1.1 Overview of BTS Local Maintenance
The BTS local maintenance software is installed onto a PC (a laptop is preferred), which is connected to the BTS with serial communication cable. The local maintenance of BTS can then be implemented via the MMI in the maintenance cavity of the mini BTS.
I. Logic Objects
In BTS terminal maintenance, the logic objects comprise: Site, Cell, BT (Baseband Transceiver), CH (Channel), RC (Radio Carrier). The relationship of these logic objects is shown in Figure 1-1.

Chapter 1 Introduction
There are three values for the management states: Locked: disconnect the transmitting and receiving of the radio interface and/or ground baseband. Unlocked: connect the transmitting and receiving of the radio interface and/or ground baseband. ShutDown: hold the existing coiomunications until the services are released, and new users are prevented from access to the resources.
Note: There is no ShutDown state for cells. The site management state is only involved in the getting of management right. Getting the management right or not determines whether the user can perform data configuration through the O&M terminal.
2)
Operational state
It indicates whether the resource is in normal operation or available. Two values for this: Enabled, Disabled.

If MMI fails to get contact with BTS, a failure dialog box will be popped up as shown in Figure 2-3. Click <Yes> to set communication port parameters in the popped-up interface shown in Figure 2-4. Select the communication port as COM1, COM2 or COM3 according to the actual application, and select the communication rate as 38400, then click <OK>.

If MMI still cannot get contact with BTS, check the connection of the maintenance cable and the maintenance terminal serial port.
Upon successful login, the above dialog box automatically closes and the user can perform operation. When login failed, the system will display the failure cause in the dialog box.

During the process of local maintenance, the priority of the local maintenance console is higher than that of the remote. No overwrite operations can be performed via the remote maintenance console. However, before it gets the site management right or after it releases the right, the local maintenance console has a lower priority and cannot execute any overwrite command successfully. Nevertheless, read commands can still be executed via it.
Caution:
z
The user should get site management right before all modification related operations such as site maintenance, cell maintenance, BT maintenance, channel maintenance, radio carrier maintenance and board maintenance. Otherwise, the system will prompt "management status is not matched" and the operations cannot be performed.
Getting site management right for the local maintenance console may affect the commands that are being executed via the remote maintenance console. Therefore, before getting the local site management right, please make sure that the remote maintenance console is not performing any overwrite operation such as dynamic data configuration.
Local Maintenance Console Opration Manual M900/M1800 BTS3X Series Base Transceiver Station
After operations, please be sure to release the site management right so that remote operations can be performed. Figure 3-4 shows site management right releasing.

BTS is configured with 6 interference levels. Based on the MS measurement repor from a channel, BTS can calculate the Interference level boundary interference value of the channel, by which BTS can determine at which interference level the channel is. Interference average parameter
Every time the number of received MS measurement reports reaches 0~255 this parameter value, the BTS calculates the interference value. BER threshold and receive voltage threshold. After receiving the MS measurement report, the BTS compares the BER value and 0~63 receive voltage value in the report with the corresponding thresholds and judges whether the connection fails. Interval between reports that the BTS makes 1~31 to the network to tell about the RF resource. This parameter is used for BTS to determine whether Paging is resent. Together with the paging times configured in MSC, they jointly control the paging resend times. The total 0~4 paging times approximate to be the multiplication of the two. BTS3X and its later version will support paging resending function. This parameter defines the dependency of the training sequence. Description on the RC attributes management interface is shown in Table 6-1. Table 6-1 Description on RC attributes Field name RF Max. power decrement Meaning This parameter determines the max. value for power decrement. When the value lowered for the power exceeds the parameter, the power will not be lowered. This parameter means absolute radio frequency channel number, In M900, M1800, there are 124(1~124)and 374(512~885)channel number, this parameter determines the channel number of the RC.
