Vijayadashami also known as Dashahara, Dussehra, Dashain (in Nepal), Navratri orDurgotsav is one of the most important Hindu festivals celebrated in various forms, across India, Nepal and Bangladesh.

The name Dussehra is derived from Sanskrit Dasha-hara literally means removal of tenreferring to Lord Rama's victory over the tenheaded demon king Ravana.[1] The day also marks the victory of Goddess Durga over the demons

Mahishasur. The name Vijayadashami is also derived from the Sanskrit words "Vijayadashmi" literally meaning the victory on the dashmi (Dashmi being the tenth lunar day of the Hindu calendar month).

As the name suggests Vijayadashmi or Dussehra is celebrated on the tenth day of the month of Ashwinaccording to the Hindu lunisolar calendar which corresponds to September or October of the Gregorian calendar. The first nine days are celebrated as Maha Navratri(Devnagari: , 'nine nights') or Sharada Navratri (the most important Navratri) and culminates on the tenth day as Dasara. In India, the harvest season begins at

this time and so the Mother Goddess is invoked to start the new harvest season and reactivate the vigor and fertility of the soil. This is done through religious performances and rituals which are thought to invoke cosmic forces that rejuvenate the soil. Many people of the Hindu faith observe through social gatherings and food offerings to the gods at home and in temples throughout Nepal and India.

On this day in the Treta Yug, Rama, also called Shri Ram, the seventh avatar of Vishnu, killed the great demon Ravana who had abducted Rama's wife Sita to his kingdom of Lanka. Rama, his brother Lakshmana, their follower Hanuman and an army of monkeys fought a great battle to rescue Sita. The entire narrative is recorded in the epic Ramayana, a Hindu scripture. Rama had performed "Chandi Homa" and invoked the blessings of Durga, who blessed Rama with secret knowledge of the way to kill Ravana. On the day of Ashvin Shukla Dashami, Rama's party found Sita and defeated Ravana. Thus it is termed as Vijaya Dashami. Based on the inferences from Valmikis Ramayana, Kalidass Raghuvans, Tulsidass Ram Charit Manas, and Keshavdas's Ram Chandra Yas Chan-

To mark the return of Lord Rama, in the evening, the residents of Ayodhya lit their city with millions of earthen lamps (called Deepak). Since then, this day is celebrated in India as Deepawali or Diwali. Many people perform "Aditya Homa" as a "Shanti Yagna" and recite Sundara Kanda of Srimad Ramayana for 5 days. These Yagna performances are thought to create powerful agents in the atmosphere surrounding the house that will keep the household environment clean and healthy. These rituals are intended to rid the household of the ten bad qualities, which are represented by 10 heads of Ravana as follows:

1. Kama vasana (Lust) 2. Krodha (Anger) 3. Moha (Attachment) 4. Lobha (Greed) 5. Mada (Over Pride) 6. Matsara (Jealousy) 7. Swartha (Selfishness) 8. Anyaaya (Injustice) 9. Amanavta (Cruelty) 10. Ahankara (Ego). Some householders perform Yagnas thrice daily along with Sandhya Vandana, which is also called Aahavaneeya Agni, Grahapatya Agni or Dakshina Agni. In addition, the Aditya Homa is performed with the Maha Surya Mantras and the Aruna Prapathaka of the Yajurveda. These mantras are believed to keep the heart, brain and digestive functions in balance in the absence of adequate sunlight in the winter months.

into the Kargil area of Jammu and Kashmir in May 1999, and had occupied Indian Army posts. The incident later escalated into an armed conflict and the Indian Army lost many soldiers in regaining the Indian Army posts. Speaking to reporters, the chief minister said it was the media that has hyped the infiltration, allegedly backed by Pakistan, on the Indian side of the Line of Control (LoC) in Kashmir's Kupwara district as Kargil-2. Abdullah said that neither the Indian Army nor the state administration had described it as Kargil-2. He also said that neither the state police nor the state administration were part of the operation, which was carried out solely by the Indian Army. Hence, any questions about the operation in Keran sector on the LoC should be put to the army, he said.

