Democracy depends upon survival of rule of law: Omar


SRINAGAR, OCT 18 Chief Minister, Omar Abdullah on Friday equated the sustenance of rule of law with the sustenance of democracy and said that their survival depends on each other. He said the rule of law is paramount for democracy and at the same time it cannot thrive in a totalitarian system. Addressing the inaugural session of the 3-day North Zone Regional Judicial Conference at SKICC here, the Chief Minister said that the three systems of legislature, judiciary and the government have to jointly contribute in strengthening the rule of law and building unsheltered faith of people in the Institutions responsible for ensuring justice, equality, liberty and fraternity to all without any consideration. Pakistani troops resort to heavy shelling and firing along LoC


SRINAGAR, OCT 18: Pakistani troops on Friday resorted to heavy firing and shelling along the Line of Control in Jammu and Kashmir. Reports said heavy shelling was reported from the RS Pura and Akhnoor sectors. Pakistan Rangers had yesterday also resorted to unprovoked firing on forward Indian border outposts during suspected movement of some persons along the Indo-Pak border in Jammu district, prompting retaliation from BSF troops. TOO MANY HOLIDAYS: WILL THEY HELP INDIA?

ROHIT SINGH RANA It is a different subject. Perhaps very little has been written on it. Politicians will keep studied silence on the increasing demands for holidays on particular days. Today demand for holiday on Karva Chauth has been raised by a new political party in Jammu. Next day the claim will be raised for some other festival. In fact we have been witness to the shrill cacophony for holidays for a long time now. It reminds me of an incident about a Japanese company which sought to open its factory in India. Before doing that the hard working Japanese did a research on many parameters, which they thought was essential to start their venture in our country. One parameter that they could not understand was the number of holidays that are due to be given to their employees. Fifty two Sundays plus too many holidays and short working duration in the day, how could we make profit, the Japanese asked themselves? Soon they shelved their idea to open their establishment, thinking it will not be a profitable venture for them besides they got amazed at the work culture in the country. In Jammu and Kashmir there are 30 government holidays, add to them at least 52 Sundays plus some restricted holidays too. The figure touches 90. It means 24% of a year is gone on holidays. Of the remaining 76 % of the year the Sahibs and other employees are either sick or do not have mood to attend office or are on 'official tours,' many times unconnected with their official work. It leaves about 70 % of the year for work. The story does not end here. This is followed by the most important shock of sorts. How much of the six or seven hours is dedicated to the work in real terms. It is a big question. Without meaning to offend any religion, it is not unusual that on Fridays many employees skip the afternoon after prayers. Not knowing that true religion does not teach shirking from work. On Eid -ul Azha there are two holidays which extends to even three. Similarly on Diwali, one holiday is not sufficient to satisfy the festive mood. Then many working days are lost to strikes for pressing demands. It leaves practically only about 60% of year left for work. With this little time, our efforts very frequently revolve on filling our own pockets. The nation or Country or the State comes last on our priority. Curiously enough, this dismal picture is not complete yet. Yet the chorus for more holidays is raised every day. Political parties make a scoring point on the demand. Holiday on Karwa Chouth or some local Urs of a Pir sahib come handy to show their presence. Let the Nation go down the drain, who cares. With such a mindset, will India really prosper and become a power to reckon with. Emphatically a big no. Not a big surprise that the people of advanced countries work for a long day and with dedication. Employees in our state will come in the office at 10.30 PM and if one comes at9.55 AM and starts working at 10 AM, he is either eccentric or not needed at home. It is a common sight to see employees coming late then shuffling here and there and soon after indulging in gossip. By the time it is 11 AM; many offices are yet on an opening mode. India needs work culture. We all have to work hard and with dedication then alone shall we become a power to reckon with. Population does not make a nation great, it is the commitment that makes countries grand. Look at small countries like Switzerland, Austria, Holland, these countries have less than 20 million populations, yet they are some of the most advanced countries in the world. With our less work attitude and that too fully laced with corruption India will be soon beaten by countries like Sri Lanka, and Bhutan not to speak of China. High time that we make a surgery of our mentality and remove the tumour of holidays from our mind, then alone shall we make India a world power, a truly great nation.

Well said Mr. Omar but who is responsible?


While speaking in three day Regional Judicial Conference, the Chief Minister Omar Abdullah rightly aired his views about the erosion of people's faith in institutions for justice delivery. His words, "Unless we strengthen the rule of law and unless we deliver justice, we run the risk of threatening the very institutions that are supposed to deliver. Unfortunately, my own experience has been that people's patience and people's faith in institutions is rapidly eroding." These words were said, we believe in right earnest. Accepted, his concern but who is responsible for erosion of law and order machinery. It is a common sight, traffic policeman along with seniors brazenly accepting bribe in full view of the public. An engineer having a fixed percentage earmarked for him along with the whole staff, a policemen demanding money or else threatening the complainant, these are practices now a norm. A top bureaucrat slashing his hefty share at the top, and the politician fixing targets of money transaction through his staff, also indulging in land grabbing to high end corruption make news every day. Judiciary too is also not free from the scourge of corruption. Eventually who runs the system, the government? Today Omar Abdullah heads it, tomorrow some other person will. In this gloomy scene do not we need a hard-nosed, practical politician cum administrator who thinks beyond votes and his party prospects? He alone can deliver while others will only make flowery speeches airing concern but doing practically nothing to stem the rot. RANASAHIB

Renewal Mission (JNNURM) suggests that the average income of a slum household is Rs 100150 per day with average household size of eight members. A report of the working group (of Planning Commission) on urban poverty and slums suggests that urban poverty in India was large and widespread. In 2004-05, 80.8 million people, out of an estimated urban population of 309.5 million persons, were below the poverty line as their consumption per month was found to be less than Rs 538.60. These numbers constitute a significant proportion of the world's total urban poor estimated at 291.4 million. Over the past three decades (19732004), the number of the urban poor has raised by 34.4% and the share of the urban poor in the total from 18.7% in 1973 to 26.8% in 2004-05. In comparison the numbers of the rural poor have registered a 15.5% decline over this period. Moreover, about 40-45 million people are on the verge of poverty which indicates an increase in number of urban poor. At national level, according to Planning Commission's report, 'Poverty Estimates for 2011-12', the percentage of persons below the poverty line in 2011-12 was found to be 25.7% in rural areas, 13.7% in urban areas and 21.9% for the country. The respective ratios for the rural and urban areas were 41.8% and 25.7% and 37.2% for the country as a whole in 2004-05. It was 50.1% in rural areas, 31.8% in urban areas and 45.3% for the country as a whole in 1993-94. In 2011-12, India had 270 million persons below the Tendulkar Poverty Line as compared to 407 million in 2004-05, that is a reduction of 137 million persons over a period of 7 years. After India (13.9 million), China has the most with 2.9 million, followed by Pakistan (2.1 million), Nigeria (701,000), Ethiopia (651,000), Russia (516,000), Thailand (473,000), Democratic Republic of Congo (462,000), Myanmar (384,000) and Bangladesh (343,000).

