The HDVC group has produced two technical documents UNI specification using GSMA IR.92 (VoLTE) as a base and now becoming IR.39 IMS Profile for High Definition Video Conference (HDVC) Service . NNI specification built by profiling 3GPP TS 29.165

HDVC profile
The UNI / NNI documents are a profile (i.e. a minimum set of functions that all equipment must support) of the SIP/IMS specifications, covering e.g.

HDVC strenghts
End to End interoperability - UNI profiling ensures interoperabilty between any networks and any device; NNI profiling ensures multivendor/multicarrier interoperability Identities - Operators can choose whether to reuse traditional telephone number (e.g. TEL:+391721234512) or SIP-URI (e.g. name@operatordomain). Reuse of E.164 simplifies user experience. Same platform as Voice over IMS HDVC reuses the same network infrastructures Operators will launch for mobile and fixed telephony (IMS). The main difference is the introduction of the MRF (conference focus) to handle point-to-multipoint services. Open interworking to other solutions - NNI profile can be used as a global reference for interconnection between networks implementing different videocomunication solutions. HDVC on LTE
The bandwidth requirement is of 2 Mbit/s for 720p and 4 Mbit/s for 1080p. The bandwidth can be reduced adopting H.264 High Profile. This profile isnt available on portable device. End-to-End QoS is needed for large deployment to guarantee the bandwidth on radio interface. A bidirectional-simmetrical bandwidth requirement. Latency: Apart from large bandwidth requirements, a small round trip time is required for reduced delays between frames. Any delay beyond 150-300ms becomes noticeable and distracting.

Remarks
HDVC identifies only a technical profile (on top of standards capability), necessary for UNI & NNI interoperability. Standards (3GPP, HDVC) are essential but not sufficient for service enablement. The following operational aspects were intentionally left out of profiling activity, but will need to be addressed: QoS assurance (over fixed access and at interconnection) Commercial settlement between Operators NAT/Firewall traversal Scheduling & management facilities Consistent dial plan Device Certification

Conclusions
Today there are different Videoconference Systems but there are still many problems to define a fully interoperable service like the GSM ones. IMS can be considered as and enabler to develop a fully interoperable Videoconference service between different Telcos.
Telecomitalia and other operator, network equipment providers and terminal provider have worked in GSMA to define HDVC service profile to be integrated in IR.39.
This profile define also the IP interconnectivity based on IPX and NNI SIP interconnection between Telcos based on TS. 29.165.
The idea of HDVC as Open Forum where different Telcos, Network Equipments Provider and Terminal provider can participate to implement this approach.
