground level. For further information on the generic layout of this top structure, refer to Appendix 8. A hardstanding would be provided to the top structures. The site would not be fenced. Preliminary data associated with the operational phase are provided in Table 4.1. It was anticipated that the ventilation column at shaft sites would be 10m high when the assessment in this report was undertaken. Although this was subsequently changed to 15m high, the assessment was not revised as it was considered that the difference would not change any disciplines conclusion on the suitability of the site. b It was anticipated that the elevation of top structures at both CSO and shaft sites would be finished at 107mTD when the assessment in this report was undertaken. Restoration and after-use The portion of the site not occupied by the permanent works would be restored to its original condition on completion of the construction works. If any buildings were demolished, these would not be reinstated unless required. ENGINEERING ASSESSMENT Access This section should be read in conjunction with Section 7.2. Road

The site is adjacent to the TLRN A3211 Victoria Embankment but would not be accessible directly as the Embankment splits into an underpass, and a ramp up to Blackfriars Bridge beyond the western end of the site boundary and the road level is not compatible with the proposed site level. For the construction phase, it may be possible to construct an access road within the foreshore beyond the western boundary of the site, but this would require a cofferdam and a width at the access point sufficient for HGVs to execute a 90-degree turn on entering the site from the Victoria Embankment. The site entry location would need to be at least 20m west of the position where the ramp and underpass commence. Personnel only may be able to access the site directly from the Victoria Embankment if a staircase is provided. For the operational phase, access would need to be from the river. Personnel might be able to access the site by stairs from the Embankment. Rail

Blackfriars LU and main line stations are less than 0.5km from the site. However, rail access is not considered to be a significant factor for CSO sites. River

River access and jetty/wharfage facilities are not normally a requirement for CSO sites. However, in this case, river access may be the most feasible for construction and for the operational phase. The site is partly under Blackfriars Bridge and is less than 100m from HMS President. This location is a busy section for river traffic and securing adequate wharfage facilities might be difficult. A separate study on the provision of jetty/wharfage facilities would be necessary at a later stage in the development of the scheme. Construction works considerations The Blackfriars Millennium Pier, including an integral historical pumping station, would need to be demolished. The site is close to Blackfriars Bridge/Blackfriars Station and the road underpass so mitigating settlement of these would need to be considered for this site. As the site is in the foreshore, a temporary cofferdam would be required and the contained area filled to provide a level site compound. Data available on third-party assets and significant utilities show that the main items of concern in this area are the LU Waterloo and City Line through the middle of the site running north-south, Blackfriars Bridge/Blackfriars Station, the river wall, the underpass and retaining wall, the off-bridge slip road and associated supports, and LL1 and the services duct over it. Construction methods would be adopted, as appropriate, to mitigate potential settlement of these assets. Foreshore sites carry with them a higher risk of unexploded ordnance than inland sites, notably near bridges, and this would need to be investigated.

Foreshore sites carry with them a higher risk than inland sites of archaeological finds that might delay the construction programme. It is likely that the proposed works can be constructed within the overall construction programme, although this site presents significant difficulties. The maximum flow rates to be intercepted are very large (60m /s) and the tunnel size required to transfer flow is probably too large (3.8m ID) for a single direct connection to the tunnel. Therefore, the CSO drop shaft may need to be a shaft on the main tunnel or directly adjacent to the main tunnel. For the purposes of this report, a 17.5m ID shaft with a 3m ID connection to the main tunnel has been adopted. The construction layout for a large site avoids locating components under Blackfriars Bridge because of height restrictions. It might be feasible to operate this part of the construction site at a lower level, such as 101mTD (1mAOD), or the proposed site boundary could be extended to the west. This would then include the area required to allow for a road access into the site. Permanent works considerations The top structures to the drop shaft and flap valve chamber would be approximately 2m above finished ground level. The top structure to the interception chamber and drop shaft would be in the foreshore, and a river wall matching and tied into the existing river wall would be provided around the permanent operational site. The site would be finished to the same level as Victoria Embankment before the ramp section to Blackfriars Bridge. The feasibility of structures in the foreshore from a navigation aspect would need to be discussed with the Port of London Authority (PLA). Health and safety As the site is in the foreshore, measures would need to be taken to mitigate the risks of flooding and working over/near water. The interception works for the LL1 would require cutting through the river wall and heading into the Embankment, which is a significant health and safety issue. Logistics planning would be required to provide safe cover during operational phase visits where access would be by river with tidal constraints. There are no other unusual health and safety issues with this site. Planning applications and permissions An initial desktop search of the City of London online planning applications database did not identify any planning applications submitted within the last five years applicable to the site. It is noted that detailed planning permission was granted in March 1999, under application reference no 98-4673D, for a replacement pier and pedestrian ramp at the Blackfriars Millennium Pier (formerly Scantlin Pier).