After conclusion of the examination, the representations received from candidates alleging discrepancies in certain questions were referred to the subject matter experts and after receipt of the expert opinion, the representations were disposed of in accordance with Rule 12-A of J&K Public Service Commission Conduct of Examination Rules, 2005. The candidature of candidates who are declared to have qualified for admission to Main Examination is purely provisional and subject to determination of final eligibility at the time of submission of Application Forms for Main Examination. NEW DELHI, OCTOBER 18: Aditya Mehta continued with fairytale run by getting past World No. 5 Stephen Maguire 4-3 in a thrilling semifinal contest of the 300,000 Indian Open snooker tournament and become the first-ever Indian cueist to book a berth in the final of a professional world ranking event. Mehta set up a title clash with fourth-ranked Chinese star Ding Junhui, who exhibited his class to outsmart World No. 73 Robbie Williams 4-1. The 27-year-old from Mumbai showcased another aspect of his ever-evolving game against an experienced campaigner like Maguire. First, he cruised to a 3-0 lead in no time, but faltered to allow the Scot to make stunning comeback. Mehta had the last laugh as he won the match 84 (42)-0, 137 (49, 81)-0, 132 (132)-0, 0-72 (68), 10-53 (48), 6-67 (61), 67 (32)-45. Mehta, who had lost to Maguire 4-3 after leading 3-2 in the recently held Ruhr Open in Germany, utilized the opportunity when his opponent missed a few chances in the opening frame. Louis Saha roped in for IPL-style football league
NEW DELHI: Former Manchester United and France striker Louis Saha on Friday became the first big international star to be roped in for the much-anticipated IPL-style football league to be organised by IMGReliance early next year. Saha, who earned 20 caps for France between 2004 and 2012 and won two English Premier League titles and the 2007-08 UEFA Champions League, is the first marquee player revealed by IMG-Reliance for the January 18 to March 30, 2014 tournament. Louis Saha has confirmed his availability for the tournament and we have signed him, an IMG-Reliance source said. He is the first marquee player we can reveal now. In addition, Oltmans will put in place a professional coaching curriculum and program for the sport. unique to Indias context, where some independent vision and a birds eye view is required from policy framers. Undoubtedly, to build cyber infrastructure across the country would cost the exchequer a sizeable amount. But the cost is negligible compared to the investment required in building the tangible infrastructure of a traditional economy. Moreover, if we are successful in increasing broadband penetration, the improvement of skillsets for the beneficiaries will be a long-term sustainstructure in a country as vast as ours, but the prospects of returns for the investment are so alluring that the Government should give it a serious thought and consideration. In fact, this move, if implemented properly, will give India a chance to eclipse even China in terms of development and progress. If China has gone the traditional way of being a manufacturing hub, India can take a shorter and relatively inexpensive route to a holistically similar effect. In order to facilitate business, the Korean Government came out with Internet cafs called PC-bang with high-speed broadband connections. Despite most of the citizens having their own net connection, people still come to these cafs and treat these venues as social get-together hubs, of course, latently encouraging business and trade. Compare this to our cyber cafs, which are infamous for snail-paced Internet connections and shooting of MMS clips. It can be argued that over 30 per cent of our population is illiterate and cant be integrated into this system. However, a compartmental policy of training the literate population in using Internet and providing an alternative means of sustenance for the illiterate sections can solve the issue in the short run. In any case, the spread of Internet is bound to produce a cascading effect on other industries, as well as on education, healthcare, financial organisations and agriculture. Therefore, the left-outs of the cyber movement will find it easier to reap benefits offered by the knowledge economy even if they are outside of it. And then, as a long term solution, the marginalised lot can be slowly and prudently integrated to benefit from the broadband penetration process with the prospect of being both beneficiaries of the opportunities as well as benefactors for others. If the right to education seems fundamentally appropriate, then the right to Internet too should be formally put in place now in India.

PM ISNT ABOVE THE LAW
After former Coal Secretary PC Parakh's explosive comments on the role of Prime Minister Manmohan Singh in the coal block allocation irregularities, there is no way that the latter can get away with his trademark silence. Mr Parakh has raised pertinent issues, the most important being that the allegedly illegal allocation of blocks happened after the Prime Minister approved it on the files concerned. It may be argued that, finding himself in the dock, the former Coal Secretary is seeking to muddy the waters by dragging in Mr Singh's name. But that does not in any way blunt his observation that the Prime Minister should at the very least be named as one of the conspirators in the scam. While it is for the Central Bureau of Investigation which is probing the issue and the Supreme Court which is monitoring the inquiry to take a call on the matter, the Prime Minister should not escape investigation. Until now, the probe agency has been going after all and sundry including now one of the country's prominent industrialists except the person who took the final decision which led to the massive irregularities that the Comptroller and Auditor-General has exposed. As Coal Minister in the period when the blocks were allotted in a haphazard fashion, Mr Singh could have prevented the wrongdoing by overruling his Secretary and the various vested interests who had lobbied to get their way. That he did not, or could not, because of directions from some quarters, is apparent. The Prime Minister is not above the law and he must be subjected to an inquiry similar to what others who are said to be complicit in the irregularities, are undergoing. The First Information Report that the CBI has registered, says that Mr Parakh had initially denied coal blocks to an industrial group but he later did a U-turn and abused his position. On his part, the former Coal Secretary has naturally denied any wrongdoing, but added the caveat that if he had erred, the Prime Minister was to blame as well, since he approved it. Two questions arise here: What made the then Coal Secretary capitulate in July 2005? Why did the Prime Minister, who was then the Coal Minister too, not shoot down a proposal which was obviously flawed and not in accordance with the screening committee's observations? The CBI has gone to great lengths to elaborate on a meeting between the head of an industrial group and Mr Parakh, following which, the probe agency claims in the FIR, the latter recommended the allocation of certain coal blocks to the business house. But the investigation agency refuses to look beyond and strike at the root of the issue. That should not surprise anyone. From the start, the CBI has tried to make a hash of the matter, playing into the hands of the Congress-led UPA Government. It allowed an affidavit in the case to be vetted by then Union Minister for Law and Justice Ashwani Kumar, although it had no business doing so because it was answerable to the court and none else on the issue. It tried to obfuscate by dragging into the probe allocations made during the tenure of the Bharatiya Janata Party-led NDA. All these efforts were to keep the incumbent Prime Minister out of the storm. But despite, or because of, these brazen tactics, Mr Singh's image has sunk to irretrievable levels.