New Delhi Indian Prime Minister Manmohan Singh will meet the new Australian Prime Minister Tony Abbott during his trip to Brunei this week during which a nuclear deal and negotiations on a free trade agreement are expected to figure. The two countries are also looking to firm up a blueprint for future engagement. Manmohan Singh will hold bilateral meetings, including with the Australian leader, on the sidelines of the India-ASEAN and the East Asia Summit Oct 9-10. In 2009, the two countries had elevated their bilateral relations to a strategic partnership. Since then, Australia and India have exchanged over 50 highlevel visits. After six years of centre-left government by the Australian Labour Party (ALP), Australia is under the rightwing Liberal-National Party (LNP) coalition led by Abbott, which swept to power in federal elections last month. Foreign and defence policies were not major issues during the election campaign. However, with the LNP in power, diplomatic observers say some differences are likely in the way in which Canberra relates to the Asian region. While in opposition, Foreign Minister Julie Bishop repeatedly said her party's foreign policy would be "more Jakarta-less Geneva", a jab at his predecessor's Kevin Rudd's global roaming. And Abbott's first overseas visit was to Indonesia. India is seeking to conclude a nuclear trade deal with Australia's new government by the end of the year. Australia, the world's largest holder of uranium reserves, and India have already held two rounds of ne-

gotiations for a safeguard agreement that will enable uranium sales for India's nuclear power plants. According to Australian High Commissioner Patrick Suckling, the last round of talks was held in July and the next is scheduled for later this year. It was Abbott's party, led by Rudd, that had decided to sell uranium to India in their last term in power and now they are keen to expedite the process. The previous Labour government had in 2011 changed its long-held policy and reversed the ban on selling uranium to India as it has not signed the Nuclear Non-proliferation Treaty (NPT). The India-Australia nuclear agreement will be consistent with Australia's agreements with Russia and China for supply of uranium. One of the key conditions will be that India utilize the uranium for peaceful purposes, informed sources told. Australia also wants to beef up defence cooperation with India. The navy-tonavy exercises will be held in 2015. Australia wants stronger cooperation with India in infrastructure, education, agri-business, biotech, pharmaceutical and IT sectors. Both sides are also trying to work out a collaboration for restoration of old films.In the past decade, Australia has emerged as a country with tremendous opportunities for minerals and gas. The Adani group and GVK are among the largest Indian investors in Australia (over $17 billion and $10 billion, respectively), both seeking to exploit its coal mines and ship the coal to India and other places.India is currently Australia's 10th largest trading partner.

Unanswered questions about Keran LoC operation

Srinagar Even though the army has called off its 14-day-long operation against a group of heavily armed guerrillas on the Indian side of the Line of Control (LoC) in Jammu and Kashmir's Keran sector, a number of questions still remain unanswered. In its first official statement about the Keran operation, the Indian Army said 35-40 heavily armed guerrillas had attempted to infiltrate at multiple points on the night of September 23-24. "Although it is too early to prove the direct involvement of the Pakistani Army, the border action team (BAT) was involved in helping the terrorist infiltration", Lieutenant General Gurmit Singh, commander of the army's Srinagarbased 15 Corps, told reporters here. BAT is a group of 20 to 25 heavily armed and motivated guerrillas used by the Pakistani Army to facilitate infiltration across the border in Jammu and Kashmir, army sources said. Subsequent press statements by the army said around 15 of the guerrillas had been cordoned off and "eliminated". The army also said the recovery of the bodies of the slain guerrillas was not the priority since the operation had been launched to foil the infiltration bid and to ensure that the guerrillas lying inside the cordon would not be allowed to escape. "A controlled and effective cordon is in place. Rest assured we will not allow them to escape", the army said in another statement as the operation continued for a week in the Panaji The heat generated by the ongoing Supreme Court trial in the Rs. 35,000-crore illegal mining scam may just trigger an implosion within the Congress in Goa. The cordoned off area had been thoroughly searched and there were no guerrillas there now, he added. The army commander said in reply to a question about the bodies of the slain guerrillas that they could have been dragged back while the remaining guerrillas who