Planning context The following is a summary of the relevant local planning policies and designations affecting the site and are taken from the current statutory development plans for the City of London. The local plan comprises the policies from the City of London Unitary Development Plan, adopted April 2002, and the Consolidated London Plan, adopted February 2008. A London views management framework/strategic view area crosses the northwest of the site. Approximately 10-15% of the proposed site sits within the King Henry VIII's Mound (Richmond Park) viewing corridor (of St Pauls). Policies 4B.17 and 4B.18 of the Consolidated London Plan also highlights strategic linear views, including the viewing corridor described above, panoramas, townscape views and important river prospects, such as the views from Blackfriars Bridge. Policy ENV2, Important Views and Vistas, seeks to protect or enhance significant views of buildings, townscape and skylines. Policy ENV20, St Pauls: Views and Setting, will seek to ensure that development which affects views of St Pauls Cathedral does not detract from its setting, local views or its impact on the wider skyline. Policy ENV21, St Pauls Strategic Views, seeks to protect and enhance the strategic views of St Pauls Cathedral by normally refusing development within the defined strategic viewing corridors which would exceed the development plane. Policy ENV22, St Pauls Strategic Views, also seeks to protect and enhance the background and wider setting of the strategic views of St Pauls Cathedral by resisting development within the defined wider setting and background consultation areas which would have an adverse effect on the views. The site is also within St Pauls Height Area, where limitations are imposed on development that would obstruct views of St Pauls, or are in the background of views. According to Policy ENV23, St Pauls Heights, all new development will be required to comply with the St Pauls Heights limitations, including those in areas where views are obstructed by existing buildings which infringe the limits, and to ensure that proposed development does not have an adverse effect upon the background of the views.

6.3.10 However, development at ground level and/or beneath Blackfriars Bridge may not necessarily impact on views. 6.3.11 The whole site is within the wider monument views setting designation. 6.3.12 According to Policy ENV25, Monument: The Setting, it is normal to require the height, massing and design of development within the setting of the monument to: maintain the monuments visual impact in the local street scene, and preserve existing views of the monument. 6.3.13 Blackfriars Bridge is within the corporations highway network. 6.3.14 Policy ENV4, Street Network and Urban Space, will resist the loss of routes and spaces that enhance the function, character and historic interest of the city, and to require adjoining development to respect their character, scale and amenities. 6.3.15 Policy TRANS9, Highway Hierarchy, will seek to ensure that the highway hierarchy functions as planned to assist in the management and improvement of traffic circulation and the environment, and to widen highways in defined locations. 6.3.16 A strategic cycle route runs along Blackfriars Bridge. 6.3.17 Policy TRANS12, Cycles and Traffic Management, will make sure to implement a cycle route network and to have regard to the needs of cyclists in all traffic management schemes. 6.3.18 The site is within the Thames Policy Area. 6.3.19 Policy RIV1, Riverside Development, will seek to ensure that development which affects the River Thames pays due regard to the riversides distinctive character, enhances the special Page 7