The evolving knowledge economy is perhaps the second-most important economic milestone in the world after the industrial revolution. The platform of this knowledge economy is primarily based on Internet and Internet-based applications. This economy is the most appropriate indicator of globalisation and how people belonging to different nationalities, cultures and linguistics can be brought into a common domain with mutually beneficial experiences. Millions of people in India have built their careers based on Internet-related services and applications. Online transactions too have increased at the speed of light. The spread of knowledge, education, healthcare, banking and agriculture through Internet-based services has impacted millions across the nation. However, because of lower education and Internet penetration, the fruits of the Internet revolution are more pronounced in urban zones than the rural ones. After the telecom revolution, the next big thing waiting for India is the broadband revolution. The prospects for this are more exciting than the telecom revolution, as this has a potential to dramatically transform the socio-economic landscape of rural India. However, market forces are an impediment for private Internet service providers, especially the huge investment required to build a countrywide Internet Protocol network infrastructure. With the growth trajectory of broadband penetration still in its nascent stage, private companies are sceptical about the returns on their investment, especially in the backdrop of the economic doldrums the country is experiencing. Our policymakers, however, should have the vision to understand the potential that the rural market offers from the perspective of business as well as development of people. The penetration of broadband can bring in a paradigm shift to the entire economy by refocussing at least a chunk of the economy from the traditional brick and mortar model to a knowledge based structure. As per a World Bank study, every 10 per cent increase in broadband penetration increases the GDP by around 1.3 per cent to 1.4 per cent. Moreover, to jumpstart the economy, the kind of federal investment required in building sufficient infrastructure is unaffordable to our Government or can take an inordinately long time to accomplish. An alternative route is to bypass the impediments lying with the traditional form of the economy. The path to this solution must be able empowerment of the masses in terms of their economic, financial and social standing. By integrating the population with high-speed broadband usage, their economic benefits can be enhanced not only in their immediate geographical location or even within the country, but also across nations and geographical landscapes. Today, across the globe, a broadband connection is more of a necessity than a luxury. Comprehending the same, Finland in 2010 passed a law making broadband a legal right for their citizens allowing every citizen to have a one-megabit broadband connection to start with, which would gradually be increased to one gigabit connections. It is the very last two per cent of Indians that entertain any tolerance for having criminals hold Lok Sabha, Rajya Sabha and State Legislative Assembly seats in India, according to a national survey by global online campaign network Avaaz.org. But the Congress-led UPA Government seems incapable of sensing these sentiments. As of August 2013, out of a total of 4,807 sitting Members of Parliament and State Legislative Assemblies, 30 per cent had declared criminal cases against themselves and that includes 14 per cent with serious criminal cases according to data with the Election Commission of India since 2004. It was made publicly available by the poll panel recently. Ordinary citizens expect convicts to be behind bars, but convicts are governing the citizens in India. Yet, when the Supreme Court tried to remedy the situation on July 10 by striking down Section 8(4) of the Representation of the People Act as ultra vires, with the effect that conviction will put in motion disqualification of a politician from contesting elections or holding office, the UPA was up in arms. The BJP had deemed as unconstitutional and immoral an amendment Bill which the Government had brought before Parliament. Because of the BJPs objection, the Government had to refer the Bill to the Standing Committee for an open debate. Committee. Ipse dixit, there cannot be a pressing urgency or need for immediate action that compelled the UPA to bring an ordinance. The answer was obvious. The ordinance was being rushed through with great haste to have it in place before the impending conviction of Lalu Prasad and

AN UNFORGETTABLE VICTORY

Regardless of the end result of the seven-match oneday international series that India is playing against Australia, the former's victory in the second match on Wednesday will stand out as among the most scintillating run chases of all time. It took just three batsmen to race past a formidable total of 359 that Australia had piled up, and with 39 balls and nine wickets to spare. The victory demonstrates the power of positive thinking and teamwork. At no point in their innings did the Indian batsmen let the huge total to psychological hamper their determination. They combined aggression with care and clinically demolished the Australian bowling. Such was the approach that the rival bowlers, who energetically took the field after their batsmen had given them a terrific score to defend, and who had all but believed that they had the game in their bag (who can blame them for that initial optimism!), soon realised how wrong they were. Shikhar Dhawan, Rohit Sharma and Virat Kohli had other plans.The first two provided a blistering start to the run chase, with Sharma playing the sensible anchor and Dhawan ripping apart the bowling. By the time Dhawan fell just five short of his century, the Indians had crossed the half-way mark to victory. Kohli took over from where the departed batsman had left, letting loose a volley of boundaries, some majestically over the ropes. Sharma did his bit, punishing the bad ball but essentially make sure that stability was maintained at the other end. It appeared as though the three top order batsmen had conspired to teach the Australians a lesson they will never forget. While it may be true that the bowling attack of the visitors was less than inspiring on this day and the pitch rather friendly to batsmen, 359 is not a small total to reach in 50 overs even in the most ideal conditions. There are just about two instances of 350plus chases in ODI cricket and, interestingly, both feature Australia as the losing side. With a third now added to their kitty, the Australians must be wondering what they are doing wrong to deserve such fate. While the Indian side has every reason to be happy at the stupendous achievement, it must not allow the euphoria to distract from the coming challenges. One lesson that the players will have learnt is that it pays to be aggressive. Caution is a virtue, as Sharma showed with his carefully-crafted and unbeaten 141, but over-caution kills. The Indian batting took risks that had to be taken. Dhawan was dropped once, and on another occasion he just managed to push his bat into the crease before the wicket-keeper ripped the bails off. The other lesson that the Indian side will have understood is that its bowling attack needs to be toned up. Since bowlers will not always get friendly pitches, they must adapt and contain the rival side. Especially when it is not often that our batsmen can chase a 350-plus total with the ease of a Tendulkar cover drive.