had entered the Indian side of the LoC could now be used for other infiltration attempts. The senior most army officer in Jammu and Kashmir said it was ridiculous to think that such a large infiltration attempt could have been made without the help of the Pakistani Army. The army chief, General Bikram Singh, said in Hindon, near Delhi, on Tuesday that the incident was a "desperate infiltration attempt", adding that seven guerrillas had been killed during the Keran operation. Did some of the guerrillas lying inside the cordoned area manage to cross back to the Pakistan controlled side of Kashmir? Did they have the time and convenience to ensure that the bodies of the slain guerrillas could be dragged back to remove traces of their presence on the Indian side for 14 long days? Interestingly, the army said the killing of guerrillas in Gujjardur and Fateh Galli had happened while "foiling two other infiltration bids". If the guerrillas killed in Fateh Galli and Gujjardur had been part of the group already cordoned off in the Keran sector, how could these two firing incidents be labelled as two other infiltration bids? These are questions which need to be answered by the army although alarmist reports that the Keran position had become another Kargil like situation have been finally proved wrong, with even Chief Minister Omar Abdullah rubbishing the suggestion.

Chandigarh Two recent occasions when leaders of the Congress opposition in Punjab shared political and public space with Chief Minister Parkash Singh Badal may have hinted at a welcome trend of political opponents transcending partisan interests in the larger good, but these demonstrations do not seem to have gone down well with some leaders of the state Congress. Punjab's Leader of Opposition Sunil Kumar Jakhar was last week part of a delegation led by Badal, the politically tallest Akali Dal leader in Punjab, to the Planning Commission to seek a Rs 3,357-crore package for resolving the water-logging problem in southwest Punjab. Jakhar, a polished and soft-spoken Congress leader and son of former Lok Sabha speaker Balram Jakhar, even bent to touch Badal's feet in the presence of Planning Commission Deputy Chairman Montek Singh Ahluwalia to seek his blessings. Punjab's PR machinery was quick to grab the photo-op and splash it in the media. Needless to say, the photograph led to major heartburn among top Congress leaders, even though they refrained from publicly criticizing Jakhar's actions. For Jakhar, Badal, who is going to be 86 this December, is a contemporary of his father. When Badal became the Punjab chief minister in the 1970s, Balram Jakhar was the leader of opposition in the state assembly. Former union law minister and Congress' Rajya Sabha MP Ashwani Kumar, who had to unceremoniously exit from the cabinet in May, extended a personal invitation to Badal to inaugurate an old-age home in Gurdaspur. A few months ago, union minister Jairam Ramesh became the darling of the Punjab government as he toured parts of the state with Deputy Chief Minister and Akali Dal president Sukhbir Badal to get first-hand knowledge of what the rural areas needed. Just a couple of month ago, Congress legislators had started storming Badal's 'Sangat Darshan' (meeting the public) programmes. The idea was not as much to get work done but to embarrass Badal and gain political mileage out of it. Badal, who is a shrewd politician and five-time chief minister, was quick to seize advantage of his friendly happy feelings with two top Congress leaders. He claimed that he was always "for cooperation and consensus" with opposition leaders rather than that "of confrontation and vendetta". In Punjab, the acrimony between the Badals and Congress leaders, especially former chief minister Amarinder Singh and Bajwa, is well known. Badal has gone on record to state that Punjab Congress leaders were not only sabotaging development and welfare projects being sought from the central government but were even telling union ministers not to meet and share the stage with Badal and other Akali leaders. Rather than indulging in political one-upmanship based on their personal egos, Punjab's leaders, both Akalis and Congress ones , could do well to collectively help the state and its people.

Under caretaker status, the US Antarctic Programme will be staffed at the minimum level needed to ensure human safety and preserve government properties, including the three primary research stations, ships and associated research facilities, the agency said. "All field and research activities not essential to human safety and preservation of property will be suspended," it added. The foundation has informed researchers that it will have to suspend work on several major construction projects if the shutdown continues beyond Oct 31. The busiest season of the Antarctic research programme runs from October to February. For the 2014 fiscal year, which began Oct 1, the NSF had requested $465 million to support its polar programmes.

Smoking can cause progressive vision loss

New Delhi The hazards of smoking are well known. But what is not so well known is that smoking can also be a reason for vision loss in people at or above the age of 50 years due to what is called Age-related Macular Degeneration (AMD). AMD is an eye condition that leads to the deterioration of the centre of the retina, called the macula. It has emerged as the leading cause of vision loss in people. "People who smoke, those suffering from cardiac diseases, excessive exposure to ultraviolet light and the fair skinned people are at a higher risk of acquiring AMD," Deependra V. Singh, director of eye-care centre Eye Q Retina, told. "As there are no specific preventive measures, we advise people to quit smoking, protect the eyes from ultraviolet light and control their cholesterol," Deependra Singh said. According to the World Health Organisation (WHO), AMD is the third largest cause of vision loss worldwide. It first leads to vision distortion and, if not treated well, can cause permanent vision loss. In this disease, the photo receptor cell of the retina is killed by waste products, and tiny spots called "Drusen" are developed, which then leads to blurring of vision. This is the dry AMD, one type of AMD. "The most severe is the wet AMD in which a neo-vascular membrane behind or in the retina grows progressively and destroys the central retina. It is not a cancer but behaves like one and the wet AMD, if not treated on time, can cause permanent blindness," Deependra Singh said.