visual and environmental character of the Thames and maintains or improves important views of and along the river. 6.3.20 Policy RIV2, Development In, On or Over the River, will seek to resist development in, on or over the river. Appropriate structures necessary for water-borne transport, such as jetties, may be acceptable. 6.3.21 River Thames is a designated site of metropolitan importance for nature conservation. 6.3.22 Policy ERC3, Nature Conservation will make sure to have regard to nature conservation in the design and management of open spaces and throughout the city. 6.3.23 A riverside walk runs along the northern boundary of the site. 6.3.24 Policy RIV6, Riverside Walk, will seek to ensure completion of the riverside walk; to protect, and to enhance, where appropriate, those sections which have been completed. 6.3.25 Several small sized open spaces are located adjacent to the site. 6.3.26 According to Policy ENV5, Open Spaces, the loss of public and private open spaces which contribute positively to the character and amenities of their surroundings will be resisted, and normally require that any new open space created by development shall be appropriate to the character of the locality. 6.3.27 Policy REC1, Resisting the Loss of Open Space, will seek to resist the loss of existing open space unless, where relocation is appropriate, adequate provision for replacement is made. 6.3.28 Policy REC2, Provision and Use of Open Spaces, will seek to provide and encourage the provision of additional open space where this would enhance the character of the locality, and to seek public access wherever possible. 6.3.29 The site located almost wholly within a conservation area. 6.3.30 Policy ENV11, Development in Conservation Areas, states that it will resist the demolition of buildings which make a positive contribution to the character or appearance of a conservation area, and to encourage their sympathetic refurbishment. 6.3.31 Policy ENV12, Development in Conservation Areas, also states that development in conservation areas will be permitted only if it preserves or enhances the special architectural or historic character, or appearance of the conservation area. 6.3.32 Blackfriars Bridge (Grade II listed) public right of way crosses the site, covering approximately 10% of the proposed area. Development under or to the side of the bridge would not necessarily cause any direct impact. 6.3.33 Policy ENV15, Protection of Listed Buildings, will seek to resist the demolition of listed buildings. 6.3.34 Policy ENV18, Setting of Listed Buildings, will seek to resist development which would adversely affect the setting of a listed building. 6.4 6.4.1 Consultation comments A series of consultations on the shortlisted sites were held with London local authorities, statutory and other pan-London stakeholders during July to September 2009 and January to March 2010. This section summarises factual comments that have been made by consultees, and which have informed the SSR assessments. City of London Corporation 6.4.2 The authority advised that the archaeological potential would require further assessment and that it would be important to understand the impact of the proposals on archaeological features. It will also be necessary to consider dust and noise impacts on the residents and occupiers in Southwark. The TE2100 plan states that: "There are long lengths of eroding foreshore at Shadwell, Blackfriars, Pimlico and Chelsea. It may be necessary to set the defence line back when the defences are upgraded to avoid erosion damage to the defences." The authority

enquired as to whether there is an opportunity to include some mitigation of the eroding foreshore as part of the Thames Tunnel works. English Heritage 6.4.4 English Heritage advised that the river bridge and wall are listed and there is a visual impact from other bridges (London view management). Environment Agency 6.4.5 The Environment Agency stated that changes in river velocities could be significantly increased, and that this could impact upon navigation safety and juvenile fish. The Environment Agency advised that encroachment on the river could be substantial. It would be necessary to consider putting the culvert below the riverbed. Port of London Authority 6.4.6 The PLA advised that the work should not conflict with the work that is being carried out on the railway (due for completion around 2012/2013). The PLA described the area as the narrowest part of the river. It is important to consider the fact that more of the river being blocked causes the water to accelerate further. A study will be required for any blockage put in place, which will set out what this will do to the river flows/velocity. At the current time, the water can already be unmanageable for some smaller vessels at spring high tide so more modelling of flow velocities will be required. The PLA has already carried out a full model of the area and has run a large number of different structures through it. It is advised that no more than one arch of the bridge could be blocked. The proposed site is on a well-used commuter passenger pier, which would need to be removed. Consideration would need to be given to where the pier can be relocated. Transport for London 6.4.8 Transport for London advised that a new road junction is being considered at Blackfriars. There are no known unusual road restrictions. Proximity to the Waterloo and City line should also be considered. Other statutory consultees 6.4.9 The Greater London Authority advised that the interference/interaction with the Thameslink site needs to be considered. There is a long programme of works for the Blackfriars extension (the station extension is on to piles in the river). Planning comments There are several planning designations that are applicable both on and adjacent to the site. These designations have been identified and described in Section 6.3 and, of these designations, those relating to heritage and nature conservation are of most relevance to the proposed development. The site is located within the foreshore beneath the northern area of the Blackfriars Bridge Underpass and within the Whitefriars Conservation Area. A construction site in this location is likely to have some impact on the setting of listed structures, including the bridge and river wall, and the character and appearance of the conservation area. However, based on the existing site context and close proximity to Blackfriars Bridge Underpass (which separates the site from adjacent listed buildings and the wider conservation area), combined with use of appropriate screening and mitigation, it is considered that the proposed development is unlikely to have a significant detrimental impact. A further heritage assessment is made in Section 7. Several designations regarding strategic views towards St Pauls Cathedral are applicable to the site. However, given the proportional size and height of the proposed construction works and after-use structures, it is unlikely that the designated views would be Page 9