Subsequently, the UPA regime crafted an ordinance that allowed a convicted MP or MLA to continue to be a lawmaker but not draw a salary or vote in the process of lawmaking. The ordinance also allowed for the lawmakers disqualification to be deferred until the legal battle was fully exhausted. What was the pressing urgency for the UPA regime to adopt the ordinance route? Procedurally, it is improper to bring an ordinance in a matter which is already pending before a parliamentary Standing Rasheed Masood. The seeds of major change are sometimes laid in historical events. One such event was the use of musclemen to fight elections. Perhaps, as the Congresss complete dominance over elections since 1950 began to erode, the tactics that were brought into use in the late 1970s were to intimidate voters, capture booths, stuff ballot-boxes, and indulge in related activities. There was violence during elections. Money-power entered the domain of elections and politics at that point. The Government did try to curb the misuse of money in elections and it passed a legislation to cap the amount of money a candidate could spend. However the Supreme Courts ruling, declaring an election null and void if the winner was found to have spent more than the prescribed amount on campaigning, was overturned by a new law which provided that money spent on behalf of the candidate by a political party and by friends and well-wishers, would not count towards the expenses the candidate had incurred. Governance has been a matter of great concern lately. The Supreme Court judgement in Lily Thomas, the amendment to the Representation of the People Act and the verdict in bringing about the none of the above option for Indian voters for the first time in the countrys political history, are at the vortex of a whirlpool of change in Indias political landscape. Based on averages analysed from the ECs public data, which former chief Election Commissioner of India, N Gopalaswami and IIM-Bangalore professor Trilochan Sastry, shared on September 12 in Delhi, every candidate contesting the election has more than one in five serious cases against him. Serious charges may be defined as those for which (i) the sentence is two years or more on conviction, (ii) a court issues a non-bailable warrant, (iii) any crime against women is alleged, or (iv) any election-related criminal charge. An analysis of 60,000 records since the UPA came to power in 2004 shows that while only 12 per cent of clean candidates without any taint win, around 23 per cent of tainted candidates are winners. The author has very rightly pointed out how the mainstream media led by corporate motives chooses to stay silent over something as outrageous as this, that how the space that could be used for conscience building is used to instill consumerism through events like IPL. Even though more than 70% of the Indian people are still dependent on agriculture, still the news about rural India and functioning of the schemes there like NREGA, PDS etc. do not even cover 30% of that space ? The mainstream media remains mainstream because certain issues and events have made been made the conscience of the nation through proper propaganda, while issues of caste, class, gender , structural violence by state etc. never find a place in this stupid media. The second issue highlighted by the author is the travesty of justice in killing of 58 people in Laxmanpur Bathe. Justice for the marginalized was one of the promises of the Constitutional Republic of India, and clearly, now that the nation are more concerned about a retiring cricketer than a gross miscarriage of justice, these promises are all fake. It is shocking that in a democratic country, there was such a huge miscarriage of justice which is not only against the ethos of humanity but also against the essence of the constitution of this country. Still the media choose to neglect it and precisely because it was not as catchy and TRP gainer event as compared to Sachins retirement. It is the inherent problem of Indian society that its members identify nationalism with cricket and other things which places India on the world stage but chooses to forget or repress those incidents which are shameful and indicates that this

REVOKE AFSPA

Dear Editor, Rhetoric of security of nation can no longer be used in defence of the worst human rights violation act called, AFSPA. No country which is democratic and is committed human rights protection would have an act like AFSPA which allows the army to go for human hunting spree. If we want to boast about ourselves as true democracy, then India has to get rid of this horrendous act. AFSPA has been an effective repressive instrument of the State against political dissentism specifically applied to the North-east and Jammu and Kashmir. Reports of Justice Jeevan Reddy Committee and second administrative reforms commission spoke aloud of the repressive character of the law in question. Largest democracy and AFSPA put together in the same line is one of the finest contradictions we ever know. But AFSPA is not the problem, it is only a symptom of a malaise, a character of the state in existence. Repealed AFSPA but its provisions incorporated in Unlawful Activities Prevention Act 1967 (as Jeevan Reddy committee report recommended) is of no sense. The nature of the State is the real problem. India is yet to introduce democracy in the North-east and Jammu and Kashmir. Space for dissenting engagements in these states is being crippled day by day as the elitist character of government becomes clear with each day. Media is playing a crucial role in disseminating information which only furthers the interests of the ruling elite. win. 1,460 of the 4,807 representatives elected to the Lok Sabha in 2009 and State Assemblies since 2008 have declared criminal cases against them. Therefore, a large percentage of candidates with serious criminal charges actually win the elections. This should cause for concern for all those who are agitating for the countrys politics to be decriminalised. We cannot just sit idle and allow the trend to continue. So the full picture is that, on an average, there were 0.22 IPC Sections for serious crimes against a candidate, while there were 0.55 against winners. In every type of case, the percentage amongst winners is much more. The Cabinet maintains that most cases against their own are trivial, though figures available point out otherwise. In addition, we find that several cases drag on for years. Over 3,450 candidates had contested the elections more than once. Of them, there were 849 with a criminal record the first time they contested, and 631 who had a criminal case the second time they contested. About 474 of them had the same cases pending against them for at least four years. This means that a person with serious cases against him can complete the term of an Assembly or Lok Sabha before the cases are disposed of. The need for barring such candidates becomes even stronger since they have had ample time to get their names cleared from courts. The ordinance was fated for burial since its inception. It was a last-ditch effort by the UPA Government and the Congress to save their potential allies against the mood of the country. When the BJP vehemently objected and the President seemed to appreciate the BJPs objections and summoned three UPA Ministers for clarification, a new strategy was devised. The UPA buried the ordinance in an orchestrated high drama, claiming the U-turn was brought about by Congress scion Rahul Gandhis apparently scathing review of it. I do not think anybody buys this pathetic argument of the UPA that it was the vice president of the Congress and his unparliamentary lashing and humiliation of the Prime Minister and the countrys institutions that led to the regime abandoning its ordinance. On the contrary, the UPA grabbed this opportunity to help the young Gandhis non-existent political fortunes. The scams that have surfaced under the UPA regime are grossly bigger than the budget of any developed country. In the 2G Spectrum scam, in 2008, the public exchequer reportedly lost Rs 1.76 lakh crore; the 2010 Commonwealth Games scam caused a whopping Rs 70,000 crore hole in the exchequers pocket. Then theres the Adarsh scam from 2010, the Rs 3,600 Italian chopper deal and the Rs 1.85 lakh crore Coalgate itself. Governance will suffer, no matter who wins, because everyone has ended up investing huge sums. A clean election process is important to ensure good governance, even if it has no impact on the final outcome. Elections are not only about who wins but also about the quality of governance we get.

