- As of today, the remains of two police officers from this Department have been
recovered from the site of the collapsed Twin Towers of the World Trade Center and
have been positively identified by the Medical Examiner. They are identified as
Police Officer Vincent Danz of ESU Truck 3 and Detective Joseph Vigiano, assigned
to ESU Truck 2.
- To date, thirteen funerals and/or memorial services have been conducted for members
of this Department killed in the line of duty at the World Trade Center including
those for: Police Officer Vincent Danz, Police Officer Stephen Driscoll, Police
Officer Brian McDonnell, Police Officer Paul Talty, Police Officer Glenn Pettit,
Police Officer Santos Valentin, Police Officer Ronald Kloepfer, Police Officer Walter
Weaver, Detective Claude Richards, Sergeant John Coughlin Police Officer Thomas
Langone, Police Officer James Leahy, and Detective Joseph Vigiano.
- On October 31st, Kathy T. Nguyen, F/61, of the Bronx, died three days after being
admitted to Lenox Hill Hospital, diagnosed with the first case of inhalation anthrax in
NYC. The woman worked in the Manhattan Eye, Ear and Throat Hospital basement
supply room, where her responsibilities included making deliveries of supplies and
sometimes handling mail. The Eye, Ear and Throat Hospital has been officially
closed since 2:00am Tuesday October 30th. Thus far, areas within the hospital have
been tested negative for signs of anthrax. Other employees of the hospital are being
debriefed, tested for anthrax and being offered antibiotics. The Joint Terrorist Task
Force is continuing the investigation.
On Tuesday, October 30, at 11 am, a funeral mass was held for Detective Joseph
Vigiano, assigned to ESS # 2, at Our Lady of Mt. Carmel Church in Patchogue, Long
Island. Detective Vigiano was killed in the line of duty when he responded to the
World Trade Center attacks on September 11th.
On October 29, the offices of New York State Senator Thomas Duane and
Assemblyman Scott Stringer each received suspicious correspondence.
Representatives from Senator Duane's office reported they received a letter, which
On Sunday, October 28, a memorial service honoring all the victims of the September
11th terrorist attacks .at the World Trade Center was held at "Ground Zero".
Approximately 9,000 relatives and friends attended the memorial, which began at
2:00pm and lasted approximately one hour. "Ground Zero" was closed to everyone
from 7:00pm Saturday to 7:00am Sunday. The site was cleaned up, heavy equipment
was moved and a new stage was erected for the event. Governor Pataki, Senator
Schumer, Senator Rodham Clinton and yourself attended the event and no speeches
were given. His Eminence Edward Cardinal Egan, Archbishop of New York, offered
the Invocation and Imam Izak-El Mu-eed Pasha, Resident Imam, Masjed Malcolm
Shabazz and Chaplain of the NYC Police Department, administered a prayer at the
service. Rabbi Joseph Potasnik, V.P. of New York Board of Rabbis and Chaplain of
the NYC Fire Department, offered a moment of reflection and the Reverend Billy
Graham, CEO, Billy Graham Evangelistic Association, gave the Benediction. Andrea
Bocelli sang the opening Hymn, "Ave Maria", with music from the Orchestra of St.
Luke's, Christoph Eschenbach, conductor. A second Hymn, "Amazing Grace", was
sung by Renee Fleming with the Orchestra of St. Luke's. Several musical offerings
were provided including "Raisins and Almonds" by Ilya Gringolts, Violin; "Let Us
Love in Peace", Andrew Lloyd Webber, piano, Shonaugh Daly, vocals, Orchestra of
St. Luke's, and David Caddick, conductor; and "Pieta, Signore" sung by Andrea
Bocelli, the Juilliard Choral Union, Judith Clurman, conductor and the Orchestra of
St. Luke's. The closing song was "God Bless America" sung by Renee Fleming.
After the service, family members who wished to do so were provided transportation
to the Family Assistance Center at Pier 94 and received an urn, containing ashes from
the site along with an American Flag to serve as a memorial of their lost relative.
The following represents the most recent data available regarding victims of the
September terrorist attack on the World Trade Center (figures are subject to revision):
Since inception through midnight, October 31st, NYPD/FD HAMMER teams have
responded to 2,081 reports of suspected hazardous material, removing 760 packages
to the Department of Health laboratory for testing.
Working in conjunction with Beth Israel Hospital, the Department has developed a
protocol to counsel, advise and test "at risk" responders as it relates to anthrax.
Personnel in the "at risk" category include those assigned to Emergency Service
Units, the Joint Terrorist Task Force, HAMMER Teams, Patrol Borough Task Forces
and all other members who respond to assignments where they are exposed to
substances suspected as being contaminated with anthrax. Members are instructed to
first contact a Medical Division hotline staffed from 6 AM to 2 AM where they are
interviewed by a Department nurse or surgeon who will triage them and determine an
appropriate course of action. Those referred by either the Department surgeon or
nurse for follow-up treatment will be scheduled for examination at Beth Israel
Hospital between the hours of 8 AM and 5 PM where testing and additional
counseling will be provided by General Medical Associates who have expertise in
dealing with this disease. In urgent situations, members may be referred by the NYPD
Medical Division to the emergency rooms of either Beth Israel or Bellevue Hospital.
In accordance with the daily assessment of police deployment, the area of lower
Manhattan affected by the September 11 terrorist attacks remains divided into 4 patrol
enforcement zones and 1 traffic enforcement zone, with the Commanding Officer,
Patrol Borough Manhattan South responsible for all NYPD operations. Each day
approximately 679 police officers/detectives, 106 sergeants, 39 lieutenants, 6
captains, and 2 deputy inspectors/inspectors from the Patrol Services Bureau and
Traffic Control Division are assigned to this area. Effective today, the maximum
deployment of personnel for the purpose of digging at the site will be limited to 24
members of the NYPD and 24 members of FDNY. Access to the "frozen zone," the
area south of Canal Street and west of Church Street, remains restricted. Although
reports of criminal activity in or near the frozen zone are sporadic, the following
arrests were made in the area last week:
• Sunday, October 28: 1 arrest - Criminal Impersonation of a Federal Marshall
• Monday, October 29: 1 arrest - Criminal Trespass
Since the terrorist attacks on September 11, a total of 172 possible hate crime
incidents were reported to the NYPD. Of this total, 110 were ethnic or religious in
nature, involving individuals or locations associated with Middle Eastern culture. As
a result of these incidents, 24 arrests have been made. The remaining incidents
continue to be investigated by the NYPD's Hate Crime Task Force.
- Since September 11, from the time shortly after the terrorist attacks through 7:00 AM
November 1, a total of 1,895 bomb threats and/or reports of suspicious packages were
received at 911. This includes 26 reports received during the twenty-four hour period
ending midnight, Wednesday, October 31.