detrimentally impacted upon, with appropriate mitigation and careful siting and design of the permanent works. Mitigation may also be required to reduce impacts on views and appearance within the Thames Policy Area, in accordance with Policy RIV1. 6.5.4 The proposed site is within the River Thames, a designated site of importance for nature conservation. This designation covers the entire River Thames. Construction activity adjacent to and within the river, with the appropriate level of mitigation, is considered unlikely to conflict with the aims of this policy designation, particularly given the temporary nature of the works and aim of the project to improve the environmental quality of the river. However, a fuller assessment of impacts on the SINC is provided in Section 7. The site is located on the existing Blackfriars Millennium Pier site. Loss of the pier, which is a well-used passenger river transport facility, is unlikely to be acceptable. Mitigation, including the relocation of the pier within the surrounding area, may be required by the LPA and PLA. The proposal would be unlikely to have an unacceptable impact on adjacent areas of open space (traffic islands) to the north, or to residential properties on the south side of the river. Use of the site may involve the temporary closure and diversion of the Thames Path. A full assessment of associated transport considerations is provided in Section 7. ENVIRONMENTAL APPRAISAL Introduction The following sections summarise specialist assessments which are provided in Appendix 9 Environmental Appraisal Tables. Transport The site is less suitable as either a small or a large CSO site, due to the required closure of the slip lane onto Victoria Embankment for the construction of the low level interception chamber. This would require a complex traffic diversion, as well as the diversion of the Thames Path. Use of the site would require the construction of a new permanent and construction site access onto the TLRN, Victoria Embankment (A3211), with a left-in/left-out arrangement. A new access road on a temporary bridge/pontoon would also require construction. The access junction would be very close to the existing junction, where the slip lane joins Victoria Embankment. Junction control may be required for safety and congestion reasons. If required, there is potential for rail access at Charing Cross station during the off-peak and night periods, but significant constraints and issues with loading would exist. The route to rail is highly congested throughout the day but alternative rail access is available near Battersea Power Station. River access is not required for a CSO site as excavated material would be transported away by road to the main site. There is good potential for the workforce to utilise public transport to access the site. Limited parking could be provided onsite for the workforce, although no parking is available within close proximity of the site due to red route restrictions. Archaeology Based on current information, this site is suitable as either a small or large CSO site, although it is possible that archaeological receptors of high or medium value could be located on or near the site. While no direct evidence has been revealed, peat deposits containing archaeological material may be present at depth. These have been commonly recorded throughout London in a similar proximity to the Thames. Given the location of the site, and wider evidence for historical occupation along the river, it is a reasonable assumption to suggest waterlogged remains of archaeological value may be present.

Built heritage and townscape From a built heritage perspective, this site is considered less suitable as either a small or large CSO site due to the adverse impact it could potentially have on the grade II listed Blackfriars Bridge and Embankment Wall, and the indirect impact it could have on the setting of thirteen listed buildings, one registered historic park and garden and three conservation areas. From a townscape perspective, this site is considered suitable as either a small or large CSO site, as long as the temporary and permanent elements do not interrupt the Strategic View. Although, the site is situated in a prominent location along the River Thames and would adversely impact the character of the River and the River frontage, a high quality scheme design and treatment of river wall and permanent elements would help minimize impact. During construction, the use of hoardings and appropriate lighting would minimize visual impact. Water resources hydrogeology and surface water In terms of hydrogeology, this site is suitable as either a small or large CSO site because although the construction of the drop shaft would take place within the Lambeth Group (minor aquifer), which is in hydraulic continuity with the Chalk (major aquifer), the site does not lie within 400-day capture zones of licensed abstractions. No long-term impact on the Chalk aquifer is expected, although temporary dewatering would be required during the construction phase. The Chalk piezometric head is likely to be approximately 3.5m above the base of construction and should be taken into account in the engineering design. The superficial deposits are alluvium, which is classified as a non-aquifer at the shaft site. Therefore, no impact is expected at shallow depth. In terms of surface water resources, this site is less suitable as either a small or large CSO site because the work is to be undertaken within the channel of the River Thames, and specific mitigation would be required to prevent pollution. Ecology The site is less suitable as either a small or large CSO site because of the requirement for temporary and permanent land-take from the River Thames. There may also be a need for offsite mitigation/compensation solutions, as well as potentially extensive post-works restoration requirements. Flood risk This site is less suitable because it requires specific mitigation to protect it from flood levels, and this has the potential to cause displacement with respect to the working areas being in the river, which could increase flood risk elsewhere locally. Air quality This site is suitable for use as either a small or large CSO site, as there is sufficient distance from the site to potential dust sensitive receptors that there is a low risk of a perceptible impact at the nearest residential receptors, provided standard dust control measures are in place. There is potential for HGV movements on the local road network to cause localised air quality impacts, however this can be mitigated by minimising the movement of HGVs during peak hours. Noise This site is suitable as either a small or large CSO site, as the distances between the site and the nearest residential receptors on the south side of the river are large, the existing noise levels are thought to be high, and adverse noise and vibration impacts are unlikely. The number of vehicles associated with the construction phase is anticipated to be relatively high and are therefore likely to cause an adverse noise impact to properties located on Victoria Embankment, but this is already an existing busy trunk road. Land quality