Images of past Sarsanghchalaks, photos of pracharaks who set up Sangh units in various States, and the various gifts and citations received by the organisation in its 88-year history adorn the walls. Sadanand Shirdale is looking around, absorbing the past of his organisation. As we sit for a cup of tea on the ground floor of the HQ, the former Bharatiya Janata Party (BJP), Pune district, secretary says Narendra Modi will change the system. When asked to elaborate, he says the current system is geared to benefit the so-called minorities. Appeasement will end when we come to power. In Gujarat, there is no Muslim MLA. That is how it should be. And how would Muslims react if such a system was replicated? Mr. Shirdale replied, They cant all go to Pakistan. They should also develop. But the key question is they should be loyal to India, not another country. The direct insinuation that the primary loyalty of minorities is not to India; the suggestion that the government works only for them to protect vote-banks; and the subtle hint that Hindus, despite being a majority, suffer in India, is the overwhelming strain in the RSS narrative at present. NEW DELHI, OCTOBER 18: Former Coal Secretary P.C. Parakh has failed to explain the reasons for allotting coal block to Hindalco after rejecting it earlier, CBI claimed on Friday amid indications that the agency will register fresh cases soon in connection with Coalgate. The agency, which is probing the entire gamut of coal block allocation from 1993 onwards, is expected to register more cases before October 29 when it would be submitting its status report before the Supreme Court. After registering 14 FIRs, the CBI is still probing three preliminary enquiries for allocation of coal blocks between 1993-2004, 2006-09 and awarding of contracts for formation of joint ventures by government companies under the Government Dispensation Category from 1993 onwards. Highly placed sources in the agency said that Mr. Parakh was examined before registering a case against Hindalco during which he was asked about the reasons for reversing the decision to reject the companys application. Asaram admits he knows rape survivor


AHMEDABAD: Asaram Bapu, currently in police custody on charges of raping a girl between 2001 and 2007, was questioned on Thursday in the presence of the victim at the state ATS office on SG Road. He confessed that he knew the complainant but denied that he had raped her. Police claim that the questioning was fruitful as they got the names of 18 persons also suspected to be involved in the case. According to officials of the probe team, Rupal (name changed), the 33-year-old survivor, was brought to the SIT office in the morning during the godman's questioning. Asaram was initially shocked to see her but soon regained his composure to refute all charges. "The preliminary questioning continued for 45 minutes during which questions such as whether he knew her, if yes for how long, where he had met her, and so on were asked. When asked whether he had met her at his kutir near Motea Ashram, he answered in the affirmative but stated that he wanted to help her become a proficient religious speaker and had met her afterwards on several occasions. He intended to give her mantra diksha to be initiated in his ashram," said an official. Police officials also asked him whether the ashram's pharmacy produces any aphrodisiacs but Asaram denied this allegation. Officials said the presence of the survivor helped them verify some of the godman's earlier answers. Meanwhile, police have increased security at Motera Ashram as hundreds of sadhaks and devotees started gathering there on Thursday ahead of Sharad Purnima celebrations on Friday. After rumours that the investigators would bring Asaram to his kutir for identification of the alleged rape spot, many devotees had camped there to stage a protest.

NEW DELHI, OCTOBER 18: CBI has sent a letter to the Indian embassy in Italy seeking details on the arrest of Guido Ralph Haschke, the alleged middleman in the Rs 3,600 crore AgustaWestland VVIP chopper deal, by Swiss authorities. The arrest was made in Switzerland yesterday on the request of Italian authorities probing allegations of bribery in the contract for 12 VVIP helicopters. Haschke, who is among 13 accused booked by CBI in connection with the corruption case, will be extradited to Italy next week. Highly placed CBI sources said the letter has been sent to the Indian embassy seeking details on his custody and the ongoing probe. The agency will also be sending a judicial request to Italy for detailed information on the statements given by the accused who are in the custody of the authorities there. They said after getting the statements, the agency would explore the option of seeking extradition of all the accused who are in the custody of Italian authorities. However, at the moment, there is no such move, they said. The helicopter contract is under probe of Italian and Indian agencies for alleged kickbacks paid to Indian officials including former IAF chief S P Tyagi to clinch the deal. Mr. Tyagi has denied allegations of any kickbacks. Swiss-American Haschke is one of the 13 accused named in the FIR filed by CBI which is probing the bribery allegations in the deal. Guido Haschke and Carlo Gerosa (both alleged middlemen) managed to send 5.6 million euros through Mohali-based IDS Infotech and Chandigarh-based Aeromatrix Info Solutions Private Ltd to India and kept the remaining amount of about 24.30 million euros received from AgustaWestland with themselves in the account of IDS Tunisia, according to the CBI FIR in the case.

Goodwin unsung stenographer Naveen defends letter on Hindalco of Swami Vivekananda


Since 1893, he started jotting down the lectures and preachings and presented to the public in print form. Goodwin accompanied Vivekananda for six months from January to June, 1897 during the famous tour of Colombo to Almorah. Aged about 27 then, Goodwin was instrumental in bringing 17 lectures and preachings, all fast and extempore, given by the Swamiji to the world, according to functionaries in the Ramakrishna Seva Sangh in Udhagamandalam and Coimbatore. Goodwin, who had accompanied Vivekananda to then Ooty (Udhagamandalam) in May 1898, fell sick and died on June 2 (Vivekananda was in Almora then) and was buried in the cemetery attached to St. Thomas Church in the town, they said. It is Josiah who brought the history and preachings of Swami Vivekananda, giving them the immortality, the status and popularity across the world, Ramakrishna Seva Sangh Joint Secretary C Thangavel said. He regrets that Goodwins role has been neglected at a time when the 150th birth anniversary was being celebrated. Considering the contribution of Goodwin, the Government, as a tribute, should at least come forward and maintain his memorial and declare it as a historic monument, he said. The government should also take steps to preserve as a monument the Kaveri House in Udhagamandalam, where Josiah stayed, Sivadas of Vivekananda Youth Welfare Association said. Engineering student found dead on railway track in Chennai


CHENNAI: A 21-year-old engineering student was found dead near Potheri railway station on Thursday morning. Ankur Mahendroo, 21, a BE student at the SRM University, went out on Thursday morning after informing his friends at the college hostel. But when he didn't return, his friends went in search of him and found his body on the track. They informed the Potheri station master who alerted the government railway police (GRP) in Tambaram. A GRP team from Tambaram recovered the dead body and sent it to the Chromepet Government Hospital for postmortem. Police said the student might have been fatally knocked down by an express train. On being informed, Mahendroo's parents came to Chennai from Lucknow to receive his body. His father, Praveen Kumar Mahendroo, works as an assistant manager at Bank of India in Lucknow.