Patients suffering from it see straight line as a curve. "The treatment for the AMD is injecting a special drug in the eye, which has to be taken in multipe rounds, like in cancer treatment. In severe cases a combination of laser treatment and injection is given," Sanjay Dhawan, director, ophthamology, Fortis Memorial Institute told. The injection to treat AMD costs about Rs. 20,000 to 25,000; so doctors feel that the treatment of the disease is still very expensive. "Once the vision is lost it cannot be retrieved back; so for whatever has been left behind the patients are given low vision aids that are equipped with magnifying glasses to make reading easier," added Dhawan. Though not a new disease, cases of AMD have been on the rise. "With lifespan of human beings increasing, the detection rate has been increasing. However changing lifestyle and food habits can also be attributed as one of the cause," Kingshukh Biswas, ophthamologist at Columbia Asia, told. Thus doctors advise people nearing the age of 50 years to take Vitamin A rich food like fish and green vegetables. "Once a person nears the age of 50 years he should also undergo regular retina screening and use Amsler Grid. It is a chart which are given to patients to monitor or check any kind of distortion," Biswas added.

Aurangabad (Maharashtra) Thanks to a team of British doctors visiting Maharashtra, sexagenarian Daulatbi Chand Pathan wears a new confident smile on her wizened face. She received surgical treatment for a cleft lip earlier this month. No longer is Daulatbi ashamed of stepping out in public and showing her face before strangers. "Before the surgery, I could barely speak. Eating was hard, and I would rather not show my face in public. I encountered hostile looks full of disgust and was treated like a pariah," Daulatbi, a poor farm labourer, told. The words still break as she speaks, her mouth long accustomed to the deformity now no more. A visiting team of British doctors performed an operation to correct the cleft lip along with plastic surgery earlier in the week -- and Daulatbi's deformity is now history. Her two-year-old grandson Sajid Bashir Pathan underwent a similar operation along with her. He too looked at her and smiled in joy on seeing the new face sans deformity. The greatness of Sachin Tendulkar is that he has never been dropped from the Indian team in any form of cricket, barring a bizarre decision to rest him from the One-Day Internationals (ODI) on the last tour to Australia. That's an awesome record. Only he decided to call time, last year from ODIs and now from Test cricket. He is going out at a time and place of his choosing, not at the prompting of others, whatever be the speculation over his meetings with the cricket board officials or the national selectors. For quite some time Tendulkar's retirement had become a national obsession, everyone had an opinion. Now the cynics have started saying that he didn't want to go to South Africa and face the fearsome fast bowlers, and so he got the board to quickly arrange for a two-Test series at home against the West Indies to reach the milestone of playing 200 Tests. What's more, he wanted to do it at his home, Mumbai. It's uncharitable to point a finger at the great man's integrity. Even if he indeed wants to play his final Test in front of his home crowd, what's wrong with it? Tendulkar's exit was very much on the cards after his two other famous contemporaries -- Rahul Dravid and V.V.S. Laxman -- decided to call it a day in the last couple of years. Only he will reveal why he chose to stay on after his career ambition of winning the World Cup was fulfilled. Now some well-wishers might say he should have hung around to celebrate his Silver Jubilee in international cricket next year before walking off the field, but like timing his shots he knew exactly when to go. New Delhi Voicing concern over India's newly enacted food securities law that is expected to increase subsidy burden, the World Trade Organisation chief Monday asked the Asia's third largest economy to find a balanced solution before the ministerial meeting in December. In his maiden visit to India after taking charge as WTO Director General, Roberto Azevedo said food security was a complex issue and it was likely to be discussed in details during the ministerial meeting at Bali, Indonesia. "We will try to find a solution between now and the ministerial conference in Bali. And until we reach a solution, it would be premature to say what the nature of that solution is, Azevedo, who is from Brazil, said while addressing a joint media conference with India's Commerce and Industry Minister Anand Sharma. "But we will try to find an outcome which all sides, all members believe is a balanced outcome. And an outcome which is in the interest of all of them, he said. India needs at least 62 million tonnes of food grain per year to implement the newly enacted food security law that entitles nearly two-third of the population with 5 kg of food grain per month at the rate of Rs.1-3 per kg. Azevedo said the initial proposal on food security, which was tabled by the G-33 (Group of 33 poor countries), was immediately rejected by many countries for various reasons. "Now I think we made a lot of progress since that point in time. I think that from, up from rejection, we now are building the environment for a very constructive en-