7.10.1 The site is considered suitable as either a small or large CSO site, as previous uses appear to have been limited to a pier covering a relatively small section of the site, and the distance and nature of other potentially contaminating activities in the vicinity of the site are unlikely to have resulted in significant contamination of the site. 8 8.1 8.1.1 SOCIO-ECONOMIC AND COMMUNITY ASSESSMENT Socio-economic profile The site is within the Farringdon Without ward of the City of London. Statistics from the Office of National Statistics (ONS) 2001 Census data show the following indicators for the ward, in comparison to the rest of the City of London, London and England as a whole: Higher rate of economically active, aged people that are full-time employees than in London or England and a higher proportion of self-employed people than elsewhere. A higher proportion having achieved Level 4 or 5 educational qualifications and a higher proportion of people employed in management or professional occupations. A high proportion of people renting from private landlords or letting agencies. A higher proportion of people aged between 20 and 44, with a much lower proportion of people under 20. A higher proportion of people born outside the EU than elsewhere, with a higher proportion of Chinese ethnic groups. 8.1.2 These statistics indicate that in this area, there are few families and the majority of people are highly educated, with professional or managerial jobs. Issues and impacts This site is being assessed as a large CSO site and a small CSO site. Large CSO site 8.2.2 For a large CSO site, the works would be along the foreshore from Blackfriars Millennium Pier to beyond Blackfriars Bridge. The pier and pedestrian access to the pier would be lost through the use of the large CSO site. This may impact on commuters and tourists using the boat service, which could be especially problematic, given that the nearest underground station (Blackfriars Underground Station) is closed between March 2009 and late 2011. The presence of the small CSO site adjacent to the pier may be disruptive to those using the pier, due to increased noise and potential increased river traffic. There is potential for noise from the site to disrupt workers in the buildings opposite the site, although the Victoria Embankment is likely to be a constant source of traffic noise, which is likely to reduce the impact of additional site noise. The HMS President is moored beyond the Blackfriars Millennium Pier to the west and is used for various events; therefore, noise levels from the site may be disruptive to the use of the boat. The site would be likely to disrupt views from the boat; this may affect people in their decision to hire the boat as the views appear to be of key importance in the marketing of the venue. Small CSO site 8.2.5 8.2.6 The site is located on the foreshore and for the small CSO, there would be no loss of built features. Impacts associated with the small CSO site would be similar to the above, but due to the smaller scale of works involved, the small CSO site is likely to result in impacts of a lesser degree.