Debt-ridden family in Perambur attempts suicide

CHENNAI: A three-member family allegedly attempted suicide at their home in Perambur on Friday due mounting debts. Police said Gloria, 54, her son Dominic, 29, and daughter Nancy, 22, of Srinivasan Street, Perambur, initially consumed sleeping pills and later injured themselves by using a blade. Nancy, who was unable to bear the pain, informed her uncle over the phone. He came to their rescue and admitted them at Government Stanley Hospital. Their condition is said to be stable. Police said the family had borrowed Rs 5 lakh from Saravanan of Kolathur three years ago but were unable to pay the money. They borrowed money from various sources and the debt mounted to over Rs 21 lakh.

NEW DELHI, OCTOBER 18: CBI has started a preliminary enquiry on a complaint by whistleblower IAS Ashok Khemka alleging irregularities in the supply of wheat seeds to Haryana Seed Development Corporation (HSDC) by NAFED and NCCF. Mr. Khemka, who was posted as Managing Director of HSDC between July 18, 2012 to March 4, 2013, had given a report to CBI seeking registration of a case against officials of National Cooperative Consumers Federation (NCCF) and National Agriculture Cooperative Marketing Federation (NAFED) for selling seeds at inflated prices to HSDC. CBI has registered a preliminary enquiry to probe into the alleged irregularities in the purchase of wheat seeds in HSDC on the complaint of the then MD of HSDC. The allegations are that NCCF and NAFED supplied seeds at higher rates to HSDC causing loss to the exchquer, CBI spokesperson Kanchan Prasad said in a statement. It is alleged that HSDC wanted to purchase nearly 10,000 tonnes of wheat seeds from private suppliers in case cooperative agencies NCCF and NAFED did not have enough stocks with them. Despite the non-availability of seeds, both the cooperative agencies allegedly offered to supply the seeds after which HSDC did not approach private suppliers. These societies allegedly sourced untreated wheat seeds from middlemen who have got it from private companies and supplied them to HSDC at over Rs. 2000 per quintal whereas if the Corporation had purchased directly from private players it would have cost it Rs. 1600 per quintal, Mr. Khemka, a 1991-batch IAS officer, had alleged. The purchase of 10,000 tonnes of seeds, which was to be supplied to farmers on subsidised rates under Rashtriya Krishi Vikas Yojana, at inflated prices resulted in loss of Rs. 5 crore to the exchquer, Mr. Khemkas complaint had said.

CHENNAI: P Reshma, the 24-year-old software engineer who jumped to her death from the 10th floor of an IT park in Taramani on Wednesday night, apparently told her parents that she was depressed due to the hectic work pressure. The native of Aluva in Kerala joined Visual Graphics Computing Services India Private Ltd at Ascendas IT Park as request receiver in September last after completing her studies in Bangalore. The youngest daughter of Pushparakaran and Rejini of Aluva, Reshma stayed in a women's hostel in Velachery. "She spoke to us a day before she committed suicide and complained of work pressure," her brother Randeep said. Family members said they asked her to return if she was not satisfied with the job, but said she wanted to stay back as she dreamt of being employed. A colleague told police that she cried almost every night complaining of suicidal tendencies. The Taramani police said Reshma left behind four different suicide notes to her parents, brother and sister Remitha claiming that nobody was responsible for her death and she didn't want to live anymore as she was lonely.

Citing documents made available by whistleblower Edward Snowden, a report in the Washington Post on Thursday said it was the NSAs eavesdropping on e-mails that led to the killing of Hassan Ghul, an al-Qaeda associate who provided a critical piece of intelligence that helped the CIA find Osama bin Laden, in a drone strike in Pakistans tribal belt in October 2012. The NSA trawls through millions of innocuous e-mails such as those sent every day by spouses with updates on the situation at home, and it was in one such email that the agency came across intelligence on Ghul, the Post report said. The e-mail from Ghuls wife about her current living conditions was said to contain a sufficient level of detail to confirm the coordinates of their household, according to a document summarising the mission, and This information enabled a capture/kill operation against an individual believed to be Hassan Ghul on October 1. While the U.S. Congress has grilled the intelligence community including Director of National Intelligence James Clapper and NSA chief Keith Alexander on several occasions since Mr. Snowdens revelations, the continuing ambiguity on guidelines followed by the NSA in principle supplied by the Foreign Intelligence Surveillance Act (FISA) Court has caused consternation among civil liberties groups. In comments made to The Hindu, Hina Shamsi, National Security Project Director at the American Civil Liberties Union, said the Posts report underscored how little we know about both the CIAs targeted killing programme and the uses for information collected by the NSA. Ms. Shamsi added that it was impossible for the public to evaluate the rules that the government had set up for itself if it insisted on keeping virtually every aspect of them hidden. One thing we do know from credible media reports is that the targeted killing programme has killed thousands of people, including many hundreds of civilian bystanders, yet there has been virtually no transparency about who has been killed, why, and under what rules, she said.

Afghan insurgents attack foreign compound


KABUL, OCTOBER 18: Insurgents detonated a car bomb Friday and then attacked a heavily fortified private residential compound used by hundreds of foreigners on the outskirts of Kabul. Police had no initial reports on any casualties from the attack. Small arms fire could be heard for about an hour after the initial blast. An Associated Press reporter there saw fire trucks move to extinguish a blaze started by the blast. Police officer Mohammad Aslan said the assault started at dusk when a car exploded near the gate of the compound, known as the Green Village. The camp houses contractors from various countries, European diplomatic personnel and United Nations employees. It is located on the main highway connecting Kabul to the eastern city of Jalalabad and is surrounded by layers of blast walls and has dozens of armed guards. Green Village was last attacked by a suicide car bomber and armed attackers on May 2, 2012, and a number of Afghan guards were killed.