gagement that we would try to address this issue in a positive manner, he said. Sharma said a solution to the G-33 proposal would be an important contribution by the WTO towards addressing the challenges of food security in developing countries. He pointed out that public stockholding programmes are widely used to ensure food security in many developing countries where agriculture is largely rainfed. "Updating of the rules would greatly help these countries in carrying out such operations without defaulting on their commitments, Sharma said. Sharma urged the WTO chief to persuade all parties to discuss the food security proposal constructively. "Developing countries are finding themselves hamstrung by the existing rules in running their food stockholding and domestic food aid programmes, he said. The WTO chief is visiting New Delhi to seek India's support for a positive outcome of the Bali ministerial meeting. Later, addressing an event organised by the Federation of Indian Chambers of Commerce and Industry (FICCI), Azevedo said: "Although Bali is a priority, it is not the end of the road. We are talking about taking the first step. At Bali, what we want is a long term strategy to govern global trade for the benefit of all nations." On possible outcome of the Bali meeting, the WTO Chief said, A balanced agreement would emerge when at the end of the day, everyone said we gave more than we could and got less than what we deserve."

New Delhi There was an urgent need to integrate places of work with dwelling places while planning urban infrastructure, Housing and Urban Poverty Alleviation Minister Girija Vyas said Monday. The housing shortage in urban areas is 18.78 million units and of this shortage, 96 percent pertains to economically weaker sections and the lower income group, she said. Rs.1,000-crore textile India to help build economic, security architecture in Asia: PM package for Karnataka
Bangalore The central government Wednesday granted Rs.1,000 crore as a special textile package to Karnataka for the revival of nine spinning mills and converting cooperative loans given to beneficiaries into equity shares. "Of the total amount, Rs.10 crore will be paid towards dues raised from state run banks to build the integrated textile park at Doddaballapur near Bangalore and to set up textile parks and skill development centres across the state," said state Textiles, Ports and Inland Water Transports Minister Baburao Chinchansoor in a statement from New Delhi. The minister participated in a daylong conference of state textile ministers in the national capital Wednesday. "A part of the grant will be used to increase minimum wage for poor weavers, pay arrears of incentives and subsidies to investors," Chinchansoor said. The state textiles ministry plans to set up an international textile park at Yadgir and a skill development centre at Gulbarga in the northeast region of the state with funds from the special package. "The funds will also be used to train unemployed youth in skills required by handloom and powerloom units," the minister noted. The minister said the government had secured central approval to build a new port at Honnavar in Uttara Kannada district on the west coast at an estimated cost of Rs.600 crore through public-private partnership. "The project work will commence in November second week," Chinchansoor said. A proposal to set up a captive port by leading steel major Jindal group with an upfront investment of Rs.500 crore is being considered by the state government. The state's ports department had recently floated tenders to build a protection wall along the west coast to prevent sea erosion that recurs during the southwest monsoon from June to September every year. "The Rs.950-crore protection wall project will be executed with part finance from Asian Development Bank, while immediate sea erosion protection works are being carried out with state funds," Chinchansoor added. Similarly, the department is constructing fishing jetties on the coastline for fishermen. "We are working on new schemes for inland water transportation to attract tourists in the coastal districts, including purchase of mechanised boats and shelters," the minister added. Bandar Seri Begawan (Brunei), Prime Minister Manmohan Singh Thursday reaffirmed India's commitment to building a regional architecture of economic and security cooperation in Asia, saying the need for such collective action and collaboration is more acute now because of the global economic uncertainty and political turmoil in some parts of the world.