9 9.1 9.1.1

PROPERTY ASSESSMENT Introduction Two options are under consideration at this site for large and small CSO sites. Both site options are situated on the foreshore, involving connections to the Fleet Main CSO beneath Blackfriars Bridge, a short distance to the east, and the LL1, with common permanent structures. The effective difference between the two options is the size of the working compound during the construction phase. The property considerations are the same for both options, but where the size differential is relevant, an appropriate comment would be made in the following sections. This site comprises an area of foreshore in the River Thames. Land referencing data identifies that part of the site, up to the spring high tide, is held by the City of London Corporation. It is assumed that the major part of the site will be held by the PLA or Crown. Part of the site is occupied by Blackfriars Millennium Pier. Crown Land and Special Land comments The referencing exercise has not established the ownership of the site but, as foreshore, it will be owned by the PLA on behalf of the Crown. Under the provisions of Section 8(1) of the Acquisition of Land Act 1981, the PLA is a statutory undertaker and ministerial approval would be required for the acquisition of this land by another statutory undertaker, Thames Water, unless the acquisition is by agreement. There is a risk that, if terms cannot be agreed, ministerial approval may delay the scheme or may not be forthcoming at all. Early discussions should be held with the PLA to establish whether acquisition is likely to be agreed. With co-operation of the PLA, there should be no risk to the project. However, with justifiable objections to the selection of this site, the Crown or PLA could prevent it from being used for this purpose. Risk to the project then becomes significant, with no measurable timescale for addressing and overcoming the objections. As part of the site is occupied by a pier, the area may be considered operational and the Crown or PLA may be unwilling to provide the area for the scheme. The land may also be considered as open space and therefore it may be classified as Special Land under Section 19 of the Acquisition of Land Act 1981. If this is the case, and if an acquisition cannot be agreed, a special parliamentary procedure may be needed before the Order is confirmed, with the attendant risk of delay to the project programme. Land to be acquired For both site options, the compensation assessment assumes that the worksite and access to it would be acquired temporarily, via the acquisition of new rights for the period of the works stated in the engineering section above. It assumes that, at the end of the works, a smaller area would need to be acquired permanently. The site includes an area of the foreshore, part of which is occupied by Blackfriars Pier. It seems likely that this area would be considered as operational by the PLA. It is noted from the engineering drawings that the operational site would comprise an extension to the river wall, projecting about 26m into the river by 34m along the bank, plus a tapered section eastward to the sewer intercept beneath Blackfriars Bridge. In both site options, the use and design of these new structures should be included in discussions with the PLA. Property valuation comments Compensation for the acquisition of new rights is normally based on the diminution in value to the land caused by the acquisition. Compensation for the permanent acquisition of land is normally based on market value. However, compensation for the permanent acquisition of unusual types of property, where there is no general market, can be assessed on the

basis of the cost of equivalent reinstatement at a new site, but there must be a genuine intention to reinstate. 9.4.2 If compensation is assessed on a diminution in value basis for the new rights (temporary occupation during works, access rights during works, access rights for operational purposes) and on a market value basis for the permanent acquisition, the costs are likely to be relatively low and therefore acceptable. If compensation is assessed on an equivalent reinstatement basis, then the acquisition costs would be significantly higher, as a new pier would be required elsewhere. The foreshore is occupied by the Blackfriars Pier and this is likely to contribute to a higher market value for the site. The PLA or Crown may require substantial payments in return for their co-operation but any such payments have not been factored into this assessment. No rights of way or easements have been included in the assessment of this site acquisition cost. Access to this site may require crossing private land, or that owned by a local authority, between the river wall and the public highway. Disturbance compensation comments Operation of Blackfriars Pier would not be possible from this location during the construction phase, and a compensation claim, or claims, for disturbance from the pier operator and river boat services is/are to be expected. Consultation with the PLA or Crown would be necessary to establish whether the pier can be relocated elsewhere on a temporary basis during the works, and whether the permanent works can be designed in such a way as to accommodate a return of the pier. The costs in this regard could be significant. Offsite statutory compensation comments The risk that statutory claims under either Part I of the Land Compensation Act 1973 or Section 10 of the Compulsory Purchase Act 1965 will be founded as a direct consequence of selecting this site is considered to be low. Site acquisition cost assessment Due to the presence of Blackfriars Pier, the acquisition cost is likely to be significant. SITE CONCLUSIONS BY DISCIPLINE Introduction

10.1.1 The conclusions presented in this section are drawn from each disciplines assessment, and are designed to inform the workshop where a final conclusion on whether the site moves forward as one of the preferred sites or not. 10.2 Engineering Large CSO site 10.2.1 This site is less suitable as a large CSO site because it requires extensive foreshore works to intercept the very large flows from the Fleet Main CSO and the LL1, is extremely difficult to access by road in the construction phase, and is likely to require river access in both the construction and operational phases. River access would be required in the operational phase, which would be logistically more difficult than had road access been possible. Assuming that the required size of connection tunnel is too large for safe connection into the main tunnel, or multiple, smaller diameter connections are not feasible, the only way to transfer the flows at this location into the Thames Tunnel is to make this CSO an online shaft and to align the main tunnel accordingly. However, given that this is the only feasible site at Fleet, it needs to be progressed. Page 14

Small CSO site 10.2.2 This site is also less suitable as a small CSO site, for the same reasons given for the large site above. 10.2.3 Whether a small CSO site is appropriate or not for the interception of the Fleet Main CSO and the LL1 will be considered at the next stage, in conjunction with the drive strategy that is developed in the Engineering Options Report. 10.3 Planning