BEIJING, OCTOBER 18: Chinas economic growth rebounded to 7.8 per cent in the latest quarter after a boost in government spending to reverse a sharp downturn. The data reported on Friday should ease pressure on communist leaders for new stimulus measures to prevent politically dangerous job losses. That would allow them to focus on what they say is their priority of longer-term reforms aimed at making Chinas economy more efficient and productive. Growth of the worlds second-largest economy accelerated from the previous quarters two-decade low of 7.5 per cent, according to the National Bureau of Statistics. In the third quarter, the economy has seen some positive signs, said a bureau spokesman, Sheng Laiyun, at a news conference. Communist leaders want to steer Chinas economy to a slower, more sustainable level based on domestic consumption instead of exports and investment. The unexpectedly abrupt decline in global demand for Chinese goods prompted Beijing to reverse course temporarily and take targeted steps to prop up growth and avoid job losses. Analysts have warned that the rebound might not last because growth is being sup-

ported by government spending. Global demand is weak and Chinese consumer spending is growing more slowly than Beijing wants. Factory output in the three months ended September rose 10.1 per cent from a year earlier, up 1 percentage point from the growth rate in the first half of the year, the

bureau spokesman said. Growth in investment in factories and other fixed assets edged up, growing 20.2 percent in the first three quarters of the year, compared with 20.1 per cent for the first half, the data showed. VVIP chopper deal: Extradition of arrested middleman could be delayed


MILAN, OCTOBER 18: The extradition of Guido Haschke (63), the Swiss middleman arrested in Switzerland on Thursday on charges of bribery and corruption in the 560-million VVIP helicopter deal with India could be delayed. Sources close to the AgustaWestland/Finmeccanica investigation and trial in Busto Arsizio near Milan in northern Italy told The Hindu that according to information received by Italian authorities, Mr. Haschke had decided to appeal against the Swiss Federal Courts decision to extradite him. Sources in Busto indicated that if extradition proceedings succeed, Mr. Haschke would be produced in court as a key witness in the trial of former AgustaWestland Managing Director Bruno Spagniolini and Giuseppe Orsi, the CEO of its mother company, the Italian armaments giant Finmeccanica. Their trial opened in Busto Arsizio, an industrial suburb of Milan, in June 2013. Italian authorities decided to go ahead with the trial of Mr. Orsi and Mr. Spagnolini without waiting for the arrest of the other middlemen, since that would mean long delays in the trial because of lengthy extradition proceedings. Mr. Haschke is one of three middlemen the other two are Christian Michel and Carlo Gerosa holding Swiss, American and Italian passports who allegedly conspired with Indias former Air Chief, S.P.Tyagi, his cousins Sanjeev (Julie), Rajeev (Docsa). and Sandeep Tyagi among others, to pay out commissions of 56 million so that AgustaWestland/Finmeccanica could win the VVIP helicopter contract. Italian sources contend that the CBI has been reluctant and slow to act despite receiving ample evidence of wrongdoing. This includes bank statements, wire tapped conversations, bills and other documentation 1,10,000 pages in all contained in 4 CD-ROMs. Now, the CBI has filed an FIR citing 13 persons including the Tyagi brothers. In several press releases issued in recent weeks AgustaWestland has vigorously denied any wrong doing and declared it was going into arbitration to challenge Indias decision to suspend the delivery of the 9 remaining helicopters, ground the three flying machines already delivered and perhaps even go so far as to black list the company altogether. India has cited the integrity clause that outlaws all middlemen in defence contracts. Mr. Orsi was arrested on charges of international corruption, bribery and billing fraud over the sale of 12 AgustaWestland helicopters to India and spent 80 days in preventive detention. Mr. Spagnolini faces similar charges. The middlemen were allegedly paid commissions totalling some 56 million through an elaborate system of fake billing using fictitious IT companies based in Mauritius and Tunisia. No move has been made yet by Indian authorities to arrest any of the Tyagi brothers despite the fact that India has now become a civil party to the trial, sources said.

In a letter to the Prime Minister, Mr. Dasgupta charged the Petroleum Minister with deliberately trying to pass undue benefits to RIL by overruling his own officials and seeking to bend rules and regulations to bail out the corporate house. There have been repeated attempts by the Petroleum Minister to weaken governments case in the arbitration proceedings, subvert national interest and this should be stopped at all costs, he told journalists in New Delhi. MUMBAI, OCTOBER 18: The BSE benchmark Sensex rallied by 245 points in late morning trade on Friday on speculations that Federal Reserve could maintain monetary stimulus to the U.S. economy next year on fears of the 16-day partial U.S. government shutdown, which ended this week, curbing economic growth there. The market sentiment was boosted by data showing that foreign funds made substantial purchases of Indian stocks on Thursday. As the head of the government, it is incumbent upon you to act immediately to curb the malpractices taking place in the Petroleum Ministry, Mr. Dasgupta has stated in his letter.

Lawyers for the plaintiffs said that the judgment, which includes $1.48 billion in damages and nearly $1 billion in prejudgment interest, was the biggest ever following a securities fraud class action trial. HSBC Holdings PLC, Europes biggest bank by market value, said in a statement on Thursday that it will appeal, noting that it was the next step in an 11-year-old case and we believe we have a strong argument. James Glickenhaus of Glickenhaus & Co, one of the three lead plaintiffs appointed by the court in 2002 to represent the class, said in a statement that the judgment shows that the fraud committed by Household International and the individual defendant officers will not go unpunished, and we look forward to having the judgment affirmed on appeal. The lawsuit named Household International Inc, which is now HSBC Finance Corp, and former executives William Aldinger, David Schoenholz and Gary Gilmer. It claimed that the company fraudulently misled investors about its predatory lending practices, the quality of its loans and its financial accounting from March 23, 2001 through October 11, 2002. HSBC acquired consumer lender Household International in 2003. The acquisition made HSBC the biggest subprime lender in the US at the time, which resulted in billions of losses to HSBC leading up to the financial crisis of 2008. Airtel acquires Qualcomms 4G company


NEW DELHI, OCTOBER 18: Telecom major Bharti Airtel on Thursday announced it has acquired 100 per cent stake in Wireless Business Services (WBSPL), a company founded by U.S. chipmaker Qualcomm. The company had acquired a 49 per cent stake in WBSPL in May 2012 for $165 million. At that price, the additional stake purchase would have cost Airtel an estimated $165 million, or Rs. 1,008.1 crore at Fridays exchange rate. However, the company did not disclose the financial details of the deal. In a statement, Airtel said that it has completed the acquisition of 100 per cent equity shares of Wireless Business Services Private Limited, which holds BWA Spectrum in the Indian telecom circles of Mumbai, Delhi, Haryana and Kerala. Airtel acquired a majority stake in WBSPL in July by increasing its stake to 51 per cent from 49 per cent. WBSPL has spectrum that can be used for high-speed 4G services in New Delhi, Mumbai, Haryana and Kerala. Airtel has the similar spectrum in Punjab, Maharashtra, Kolkata and Karnataka. Airtel has already launched 4G services in Bangalore, Pune, Kolkata, Chandigarh, Mohali and Panchkula. Shares of Airtel were trading at Rs. 353.80, up by 1.46 per cent, in the afternoon session at BSE.

