a) PROVISION OF FIRE LIFT FOR HDB PROJECTS Background Relaxation of provision of fire lift for HDB projects within a distance of not more than 9 m from the exit staircase. Changes FSSD informed HDB that the relaxation will cease with effect from 15th July 2009 Henceforth, fire lift for HDB projects shall be adjacent and accessible to an exit staircase and be approached by a fire fighting lobby at each storey. [Fire Code Ref. clause 6.6.3 (b)]

b) PROVISION OF DRY/WET RISER SYSTEM FOR HDB PROJECTS Background In most of the design, riser system is sited at central part of the building to maximize the serving coverage. This design concept has achieved cost efficiency. Fire Safety Requirements Fire Code clause 6.2.2 (b) states that position of rising main and landing valve shall be immediately outside the door of the exit staircase.

c) Effective width of main gate for residential unit can be less than 850mm proposal accepted by FSSD
The effective width of 850mm is only applicable to exit door as stated in Fire Code.

d) Selfclosing device to be provided to fire rated services duct door as required in Fire Code For projects under construction/awarded without selfclosing device, status quo. No RVO required.

e) Provision of Fire Hose Reel to services rooms e.g. Consumer Switch Room, Telecom Equipment room, Utility Room, Domestic/Riser Pump Room, Bulky Refuse Room, MDF Room & Lift Motor Room etc

For Public Housing, provision of Fire Hose Reel can be excluded, however Fire Extinguisher shall be provided.

f) Provision of Fire Extinguisher & Fire Hose Reel to Precinct Pavilion (Open sided)
Fire Extinguisher is required, it could be kept by Town Council when pavilion is not used for any function. Fire Hose Reel shall be provided if area exceeding 200 sq m If pavilion is located within the serving range of 36m of any Fire Hose Reel installed in adjacent building, dedicated Fire Hose Reel need not be provided.

g) Provision of Exit Sign to Services Rooms e.g. Consumer Switch Room, Telecom Equipment room, Utility Room, Domestic/Riser Pump Room, Bulky Refuse Room, MDF Room & Lift Motor Room etc Provision of Exit Sign is not required to room with only single exit.

h) Provision of fire rated door to side of exit staircase is not required@ 1st storey if it is a void deck space and door is near to exterior open space.

i) Provision of fire rated door to discharge of exit staircase is not required @ 1st storey which is directly facing exterior open space.

j) EXEMPTION OF FIRE ALARM SYSTEM & FIRE EXTINGUISHER TO HDB MULTI STOREY CARPARK AND MARKET BY FSSD ON 29TH JULY2000

Residential block k) Door to exit staircase and services ducts only need to comply with hr fire rating. Doors to services rooms at 1st storey are as follow: 1. Facing external directly needs not be fire rated. 2. Facing nonoccupied space to have hr fire rating. 3. Facing occupied space or escape route to have Same fire rating of element of structure.

MSCP l) Doors to exit staircase and services ducts only need to have hr fire rating, If 50% unobstructed facade openings is achieved.