10.3.1 On balance, the site is considered suitable for use as either a large or small CSO site. 10.3.2 Although the site is subject to a number of direct and adjacent policy designations, it is considered that this site is likely to be suitable in planning terms if appropriate mitigation can be provided. However, it is important to note that satisfactory mitigation is likely to include the suitable relocation of Blackfriars Millennium Pier, as the loss of the pier facility is unlikely to be acceptable. 10.4 Environment

10.4.1 Overall, the site is suitable as both a small and a large CSO site, although mitigation would be required to enable the site to be used for either purpose. 10.4.2 Based on current information, the site is suitable for both site sizes from the perspective of archaeology, townscape, groundwater, air quality, noise and land quality. 10.4.3 This site is considered less suitable for both site sizes from the perspective of transport, built heritage, surface water, flood risk and ecology. 10.4.4 Overall, the site is considered suitable, subject to further investigation of whether transport, built heritage and townscape, surface water and ecology impacts can be adequately mitigated. Likely mitigation considerations would include the following: Transport a suitable traffic management solution for the closure of a slip lane on the Victoria Embankment. Built heritage a high-quality scheme design to minimise impacts. Surface water specific mitigation would be required to prevent pollution. Flood Risk - mitigation to protect the site from flooding. Ecology mitigation for loss of foreshore habitats. 10.5 Socio-economic and community Large CSO site 10.5.1 The site is less suitable as a large CSO site as the majority of the Blackfriars Millennium Pier and the pedestrian access to the pier are likely to be lost, which may impact on commuters and tourists using the boat service. Mitigation may involve discussions around relocation of the pier or provision of alternative transport services. Small CSO site 10.5.2 The site is suitable as a small CSO site. However, the presence of the small CSO site adjacent to the pier may be disruptive to those using the pier, due to increased noise and potential increased river traffic. Mitigation may involve discussions around minimising disruption from works.

Transport Site considerations Comments Access to road network Site located on the foreshore. Site requires the construction of a temporary construction access and permanent access as well as an access road on a temporary bridge/pontoon to lead onto the TLRN, Victoria Embankment (A3211) westbound carriageway. Entrance to site is approximately 20m to the west of the junction where the slip road joins Victoria Embankment. Access to be left in/left out only. It may be difficult for traffic to safely access/egress the site and the junction may therefore need to be controlled. The construction of the low level interception chamber would require the closure and diversion of the slip lane and footway (Thames Path). The TLRN, Victoria Embankment (A3211) is subject to a 30mph speed limit and is street lit. See Transport Access Plan in Appendix 5. Access to river Site located on the foreshore for potential river access, although not essential as excavated material would be transported to a main site by road. Use of rail is unlikely to be required due to the small quantities of excavated material produced by a CSO site. If required, potential rail access at Charing Cross station may be possible during the off peak and night periods, although significant constraints and issues with loading would exist. Alternative rail access available near Battersea Power Station. Route to rail access point at Charing Cross via the A3211 River access possible but not essential as excavated material would be transported to a main site by road. Use of rail is unlikely to be required due to the small quantities of excavated material produced by a CSO site. This would require a complex traffic diversion as well as the diversion of the Thames Path and use of the site would require the construction of a new permanent and construction site access onto the TLRN, Victoria Embankment (A3211) with a left in/left out arrangement. A new access road on a temporary bridge/pontoon would also require construction. The access junction would be very close to the existing junction where the slip lane joins Victoria Embankment. Junction control may be required for safety and congestion reasons. Use of rail is unlikely to be required because the CSO site would produce small quantities of material although if required, there is potential for rail access at Charing Cross station during the off peak and night periods although significant constraints Limited onsite parking available for workforce and no parking available within close proximity to the site. Archaeology Site considerations Comments Designations, including Archaeological Priority Areas Summary of historical uses The southern boundary of the site is within the City of London Archaeological Priority Area (APAS). The site is located on the north bank of the Thames foreshore immediately to the west of Blackfriars Bridge. Apart from the bridge the only structure shown developed within the site is a small pier. There are no archaeological receptors of high value are recorded within the site. This does not preclude the possibility of unrecorded archaeological receptors of High value being within the site. There is on archaeological receptor of Medium value recorded within the site. This is the Farringdon Street Canal MLO22550 which was constructed after the Great Fire of London when the River Fleet was deepened and widened This does not preclude the possibility of unrecorded archaeological receptors of Medium value being within the site. Other receptors with the potential to be directly affected Extent of existing disturbance (if known) Construction impact of potential waterlogged deposits containing archaeological remains may cause dewatering. This potential impact should be considered given the site is in close proximity to the Thames River. There is no evidence for construction impact of previous development. Borehole data in the area suggests made ground of 6m some of which could be archaeological in nature. Summary