Gold falls on slackened demand, silver rises


NEW DELHI, OCTOBER 18: Snapping a two-day rising trend, gold prices fell by Rs. 120 to Rs. 31,500 per ten grams in the national capital on Friday on slackened demand at existing higher levels amid weak global cues. However, silver rose for the third straight session by adding Rs. 375 to Rs. 48,800 per kg on increased off-take by industrial units and coin makers. Traders said besides sluggish demand at existing higher levels, a weak global trend mainly kept pressure on gold prices. Gold in London, which normally sets price trend on the domestic front, fell by $3 to $1,317.10 an ounce. Sentiment also weakened as rising equity market lured investors to shift funds from bullion to stocks for quick gains, they said. On the domestic front, gold of 99.5 per cent purity fell to Rs. 31,300 per ten grams, after gaining Rs. 1,070 in last two days. Sovereign held steady at Rs. 25,200 per piece of eight grams. On the other hand, weekly-based delivery of silver advanced by Rs. 375 to Rs. 48,500 per kg. The white metal had gained Rs. 1,375 in the previous two sessions. Silver coins lacked the nec-

LEH, OCT 18- Minister for Urban Development and Local Bodies, Nawang Rigzin Jora on Friday laid foundation stone of Open Stadium and Youth Hostel at Spituk in presence of Chief Executive Councilor LAHDC, Leh, Rigzin Spalbar. The stadium and youth hostel projects worth Rs. 20.35 crore are being executed under 'Task Force', a special grant of Rs. 200 crore sanctioned by the Union Government for the Leh district. The projects spread over 130 kanals of land will have an open stadium with an estimated sitting capacity of 30,000 spectators. It will have facilities for organizing sports activities like football, cricket, hockey, Olympic size track etc. The Youth Hotel will have the capacity over one thousand beds with all the facilities of boarding and lodging for the sports persons and other supporting staff. Further, on account of diversified use of agriculture residues, the gap between the demand and supply of fodder is increasing. He emphasized to increase the fodder production to meet the demand gap because according to the report of Working Group on Animal Husbandry and Dairying for 10th Five Year Plan of Planning Commission, the available fodder can meet the demand of only 46.7 per cent of livestock. Ex-servicemen to look after the safety and security arrangements at BHU


VARANASI, OCT 18: To enforce the meaning of a safe university campus, ex-servicemen are now going to look after the safety and security arrangements at Banaras Hindu University. The varsity is going to have a massive security set up with the workforce of approximately 775 new security guards, supervisors and security officers from November 1. These new security persons will be provided by Uttar Pradesh Purva Sainik Kalyan Nigam Limited (UPPSKNL). According to chief proctor of BHU, Dr Arvind Joshi, the new security set up will be deployed in the main campus of the university, Sir Sundar Lal (SSL) Hospital, Trauma Centre as well as at Rajiv Gandhi South Campus (RGSC), Barakachha. The new security will work in supervision and coordination of chief proctor of the university. It may be noted here that UPPSKNL is the nation's first ex-servicemen corporation established as a UP state government undertaking in 1989. Since its inception, UPPSKNL has been able to create job opportunities for a vast number of ex-servicemen including their wards and widows. The services of ex-servicemen based as security guards, gunmen, supervisors, and security officers are being provided to various Centre and state government's departments, Public Sector Undertaking (PSUs), private institutes, hospitals and banks and other units. Some of the main clients of UPPSKNL are Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited ( BPCL), National Thermal Power Corporation ( NTPC), Bharat Heavy Electricals Limited ( BHEL), various banks, postal department, PWD, Irrigation department. Dr Joshi further informed that this was for the time that security arrangements from the workforce provided by a government agency was being introduced at the university premises. So far, the security guards in the university were appointed on contract basis from the Varanasi based private agencies. "The enhanced security system is the need of the hour. Every big set up has such security system. Once operational, BHU will be a step ahead of other universities as such security system, especially of that provided by UPPSKNL, is very rare in other universities," informed Dr Joshi.

Panel to study air pollution causes in Chandrapur: Deotale


CHANDRAPUR: A study of various pollutions in the district and factors that attribute to air pollution has been taken up by a panel of scientists from NEERI and IIT Mumbai, to work out a sustainable solution to the issue. Maharashtra Pollution Control Board (MPCB) would prepare an action plan based on the report of the scientists from NEERI and IIT to implement proper control measures on pollution, state environment minister Sanjay Deotale said. The report is likely to be received by February next year, he said. "During a survey of various areas around Chandrapur and Wani in Yavatmal district by the team of scientists, it was observed that most of the air pollution was caused due to transportation of various materials by heavy vehicles plying on roads, adulteration of diesel in vehicles, apart from industries and domestic use of coal," Deotale said.

Goa board gives its nod to introduce CCE method of assessment for Class IX
PANAJI, OCT 18: The academic body of the Goa board of secondary and higher secondary education has given its nod for the board proposal to introduce the Comprehensive Continuous Evaluation (CCE) method of assessment for Class IX from 2014. But the plan to extend the existing no-detention policy, in force from Class I to VIII, to Class IX remains scrapped. Implementation of the CCE will mean that performance of the students in co-curricular activities will be taken into consideration when allotting them marks like participation in various competitions like elocution, quiz etc. "The CCE method planned for implementation for Class IX will now be circulated to headmasters of schools across Goa and their suggestions will be sought upto October 30. The committee formed to review the CCE implementation in Class IX will then meet every day to fine-tune the method of assessment. The final draft will then be sent to the state for approval before it is implemented in 2014-15," Goa board chairperson Jose Remedios Rebello told.But certain conditions will be set for schools for successful implementation of the CCE method. "Schools will have to ensure that there are not more than 35 students in a class to do justice to the method. Also, school hours for the Class IX students after CCE is implemented should not be less than five-and-half to six hours a day. To evaluate a child with the help of CCE requires that the teachers spend more time with students to make a fair overall assessment of the child, which goes beyond mere academics," Rebello said. He said that minimum standards will be set for the child to achieve before he or she is qualified to be promoted to the next class.