From a built heritage perspective, this site is considered less suitable as either a small or large CSO site due to the adverse impact it could potentially have on the grade II listed Blackfriars Bridge and Embankment Wall, and the indirect impact it could have on the setting of thirteen listed buildings, one registered historic park and garden and three conservation areas. From a townscape perspective, this site is considered suitable as either a small or large CSO site, as long as the temporary and permanent elements do not interrupt the Strategic View. Although, the site is situated in a prominent location along the River Thames and would adversely impact the character of the River and the River frontage, a high quality scheme design and treatment of river wall and permanent elements would help minimize impact. During construction, the use of hoardings and appropriate lighting would minimize visual impact.

In terms of hydrogeology, this site is suitable as either a small or large CSO site because although the construction of the drop shaft would take place within Lambeth Group (minor aquifer) which is in hydraulic continuity with Chalk (major aquifer), the site does not lie within 400 day capture zones of licensed abstractions. No long term impact on the Chalk aquifer is expected, although temporary dewatering would be required during the construction phase. The Chalk piezometric head is likely to be approximately 3.5m above the base of construction and should be taken into account in the engineering design. The superficial deposits are Alluvium which is classified as a non aquifer at the shaft site. Therefore, no impact is expected at shallow depth.

In terms of surface water resources, this site is less suitable as either a small or large CSO site because the work is to be undertaken within the channel of the River Thames. As such, specific mitigation would be required to prevent pollution. (1) Piezometric head is a specific measurement of water pressure above a datum.

There is potential for HGV movements on the local road network to cause localised air quality impacts, however this can be mitigated by minimising the movement of HGVs during peak hours.

Noise Site considerations Comments Noise band level (from Defra noise maps) Information from Defra noise maps indicates daytime noise levels of between 63 dB to 69 dB LAeq and night-time noise levels of between 55 dB to 60 dB LAeq at the nearest residential properties located to the site. The residential properties closest to and facing the site are likely to experience relatively high daytime and night-time noise levels due to their proximity to the A201 and a major overground railway. Noise levels from the Defra noise maps provide an indication of prevailing noise levels only, and would not be employed in any detailed assessments for chosen sites. Sensitive Receptors There are sensitive receptors located to the northern and southern boundaries of the site. The closest residential receptors are located at River Court on the southern bank of the River Thames. Commercial office premises are located to the north of the south on Victoria Embankment. Sensitive receptors at River Court to the south consist of 8 storey residential flats. These are located approximately 210m from the temporary working area and 210-220m from the shaft location. Commercial premises on Victoria Embankment to the north of the site consist of 3-4 storey offices/college and are located approximately 40-45m from the temporary working area boundary and the shaft location. Noise Site considerations Comments Existing sources of significant noise emissions Road traffic on local roads including the A3211 to the north of the site and the A201 to the east would contribute to the existing noise climate in the area. There is a railway located to the east of the site and Blackfriars Train Station which would also contribute to the noise climate in the area. There are no significant industrial noise sources noted in the immediate surrounding area. Potential issues Construction: The construction period is estimated at 0.5 to 2 years and working hours would be 12 hours per day (7am-7pm) Monday to Saturday. This has the potential to result in adverse noise impacts to sensitive receptors surrounding the site. The site area is fairly large and, whilst the shaft location may be fixed, ancillary plant should be sited as far as is practicable from surrounding sensitive receptors. Situating plant to the east of the site would maximise the distance between them and the nearest sensitive receptors and minimise potential disturbance. Proposed 3m site boundary fencing would provide useful noise mitigation to some plant and construction activities. Vibration resulting from general construction works is not anticipated to result in an adverse impact. The nearest receptors to the proposed shaft location are at a distance of approximately 40m and it is unlikely that vibration levels would result in minor cosmetic damage during shaft sinking but may give rise to annoyance. Vibration from tunnelling should be considered on a case by case basis at particular sensitive locations. Adherence to the good site practices provided in BS5228. Summary This site is suitable as either a small or large CSO site as the distances between the site and the nearest residential receptors is large and the existing noise levels are thought to be high and adverse noise and vibration impacts are unlikely. The number of vehicles associated with the construction phase is anticipated to be relatively high and therefore is likely to cause an adverse noise impact to properties located on Victoria Embankment but this is already an existing busy trunk road.
